IOC Session: IOC president Thomas Bach heads Executive Board meeting in Mumbai

Summary

International Olympic Committee (IOC) President Thomas Bach is heading the meeting of the Executive Board of the IOC that started at the Jio World Convention Centre in Mumbai on Thursday. 

Following the end of the Executive Board meeting, the 141st IOC session is slated to be organised from October 15 to 17. Bach started his address at the IOC Executive Board by saying that India’s Olympic spirit is growing. IOC member and Reliance Foundation’s founder chairperson Nita Ambani was also praised for her contribution towards making India a sporting nation. 

Bach said, “We could see and realise that the Olympic spirit in India is waking up, is growing. We have seen very positive results for the Indian team at the Asian Games in Hangzhou with a record number of medals (107) they won. In social media, India has the second most followers for Olympic social media handles. This shows great interest in particular the young generation in India in the Olympic movement.”

The IOC session will be focused on deciding host cities for upcoming editions, inclusion or exclusion of sports and changes in the Olympic Charter. 

The sessions are organised by the supreme organ of the IOC and decisions made at these meetings are final. Over 600 members of the elite of the sport will be a part of the IOC session in Mumbai which will include 99 voting members and 43 honorary members from various sports. 

The Executive Board will study the Olympic Programme Commission’s report which has proposed the addition of cricket, softball and baseball, flag football, lacrosse and squash to the Games beginning from the Los Angeles Olympics 2028.

The IOC president, four vice-presidents and ten other members form the Executive Board that was founded in 1921. The session elects the members of the Executive Board through secret ballot for a period of four years. 

India winning the hosting rights after nearly four decades marks a massive leap in its journey as an Olympic nation. It was decided by the committee in February 2022 when the Indian delegation led by Nita Ambani made the compelling pitch at the 139 IOC session in Beijing.

Meanwhile, the 141st IOC Session will be significant for India as it will establish India on a global sporting map and also open multiple opportunities to organising global sports events and set up world-class training infrastructure. It will be a stepping stone towards India’s aspiration of hosting the Youth Olympics and the Olympic Games in the future.

This annual gathering of IOC members holds the key to crucial decisions regarding future international sporting events. The IOC Session, which returns to India after four decades, could also pave the way for India’s bid to host the Olympics.

It’s noteworthy that India’s commitment to sports has seen substantial financial backing in recent years. Over the years, the central government’s spending on sports has steadily increased, reaching a notable peak under the leadership of Prime Minister Narendra Modi. From a budget of Rs 702 crore in 2014–15, the sports allocation surged to Rs 2,216 crore in the 2019–20 interim budget, marking a more than three-fold surge.

Here’s a look at top five sports initiatives undertaken by the central government:

Khelo India Scheme

In 2016, the Modi government amalgamated three existing schemes into the Khelo India initiative. This multifaceted programme includes the Khelo India Youth Games (KIYG), an annual event nurturing talent among under-17 and under-21 students. The most promising young athletes receive substantial scholarships, aiding their preparation for international competitions.

Mission Olympics 2024

India is gearing up for the 2024 Summer Olympics with a robust action plan developed by NITI Aayog. The focus is on identifying priority sports and categorising athletes into specific groups. With the induction of six foreign coaches in different disciplines, India aims to secure 50 medals at the upcoming Olympics.

Fit India Movement

Launched by Prime Minister Modi in 2019, the Fit India Movement promotes an active lifestyle. The initiative’s comprehensive approach encompasses physical fitness, dietary habits, eco-friendly living, and disease prevention. Through engaging campaigns, it encourages citizens to prioritise fitness in their daily lives.

Target Olympic Podium Scheme (TOPS) and Junior TOPS

The TOPS initiative identifies and nurtures potential medal contenders for the Olympic and Paralympic Games. Athletes receive specialized training from renowned coaches, ensuring they are well prepared for international competitions. The government has also introduced Junior TOPS, targeting young talents as early as 10 to 12 years old, aiming to create champions for the 2028 Olympics.

National Sports Development Fund (NSDF)

The NSDF acts as a catalyst for athletes’ development. It provides financial aid for training under renowned international coaches and for technical and psychological support, as well as exposure to global competitions. Additionally, the fund supports infrastructural development, further promoting sports in the country.

The International Olympic Committee (IOC) Session is set to return to India after four decades. Mumbai is gearing up to host the 141st IOC session from October 15 to 17, 2023, at the state-of-the-art Jio World Convention Centre.

IOC President Thomas Bach has already reached Mumbai and he will lead the Executive Board meeting, scheduled from October 12-14. This will be followed by the two-day IOC session.

This is an important moment for India as it will offer the country an opportunity to showcase its preparedness to host major global sporting events like the Olympics.

The IOC session, held annually, is the meeting of the members of the International Olympic Committee and important decisions regarding the sporting event are taken at the meeting. The members and the representatives from various countries discuss matters pertaining to host cities, the inclusion or exclusion of sports federations and any changes to the Olympic Charter for the upcoming events at these sessions.

Who will participate 141st IOC session in Mumbai?

More than 600 members of the sporting world’s elite will attend Mumbai during the IOC session. These participants include 99 voting members and 43 honorary members, representing a diverse range of sports. Additionally, the event will be attended by global media from over 100 nations, covering more than 50 sports. This diverse assembly will transform Mumbai into a hub of international sports diplomacy.

