Russians, Belarusians to participate at Paris Olympics as neutrals, says IOC

Russians and Belarusians who qualify in their sport for the Paris 2024 Olympics can take part as neutrals without flags, emblems or anthems at the event next year, the International Olympic Committee (IOC) said on Friday.

The athletes had initially been banned from competing internationally following Russia’s invasion of Ukraine last year.

In March, however, the IOC issued a first set of recommendations for international sports federations to allow Russian and Belarusian competitors to return and they have since done so in most events.

“The Executive Board (EB) of the IOC has decided that Individual Neutral Athletes (AINs) who have qualified through the existing qualification systems of the International Federations (IFs) on the field of play will be declared eligible to compete at the Olympic Games Paris 2024 in accordance with the conditions outlined below,” the Olympic body said in a statement.

“Individual Neutral Athletes are athletes with a Russian or Belarusian passport.”

The neutral athletes from Russia and Belarus will only compete in individual sports and no teams for the two countries will be allowed to participate in Paris.

The IOC, which in October suspended the Russian Olympic Committee for recognising regional organisations from four territories annexed from Ukraine, also said athletes who actively support the war in Ukraine would not be eligible.

It also said no Russian or Belarusian government or state official would be invited to or accredited for Paris 2024.

But athletes, it added, should not be punished for the actions of their governments.

“The protection of the rights of individual athletes to participate in competitions despite the suspension of their National Olympic Committee is a well-established practice, respecting human rights,” the IOC said.

Ukraine has opposed the presence of Russian competitors, even as neutrals, at the Paris Olympics.

Out of 4,600 athletes globally who have qualified for the Paris Games so far, eight are Russians and three hold Belarusian passports.

More than 60 Ukrainians had qualified. A total of about 11,000 competitors will take part at the Games next year.

Athletics, the Games’ biggest sport, already had a long-standing ban on the Russian Athletics Federation due to the country’s state-sponsored doping regime, but it did allow a number of Russian athletes to compete as neutrals if they could prove a doping-free background.

However, that option was also removed after the Ukraine invasion, with all Russians and Belarusians banned – a decision that was upheld by this year’s Council meeting.

World Athletics president Sebastian Coe said that “all athletes, coaching staff, personnel and the whole entourage – to use an IOC expression – are excluded from World Athletics series of events for the foreseeable future because of the Ukraine situation.”

Coe said it would have been “inconceivable” for Russians and Belarusians to have competed in this year’s World Championships in Budapest and, speaking about the issues faced by Ukrainian athletes, said in August that “it is an intolerable situation and that’s why I won’t be changing my views anytime soon.”

The proposal to include five new sports, including cricket,  in the programme by the Organising Committee of the Olympic Games Los Angeles 2023 has been accepted in the ongoing International Olympic Committee (IOC) session in Mumbai. Cricket will thus be a part of the Olympic Games in 2028, along with four other sports, namely: baseball/softball, flag football, lacrosse (sixes) and squash.

“As an IOC member, a proud Indian, and an ardent cricket fan, I am delighted that IOC members have voted to include Cricket as an Olympic Sport in the LA Summer Olympics 2028! Cricket is one of the most loved sports globally, and the second most watched. For 1.4 billion Indians, cricket is not just a sport, it’s a religion!” Nita Ambani, IOC member, expressed after the proposal for the same was accepted in the city.

Cricket will thus be making a comeback to the quadrennial competiton after a gap of over 100 years. It was first played in the 1900 Summer Olympics in Paris over a period of two days.

This time around, the sport will be represented in the T20I format with it receiving the nod because of the game’s growing committment to spread the games to a greater capacity in the United States of America (USA). To give some context, the ICC Men’s T20I World Cup 2023 is slated to be jointly hosted in the Caribbean and the USA. The inaugural Major League Cricket (MLC), a franchise-based T20 tournament, was held in the USA in June this year with MI New York emerging as the champions.

“So now it’s in the hands of the Organising Committee of LA to make a proposal. From today (September 1, 2023) on, it should be exactly a week. So let’s see when the proposal is coming, I think you can imagine from my answers (so far) what my answer to such a request would be,” IOC President Thomas Bach had said during an interview with CNBC-TV18’s Shereen Bhan last month.

India is keen to host the Olympics in 2036 announced Prime Minister Narendra Modi in his keynote address during the inauguration of 141st IOC session at the Nita Mukesh Ambani Cultural Centre’s grand theatre in Mumbai.

PM Modi also suggested that hosting Olympics on the nation’s own land has been the dream of 140 crore Indians for years now and added that the country wishes to fulfil this dream with IOC’s support.

