Bengaluru water crisis: Use of potable water for car washing, gardening banned

The authorities have banned the use of potable water for non-essential purposes in Bengaluru as the Karnataka capital continues to reel under a severe water crisis that shows no signs of abating. The Bengaluru Water Supply and Sewerage Board (BWSSB), in an order dated March 7, said that the use of drinking water for cleaning vehicles, construction of buildings and roads, gardening, fountains and other maintenance work is strictly prohibited in the city. It further stated that all the malls and theatres were permitted to use water only for drinking purposes.

If a person is found violating the orders, BWSSB will levy a penalty of ₹5,000 for a first-time offence, while repeated offences will attract an additional penalty of ₹500 per day, reports said.

The water crisis has gripped the IT hub after thousands of borewells dried up in the region. The BWSSB further asked residents to report violations to its call centre number 1916. In response to soaring temperatures and depleting groundwater levels in Karnataka’s capital city, the BWSSB has issued a crucial ban order under Sections 33 and 34 of the Bangalore Water Supply and Sewerage Act, 1964, officials said.

The decision was taken by the board to address the urgent need for water conservation in the city.

People have been requested to use the drinking water judiciously, emphasising essential purposes to combat the water shortage, officials said.

“It’s crucial to supply drinking water to 1.40 crore population of Bengaluru. With the summer heat intensifying and groundwater resources depleting, it is necessary to stop the wastage of drinking water to ensure its availability for all,” read the BWSSB order.

Talking about the BWSSB order, chairperson Ram Prasath Manohar said there is no water shortage in areas where Cauvery water is supplied. However, the issue lies in the rest of the city, he added.

Manohar said that currently 1,470 MLD of water is being supplied to meet the demand of the Bengaluru city.

Earlier, the state government decided to cap prices for each load of water tanker based on the capacity and distance from where the water is being supplied. The decision was taken after complaints of private tanker water prices surging in several localities in the city.

In a significant development in the investigation of the March 1 explosion at The Rameshwaram Cafe in Bengaluru’s Whitefield area, the National Investigation Agency (NIA) has released new visuals of the suspect. The images capture the suspect travelling on a bus without wearing a cap or mask.

According to sources quoted by News18, the NIA recovered the suspect’s baseball cap close to a nearby mosque. The source indicated that it appears the suspect changed his clothes following the blast.

Surveillance footage from CCTV cameras has provided crucial details about the suspect’s movements on the day of the incident. The footage captures the suspect’s arrival at a bus stop approximately 100 meters from the cafe via a public bus around 10:45 am.

Subsequently, the suspect entered the cafe at 11:34 am, exited at 11:43 am, and then walked over a kilometre to another bus stop, where he boarded a public bus to escape.

Alongside the image, the NIA has declared a cash reward of 10 lakh for individuals providing information leading to the identification and apprehension of the suspect.

Sources within the investigation agency assured that the identities of informants sharing relevant details with the NIA will be strictly confidential. Moreover, the NIA has established two helpline numbers – 080-29510900, 08904241100 and an email address – info.bir.nia@gov.in – for public assistance in the investigation process.

Meanwhile, Rameshwaram Cafe‘s Brookfield outlet is set to reopen on March 8. Raghavendra Rao, co-founder and CEO of the renowned eatery, announced the reopening date, expressing gratitude to authorities for their support during this challenging period.

“As we face this challenging situation, we want to thank the authorities for their support. We firmly believe that no force can dampen the spirit of our nation. We have decided to reopen our Brookfield outlet within a week of the unfortunate incident, on the auspicious day of Mahashivratri, March 8,” stated Raghavendra Rao.

Bengaluru is once again faced with a severe water crisis and nearly 6,997 of the city’s 14,700 borewells have run dry. In response to the growing crisis, Karnataka Chief Minister Siddaramaiah, Deputy Chief Minister DK Shivakumar, cabinet ministers, and officials called a crucial meeting to address the shortage of drinking water in the state capital.

Deputy Chief Minister Shivakumar issued a stern warning to water tanker owners, threatening overhaul if they failed to register their tankers with the authorities by the March 7 deadline. Currently, only 10% of the total water tankers in Bengaluru have completed the registration process.

Why the Crisis?

Weakened southwest monsoon rainfalls depleted groundwater levels, while diminished water reserves in the Cauvery River basin reservoirs further compounded the issue. The city’s rapid urbanisation against its inadequate infrastructure has further exacerbated the scarcity.

