BRS leader K Kavitha denied bail by SC in Delhi excise policy scam

The Supreme Court on Friday refused to grant bail to BRS leader K Kavitha, who has been arrested by the Enforcement Directorate in the Delhi excise policy scam case.

A bench of Justices Sanjiv Khanna, MM Sundresh and Bela M Trivedi asked Kavitha to approach the trial court, saying it is a practice that this court is following and cannot bypass the protocol.

The bench said as far as Kavitha’s plea challenging the provisions of the Prevention of Money Laundering Act (PMLA) is concerned, the court is issuing notice to the ED and seeking its response in six weeks.

“The petition challenging the provisions will come up with the pending matters,” the bench told senior advocate Kapil Sibal, appearing for Kavitha.

At the outset, Sibal said that people are being arrested based on an approver’s statement.

The bench said it is not going into the merit of the case at the moment.

Kavitha has moved the top court challenging her arrest by the ED in connection with the Delhi excise policy case.

A member of the Telangana Legislative Council and daughter of former state chief minister K Chandrashekar Rao, Kavitha was arrested on March 15 and remanded to the ED’s custody till March 23 in the case.

Delhi HC refuses to grant interim protection from ED summons to CM Kejriwal

CM Arvind Kejriwal has repeatedly refused to appear before the ED. The court said arrest on the “first or second day” is not the “normal practice” as an investigating agency first records the reasons to do so, if grounds are made out.

The Delhi High Court on Thursday, March 21, refused to grant any interim protection from coercive action to Delhi Chief Minister Arvind Kejriwal. A division bench led by Justice Suresh Kumar Kait said it was not inclined to grant an interim relief to the Aam Aadmi Party chief.

However, the court has sought a response from the ED on this fresh interim plea and listed the matter for further hearing for April 22, 2024.

Kejriwal had moved a fresh plea in the court seeking no coercive action against him. The Enforcement Directorate (ED) has issued nine summons to him in the excise case till now.

On March 20, the court had asked Kejriwal on why is he not appearing before the ED for questioning in an excise policy-linked money-laundering case, as it sought the agency’s stand on the AAP leader’s plea challenging the summonses issues against him.

“Why don’t you appear on receiving the summonses? What is preventing you not to attend?” asked the bench.

Kejriwal has repeatedly refused to appear before the agency, calling the summonses illegal. The court said arrest on the “first or second day” is not the “normal practice” as an investigating agency first records the reasons to do so, if grounds are made out.

Kejriwal’s name has been mentioned multiple times in the chargesheets filed by the ED. The agency has alleged that the accused were in touch with Kejriwal for formulating the excise policy that resulted in undue benefits for them, in return for which they paid kickbacks to the AAP.

A Delhi court granted bail to Kejriwal on Saturday on two complaints filed by the ED against him for skipping six of the previous eight summonses in the money-laundering case.

Delhi world’s most polluted capital city again, says report

Bihar’s Begusarai emerged as the world’s most polluted metropolitan area while Delhi was identified as the capital city with the poorest air quality, according to a new report.

With an average annual PM2.5 concentration of 54.4 micrograms per cubic metre, India had the third worst air quality out of 134 countries in 2023 after Bangladesh (79.9 micrograms per cubic metre) and Pakistan (73.7 micrograms per cubic metre), according to the World Air Quality Report 2023 by Swiss organisation IQAir.

In 2022, India was ranked as the eighth most polluted country with an average PM2.5 concentration of 53.3 micrograms per cubic metre.

Begusarai stood out as the most polluted metropolitan area globally with an average PM2.5 concentration of 118.9 micrograms per cubic metre. The city did not even figure in the 2022 rankings.

Delhi’s PM2.5 levels worsened from 89.1 micrograms per cubic metre in 2022 to 92.7 micrograms per cubic metre in 2023.

The national capital was ranked the most polluted capital city in the world four times on the trot starting 2018.

It is estimated that 1.36 billion people in India experience PM2.5 concentrations exceeding the World Health Organisation (WHO) recommended annual guideline level of 5 micrograms per cubic metre, the report said.

Also, 1.33 billion people, 96% of the Indian population, experience PM2.5 levels more than seven times the WHO annual PM2.5 guideline. This trend is reflected in city-level data, with more than 66% of the country’s cities reporting annual averages greater than 35 micrograms per cubic metre.

