Argentina posts first fiscal surplus since 2008 under President Javier Milei

President Javier Milei announced Argentina’s first quarterly fiscal surplus since 2008 during a televised speech, promising his commitment to eliminating deficits wouldn’t waver throughout his term.

“The fiscal surplus is the cornerstone from which we are building a new era of prosperity in Argentina,” Milei said Monday night, flanked by his economic team at the presidential palace in Buenos Aires. “We are making possible the impossible even with the majority of politics, unions, the media and most economic actors against us.”

The crisis-prone South American nation posted a quarterly fiscal surplus of 0.2% of gross domestic product to start the year, as well as a third consecutive monthly surplus in March, Milei said.

“The libertarian economist pledged to stick with austerity because “inflation is robbery and fiscal deficit is the cause of inflation.”

Argentina bonds jumped as investors awaited Milei’s announcement, leading gains in emerging markets on Monday.

“Argentina continues to be a good trade,” Diego Ferro, founder of M2M Capital in New York, said by phone after the president’s speech. But he cautioned that the surplus is still an intermediary step.

“What they accomplished was impressive, but based on very short term measures,” Ferro said. “Unless it changes into structural changes, it will likely become another ‘I told you so story’ ending in tears.”

“Milei’s streak of fiscal surpluses is certainly good news — but the big question is how sustainable it is,” Adriana Dupita, deputy chief emerging markets economist with Bloomberg Economics, said by email. “Much of the positive performance has come at the expense of high inflation eroding the purchasing power of public sector salaries and pensions, and virtually halting public investment and transfers to provinces. This strategy cannot last long.”

Since taking office, Milei has devalued the currency by more than 50%, halved the number of government ministries, removed hundreds of price controls and started to cut generous energy and transport subsidies. Monthly inflation has been slowing consistently from a three-decade high of 26% in December.

Milei promised Argentines during televised address their sacrifice would pay off in the form of fewer taxes in the future.

Kedaara Capital founder Manish Kejriwal calls for longer-term budgets, policy consistency

Indian businessman Manish Kejriwal has advocated for moving away from the annual budget ritual to a system where the government sets its financial plans and policy direction every three to five years instead.

“This might sound like heresy, but instead of having an annual budget, why don’t we have a budget every three or five years?” Kejriwal said in an interaction with CNBC-TV18.

“We just give a longer-term direction for policies and move in that direction, not very dissimilar to how we might move towards elections at the state and central levels on a cycle longer than annual.”

The founder of venture capital firm Kedaara Capital argued that constant chopping and changing of policies and tax rates has been a key pain point for India Inc. “It’s not about asking for a much lower rate of taxation or no taxes. For me, it’s the consistency of policy,” he stated. “I don’t want to zig-zag left, right, and left again.”

Kejriwal acknowledged the reality that key regulators and the finance ministry cannot always align perfectly with the aspirations of the corporate sector. However, he welcomed the increased transparency and candid discussions in recent years on areas of potential reform.

“I think in the last five or six years at least, the issues are discussed honestly and the reasons on what can or cannot be done, or what can be done slowly, is ultimately my only wish list,” he said.

Delhi Metro’s daily ridership soars to 60 lakh, receives ₹500 crore in 2024-25 Budget

In the 2024-25 Budget, the Delhi government has allocated Rs 500 crore to the Delhi Metro, which is the largest and busiest rapid transit system in India.

The metro system, which connects the capital region with its satellite cities, is operated by the Delhi Metro Rail Corporation. This public sector company was established by the government of India and the government of Delhi in May 1995.

Delhi Finance Minister Atishi, while presenting the budget, stated that providing good public transportation facilities to every resident of the national capital is the government’s responsibility.

She highlighted that under the guidance of Chief Minister Arvind Kejriwal, significant improvements have been made in the public transportation sector in Delhi.

Atishi also shared some impressive statistics about the growth of the Delhi Metro. In 2014, around 24 lakh passengers used the service daily. However, today, more than 60 lakh people commute on the metro every day.

By March 2015, a total of 193 kilometres of metro network and 143 stations were established in Delhi. In the past nine years, the network has doubled in length to 393 kilometres, and the number of stations has increased to 288.