IOC is also likely to include cricket for the Los Angeles Games in 2028 following its Executive Board (EB) meeting. Inclusion of four other games— squash, lacrosse (sixes), baseball and softball and flag football will also be decided during the IOC’s session in Mumbai that was set open by PM Modi

PM Modi also emphasised that India’s sports landscape is evolving, evident through the nation’s performance at the Asian Games in Hangzhou, China. He also pointed out that the government is encouraging sports at every level by organising events like Khelo India University Games, Youth Games, Summer Games, MP sports competition and para games among others.

PM Modi also congratulated Indian men’s cricket team on registering a win against Pakistan in the ICC World Cup 2023 in Ahmedabad. He also highlighted that India’s performance at the Asian Games 2023 was historic.

PM Modi said, “India is ready for global sports events.”  He added “In front of you all, I want to express the feelings of 140 crore Indians; India is excited to host Olympics on its own land.”

During the keynote address, PM Modi said, that “Sports does not just generate champions, it promotes peace.” Sports is also a way to connect the world, “Faster, higher, stronger together”, he added while concluding his address and declaring the session open

IOC President Thomas Bach also praised India for its performance at the Asian Games 2023 where India bagged 107 medals including 28 gold. Bach said, ““Another illustration of the growing Olympic spirit is the outstanding performance of the Indian athletes at the Asian Games in Hangzhou. Congratulations to India on its record-breaking medal haul. This is something that the entire Olympic community in India can be very proud of.”

Talking about the upcoming Paris Olympic Games in 2024, Bach said, ““The Olympic Games Paris 2024 will be an excellent demonstration of the enduring relevance of our values in our times. The athletes, the fans, the entire Olympic community – all of us are looking forward to Paris 2024, which will truly be Olympic Games of a new era: younger, more inclusive, more urban, more sustainable.”

Bach further added, “The first Olympic Games with full gender parity. The first Olympic Games inspired, planned and delivered in line with our Olympic Agenda reforms from start to finish.”

At the start of the event, the IOC member Nita Ambani said, ” In this meeting of the IOC, I see the confluence of two wonderful forces. One is the Olympic Movement, which unites humanity and transcends all national, racial, religious and linguistic barriers. The other is India, the world’s largest democracy as the host of this meeting.”

Ambani also said that the deliberations and discussions over the next three days will inspire and influence millions of young children both in India and across the world, to embrace the transformational power of sport.

The International Olympic Committee’s Executive Board announced on Friday that boxing has been put on hold for Los Angeles 2028 as the IOC has not recognised any governing body for boxing. The IOC’s Executive Board (EB) has also recommended the inclusion of modern pentathlon and weightlifting for the games to be held in Los Angeles in 2028.

The IOC’s 141st session will commence on October 15 and continue until October 17, following the inauguration by Prime Minister Narendra Modi. The IOC session has also proposed the inclusion of five new sports in the LA28 Games—cricket (T20), squash, flag football, lacrosse (sixes), and baseball and softball—following the clearance by the EB.

The IOC said that the IOC EB reviewed the status of three sports that were not part of the initial LA28 sports programme – boxing, modern pentathlon, and weightlifting—after the decision made by the IOC session in February 2022, when 28 sports were put forward for inclusion in the initial sports programme of the Olympic Games LA28.

“Following the IOC Session’s decision to withdraw the recognition of the International Boxing Association (IBA), the IOC has not recognised another governing body for Olympic boxing,” the IOC said. “Therefore, any decision regarding the inclusion of boxing on the LA28 sports programme is put on hold.”

In modern pentathlon, obstacle racing has replaced horse riding or equestrian show jumping as one of the events. “The IOC EB recommends its inclusion on the LA28 sports programme, acknowledging the replacement of horse riding with obstacle racing and the optimisation work conducted by the International Modern Pentathlon Union (UIPM) to reduce costs and complexity,” the IOC said.

For weightlifting, the IOC EB made the recommendation after the International Weightlifting Federation’s decision on anti-doping management. The IOC added, “The IOC EB recommends its inclusion on the LA28 sports programme following the decision by the International Weightlifting Federation (IWF) to delegate its anti-doping management to the International Testing Agency (ITA) and its sanctioning to the Court of Arbitration for Sport (CAS) at least until the end of 2028.”

IOC omits compound archery from LA28 Olympics

The International Olympic Council’s (IOC) Executive Board confirmed on Friday that compound archery would not be a part of the 2028 Los Angeles Olympics. World Archery had proposed inclusion of compound archery in the programme for the Los Angeles 2028 Olympic Games.

In the recently concluded Asian Games, India bagged all the five medals that were out for contention in compound archery as Jyothi Surekha Vennam and Ojas Pravin Deotale won the women’s and men’s individual competitions. Also, Aditi Swami Gopichand won bronze medal in women’s event while Abhishek Verma won the silver medal in men’s individual archery.

