PM Modi pitches idea of ‘One Nation, One Uniform’ for police, urges people to ‘give it a thought’

Prime Minister Narendra Modi, while speaking at a “Chintan Shivir” of state home ministers on Friday, proposed the idea of “One Nation, One Uniform” for police. He, however, clarified that it is just a suggestion and that he is not trying to impose it on anyone.

“The One Nation, One Uniform for police is just an idea. I am not trying to impose it on you. Just give it a thought. It may happen — in 5, 50, or 100 years. But let’s give it a thought,” PM Modi was quoted by the news agency PTI as saying. He believed that the identity of the police across the country could be identical.

Cooperation among states and agencies

Speaking at the event, PM Modi also advocated close cooperation among the states to tackle crimes and criminals.  The prime minister said all agencies — central and states’ — should cooperate with each other to ensure efficiency, better outcomes and protection for the common man.

Modi said every state should learn, get inspired by each other and work together for internal security. “Working together of states for internal security is a constitutional mandate as well as responsibility towards the nation,” he added.

Law and order

He said law and order are directly linked to development and hence, it is everyone’s responsibility to maintain peace. “When the strength of the country will increase, the power of every citizen, every family will increase,” he noted.

The prime minister urged the state governments to review old laws and amend them to the current context. He said laws such as the Unlawful Activities (Prevention) Act (UAPA) have bolstered the fight against terrorism.

His statement came at a time when Opposition leaders such as PDP chief Mehbooba Mufti had been hitting out at the Bharatiya Janata Party (BJP) over ongoing investigations under the UAPA and by central agencies like Enforcement Directorate (ED), Central Bureau of Investigation (CBI) and National Investigation Agency (NIA).

On technology

He pushed for the use of technology and creating awareness among the public. He said the Centre had launched a “police technology mission” and states are working on their level towards it.

“Law and order are not restricted to one state now. Crime is turning interstate and also international. With technology, criminals now have the power to commit crimes beyond our borders. As such, coordination between agencies of all states and the Centre is crucial,” he was quoted by the Indian Express as saying.

He said smart technology should be adopted for a smarter law and order system. “We need to think about a common platform for technology that can be shared by all. Best practices of one state can be shared with others,” the prime minister said.

Referring to the circulation of fake news, Modi said fact-checking such news is a must and technology plays a big role in it. “People must be made aware of mechanisms to verify messages before forwarding them,” he said.

The prime minister said the good old system of generating human intelligence by the police and security agencies should be strengthened for achieving better results.

He asked the states not to look at the budget while selecting technology as “investment in today’s technology is a saving in the future”.

Chintan Shivir’

The two-day ‘Chintan Shivir’ is being organised here by the Union Ministry of Home Affairs with the objective of preparing an action plan for the implementation of ‘Vision 2047’ and ‘Panch Pran’, which were announced in Prime Minister Modi’s Independence Day speech.

Home ministers of all the states are meeting at the event to discuss a host of internal security issues like the development of an ecosystem for cybercrime management, modernisation of police forces, increase in usage of information technology in the criminal justice system, land border management and coastal security and other internal security.

Pakistani police arrest 6 donkeys for helping timber smugglers

On October 18, forest officials and the district administration arrived at Darosh Gol in Pakistan to detain smugglers. The alleged suspects, who are also carpenters, managed to escape leaving behind the donkeys, which were arrested by the Pakistani police.

Donkeys seem to live comfortable lives, unbothered to human concerns or crimes. In an unusual case, the police in Pakistan arrested six donkeys for facilitating the country’s timber mafia operatives. According to a report by Urdu News, six donkeys were taken to the police station in the Chitral district of Khyber Pakhtunkhwa in connection with Timber smuggling. While the accused in the case managed to escape. However, the donkeys were taken into custody.

The incident took place on October 18 when the forest officials and the district administration arrived at Darosh Gol to get hold of the smugglers. The said suspects, who are also carpenters, managed to escape leaving behind the donkeys.

According to the Pakistani newspaper The Express Tribune, in September, an employee of the forest department Omer Shah and his partner Imran Shah (Check-post guard) who were arrested while smuggling valuable timber from the forest in the Makhnial area, have been officially suspended by Divisional Forest Officer Haripur Farhad Ali.