The Delhi Metro now reaches every corner of Delhi, including the Tikri border, Samaypur Badli, Tikri Kalan, Badarpur border, and Shiv Vihar. The total outlay of the 2024-25 Budget is 76,000 crore. In this financial year, Atishi proposed an outlay of 500 crore specifically for the Delhi Metro.

Delhi’s ₹76,000 crore Budget aims for ‘Ram Rajya’, Atishi announces

Delhi’s finance minister Atishi presented the FY25 budget in the state assembly on Monday with an outlay of Rs 76,000 crore, announcing the ‘Mukhyamamantri Mahila Samman Yojana’ under which women aged 18 and above will get Rs 1,000 per month, and asserted the government is inspired by the ideals of Ram Rajya.

In the budget tabled in the state assembly ahead of the general elections, she also announced that the Business Blasters scheme, which was till now being implemented in schools, will now be implemented in universities and Industrial Training Institutes (ITIs).

Last year, the government had allocated Rs 78,800 crore for the financial year 2023-24 and announced nine schemes as part of the G20 preparations.

The Delhi government’s budget size for 2022-23 was Rs 75,800 crore and Rs 69,000 crore in the preceding year.

This was the first time that Atishi presented the budget after taking charge of the finance department last year.

In her budget speech, she remembered Manish Sisodia, former education minister, and Satyendar Jain, former health minister, for their roles in shaping the education and health models in the national capital.

“This is a moment of pride that the Kejriwal government is presenting its tenth budget today. I am not just presenting the tenth budget but a picture of changing Delhi. Kejriwal came as a ray of hope. We are all inspired by Ram Rajya. We are working hard towards realising the dream of Ram Rajya,” she said.

She proposed an allocation of Rs 16,396 crore for the education sector and highlighted the achievements of the AAP (Aam Aadmi Party) government in the field.

Under the education budget, Rs 100 crore has been allocated to the State Council of Educational Research and Training (SCERT) for training teachers, and another Rs 150 crore has been proposed for the construction of new schools and classrooms.

She proposed Rs 45 crore for the maintenance of existing classrooms and Rs 42 crore for Schools of Specialised Excellence in the 2024-25 fiscal.

The minister announced an allocation of Rs 118 crore for sports education, Rs 1,212 crore for higher education and technical education and Rs 15 crore for “Business Blasters Senior”.

“The Kejriwal government will implement Business Blaster scheme in its universities and Industrial Training Institutes through Rs 15 crore allocation in budget,” she added.

The government announced a budget of Rs 8,685 crore for the health sector with Rs 6,215 crore being proposed for hospitals to maintain good facilities.

“Under the Delhi government, there are 38 hospitals where treatment is provided free of cost to more than 81,000 OPD patients daily and 65,806 IPD patients monthly,” she said.

OPD stands for out-patient department, while in-patients department is referred as IPD.

There are 530 Mohalla Clinics in Delhi currently, where every day, 64,000 people receive free medicines, tests, and treatment.

So far, Mohalla Clinics have conducted more than seven crore OPD visits, she said.

‘Farishtey Dilli Ke’ scheme has saved the lives of 22,000 people, she shared.

The minister announced a budget outlay of Rs 6,216 crore for various schemes under the Social Welfare Department, Women and Child Development Department and SC/ST/OBC Welfare Department.

The government announced an allocation of Rs 2,000 crore for the ‘Mukhyamantri Mahila Samman Yojana’ for the welfare and empowerment of women from 2024-25. Under this scheme, woman above 18 years of age will get Rs 1,000 per month, she said.

For a woman to become eligible under the scheme, she should be a Delhi voter, should not be availing benefits under any other government scheme and should not be an income taxpayer, she said.

According to the final electoral roll of Delhi published in January this year, there are 67,30,371 female voters in the national capital.

Atishi announced an allocation of Rs 664 crore for all nutrition-related schemes.

In 2014-15, the budget for law and justice was Rs 760 crore, she said.

“I am delighted to share that by 2024-25, it has increased by nearly four-fold to reach Rs 3,098 crore,” she said.

The minister announced that in 2024-25, the Delhi government will begin the construction of four court complexes in Rohini, Karkardooma, Shastri Park, and Rouse Avenue.