India’s recurve archers also won a couple of medals at the continental games. The Indian men’s recurve team that included Dhiraj Bommadevara, Atanu Das and Tushar Shelke bagged the silver medal and the women’s team that included Bhajan Kaur, Ankita Bhakat and Simranjeet Kaur won the bronze medal.

McConnell said that the increase in the number of athletes would also limit the impact on the sports already a part of the event to find a balance. “Moving forward also, respecting the universality within those existing sports and any changes that we make,” McConnell said, according to PTI.

“It is also really important that we highlight the strength of the number of proposals that were put forward by the international federations… but some of those proposals that came from international federations, we have so say no because of that framework, controlling the cost and complexity but not a judgement of the quality of many of those,” he added.

The omission or non-inclusion of some of the sports is not a criticism to them, clarified McConnell. He also added that some of the federations have made compelling cases, however, it is about the cost and complexity.

The IOC is also likely to include cricket along with four other sports for the LA 2028 Olympics, as the IOC will take a final decision on that during the session through voting.

It is official! After years of deliberation, cricket will finally become part of modern Olympics. Cricket has now been included as part of the 2028 LA Olympics. Cricket will be played in T20 format come the 2028 Olympics.

The five sports proposed for inclusion at the Los Angeles Olympics in 2028 are entirely in line with the American sports culture, said committee official Christian Klaue on Friday, following the International Olympic Committee’s (IOC) Executive Board (EB) meeting at the Jio World Convention Centre in Mumbai.

Klaue added that the five new sports proposed for the LA Olympics, 2028 – cricket (T20), lacrosse (sixes), softball and baseball, flag football and squash will allow the Olympic Movement to engage with new athletes and also fan communities across the world and also in the US.

Klaue also said that the Games in 2028 will portray American sports to the world and will also bring other international sports to the US

The IOC has decided not to recognise another governing body for Olympic boxing after its decision to withdraw recognition of the International Boxing Association (IBA), revealed the committee official Christian Klaue. 

The EB has also recommended inclusion of Weightlifting and Modern Pentathlon to the IOC Session in the LA28 sports programme. The decision on Weightlifting’s inclusion came after the International Weightlifting Federation (IWF) decided to entrust its anti-doping management to the International Testing Agency (ITA), added Klaue.

The International Olympic Committee (IOC) is likely to give a nod to include cricket as a new sport for the Los Angeles Olympics in 2028 on Friday as the Executive Board meeting is ongoing in Mumbai’s Jio World Convention Centre.

The IOC’s session will take place in Mumbai from October 15 to 17 that will be headed by the IOC President Thomas Bach. The decision on inclusion of cricket in the LA Olympic Games will be taken up by the members in the session through voting.

On Friday, Thomas Bach said during a press meet, “We will work with the ICC (International Olympic Committee) there as we do in all sports. We are not working with different national franchisees. We are working with the respective international federation and we are looking forward to receiving their ideas how to use this inclusion in the Olympic programme to make cricket even more popular across the globe.”

Earlier, Thomas Bach said in an interview with CNBC-TV18’s Shereen Bhan, “So now it’s in the hands of the Organising Committee of LA to make a proposal. From today (Sep 1) on, it should be exactly a week. So let’s see when the proposal is coming, I think you can imagine from my answers (so far) what my answer to such a request would be.” 

Cricket has been a part of the Olympic Games only once before in 1900 when only France and England competed in the sport.

The 141st International Olympic Committee (IOC) Session will be held in Mumbai from October 15 to 17. It will be the second time India will be hosting the prestigious meeting, with New Delhi hosting it first in 1983.

In its essence, the IOC sessions are where various decisions regarding the activities of the global Olympics movement, including adoption or amendment of the Olympic Charter, election of IOC members and office-bearers and election of the host city of Olympics, are made.

At the 139th IOC Session held in Beijing in February 2022, the Indian delegation led by IOC member Nita Ambani made a compelling pitch for Mumbai to host the 2023 IOC session, following which the financial capital of India received overwhelming endorsement for its bid with 99% of the votes.

The session will be a landmark moment for Indian sport and will firmly establish India on the global sporting map, opening up multiple opportunities in organising sporting events, world-class training infrastructure, nurturing talent and enriching the lives of millions of Indian sportspeople.

It will also be a significant stepping-stone towards India’s aspirations of hosting the Youth Olympics and the Olympic Games in the future.

In an exclusive interview with CNN-News18, Olympic Gold medallist Neeraj Chopra said: “It is a big deal that IOC would host a session here in India, with so many esteemed personalities, and would come together to discuss about the growth of sports in India as well. I believe that this will help in putting India on the global map, and will bring awareness to our capabilities in the field of sport and what we can achieve as a nation. So, in that sense, I think this session will prove to be extremely helpful for India.”

India made its mark on the global stage recently as the Indian contingent went on a historic campaign during the recent Asian Games in Hangzhou, securing a whopping 107 medals.