As per the media house, Omer was stealing and selling the valuable timber of Deodat and Genus Abies, as a result, the forest was not only leading towards deforestation but the forest department was also suffering losses.

But what is more astonishing to know is that the six donkeys will be presented to the court by the forest department.

Assistant Commissioner Darosh Tauseefullah stated that on Tuesday night, they received information that wooden sleepers were being loaded on donkeys and being smuggled to other villages. As soon as they arrived, the accused fled into the forest, but the donkeys with them left behind were taken into custody. “Timber mafia operatives use donkeys to transport timber in storm drains,” he added.

The assistant commissioner also revealed that the forest department had been instructed to present the six donkeys in court.

This is not the first time such an incident has come to light from Pakistan. In 2020, the Pakistani police arrested a donkey for participating in gambling in Punjab province. The incident was reported from Rahim Yar Khan City where the officials nabbed eight people and a donkey for their alleged involvement in a gambling race. A case was also filed against the donkey who was mentioned as the accused.

Punjab police officer accidentally fires at mobile shop employee, suspended: Watch video

A youth working at a mobile shop in Punjab’s Amritsar was seriously injured after a Punjab police personnel allegedly misfired at the employee. The injured person was taken to hospital where his condition is said to be serious. The incident was captured by a CCTV camera inside the shop and the police officer has been suspended following the incident. Further investigation in the matter continues, according to reports.

The footage showed the policeman standing at the counter looking at phones. Later he takes his pistol and places it on the counter. He then seems to be explaining the mechanism of the gun. This is when the gun was set off and the employee on the other side of the counter was shot.

Varinder Singh, Assistant Commissioner of Police (ACP) North Amritsar, said, “Necessary action will be taken as per the statements of the eyewitnesses and the family. The condition of the injured person is serious,” ANI reported.

Earlier this month, a similar incident occurred in Jammu and Kashmir in which a civilian died when a policeman’s rifle “accidentally” went off. As per an NDTV report, the accused policeman was arrested after a case was registered.

Maharashtra cabinet clears proposals of home loan for police

The cabinet cleared a revised proposal of Rs 9,279.06 crore to speed up phase 1 of the Nagpur Metro project. The state has sanctioned Rs 622 crore interest-free loan for the Nagpur Metro phase-1 project.

The Maharashtra cabinet has cleared a proposal to allow police personnel to take home loans at subsidised interest rates. The scheme was earlier launched in 2017 and was implemented till 2019, after which it was discontinued by the Uddhav Thackeray-led Maha Vikas Aghadi government.

The new Eknath Shinde government has decided to reintroduce the scheme for which the State Police Housing and Welfare Corporation will operate as the nodal agency, a government statement said on Tuesday. The cabinet also cleared a revised proposal of Rs 9,279.06 crore to speed up phase 1 of the Nagpur Metro project. The state has sanctioned Rs 622 crore interest-free loan for the Nagpur Metro phase-1 project and also approved the land transfer proposal, the statement said. The cabinet has also cleared the pending project of transportation of the Krishna river water to Marathwada by sanctioning Rs 11,726.91 crore. It will benefit 33,945 hectares of land for irrigation in eight districts, the statement said.

Under the Krishna Bhima rivers stabilisation project, the construction of a connecting tunnel for both the rivers has also been included, it said. The cabinet has also decided to notify state or Union government-owned companies as implementing agencies on a turnkey basis for projects under the state disaster management plan.

Tripura government transfers 14 police officers ahead of assembly polls

The Tripura government transferred 14 IPS officers, reshuffling the police ranks months ahead of the assembly elections in the state.

GS Rao has been made the new Inspector-General (IG) of Crime and Intelligence, while L Darlong has been made the new IG of Law and Order. Darlong replaced Arindam Nath, according to a notification issued on Thursday.

West Tripura SP Bogati J Reddy has been transferred to Sepahijala district as its new Superintendent of Police (SP), and Sankar Deb has been made the new SP of West Tripura. Rati Ranjan Debnath has been transferred to Khowai district as its new SP.

AIG (Crime) Krishnendu Chakraborty was made the SP of Special Branch, and Kanta Jangir was made the new SP of Unakoti district.

