According to External Affairs Ministry, India and the US are eyeing to sign around five pacts providing for cooperation in areas of intellectual property rights, trade facilitation and homeland security during President Donald Trump’s maiden visit to India.

Bangladesh was the source of most tourists in India, with India’s neighbour in the east contributing 2.26 million tourists in 2018, according to data from statistics portal Statista. British nationals rounded up the top three with 1.03 million visitors in 2018.

Canada and Sri Lanka contributed 0.35 million tourists each.

Of the 1.46 million US nationals who visited India in 2018, 21 percent fell in the 45-54 years age bracket. About 20 percent of them were in the 0-14 years age bracket, presumably accompanying those in the 45-54 age bracket.

The 15-24 year bracket saw the fewest visitors at 7 percent.

Those in the 65 plus years bracket comprised 11 percent of the total visitors in India from the United States. Adding to the 65 plus age bracket will be a high-profile visitor on Monday — Donald Trump.

Foreign Tourist Arrival India

The US President Trump will be on his first official visit to India and is scheduled to visit Gujarat, the Taj Mahal in Agra and the national capital New Delhi.

The 73-year-old will addressing a likely huge gathering at the Motera stadium in Ahmedabad along with Prime Minister Narendra Modi during the Gujarat leg of the visit.

After weeks of speculation, it is now clear that no trade deal would be signed during US President Donald Trump’s first visit to India next week. However, during negotiations, Prime Minister Narendra Modi and President Trump are likely to make a commitment to a comprehensive Free Trade Agreement (FTA).

A senior diplomat privy to trade negotiations said, “We do not want to rush into a trade deal during this visit. Any deal between India and the US will have a long-term impact. We would rather look to the future and seek win-win solutions”.

India and the US have been negotiating a trade pact for over a year now and sources say that USTR Robert Lighthizer and Commerce Minister Piyush Goyal have developed a good understanding.

Sources confirmed that in the ongoing negotiations, India has asked for the restoration of Generalised System of Preferences (GSP) benefits and greater market access for Indian products. India has also offered tariff concessions on Harley Davidson motorcycles as part of the trade talks.

Reacting to Trump’s remarks about unfair treatment, a source said, “Our tariffs are not higher than other developing countries. Countries such as South Korea and Japan have higher tariffs. India is a developing country which will have other requirements.”

Defence pacts likely

India and the US could sign a deal worth $2.6 billion for 24 MH60 Rome multi-mission helicopters for the Indian Navy. At least 8-10 deals including a $1.8 billion deal for NASAM air defence system for Delhi and a $930-million deal for six Apache attack helicopters for the Indian Air Force are also in the final stages of negotiations. “These deals are part of ongoing talks and cannot be linked to the outcome of the visit. However, some of them like the deal for navy helicopters may come through during the visit,” said a source.

President Trump would arrive in India with a large delegation that includes US Trade Representative Robert Lighthizer, US Secretary of Commerce Wilbur Ross, US Treasury Secretary Steven Mnuchin, White House Chief of Staff Mick Mulvaney and Senior Advisor to President Jared Kushner. Trump would be in India for only 36 hours.

While addressing the media ahead of Trump’s visit, India’s Foreign Secretary Harshvardhan Shringla said: “The US is India’s largest trading partner in goods and services combined, and the overall bilateral trade increased by over 10 percent per annum over the past two years to reach $142 billion in 2018; it is expected to cross $150 billion for the first time this year.” Hydrocarbon imports from the US have risen to $7 billion in the last two years. The US is India’s sixth-largest source of crude oil imports.

President Trump and First Lady Melania Trump would receive a grand welcome at Ahmedabad and the 22-m-long roadshow to the Motera stadium would be full of cultural performances. “As many as 28 stages representing the various parts of the country are being set up along the route, in what is being called the India Road Show. The route will also feature decorations depicting different events in the life of Gandhiji,” the foreign secretary said.

