Summary

Chhattisgarh Deputy Chief Minister TS Singh Deo, who is a member of the GST Council, said extra-neutral alcohol (ENA) for industrial use will continue to attract GST.

The GST Council on Saturday decided to cut the Goods and Services Tax (GST) on molasses to 5%, from 18%, and exempt alcohol for human consumption from the levy. Chhattisgarh Deputy Chief Minister TS Singh Deo, who is a member of the GST Council, said extra-neutral alcohol (ENA) for industrial use will continue to attract GST.

“ENA (potable alcohol) for human consumption will be exempt from GST and the same will be communicated to the Supreme Court,” Deo told reporters after the 52nd GST Council meeting. The tax rate on molasses, a by-product of sugarcane and used as raw material for alcohol production, has been slashed to 5% from 18% currently, Deo added.

Deo added that some states like Delhi and Goa raised the issue of online gaming companies facing GST demand notices for alleged evasion.

“There were discussions on charges (tax demand notice) on these companies retrospectively. Because DGGI is an independent body, there cannot be any interference. The (GST Council) chairperson said she would make clarifications available to DGGI if required,” Deo added.

India issues advisory for its citizens in Israel amidst escalating terror attacks

KV Prasad Jun 13, 2022, 06:35 AM IST (Published)

Listen to the Article (6 Minutes)

Summary

On Saturday (October 7), Hamas orchestrated a surprise assault on Israel, combining the infiltration of gunmen across the border with a relentless barrage of rockets fired from the Gaza Strip. This assault occurred during the sacred Jewish holiday of Simchat Torah and marked one of the most significant attacks on Israel by Hamas in years.

In the wake of the recent surge in violence in Israel, the Embassy of India in Israel has issued an important advisory for Indian nationals residing in the region. The advisory came as Hamas, the Palestinian militant group, launched a major attack on Israel, leading to heightened tensions in the area.

The advisory asked Indian citizens to exercise caution, remain vigilant, and strictly adhere to safety protocols recommended by local authorities. It advised people to avoid unnecessary movement and staying close to safety shelters.

The advisory also directed Indian nationals to refer to the Israeli Home Front Command website (https://www.oref.org.il/en) for additional information and preparedness resources.

In case of emergencies, Indian citizens are urged to contact the Embassy of India in Israel at +97235226748 or send a message to cons1.telaviv@mea.gov.in. Embassy personnel are available to provide further guidance and assistance.

The situation in Israel remains tense, and Indian nationals are advised to stay updated on the latest developments and heed the guidance provided by both local authorities and the Indian Embassy to ensure their safety during this period.

As a response to the rocket attacks from Gaza, the Israeli Defense Forces (IDF) conducted at least two airstrikes on the Gaza Strip, according to reports from news agency AFP.

The death toll on the Israeli side from the rocket attacks has now reached four, as reported by The Times of Israel. Israel’s Prime Minister, Benjamin Netanyahu, addressed the nation in a televised statement, declaring, “We are at war.”

This statement marked his first public remarks since the multi-front attack by Hamas began. Netanyahu has also ordered a call-up of reservists and vowed that Hamas would face consequences like never before. “We are at war,” he emphasised, adding, “Not an ‘operation,’ not a ’round,’ but at war.”

The Israeli military has been engaged in gunfights with Hamas militants who infiltrated several towns, with Prime Minister Netanyahu ordering a military operation to clear these areas.

In a concerning development, it has been reported that Hamas has taken 35 Israelis as hostage.

Dengue cases in Uttarakhand crosses 3,000 mark, death toll rises to 16: Report

KV Prasad Jun 13, 2022, 06:35 AM IST (Published)

Listen to the Article (6 Minutes)

Summary

Out of the 3046 total dengue cases in Uttarakhand, 1023 have been reported in Dehradun, 736 in Pauri Garhwal and 500 in Haridwar. There have been 16 deaths due to dengue in the state out of which 13 deaths have been recorded in Dehradun and three in Nainital.