“Reshuffle in any organisation is a routine exercise, but this time it is significant in view of village committee polls in October, and the assembly election scheduled early next year,” said a senior police officer.

The transfers also come amid the series of robberies in Agartala, and the attacks on BJP members by “unknown miscreants”. Some Tripura Police Service (TPS) officers were also transferred in the rejig.

‘Sulli Deals’ app creator arrested; sent to 4-day police custody

Aumkareshwar Thakur, the creator of the derogatory app ‘Sulli deals’, was apprehended from Indore in Madhya Pradesh on January 8. The derogatory ‘Sulli Deals’ mobile app had surfaced in July last year where photos of Muslim women were displayed without their consent for auction.

Six months after the registration of a case against the creator of the Sulli Deals mobile application, where photos of Muslim women were displayed for auction, the Delhi Police has finally arrested the mastermind behind the creation of the derogatory application.

Aumkareshwar Thakur, the creator of the derogatory app ‘Sulli deals’, who was apprehended from Indore in Madhya Pradesh, has been sent to 4-day police custody by a local court in Delhi on Sunday.

“Thakur has been arrested and a four-days police custody has been granted by the court,” an official said here.

The derogatory ‘Sulli Deals’ mobile app had surfaced in July last year where photos of Muslim women were displayed without their consent for auction.

Thakur — a resident of Newyork City Township in Indore was apprehended on January 8.

The Cyber Crime Unit of the Delhi Police had registered an FIR under section 354-A (Sexual harassment and punishment for sexual harassment) of the Indian Penal Code on July 8.

According to the police, the 25-year-old accused admitted that he was member of a group on Twitter that defamed and trolled Muslim women.

“He had developed the code on GitHub. The access of GitHub was with all the members of the group,” the police said.

Apart from Sulli deals, another shocking incident of harassment and insulting women of the minority community on the social media came to light on January 1 after a Delhi-based woman journalist lodged a complaint with the Delhi Police, stating that she was being targeted by some unidentified group of people on a mobile application, this time named as ‘Bulli Bai’, yet again created on GitHub platform.

‘Bulli Bai’ had a number of pictures of women, including journalists, social workers, students and famous personalities, accompanied by derogatory content. The app listed hundreds of Muslim women for “auction”.

The creator of the Bulli Bai app, Niraj Bishnoi, was also arrested by the Delhi Police on January 6.

During the interrogation of accused Niraj Bishnoi (in Bulli Bai matter), it emerged that he used to interact with various virtual identities on social media and used to engage in group discussions.

In the month of July 2021, in one of the groups in which Niraj Bishnoi was a member, the other group member shared the details of Sulli Deals app.

That was the first time Niraj Bishnoi or other group members had heard about the Sulli Deals app on GitHub.

The Twitter handle was backtracked and it was learnt that after the Sulli Deals uproar, the said Twitter handle and other footprints were erased from various social media platforms.

“A Mutual Legal Assistance Treaty request has also been sent to the Department of Justice to obtain details from GITHUB,” the police said.

Niraj Bishnoi further dwelled into the details that the said Twitter handle belonged to a person who stays in Indore.

Based on technical analysis, one Twitter handle in the name of the accused Aumkar Thakur was identified and on January 8, a team of IFSO, Special Cell went to Indore.

The accused Aumkareshwar was examined and his technical gadgets were subjected to preliminary analysis.

During investigation, he was subjected to interrogation, in which he confessed that he had created the Sullideal app.

“The necessary digital footprints in his laptop and on the cyber space are being probed,” a senior official said.

During interrogation, Aumkareshwar revealed that he had developed the code on GitHub.

The access of GitHub was with all the members of the group. He had shared the app on his Twitter account where the photos of the Muslim women were uploaded by the group members.

“Further analysis of the technical gadgets is underway to recover the codes and images related to the Sulli Deals app,” the police added.

At least seven states already have enacted restrictions limiting government use of the technology and several others are debating bills.

Last June, Amazon announced it would pause police use of its facial-recognition technology, a move coming at a time of nationwide protests and a renewed focus on racial injustice in the US after the killing of George Floyd, a Black man who died after a white police officer pressed his knee against his neck.