“I believe that another good thing that would arise from the same happening would be witnessing our Indian athletes bring in more medals for the country in that case. It is also personally a dream of mine to see the Olympics be hosted here in India itself. It would be a joyous occasion,” said an optimistic Neeraj Chopra.

Former Indian cricketer Yuvraj Singh also pitched for India to be an Olympic host soon. “I think we have all the means, and I’m sure that with the way our infrastructure (for sports) is growing, we can definitely host the Olympics in the coming years,” Singh told News18 in an interview.

A point of high interest at the Mumbai IOC Session would be an announcement on the inclusion of cricket in the programme for 2028 LA Olympics. While cricket was part of recent editions of the Commonwealth Games in Kuala Lumpur in 1998 and Birmingham in 2022, the sport hasn’t been seen at an Olympic Games since England defeated France in a one-off match in Paris to clinch the Gold medal in 1900.

But a second appearance at the Olympics could be on the cards in the USA in five years’ time, with LA28 officials recommending the inclusion of cricket in a list of sports put forward to the IOC for approval and set to be added for the Games of the XXXIV Olympiad.

“Well, that should have been done a couple of years ago. I don’t know why it hasn’t happened till now. But, it would be great if it did happen. Soon, India will be a big contender to win an Olympic gold in cricket,” concluded Yuvraj Singh. The 140th IOC Session will be hosted at the Jio World Convention Centre in Mumbai from October 15-17.

Olympic gold-medal winning shooter and International Olympic Committee (IOC) Athletes Commission member Abhinav Bindra on Thursday (October 12), in conversation with CNBC-TV18, said India is a very important market for both the IOC and the Olympic movement.

India is hosting the 141st IOC session in Mumbai at the Jio World Convention where key decisions regarding the Olympic Games will be made, including India’s bid to host the Games in 2036.

Bindra suggested that this was a restart of engagement between India and the IOC, as the session is set to be held in India after nearly 40 years. He added that this session holds importance for India’s youth population.

“I think the session is happening in India after a gap of 40 years… it is important for both sides. I think for the IOC, for the Olympic movement, India is a very important market. It is the country with the largest population in the world and the most amount of young people of the world’s population. So for them, it’s very important,” Bindra said.

He felt that with sport taking an important position in people’s lives, India’s Olympic movement could help shape the lives of young Indians.

“… with sport finally taking an important position in our lives, not just from an elite sporting point of view, but also from a point of view of how sport can actually shape our young society, I think it is an important moment … for both sides,,” Bindra added.

India’s focus on the Youth Olympics could help develop sports in India through investments in grassroot level programmes, suggested Bindra.

“The Youth Olympics would ensure that there’s more investment that will go into grassroot level programmes and maybe that is an interesting event to also look at. I think it is quite clear that at some point of time, India should host the Games, the only question that remains is when,” the Olympic gold medallist added.

Senior sports journalist Ayaz Memon stressed that India needs to take advantage of its huge population to remain competitive by focusing on increasing participation at the grassroots level.

Memon said, “It’s also important that we remain very competitive… We have got a demographic advantage, a dividend that we can reap… If you have the base of the pyramid, which is wide and vast for people to get into sports, then you will get a lot more people up the pyramid at elite level. And that’s where you will reap the benefits. And I think that needs to be done right from the grassroots upwards.”

International Olympic Committee (IOC) President Thomas Bach, who is on his India visit, heaped praise on Reliance Foundation Chairperson and Committee Member Nita Ambani in his inaugural address on the opening day of the IOC Executive Board meeting at Jio World Convention Centre in Mumbai.

Bach recounted his visit to Reliance Foundation Young Champs Academy (RFYC) in Navi Mumbai and said he was “impressed with what he saw.” He particularly liked the Reliance Foundation’s large-scale approach to promote Olympic sport in India.

“I had a visit together with our IOC colleague and friend Nita Ambani to their  Reliance Foundation and the  programmes  they’re offering there to the kids and youth with regard to sport and education.  I’m really deeply impressed by Reliance and her team because you see kids from all over India in this centre.  And, most of them are coming from underprivileged families and they are being offered education and schooling. But at the same time, they are given the opportunity to train and to prepare for becoming an athlete, a high-level athlete,” Bach said on Thursday (October 12).

Bach’s comments come after the IOC, along with the Olympic Museum, had aligned with Reliance Foundation to build on the success of the Olympic Values Education  Programme  (OVEP) in India earlier this week.

The new cooperation was agreed upon by the duo during their visit to the RFYC football academy in Mumbai.

Bach’s India visit comes as the 141st IOC session is slated to be organised from October 15-17. The IOC session will be focused on deciding host cities for upcoming editions, inclusion or exclusion of sports and changes in the Olympic Charter. In a positive development for India, cricket is likely to be inducted as an Olympic sport.