IQAir said the data utilised to create this report was aggregated from the global distribution of more than 30,000 regulatory air quality monitoring stations and low-cost air quality sensors operated by research institutions, governmental bodies, universities and educational facilities, non-profit non-governmental organisations, private companies and citizen scientists.

The 2022 World Air Quality Report included data from 7,323 locations in 131 countries, regions and territories. In 2023, those numbers have grown to include 7,812 locations in 134 countries, regions and territories.

Causing an estimated one in every nine deaths worldwide, air pollution is the greatest environmental threat to human health.

According to the WHO, air pollution is responsible for an estimated seven million premature deaths worldwide every year.

Exposure to PM2.5 air pollution leads to and exacerbates numerous health conditions, including but not limited to asthma, cancer, stroke and lung disease.

Exposure to elevated levels of fine particles can impair cognitive development in children, lead to mental health issues, and complicate existing illnesses, including diabetes.

J Kumar Infra wins ₹334.25-crore project from NBCC to build Delhi Transport Corporation depot

J Kumar Infraprojects Ltd on Monday, March 18, said it has been awarded an order worth ₹334.25 crore from NBCC (India) Limited in Delhi.

The company has received a letter of award (LoA) from NBCC (India) Ltd for the development of Hari Nagar depot of Delhi Transport Corporation (DTC) in New Delhi on an engineering, procurement and construction (EPC) basis, it said in a stock exchange filing. The total contract value of the order was ₹334.25 crore.

As per a notification from the Centre, the aforementioned contract price of ₹334.25 crore will be adjusted in case there is any increase or decrease in the rates of GST on works contract, the company said.

The time period set for the execution of the project awarded by NBCC stands at 24 months, J Kumar Infraprojects said.

Recently, CNBC-TV18 reported that J Kumar Infraprojects was looking at growing its revenue by 16-17% in the next financial year 2025, which is higher than the company’s previous guidance of 15%. According to the Mumbai-based company’s managing director, Nalin Gupta, the growth projections are backed by a healthy order book. The orders are expected to be around ₹19,000 crore in FY24, with an order inflow of around ₹7,000-8,000 crore next year.

Gupta is confident the company is well on track to achieve its billion-dollar revenue target by financial year 2027, and that the earnings before interest, tax, depreciation, and amortisation margins is likely to remain around 14-15%.

Shares of J Kumar Infra were trading 1.96% lower at ₹585.35 apiece on BSE at 12:59 pm.

Farmers hold ‘Kisan Mazdoor Mahapanchayat’ in Delhi, traffic advisory issued

Farmers hold their ‘Kisan Mazdoor Mahapanchayat’ in New Delhi on Thursday, March 14, but with conditions. The Delhi Police said the gathering cannot exceed the limit of 5,000 people, no tractor trolleys, no march at the Ramlila Maidan.

In view of the protest, Delhi Police has also made elaborate security arrangements that may lead to a heavy traffic jam. The police have also issued traffic advisory for the commuters to avoid roads leading to central Delhi, they said.

The umbrella body of farmers’ organisations, Samyukt Kisan Morcha (SKM), which had spearheaded the 2020-21 farmers’ protest at Delhi borders against the three central farm laws, has said they will hold a ‘Kisan Mazdoor Mahapanchayat’ at the Ramlila Maidan where a resolution will be passed to “intensify the fight” against the policies of the government.

A police officer told PTI that the farmers have been asked to vacate the Ramlila Maidan soon after culmination of their programme after 2:30 pm.

The traffic may be affected in various parts of the national capital. According to a Delhi Traffic Police statement, Jawaharlal Nehru Marg, Barakhamba Road, Bahadurshah Zafar Marg, Tolstoy Marg, Asaf Ali Road, Jai Singh Road, Swami Vivekanand Marg, Sansad Marg, Netaji Subhash Marg, Baba Kharag Singh Marg, Minto Road, Ashoka Road, Maharaja Ranjeet Singh flyover, Connaught Circus, Bhavbhuti Marg, DDU Marg and Chaman Lal Marg are likely to be affected due to the farmers gathering in Delhi.