Microsoft and IBM also paused sales of their software to police around the same time last year, though most police departments look to lesser-known firms for the technology.

Seattle-based Amazon.com Inc. didn’t say on Tuesday why its ban was extended or how long it would last.

The American Civil Liberties Union on Tuesday applauded Amazon for extending its moratorium. But it added that the Biden administration and legislatures across the country must further protect communities from the dangers of this technology by ending its use by law enforcement entirely, regardless which company is selling it.

The secret network helping hundreds of Myanmar police flee to India

Strung across remote mountain settlements, a secret network of activists and volunteers is helping spirit hundreds of defecting Myanmar policemen away from the military’s brutal crackdown on dissent and into relative safety in a small northeastern Indian state.

Their escape – by car, motorcycle and on foot through densely forested terrain – is often guided by volunteer-led groups on both sides of the border, according to accounts from at least 10 people who are involved in the loose-knit network or have used it to cross the border. Once in India, local activists and residents provide food and shelter in safe houses, the people said.

Some police personnel have said they fled Myanmar because they feared persecution after refusing to obey the military junta’s orders to shoot protesters.

More than 1,000 people fleeing violence in Myanmar have crossed into neighbouring India’s Mizoram state since late February, according to Indian lawmaker K. Vanlalvena, Reuters has reported. That includes about 280 Myanmar police and more than two dozen fire department personnel, according to a senior police official in Mizoram.

The tools used by members of the network are simple: social media messaging apps, mobile phone SIM cards from both countries, hardy jeeps and a knowledge of smuggling routes along the Tiau River, a narrow ribbon of water flowing between sparsely populated mountains that separate India and Myanmar.

Several police personnel told Reuters they feared imprisonment if caught fleeing by Myanmar authorities.

”It is a matter of life and death,” said a 29-year-old activist named Puia, who has been assisting people arriving from Myanmar in eastern Mizoram’s Champhai town, a seven-hour drive away from the state’s capital of Aizawl. He asked to be identified by only part of his name.

More than 280 people have been killed in Myanmar amid a wave of protests in the southeast Asian country demanding the return of the civilian government led by elected leader Aung San Suu Kyi, according to figures from the Assistance Association for Political Prisoners (AAPP) activist group. The group says thousands of people have been detained since the military staged a coup on Feb. 1.

On Wednesday, the junta freed hundreds of people who had been arrested during the crackdown on demonstrations, according to witnesses and the AAPP.

Myanmar’s military, officially known as the Tatmadaw, didn’t respond to a request for comment.

The junta earlier this week accused anti-coup protesters of arson and violence while also expressing sadness for the deaths of what it said were 164 demonstrators. It added that it would use the least force possible to quell violence.

Myanmar’s military has said a Nov. 8 election won by Suu Kyi’s party was fraudulent – an accusation the country’s electoral commission has rejected. Military leaders have declared a state of emergency. They have promised a new election but have not set a date.

The influx from Myanmar could pose a diplomatic challenge for India, which has close relations with the Tatmadaw.

The arrivals from Myanmar have also generated some disagreement between India’s federal government, which wants to keep them out, and Mizoram’s state administration that is keen to provide assistance in line with local sentiment. Tribes in Mizoram share close ties with Myanmar’s Chin community, which is dominant in the areas bordering the Indian state.

The Indian foreign ministry and the Mizoram state government didn’t respond to requests for comment.

India’s foreign ministry has previously expressed “deep concern” over the military coup, saying democracy and the rule of law must be upheld. The Indian government has issued a directive to four states sharing a border with Myanmar, including Mizoram, to tighten security, according to three Indian officials.

Mizoram state’s Chief Minister Zoramthanga has urged Indian Prime Minister Narendra Modi to grant asylum to “political refugees” from Myanmar. The situation in neighbouring Myanmar is a “human catastrophe of gigantic proportions” that India couldn’t ignore, wrote Zoramthanga, who uses only one name, in a March 18 letter to Modi.

’SOMETIMES I AM AFRAID’

The 510-km-long boundary between Mizoram and Myanmar has long been fluid, with a constant flow of people and goods enabled by a visa-free travel regime in the border region.