Given the situation, apartments and gated communities have instituted stringent measures to conserve water. Rationing measures are being implemented, alongside initiatives such as pool closures and adjustments to water pressure.

With summer forecast to be exceptionally harsh this year, over 7,000 villages across Karnataka and 1,193 wards, including those in Bengaluru Urban district, face the spectre of a drinking water crisis in the coming months. The vulnerable areas, as identified by the government, are in urgent need of attention and intervention.

The Solution

In response, the state government has allocated Rs 556 crore for water supply initiatives. Deputy Chief Minister Shivakumar stressed the collective responsibility in tackling the crisis, stressing that water was a shared resource belonging to all.

Plans are underway to establish a ‘war room’ where officials will collaborate to devise solutions. Additionally, efforts are being made to standardise the pricing of water tankers.

Meanwhile, residents are also stepping up efforts to conserve water. Several apartment complexes have implemented measures such as limiting car washes, reusing discharged water from RO purifiers, and advocating for waterless celebrations of festivals like Holi.

As Bengaluru grapples with its most severe water crisis yet, concerted efforts from both the government and citizens alike are imperative to mitigate the impact and ensure sustainable water management for the future.

‘Want to show you one more trailer’: Threat mail to Karnataka CM Siddaramaiah, ministers warns of more blasts

Karnataka Chief Minister Siddaramaiah and multiple cabinet ministers on Tuesday received a threat mail, warning of an explosion in Bengaluru at 2:48 pm on Saturday. The message was reportedly sent by an individual, who identified himself as Shahid Khan, as per ANI sources.

The email, originating from the address Shahidkhan10786@protonmail.com, contained threats of large-scale explosions in various public areas throughout Karnataka. “What are your thoughts on the movie trailer?” read the email.

The sender demanded $2.5 million (around ₹20 crore) and threatened to target buses, trains, temples, hotels, and other public areas if their demands were not met. Additionally, the email mentioned plans to target the Ambari Utsav bus and escalate their demands on social media, promising to upload screenshots of the threatening email and tweet about the next explosion. “We want to show you one more trailer,” the mail further read.

The threat specifically mentioned CM Siddaramaiah, Deputy CM DK Shivakumar, the state home minister, and the Bengaluru top cop as potential targets. Meanwhile, the Bengaluru City Crime Branch police have registered a case on their own accord regarding the mail.

Authorities are actively working to ascertain the identity of the sender and evaluate the credibility of the threat.

The bomb threat mail comes shortly after an improvised explosive device (IED) blast occurred at The Rameshwaram Cafe, a popular eatery in Bengaluru, on March 1. The explosion resulted in at least 10 people getting injured. They are currently receiving treatment at different hospitals. The National Investigation Agency (NIA) has now taken charge of the investigation into the explosion.

Earlier, Karnataka Deputy Chief Minister DK Shivakumar described the explosion at The Rameshwaram Cafe as a low-intensity blast. He explained that a youth placed a small bag at the location, which exploded after an hour. Shivakumar mentioned that 7-8 teams have been formed to investigate the incident thoroughly, looking into all possible angles. He reassured the residents of Bengaluru, urging them not to worry.

State Home Minister G Parameshwara stated that several CCTV footage have been collected and are being examined to understand the incident from every angle, including the possibility of a jealousy factor. He appealed to the opposition to cooperate and avoid politicising the issue.

Rameshwaram Cafe blast: NIA conducts searches in Chennai and Bengaluru

The National Investigation Agency (NIA) launched searches at various locations in Chennai and Bengaluru on Tuesday as part of its investigation into the recent blast at The Rameshwaram Cafe. The NIA swung into action after the Ministry of Home Affairs (MHA) handed the probe to the agency. The low-intensity explosion at The Rameshwaram Cafe in Brookfield, East Bengaluru, on March 1, left at least 10 people injured.

Speaking anonymously to Hindustan Times, an NIA officer stated, “We are looking at all the possible angles, including the role of IS cadre since there have been similar blasts in Coimbatore and Mangaluru in the past few years.”

The Karnataka government acknowledges the gravity of this issue and places the safety of the citizens as a top priority, Chief Minister Siddaramaiah earlier said. The Central Crime Branch (CCB) police are diligently investigating the incident, and currently, the culprits remain at large, he said.