The advisory said the traffic may be diverted on Delhi Gate, Mir Dard Chowk, Ajmeri Gate Chowk, Guru Nanak Chowk, Kamla Market, Paharganj Chowk, Jhandewalan round about, Maharaja Ranjeet Singh flyover from Barakhambha Road to Guru Nanak Chowk, Barakhamba Road, Janpath Road, KG Marg crossing and round about of GPO (Gol Post Office) from 6 am on Thursday.

The Delhi traffic police also advised the people going towards ISBT, railway station or airport to carefully plan their travel with sufficient time at hand.

The three Delhi borders — Singhu, Tikri and Ghazipur — have been witnessing a heavy deployment of paramilitary personnel to stop the ongoing protest of the farmers demanding to march to Delhi.

Hundreds of farmers are still sitting at Punjab-Haryana borders for the past since February 13.

Lok Sabha Election Opinion Poll: Delhi voters happier with Centre than Kejriwal government

As per the poll, of 1,447 respondents in Delhi, 66% said they are “very satisfied” to “somewhat satisfied” with both Kejriwal and the Aam Aadmi Party-led government, while 67% are “somewhat to very satisfied” with the performance of the National Democratic Alliance (NDA) government at the Centre and that of Prime Minister Narendra Modi.

Voters in Delhi are largely satisfied with the performance of Chief Minister Arvind Kejriwal and the state government, while also expressing a lot of satisfaction with the central government’s performance, according to an opinion poll by News18.

As per the poll, of 1,447 respondents in Delhi, 66% said they are “very satisfied” to “somewhat satisfied” with both Kejriwal and the Aam Aadmi Party-led government, while 67% are “somewhat to very satisfied” with the performance of the National Democratic Alliance (NDA) government at the Centre and that of Prime Minister Narendra Modi.

Moreover, 62% said they are “very to somewhat satisfied” with the sitting MP of their constituency. Furthermore, a whopping 91% of BJP voters (959 surveyed) said they would vote for the Bharatiya Janata Party (BJP) regardless of the candidate, only because of Modi.

Delhi contributes 7 legislators to the 543-strong Lok Sabha. In the 2019 elections, BJP swept all 7 seats, retaining all the seats it won in 2014.

Central schemes

One question to the 1,447 respondents was how aware they are of various central government schemes — 85% said they know the PM Kisan Samman Nidhi, while other schemes, such as PM Awas Yojana (housing scheme, 86%), Har Ghar Jal (Jal Jeevan Mission, 90%), Ujjwala Yojana (gas cylinder, 90%), Jan-Dhan Yojana (bank accounts, 89%), and Ayushman Bharat (healthcare, 75%). drew great responses as well. No respondents stated they were not aware of any of these schemes.

Key issues

Employment topped as the key issue for voters, with 75% saying it will be a consideration in their voting decision, while inflation (71%), law and order (33%), corruption (37%), and infrastructure and development (38%) too emerged as issues. Interestingly enough, only 9% of the respondents said they would vote based on the religion of the candidate.

It must be noted here that law and order come under the purview of the Union Home Ministry, and not the state government.

2019 Results

The 2019 Lok Sabha elections in Delhi witnessed significant shifts in political dynamics, government formation, and key issues that resonated with voters. The 2019 Indian general election took place on May 12, 2019.

Delhi, along with other states, declared its results on May 23, 2019, constituting the 17th Lok Sabha.

The BJP secured a clean sweep by winning all seven seats in Delhi.

The BJP’s victory was remarkable, with a vote share of 56.9%. The party’s campaign focused on national issues such as corruption, unemployment, national security, terrorism, farmers’ distress, and poverty.

The election revolved around the accountability of the then government. The BJP capitalised on its performance at the Centre and emphasised its commitment to good governance.

Unlike previous elections, caste-based politics took a backseat. Instead, national issues dominated the discourse, reflecting a shift in voter priorities.

The CAA amends the Citizenship Act of 1995 to grant Indian citizenship to minorities from countries like Afghanistan, Bangladesh, and Pakistan.

Ahead of the upcoming Lok Sabha polls, the Centre on Monday notified the rules for the Citizenship Amendment Act, 2019. Following the official notification regarding the implementation of CAA, Delhi Police and the Central Paramilitary forces held a flag March in Jagat Puri and Khureji Khas areas in Delhi, reported news agency ANI.