Sources told CNBC TV18 that India and the US will sign a joint vision document that will guide relations in the months to come but there will be no deals or agreements signed during the visit.

Ahead of his maiden visit to India as US President, Donald Trump has said he is “saving the big deal” with India for later and does not know if it will be signed before the presidential election in November. Trump’s statement indicates that a bilateral trade pact may not materialise during his visit to New Delhi next week.

Trump has previously described India as a “tariff king” for imposing “tremendously high” tariffs on American products, and also expressed dissatisfaction over the US-India trade ties.

Sources told CNBC-TV18 that United States Trade Representative Robert Lighthizer, a lead negotiator, was supposed to come to India last week but the visit got cancelled. Now it is emerging that he may not even accompany the US President during his visit to India but a final call on that will be taken closer to the visit.

High tariffs charged by India on superbikes manufactured by the Milwaukee-based Harley Davidson have been flagged multiple times by President Trump. During the recent parleys, India was willing to recalibrate those tariffs.

However, on some issues, India has put its foot down. For instance, India has told US negotiators that it can’t give market access to US dairy products. India’s sensitivities on US dairy products arise from the fact that the cattle feed used by the sector is infused with animal extracts.

Another issue that US negotiators added to the list of demands is related to data. The US is insisting on free flow of data generated in e-commerce portals, apps and financial transactions like credit card and debit card swipes. India has told the US that the current government is deliberating on the regulatory framework related to both personal and non-personal data.

If you followed the 2016 US presidential election run-in, you wouldn’t have missed Donald Trump’s proclamation “Ab ki baar Trump sarkar” (Trump government this time), in one of his campaign ads. By all measures, he didn’t get his intonation or pronunciation right but the message to a vast majority of his target audience was loud and clear. A significant number of his voter base speaks Hindi after all.

Hindi was the second-fastest growing language in the United States between 2010 and 2017, according to the America Community Survey. The growth of the language, spoken predominantly in north India, was however, topped by another Indian language — Telugu.

Telugu, the Dravidian vernacular of the Telugu people spoken mostly in Andhra Pradesh, Telangana and the Puducherry, emerged as the fastest-growing language in the United States between 2010 and 2017, nearly doubling the number of speakers with an 86 percent growth.

Hindi was joint second with Arabic.

Fourth on the list was Urdu, another language of north Indian origin. Urdu, which recorded a 30 percent rise in speakers in the US, is spoken mostly in India and Pakistan.

Urdu was followed by Chinese and Gujarati. Both the languages registered a 23 percent increase.

As Trump embarks on his two-day India trip later this week and with the 2020 presidential elections just a few months away, the expectations of an “Ab ki baar Trump sarkar” encore wouldn’t be amiss. And with him set to address “millions” in Ahmedabad, perhaps Trump could try his hands at a bit of Gujarati as well.

Donald Trump’s India visit: Major breakthroughs in trade unlikely as talks face headwinds

In about a week, US President Donald Trump will embark on his maiden visit to India as president of the US. But going by the current updates available with CNBC-TV18, the trade and commercial gains arising out of this high profile visit seems to be limited.

According to sources, trade parleys remain stuck and are not showing any signs of forward movement as of today. As many as 28 demands were raised by the US on trade, of which India was willing to take 25 issues forward in sectors such as chemicals, agri-products and motorcycles. India is willing to engage with the US on its demand to bring down tariffs.

High tariffs charged by India on superbikes manufactured by the Milwaukee-based Harley Davidson have been flagged multiple times by President Trump. During the recent parleys, India was willing to recalibrate those tariffs.

However, on three issues India has put its foot down. Firstly, India has told US negotiators that it can’t give market access to US dairy products. India’s sensitivities on US dairy products arise from the fact that the cattle feed used by the sector is infused with animal extracts. “India has cultural sensitivities on this. There is no commitment from the US as of today on how they will certify that no animal extract-infused cattle feed was used in the production of milk that will be used to produce dairy products meant for India,” said a source in the know.