About the cafe explosion, the Bengaluru police had already filed a complaint under the Unlawful Activities (Prevention) Act and Explosive Substances Act.

Thus far, the police have identified a suspect from CCTV footage that shows him leaving a bag inside the cafe. The main suspect in the case is a 28-30-year-old man who is still at large and is dressed in a mask, hat, and spectacles. According to the continuing investigation, an IED device with a timer may have set off the explosion. No arrests have been made as of yet.

G Parameshwara, the home minister for Karnataka, earlier said he was confident the suspect would be arrested soon. He disclosed that investigators have obtained 40-50 CCTV recordings of the blast and that numerous teams are actively pursuing leads. Parameshwara noted that the suspect likely travelled to the cafe by bus, with the Bangalore Metropolitan Transport Corporation (BMTC) confirming 26 such routes, as reported by PTI.

MHA hands over Bengaluru Rameshwaram Cafe blast probe to NIA

The anti-terror agency has registered a case in connection with the blast, which left at least 10 people injured on Friday. Bengaluru Police and Central Crime Branch were previously investigating the low-intensity bomb blast at the popular eatery in Whitefield, but no arrests have been made yet.

Karnataka Chief Minister Siddaramaiah earlier stated that the government may consider transferring the Rameshwaram Café blast case to the NIA if necessary. He said, “We will see. The investigation has just begun. No accused has been arrested yet. We will see if the need arises (for NIA investigation).”

The injured are currently receiving treatment at multiple private hospitals, with the Karnataka government announcing the state will bear the cost. In connection with the incident, Bengaluru Police lodged an investigation under the draconian Unlawful Activities (Prevention) Act and the Explosives Substances Act. The prime suspect in the case, a man wearing a cap, mask, and glasses, remains untraceable.

Karnataka Home Minister G Parameshwara earlier assured that the accused would be arrested soon. He mentioned that they had secured 40-50 CCTV footage of the blast, and several teams are working on the investigation. “It’s likely that the suspect travelled to the café via bus. There are 26 of these vehicles that the Bangalore Metropolitan Transport Corporation (BMTC) has confirmed,” PTI quoted him as saying.

He further said that investigating agencies were exploring multiple angles, including business rivalry and attempts to terrorise the city ahead of the Lok Sabha elections.

CM Siddaramaiah inspected the blast site, met the injured at the hospital, and chaired a high-level meeting with senior officials to ensure a fair investigation.

According to CCTV footage, the suspect is between 28 to 30 years old. He went to the café for lunch and bought a voucher for Rava idli, but departed without eating it, leaving behind the bag containing an IED. The Bengaluru Police released snapshots from CCTV footage showing the suspect with his face covered.

In response, the opposition criticised the Siddaramaiah-led government, accusing them of hiding facts about the bomb blast. Leader of Opposition R Ashoka stated, “The Congress government is only trying to hide facts in the Rameshwaram Cafe incident.”

Meanwhile, the owner of The Rameshwaram Cafe announced the reopening of the Brookfield outlet on March 8. Extending heartfelt thanks to the authorities for their support, Raghavendra Rao, co-founder and CEO, of The Rameshwaram Cafe, said that no force could dampen the spirit of our nation. “We have decided to reopen our Brookfield outlet within a week of the unfortunate incident, which is on the auspicious day of Mahashivratri, the 8th of March (Friday),” Rao was quoted as saying by Mint.

Karnataka Chief Minister Siddaramaiah assured a thorough investigation into the blasts at the Rameshwaram Café in Bengaluru’s Whitefield area on Friday that left 10 people injured.

The Chief Minister said that the authorities would take appropriate action against the perpetrators once a thorough investigation is completed. CM Siddaramaiah convened a meeting of the top police officials of Bengaluru on Saturday.

Speaking to ANI about the explosion, CM Siddaramaiah said, “A person wearing a mask and cap came in a bus, fixed the timer, and exploded it. The deputy CM and Home Minister visited the spot yesterday. I will also go to the hospital and the spot. I don’t know if this is the work of an organisation or not. A serious investigation is underway.”

He also cautioned against politicising the issue, saying that the BJP should not play politics over the incident. The CM emphasised that the explosion in Bengaluru and the blast in Mangalore are not connected.