One man managing a critical section of the network in an Indian border town in eastern Mizoram is a 60-year-old teacher originally from Myanmar, who speaks Burmese and several local dialects. He described his role in the network on the condition of anonymity.

The teacher said he had left Myanmar in the wake of the 1988 suppression of pro-democracy protests by the military junta. As many as 3,000 people are thought to have been killed in those clashes.

A slight man with a close crop of curly hair, the teacher said the calls for help from people across the border began around Feb. 26, when Myanmar security forces intensified their crackdown on pro-democracy protesters. He said he receives about half a dozen or more requests for assistance a day, some via phone calls and some via Facebook.

”I help them as much as I can,” he said, tapping away on his smartphone. ”Sometimes I am afraid,” added the teacher, saying he feared that his involvement in the network could jeopardize his job at a government school.

As of March 11, the day Reuters interviewed him, he said he had helped guide a total of around 80 people into Mizoram recently. Three other local activists speaking to Reuters more than a week later corroborated that tally, and said they believed the figure was now likely twice that.

‘YOUNG PEOPLE’

The teacher said that many of the people coming from across the border were directed to him by a community group in Myanmar’s Chin state. The teacher said one of his relatives by marriage who lives in Chin state is a member of the group.

Two policemen who recently crossed into India told Reuters they were also guided by volunteer-led groups in Myanmar. Both recalled journeys that passed through townships in northwestern Myanmar.

One of them, a Myanmar policeman named Peng, who fled his country in early March, said he had approached ”young people” in Chin state to help with his escape. He asked that only part of his name be used to protect his identity. Reuters saw his police and national ID cards, which confirmed the name.

Four other police personnel who entered India in early March said they too received assistance from a Myanmar-based community group for their journey. They travelled through Myanmar’s Sagaing region and Chin states before crossing into India. Their account is contained in a joint statement in a classified Indian police document reviewed by Reuters.

Another policeman Reuters spoke to, named Ngun, described a similar crossing. Reuters saw his national ID card, which confirmed his name. The man said he didn’t have his police ID card with him.

The cost of the journey through Myanmar to the border is between $29 and $143, depending on distance travelled, according to the policemen Peng and Ngun. The cost was mostly to pay for transport, such as hiring a vehicle or using shared taxis, they said.

PICK-UP SERVICE

Ngun, the policeman, said he entered India in early March near a remote Mizoram village perched on a steep mountainside ringed by thick forests, about an hour’s drive to the Tiau River.

Since Feb. 25, more than two dozen policemen – including four in uniform – have been fetched from the river by community leaders in the village, according to a 51-year-old school teacher who lives there and spoke on condition of anonymity. The village lies some 200 kilometres away from Mizoram’s capital.

Members of the network in Mizoram receive word from the Myanmar side about when and where people plan to cross over, according to the teacher as well as Puia, the activist. Then, local community leaders on the Indian side dispatch vehicles along established smuggling routes that weave around paramilitary posts, according to the teacher. Many of those fleeing Myanmar rested in the village before heading deeper into Mizoram.

”Since they look like us,” the teacher said of the Myanmar arrivals, “they can travel without anyone noticing.”

‘I WILL NOT GO BACK’

On March 12, around 116 people from Myanmar streamed into eastern Mizoram, according to the senior state police official, taking advantage of an unfenced border.

In a nearby village on March 15, a group of about a dozen recently arrived people from Myanmar lounged in a living room in the house of a community leader. Most of them said they were policemen and firemen.

Dressed in a red Manchester United football jersey, a man who identified himself as a fire department official described a difficult journey on motorcycle and by foot to India from Myanmar’s Chin state. The man, who said his name was Khaw, said he and his fellow travellers hid in the jungle for fear of being caught by Myanmar’s security forces. They didn’t sleep for days.

He said he constantly worries about the wife and four children he says he left behind. But so long as the military crackdown lasts in Myanmar, he said, “I will not go back.”

”This attack is an affront to the Mexican state. We will respond with all force and support of the law,” the minister said in an address to the media.

Mexico’s National Guard militarized police and the armed forces are searching by land and air for the perpetrators.

It was unclear how many suspected criminals were killed or wounded in the incident.