The total number of dengue cases in Uttarakhand has surpassed the 3,000 mark with the state capital Dehradun being the worst affected. The total number of dengue cases stood at 3,046 till Friday, October 6, according to a Times of India report.

The highest number of cases were reported from Dehradun at 1,023, while Pauri and Haridwar were the other two worst affected districts. A total of 736 cases were reported from Pauri Garhwal district and more than 500 from Haridwar. Another 489 cases were reported from Nainital and 98 from Udham Singh Nagar, the report added.

Meanwhile, there have been 16 deaths due to dengue in the state out of which 13 deaths have been recorded in Dehradun and three in Nainital.

“The virus has an incubation period of 4-14 days and most cases that have been currently testing positive would have been exposed to it a few days earlier. The season of dengue is expected to decline between October 15-20, and the number of cases is already decreasing,” Uttarakhand’s nodal malaria officer, Dr Pankaj Singh told the Times of India.

Dengue fever is transmitted by the Aedes mosquito and the major symptoms of the infection include sudden high fever, severe joint and muscle pain, skin rashes, and bleeding tendencies. It typically occurs during the monsoon and post-monsoon season when there is an abundance of stagnant water in surrounding areas of residential places.

Additionally, officials have also stated that the severity of the virus is showing a fall at present. Dr Singh added, “The peak occurred when the temperatures were high and the humidity was prevalent. Now, as the temperatures have been decreasing, the strains are being reported as less fatal.”

However, the authorities have urged the public to be more cautious and follow all the necessary precautions till the season of dengue ends. The dengue cases reported this year have been the highest since 2019 when over 10,000 cases were reported. Even then measures such as creating micro containment zones and implementing source segregation did result in positive and were effective in managing the situation.

GST Council meeting: Here’s what to expect from FM Sitharaman’s address at 3 pm today

KV Prasad Jun 13, 2022, 06:35 AM IST (Published)

Listen to the Article (6 Minutes)

Summary

According to CNBC-TV18 sources, here are the key decisions the GST Council meeting has discussed and approved today:

Union Finance Minister Nirmala Sithraman is set to address the media at 3 pm on Saturday after the conclusion of the 52nd GST Council meeting in New Delhi. The FM is chairing the meeting, which is also attended by Union Minister of State for Finance Pankaj Chaudhary, Finance Ministers of States and Union Territories and Senior officials from Centre and States.

According to CNBC-TV18 sources, here are the key decisions the GST Council meeting has discussed and approved today:

  • The GST Council may have agreed on the proposal to levy 18% GST on corporate guarantees extended by holding companies or subsidiaries, say CNBC-TV18 sources. It likely agreed to levy 18% GST on personal guarantees given by promoters or directors against loans given by banks.
  • The Council likely has approved the proposal of the fitment committee to reduce rates where millet flour is more than 70%. It will be now taxed at 5%.
  • The Council is likely to have approved the reduction in GST rate on Molasses to 5%.
  • The Council likely will issue a clarification circular suggesting data center services to be treated as export and not subject to GST in case of overseas customers. The circular is likely to say data centers with contracts only for providing physical space on rent then GST to be applicable at 18%.
  • The Council is likely to have approved the terms and qualifying age limits of GST appellate tribunals. It is likely to have agreed to aligned terms and age limits with the Tribunal Reforms Act 2021. Advocates with 10 years of experience in indirect tax law practice are now eligible to apply for the Tribunal member post (judicial). The age limit for the President is now 70 years from the earlier recommended at 67 years. While the age limit for members has been increased to 67 years.
  • The GST Council nods to exempt the extra neutral alcohol (ENA) (both grain-based and molasses-based ENA) from GST when supplied for the manufacture of alcoholic liquors. The council also agrees that states will also exempt ENA (both grain-based and molasses-based) from VAT when supplied for industrial purposes.
  • GST Council clears a proposal of having an Amnesty for appeal filing till January 2024, sources tell CNBC-TV18.
  • In what could give some hope to the metal industry that has been seeking a change in the treatment of GST on steel scrap, the GST Council is likely to deliberate on the matter in greater detail at the upcoming meeting on October 7. Sources have told CNBC-TV18 that the GST Council is likely to discuss the metal industry’s request to levy GST on steel scrap on a reverse charge mechanism (RCM) basis. Currently, 18% GST is levied on steel scrap.
  • There will be no reduction in the goods and services tax (GST) rate on electric vehicles (EV) batteries as the GST Council’s fitment committee has rejected the industry’s proposal, sources told CNBC-TV18. The EV industry had sought a reduction of GST on batteries from 18% to 5%, however, the fitment committee has recommended maintaining a status quo on the rate.