DCP (Northeast) Joy Tirkey said that the flag marches will be carried out in Northeast Delhi for the next few days, starting from Monday, reported Indian Express.

Meanwhile, protests have been breaking out in different parts after the notification was released. While talking about the protests, DCP Tirkey said, “We have tagged the potential troublemakers and some known criminals. We are in touch with our beat constables and keeping an eye on social media too.”

“We are doing a flag march for two days and will have an extensive flag march from Tuesday. Special care will be taken in sensitive areas through drones,” DCP Tirkey said.

For the unversed, the CAA amends the Citizenship Act of 1995 to grant Indian citizenship to minorities from countries like Afghanistan, Bangladesh, and Pakistan.

However, it only allows individuals belonging to Hindu, Sikh, Jain, Parsi, Buddhist, and Christian communities to apply for citizenship. These migrants, who have entered India on or before December 31, 2014, due to religious persecution in their home countries, will be allowed to embrace Indian citizenship.

Delhi Lok Sabha elections 2024: The ruling BJP is looking forward to completing a hat-trick of securing all seven seats in the national capital this time.

Delhi, the national capital of India, has seven Lok Sabha seats. The city will witness a direct contest between the ruling Bharatiya Janata Party (BJP) and the Opposition’s INDIA bloc in the upcoming general elections. In the last two Lok Sabha polls in 2014 and 2019 respectively, the BJP won all seven seats in Delhi, despite not being in power in the national capital for over 25 years.

While the saffron party received a vote share of 46.40% in 2014, the number jumped to 56.86% in 2019. Delhi might not be a cakewalk for the BJP in the 2024 Lok Sabha elections as it is expected to witness stiff competition from the INDIA bloc.

Why? In the last two general elections, India’s capital city witnessed a three-way competition between the BJP, Congress and the Arvind Kejriwal-led Aam Aadmi Party (AAP). However, Congress and AAP have allied and will be contesting 2024 polls based on a 4:3 seat-sharing formula.

As a result, the BJP will have a direct contest with AAP on four seats and with Congress on the remaining three.

Date for 2024 Lok Sabha elections in Delhi

The general elections in the national capital usually happen in a single phase. Last time, the voting in Delhi was held on May 12. The city witnessed a total voter turnout of 60.60% in 2019, while it was 65.10% in 2014.

Delhi Lok Sabha elections 2024: Total seats

There are a total of seven Lok Sabha seats in the national capital. These seats are — Chandni Chowk, East Delhi, New Delhi, North East Delhi, North West Delhi (SC), South Delhi, and West Delhi. Out of this, one seat is reserved for the Scheduled Caste category.

Vietnam Airlines to add Airbus A350 in India-bound flights from May

Vietnam Airlines currently operates 14 flights weekly from Delhi and Mumbai to Hanoi and Ho Chi Minh City in Vietnam.

Starting May this year, Vietnam’s flag carrier, Vietnam Airlines, is set to introduce Airbus A350 operations for air travelers to and from India. The aircraft will feature a two-class cabin configuration, with a total of 305 seats arranged in a 2-4-2 layout. Among these, 276 seats will cater to economy class passengers, while 29 seats will be on offer for business class travelers.

Vietnam Airlines will present onboard passengers with a specially curated Indian food menu and all seats will be equipped with an advanced in-flight entertainment system, complete with HD screens showcasing the latest selection of the latest movies and TV shows.

Expressing enthusiasm for the development, Nguyen Trung Hieu, Country Manager India, Vietnam Airlines, remarked, “We have always been invested in India and when looking for further expansion, New Delhi seemed to be a natural fit.”

Aeroprime Group is the General Sales Agent (GSA) of Vietnam Airlines in India. The ED of Aeroprime Group, Abhishek Goyal, said, “Bringing the world-class state-of-the-art A350 to the Indian market demonstrates a greater commitment to customer experience by Vietnam Airlines.”

Vietnam Airlines currently operates 14 flights weekly from Delhi and Mumbai to Hanoi and Ho Chi Minh City in Vietnam. Further, it provides seamless connections to China, Japan, Korea, Australia and ASEAN countries from India. As per airline sources, Vietnam Airlines plans to add more routes from India to Vietnam.