“These will include courtrooms, lawyer chambers, libraries, and modern facilities, totalling 250 new courtrooms. The number of people receiving free legal services through the Delhi State Legal Services Authority was 33,000 in 2016. Last year, this figure increased nearly four-fold, reaching 1.25 lakh,” she shared.

The finance minister announced an allocation of Rs 902 crore for unauthorised colonies.

Talking about the transport sector, she said that Delhi will have over 10,000 buses in its fleet, including 80 per cent electric buses.

She announced Rs 7,195 crore for the Delhi Jal Board, Rs 510 crore for induction of electric buses in DTC and cluster buses fleet and Rs 500 crore for Delhi Metro.

Maharashtra’s Budget session opens with government tabling supplementary demands of ₹8,609 crore

The Maharashtra government on Monday tabled supplementary demands of 8,609 crore on the first day of the Budget session of the state assembly.

State finance minister Ajit Pawar tabled the supplementary demands, which are additional funds sought by the government over the budgetary allocation, in the legislative assembly, followed by the council.

“I table the supplementary demands of 8,609.17 crore before the House,” Pawar said.

As per the supplementary demand note, demands of 2,210 crore were for financial assistance to farmers whose crops were destroyed due to the unseasonal showers, hailstorms and water scarcity.

During the winter session in December last year, supplementary demands of 55,520.77 crore were tabled in the state legislature and eventually cleared.

Haryana Chief Minister Manohar Lal Khattar on Friday presented the budget for financial year 2024-25 with an allocation of 1.89 lakh crore, more than 11 per cent from the previous fiscal.

Khattar, who also holds the finance portfolio, said, “For 2024-25, I propose a budget of 1,89,876.61 crore which is 11.37% more than 1,70,490.84 crore (revised estimates) of 2023-24.”

It is the fifth budget of the BJP-JJP government.

While presenting the budget, Khattar said his government took many steps for the welfare of farmers, while adding that the government was giving a minimum support price on 14 crops.

Tamil Nadu initiates first-of-its-kind ₹50 crore conservation fund for endangered species

The Tamil Nadu Government has announced the establishment of a first-of-its-kind Tamil Nadu Endangered Species Conservation Fund (TNESCF) of 50 crore. The fund, announced by Tamil Nadu finance minister Thangam Thennarasu, will aid in the conservation of species, particularly those native to the state. The state will also contribute a seed fund of 5 crore, with additional funds pooled from CSR contributions.

Supriya Sahu, the state’s additional secretary of environment, climate change and forests, in an interview with CNBC-TV18, stated “We have been doing work in the conservation of lesser-known species in Tamil Nadu, including the Nilgiri Tahr, which also happens to be the state animal.”

She added, “The fact remains there are many more endangered species on the verge of extinction that people aren’t aware about. So, we felt we ought to set up a fund involving corporates and those outside the forest department to aid in their conservation.”

Over the past two years, the Environment and Forest Department has launched several conservation initiatives for both lesser-known and endangered species. This includes the establishment of the first Dugong conservation centre in the Gulf of Mannar, two new bird sanctuaries, and two conservation centres for the slender loris in Dindigul and Karur.

The main objective of TNESCF is to aid species recovery. Sahu explained, “Activating the fund would involve studying habitats and learning the factors threatening the existence of a species. We learnt, for instance, that the slender loris, lives on specific trees. So, our conservation activity would then include enumerating these trees, and planting more of them.”

The government will now work on registering the fund, either as a trust fund or a society. A governing body will then be established to decide on the conservation projects to support. Members of the public will be allowed to contribute, with contributions subject to 80G exemptions on income tax.

Sahu revealed that several corporate entities have expressed interest in contributing to the fund. She said, “Given that this is a first-of-its-kind conservation fund in India, we will prepare an SOP on how it will work. We need to also remind our supporters than species recovery is a long-drawn process and results won’t come overnight.”

The state’s efforts are encouraged by its experience in conserving the Nilgiri Tahr, which involved conducting a baseline estimation, removing invasive species, and other scientific steps. Corporate entities interested in mobilising CSR funds towards TNESCF are welcome to contact the Tamil Nadu Environment, Climate Change and Forests Department.