“The blast is still under investigation. Appropriate action will be taken after the report…”


The Chief Minister is scheduled to chair the meeting with the senior police officials at 1 pm on Saturday in connection with the probe into the blast, according to reports.

The bomb blast site was inspected by a team that included the dog squad, bomb disposal squad, and forensic team. The Bengaluru Police has filed an FIR under Sections 3 and 4 of the Explosive Substance Act, as well as Sections 307, and 471 of the IPC and Sections 16, 18, and 38 of the UAPA.

To investigate the explosion, the Karnataka government has constituted eight teams. Deputy CM DK Shivakumar mentioned that a man kept a small bag at the Rameshwaram Cafe, which exploded an hour later. “7-8 teams have been formed to probe the incident. We are looking from all angles. I ask every Bangalorean not to worry,” he told Hindustan Times.

Shivakumar mentioned that the man appears to be 28-30 years old. He arrived at the cafe for breakfast and requested Rava idli. However, he didn’t eat the food and left after paying for it. The man kept a bag with an IED inside, which had a one-hour timer. According to an officer, the bag was near a woman who was seated with another six customers.

A security guard who witnessed the blast told ANI that he was stationed outside the cafe when the incident occurred. He noted that many customers had gathered at the hotel, and suddenly, a loud sound followed by a fire broke out, causing injuries to customers inside the establishment.

Meanwhile, PTI reported citing official sources that CCTV cameras at the Rameshwaram Cafe in the Brookfield area and nearby locations have captured images of the suspect’s movements. An official told the news agency, “We are positive about the leads we are getting in nabbing the culprit.”

The average rise in home prices in top Indian cities is about 20% in the last two years, according to the housing price tracker report released by the real estate lobby CREDAI and data analytics firm Liases Foras.

The national capital region around Delhi, which includes Gurugram and Noida, aside from Bengaluru and Kolkata have seen the sharpest rise in property prices, over 30% each, in the last two years. The report attributes the price rise to benign interest rates, good economic growth and attractive prices.

The demand is the most in the relatively higher-priced homes in the mid-segment and luxury properties.

Part of the price rise is also due to the rising construction cost.

Parts of Bengaluru with a high concentration of tech firms, like
Whitefield, KR Puram, and Sarjapur have seen nearly 50-60% in home prices despite the doubling of supply from new launches in 2023 compared to 2021.

A similar trend was visible in Chennai, Pune and the national capital region (NCR), where the demand for properties outpaced the new launches.

Unsold home inventory in Delhi NCR dropped 19% in the last two years.

In the Mumbai Metropolitan Region (MMR), the most expensive residential market, housing prices saw a steady 2% increase in 2023 compared to 2021.

Property prices in the country’s financial capital have seen sluggish growth since the end of the pandemic; except in some categories.

However, some areas like Panvel have seen a notable 20% rise in the last two years. The analysts attribute this surge to the development of infrastructure projects like the Mumbai Trans Harbour Link (MTHL) and the essential metro lines.

Other analysts, like the ones at consulting firm Knight Frank, believe that MTHL will have minimal impact on real estate prices in the near term.

“We expect both – housing demand and supply – to thrust forward in 2024 not only in top 8 cities but in Tier II, III regions as well,” said Boman Irani, President of CREDAI National.

Bengaluru to face 24-hour water supply cut from February 27: List of affected areas

People in Bengaluru will face a 24-hour water supply disruption between February 27-28, the authorities have said. The Bangalore Water Supply and Sewerage Board (BWSSB) said that the water supply in major parts of the Karnataka capital will remain disrupted from 6 am on February 27 to 6 am on February 28.

BWSSB stated that it is scheduled to undertake emergency maintenance works and install Unaccounted For Water (UFW) bulk flow metres, The New Indian Express reported.

Amid concerns over rising water scarcity in Karnataka, Deputy Chief Minister DK Shivakumar recently said that around 20% of the Bengaluru city received water through tankers. More than 5,000 houses in the city are dependent on borewells for their water needs, he noted.

The Karnataka Deputy CM noted that BWSSB has been providing 10,000 litres of water every month in 103 slums of the city since 2017. Issues like water fee modification are impeding the expansion of the city’s Cauvery water supply area, he added.

According to Shivakumar, the state government has been unable to increase the water rates since 2013 despite the hike in power bills and other expenditures of the BWSSB. He attributed the delay in the revision of rates to “political reasons”.