Another issue that US negotiators added to the list of demands is related to data. “US is insisting on free flow of data generated in
e-commerce portals, apps and financial transactions like credit card and debit card swipes,” the source added.

India has told the US that the current government is deliberating on regulatory framework related to both personal and non-personal data. This includes the Personal Data Protection Bill, which was tabled in Lok Sabha in December 2019 as well as a panel headed by ex-Infosys CEO Kris Gopalakrishnan, which is discussing government norms on aggregate data.

“The US wants its entire set of demands to be taken forward. The demand on three of these issues are ambitious and cannot be entertained at this stage by India,” the source observed.

US-India CEO’s Forum

While US-India trade parleys are facing strong headwinds, things don’t seem to be moving on commercial ties as well. According to sources, there seems to be no plans to convene the US-India CEO’s Forum which comprises the top brass of major companies from both sides.

The forum is usually convened during high-profile bilateral visits and it last met in February 2019 when US Commerce Secretary Wilbur Ross visited Delhi. Tata Group Chairman N Chandrasekaran and American Tower Corporation President and CEO James Taiclet were the co-chairmen of the forum in 2019.

The only B2B event of significance on the sidelines of the visit seems to be meeting that will be jointly organised by CII and USIBC. The event is scheduled to take place on February 25, and both Trump and Prime Minister Narendra Modi are expected to attend one of the sessions.

Describing US President Donald Trump’s upcoming visit to India as timely that could open a new period in bilateral ties, a former top American diplomat has said that it is important for the leaders of the two countries to embrace and reaffirm common values of commitment to democracy, human rights, diversity and rule of law.

President Trump will pay a state visit to India on February 24 and 25 at the invitation of Prime Minister Modi. He would be accompanied by First Lady Melania Trump.

“*Only six sitting US Presidents have visited India since India’s independence in 1947, so President Trump’s visit is important, timely and has the chance to open a new period in bilateral ties*,” former US envoy to India Rich Verma told PTI in an interview ahead of the presidential visit.
“The visits of the last three US Presidents have celebrated not only our security and economic potential, but also focused on our deeply held shared values, our commitment to democracy, to human rights, to diversity, to the rule of law and to a more peaceful and open Indo-Pacific.

This is the aspect of our partnership that makes it stand out and gives it special significance,” said Verma, who served as the US Ambassador to India from 2015 to 2017.

Noting that there are threats to that vision, he said that it would be important for both the leaders to embrace and reaffirm those values. “I hope the President goes even further to reaffirm that America remains a land of immigrants, a welcoming nation committed to diversity and inclusion,” he said.

“That’s the America that my parents came to from India nearly 60 years ago. It’s the America that allowed their son to return as Ambassador, and the America that lifted up millions of newly arrived immigrants over our history wanting to pursue the American dream,” said the first-ever Indian-American to be posted as US Ambassador to India.

Verma, 51, who is vice chairman of the Asia Group, said that President Trump can draw upon this bipartisan traditions to reaffirm these shared values and bring the two nations even closer together.

“If he does, then the world will indeed be a safer and more prosperous place one where two natural allies defend and advance freedom for hundreds of millions across the globe,” Verma said.

He said that the previous presidential visits led to new areas of cooperation, demonstrated the appreciation and affection that the American people feel towards India, and reflected the true bipartisan support for a stronger partnership.

President Obama was the only US President to visit India twice during his tenure in office, and the only President to attend India’s Republic Day. His visits led to historic progress in defense, energy and trade. “I was proud to witness that progress first-hand,” he said.

“We remember President (Bill) Clinton’s historic visit in 2000, where in a memorable address before the Indian Parliament he called for a new chapter in US-India ties, one that finally lives up to our desire to be ‘natural allies’,” he noted.