Sahu concluded, “We will have a dedicated email towards the fund starting next week. Our efforts will be directed towards guiding companies and giving them all the information they need about the conservation efforts that they are aiding.”

Tamil Nadu Finance Minister Thangam Thennarasu on Monday presented the State Budget for FY 2024-25, ahead of the 2024 Lok Sabha elections. The Budget was presented on the theme ‘Crossing obstacles and marching towards growth’.

The state government has announced a coaching plan in the budget for 1,000 aspirants for several government jobs under SSC, Railway, and bank exams in Chennai, Coimbatore, and Madurai, PTI reported.

Thennarasu said that three new Thozhi Viduthigal hostels will be constructed in different parts of the state for working women. These hostels will be set up at a cost of ₹26 crore.

The state government will allocate ₹1,000 crore for school infrastructure development under Prof. Anbazhagan’s schools development scheme, Thennarasu said.

It will also look after the higher education expenses of transgenders, which will be implemented through a transgender welfare board. For the same, ₹2 crore has been allotted under the Budget.

The DMK government stated that the State Budget is focused on the “7 grand Tamil dream,” including social justice, the welfare of the marginalised, transforming Tamil youth as global achievers, equality focused on the welfare of women, and a knowledge-based economy.

Thennarasu also introduced the ‘Kalaignarin Kanavu Illam’ housing scheme, named after the late DMK patriarch and former Chief Minister M Karunanidhi.

Under this scheme, the state government shall provide eight lakh concrete houses in rural areas across the state to make the areas ‘hut-free’ by 2030.

The minister announced the allocation of ₹300 crore in the Budget for civic amenities, including roads for areas near city corporations.

Tamil Nadu has made significant progress in poverty reduction via its welfare schemes, said Thennarasu, noting that the NITI Aayog has said that people below the poverty line in the state are only about 2.2%.

Presenting the State Budget, Thennarasu further hoped that the 16th financial commission, which is headed by Arvind Panagariya, would “rationalise the distribution of tax revenue to the state”.

The Water Resources Department will take up 22 permanent flood prevention and mitigation works in Chennai and other neighbouring districts, which were recently affected by Cyclone Michaung. For this, the state government will provide ₹350 crore.

Himachal govt plans tax concessions for milk producers, new agri schemes in state budget

The Himachal Pradesh government will consider giving tax concessions to milk producers and launch innovative schemes to increase the farmers’ income in the upcoming budget, Chief Minister Sukhvinder Singh Sukhu said on Sunday. The budget session of the Himachal Pradesh Assembly will be held from February 14 to 29.

The state budget will be presented on February 17. Interacting with the milk producers of the state here, he said the government was encouraging agriculture as an industry to make the farmers self-reliant.

“As agriculture and milk production plays a pivotal role in promoting the rural economy, the state government is coming up with innovative schemes to increase the income of farmers in the upcoming budget, results of which would be visible in next two years”, he said in a statement issued here. Fundamental changes were being made in the policies and rules to ensure that money goes directly to the farmers, he noted.

The government will also consider giving tax concessions to the milk producers, the chief minister assured. “We intend to bring revolutionary change in the agriculture sector with a special focus on promoting animal husbandry,” he said.

The chief minister said there is a direct relationship between agriculture and milk production and therefore, it becomes necessary to go for natural and organic farming in a big way, thereby linking traditional farming techniques with modern technologies. “We intend to bring a revolutionary change in the agriculture sector with a special focus on promoting animal husbandry,” he said, adding that an increase of six rupees in the milk purchase price is an indication of our future course of action to strengthen the dairy sector and assuring fixed income to the farmers.

In December last year, the chief minister announced an increase of 6 in the milk procurement price from 31 to 37 per litre from January 2024. He had promised to buy milk for 80-100 per litre from farmers during the eve of the last assembly polls in 2022.

Sukhu also said that fundamental changes were being made in the policies and rules to ensure that money goes directly to the farmers. He said that the milk quality in the Himalayan region was far better, and efforts were afoot for its marketing, which would add to the farmers’ income and make agriculture an employment-oriented industry, besides taking measures to prevent them from exploitation while selling their produce in the open market.

The chief minister also held extensive discussions with the farmers in an open dialogue session and assured to incorporate the suggestions received from the farmers and other stakeholders in its policy document.