ISRO on course to commence unmanned flight tests of Gaganyaan mission

KV Prasad Jun 13, 2022, 06:35 AM IST (Published)

Listen to the Article (6 Minutes)

Summary

The Test Vehicle is a single-stage liquid rocket developed for this abort mission. The payloads consist of the Crew Module (CM) and Crew Escape Systems (CES) with their fast-acting solid motors, along with CM fairing (CMF) and Interface Adapters.

The Indian Space Research Organisation (ISRO) on Saturday, October 7, said it is on course to commence unmanned flight tests for the country’s ambitious Gaganyaan mission. Preparations are underway for the Flight Test Vehicle Abort Mission-1 (TV-D1), it added.

In a post on social media platform ‘X, the space agency said, “ISRO to commence unmanned flight tests for the Gaganyaan mission. Preparations for the Flight Test Vehicle Abort Mission-1 (TV-D1), which demonstrates the performance of the Crew Escape System, are underway.” According to ISRO, the first development flight Test Vehicle (TV-D1) is in the final stages of preparation.

Officials had earlier indicated that TV-D1 launch is likely by October-end. The Test Vehicle is a single-stage liquid rocket developed for this abort mission. The payloads consist of the Crew Module (CM) and Crew Escape Systems (CES) with their fast-acting solid motors, along with CM fairing (CMF) and Interface Adapters.

This flight will simulate the abort condition during the ascent trajectory corresponding to a Mach number of 1.2 encountered in the Gaganyaan mission, it said. “CES with CM will be separated from the Test Vehicle at an altitude of about 17 km. Subsequently, the abort sequence will be executed autonomously commencing with the separation of CES and deployment of the series of parachutes, finally culminating in the safe touchdown of CM in the sea, about 10 km from the coast of Sriharikota,” ISRO said.

The CM, after integration underwent various electrical testing at ISRO’s facility in Bengaluru, including an acoustic test, and was dispatched to Satish Dhawan Space Centre in Sriharikota (SDSC SHAR) on August 13. At Satish Dhawan Space Centre, it will undergo vibration tests and pre-integration with the Crew Escape System, before final integration to the Test Vehicle at the launch pad.

This Test Vehicle mission with this crew module is a significant milestone for the overall Gaganyaan programme as a near-complete system is integrated for a flight test, ISRO said, adding that the success of this test flight will set the stage for the remaining qualification tests and unmanned missions, leading to the first Gaganyaan human spaceflight mission with Indian astronauts. CM is where the astronauts are contained in a pressurised earthlike atmospheric condition during the Gaganyaan space mission. The CM for the Gaganyaan mission is in different stages of development.

For the TV-D1, the CM is an unpressurised version that has completed its integration and testing and is ready to be shipped to the launch complex. This unpressurised CM version has to have an overall size and mass of actual Gaganyaan CM, the space agency said, adding it houses all the systems for the deceleration and recovery.

“With its complete set of parachutes, recovery aids actuation systems and pyros. The avionics systems in CM are in a dual redundant mode configuration for navigation, sequencing, telemetry, instrumentation and power. The CM in this mission is extensively instrumented to capture the flight data for evaluation of the performance of various systems,” it said. The CM will be recovered after touchdown in the Bay of Bengal, using a dedicated vessel and diving team from the Indian Navy.