He said President George W Bush’s visit cemented historic progress on civil nuclear cooperation and in sealing an important strategic defense arrangement with India.

“We cannot forget the words of President Eisenhower, the first US President to visit (India), where he predicted the Indian and American people, not the governments, would show us the way forward. It was a wise observation,” Verma said.

Keeping US President Donald Trump safe is the job of the United States Secret Service — the agency responsible for protecting him and his immediate family no matter where in the world they are. Secret Service agents will have planned security arrangements down to the last detail — down to ensuring there are adequate supplies of blood on hand for the president, just in case something goes wrong. The roads the president will use will have been carefully sanitised, emergency escape routes planned, threat scenarios rehearsed: nothing is left to chance.

Even though state police forces and the Central Reserve Police Force will be on hand to provide layers of protection for the VVIP summit — with the National Security Guard standing by, just in case — the innermost ring of President Trump’s security will be made up of the Secret Service.

Throughout the planning for President Trump’s visit, and all through it, the Secret Service has been liaising with VVIP security experts at the Intelligence Bureau — who, in turn, will be working with local police to make sure literally every square metre of ground the president traverses is secure. The Secret Services brings its own highly sophisticated communications security and threat-detection equipment, as well as bomb-sniffing dogs — but the Gujarat Police and Delhi Police will carry out the same tasks, too.

Local police officials, in some senses, have the toughest task, since it’s their job to make sure there’s no threat from the crowds — a task complicated by the fact that politicians sometimes like to spontaneously mingle with the public. Top cops have sometimes used a little subterfuge to make this happen smoothly: In 1990, when Prime Minister VP Singh insisted on an open-car ride through terrorism-torn Amritsar, Punjab Police officer KPS Gill saturated the crowds with plainclothes police personnel.

The Secret Service also has to guard those who must be with the president at all times — among them, a military aide carrying the 20-kilogram, Zero Halliburton metal briefcase, clad in a black leather jacket, which carries the launch codes for the United States’ nuclear missiles.

An armed Secret Service agent even accompanies the president to the restroom, or into any other situation where he might want a little bit of privacy — and, by law, President Trump cannot order them to leave him alone. That means Secret Service agents know more about the lives of those they protect than leaders are comfortable with — though only one, President Bill Clinton’s bodyguard Gary Byrne, has ever broken the agency’s code of silence about the lives of the leaders they guard.

Founded in 1865, and charged with protecting United States Presidents since 1901, the 7,000-strong Secret Service — about one quarter women — is believed to have among the most gruelling training requirements of any armed force.  Less than one in one hundred applicants make the cut to enter its training facilities at Laurel, Virginia.

Bad news for Hollywood fans, though: No, Secret Service bodyguards do not swear an oath promising to die for the president.

In the air

Air Force One isn’t actually a plane: It’s the call-sign assigned to whichever of the two state-of-the-art Boeing VC25s — the military variant of the Boeing 747-200 — that carries the President of the United States. Inside, there’s some 370 square metres of space for the president, officials and the media. Trump himself has a lavishly fitted suite, which includes a large office, lavatory, and conference room. The plane’s two kitchens are designed to feed up to 100 people at a time. Furniture for Air Force One was mostly hand-crafted, making its interiors look more like a hotel than an aeroplane.

The thing that distinguishes Air Force One from the jets owned by Saudi oil magnates and kings are its onboard electronics. Hardened to resist electromagnetic pulses — which would be released by a nuclear explosion —Air Force One is designed to function as a mobile command centre in the event of an attack on the United States. There are also a welter of electronic counter-measures against missile attack, of the kind normally fitted in military aircraft.

Air Force One is maintained and operated by the Presidential Airlift Group, part of the White House Military Office. The Airlift Group was founded in 1944, at the direction of President Franklin Delano Roosevelt, as he prepared to travel to Yalta for the conference where the leaders of the United States, the United Kingdom and the Soviet Union famously decided what the post-World War II world would look like.

For the next 15 years, various propeller-driven aircraft served presidents, until President Dwight Eisenhower flew to Europe aboard VC-137A, a modified Boeing 707 Stratoliner, in August 1959. In 1962, President John F. Kennedy became the first President to fly in a jet specifically built for presidential use, a modified Boeing 707.

For fans of the Hollywood hit Air Force One, starring Harrison Ford, there’s some bad news: According to the United States Air Force, the real plane doesn’t have an escape pod, or even parachutes. But then, the details of safety and survival equipment on Air Force One are secret — so who knows what might be hidden away inside?

On the road

Like every US President, President Trump will be bringing his own cars — a custom-built, 9,000-kilogram monster known as “the Beast”. Built from the bottom-up over a Chevrolet Kodiak truck chassis, the President’s limousines are estimated to have some eight inches of armour cladding, made from steel, aluminium and ceramics, as well as windows of the kinds commercial jets use. It’s also got defensive tools like smoke-screens, oil slicks and tear gas — as well as night-vision technology. The drivers trained in evasive manoeuvres, make a 180° turns if needed to evade an attack.

Though there’s no such thing as indestructible, the Beast makes the president pretty much invulnerable to almost any form of foreseeable attack, whether from an assassin armed with an assault weapon, or a direct hit from a rocket-propelled grenade.

From inside the car, President Trump can securely communicate with his officials in Washington and around the world at all times — even to authorise a nuclear attack, just in case World War III breaks out while he’s abroad.

Though other world leaders also have special vehicles — President Vladimir Putin uses a modified Mercedes-Benz, the Maruti 800 of the VVIP world, while China’s chief executive, President Xi Jinping, uses a custom-made Hongqi L5 — the Beast is the most expensive and sophisticated of its kind.

How much does it all cost?

Bigly. According to Freedom of Information Act disclosures made in 2017, Air Force 1 costs $142,380, for every hour of flight time. Remember, there are two identical Boeing 747s involved — so the bill is actually twice that. Then, there’s the C5 Galaxy cargo aircraft which carries the president’s limousines, specialist security equipment and so on. There can be up to 1,000 civil servants on-site for logistics; they’ll all need hotel rooms, local transport and per-diems. During President Trump’s visit to Jerusalem, the entourage booked the entire King David Hotel, where suites go for over $5,500 a night — as well as about 1,100 other hotel rooms.

In response to a domestic political controversy over President Trump’s frequent golf trips, the United States’ audit watchdog, the Government Accountability Office, determined four such holidays from February 3–March 5, 2017, cost the taxpayer over $13.5 million.

India does not disclose information on the costs of foreign VVIP visits, and they’re hard to estimate because the salaries of personnel — like police on ground — are not separately costed.

A CEO’s Round-table will be organised to facilitate a meeting between the US President and corporate honchos from the world’s fifth-largest economy in the national capital. Senior bureaucrats are also expected to attend the meeting, besides top executives from American corporations.

Billionaires including Reliance Industries CMD Mukesh Ambani, Bharti Airtel chairman Sunil Bharti Mittal, Tata Sons chairman N Chandrasekaran, Mahindra group chairman Anand Mahindra, Larsen and Toubro chairman A M Naik and Biocon CMD Kiran Mazumdar Shaw are expected to attend the round-table meeting with Trump, one of the sources said adding that the US Embassy in New Delhi is coordinating the event while the list of attendees has been shared with the White House for clearance.

The Confederation of Indian Industry and US-India business bodies have suggested the names of Indian executives for the Trump meeting, which are being reviewed currently, another source said.

Microsoft Corp has announced that its chief executive officer (CEO) Satya Nadella will also visit India later this month. While the company confirmed the visit of the top executive, it did not give details about his itinerary.

At the invitation of Prime Minister Narendra Modi, Trump is slated to travel to India on February 24 and 25.