IOC Session Venue

The IOC session will unfold at the Jio World Convention Centre, located at the centre of Mumbai’s Bandra-Kurla Complex. This cutting-edge facility, inaugurated in early 2022, stands as the largest convention centre in India. The grand theatre at the Nita Mukesh Ambani Cultural Centre (NMACC) will host the opening ceremony, while the session meetings will take place in the exhibition hall (pavilion).

How did India secure the privilege to host the IOC session?

India secured the hosting rights for the IOC session when a delegation, headed by Nita Ambani, the first Indian woman to be elected as an IOC member, presented the country’s case at the 139th IOC session in Beijing in February 2022. The bid received resounding support, with 99 percent of the participants voting in favour of Mumbai.

Meanwhile, India, having achieved a record-breaking medal tally at the Tokyo Olympics, securing seven medals, including the nation’s first individual gold in Track and field, stands on the brink of emerging as a sporting powerhouse. Additionally, India marked its dominance at the recently concluded Asian Games, further solidifying its position on the global sporting stage.

141st IOC Session in Mumbai: India to host IOC Session after 40 years, check key details

Summary

Before the 141st IOC Session, an IOC Executive Board meeting will be held on October 12-13 while the Opening Ceremony of the session has been scheduled for October 14.

The International Olympic Committee (IOC) has confirmed that the 141st session scheduled in Mumbai will be conducted from October 15-17. This session is returning to India after a span of four decades as the last IOC session was held in New Delhi in 1983.

Ahead of the beginning of the IOC session in Mumbai, Maharashtra Chief Minister Eknath Shinde welcomed International Olympic Committee President Thomas Bach and IOC member in India, Nita Ambani, on October 10.

Last week, the committee announced that an IOC Executive Board (EB) meeting will be held, on October 12 and 13, prior to the IOC session. The Opening Ceremony of the event has been scheduled for October 14, Hindustan Times reported.

The session is going to take place at the state-of-the-art Jio World Convention Centre in Mumbai. It is located at Bandra-Kurla Complex and is the largest convention centre in India. The grand theatre at the Nita Mukesh Ambani Cultural Centre (NMACC) will be hosting the Opening Ceremony while the exhibition hall will be the venue for the IOC session meeting.

The International Olympic Committee Session, which is held at least once a year, is the general meeting of the members of the IOC. In the session, important decisions regarding the host cities for upcoming events, the inclusion or exclusion of sports and federations and changes in the Olympic Charter are discussed. These sessions are quite important as the decisions made at these meetings are considered almost final, said Olympics.com.

Reportedly, the upcoming IOC session will see the participation of over 600 members of the sporting world’s elite as well as the global media from about 100 nations which will be representing over 50 sports in the session.

Delhi High Court appoints committee to take over affairs of Indian Olympic Association

The court directed the executive committee of Indian Olympic Association to forthwith hand over the charge to the newly appointed committee and said that the members of the committee will be assisted by three eminent sportspersons, namely, Shooter Olympian Abhinav Bindra, Long Jump Olympian Anju Bobby George, and Archer Olympian Bombayla Devi Laishram.

The Delhi High Court on Tuesday directed the setting up of a three-member Committee of Administrators (COA) to take over the affairs of the Indian Olympic Association (IOA).

A bench of Justices Manmohan and Najmi Waziri said the persistent recalcitrance of the IOA to comply with the Sports Code made it imperative that its affairs be put in the hands of the COA comprising former Supreme Court judge Justice Anil R. Dave, former Chief Election Commissioner Dr. S.Y. Quraishi, and former Secretary of Ministry of External Affairs Vikas Swarup.

The court directed the executive committee of IOA to forthwith hand over the charge to the newly appointed committee and said that the members of the CoA will be assisted by three eminent sportspersons, namely, Shooter Olympian Abhinav Bindra, Long Jump Olympian Anju Bobby George, and Archer Olympian Bombayla Devi Laishram.

The IOA is recognised by the International Olympic Committee as the National Olympic Committee for India.

The court, which considered in detail the issues concerning the tenure of office bearers and voting rights, struck down the post of Life President and any such permanent post for an individual in the IOA for being illegal and said that the maximum term for the President and likewise to all Office Bearers and members of the EC has to be limited to 3 tenures as per the law.

It said that sportspersons, both men and women, should be included in the general and executive committees of the sports body.

There is every reason to acknowledge women’s significant presence in the sporting world. Sports administration is not a male preserve. It is a matter of record that in all its 95 years of existence the IOA has never had a woman as its President or Secretary General.

Surely women do aspire to be in significant positions in the decision-making process. Their presence both in the GB (general body), as well as the EC (executive committee) of the IOA, will lend to the fruition of their valid aspirations.

Accordingly, women shall comprise half of the category of sportspersons with voting rights in the General Body as well as in the EC, the court said. The court’s order was passed on a petition by senior advocate Rahul Mehra seeking strict compliance by the IOA and the National Sports Federations with the Sports Code and judicial dicta.

The history of persistent recalcitrance of the IOA for almost half a century to comply with the Sports Code, despite its consistent assurance to the Government, the societal concerns, and the larger public good, make it imperative that the IOA’s affairs be put in the hands of a Committee of Administrators (CoA) it said.

Accordingly, persons of eminence from the fields of law, public administration, elections, and international relations are appointed as members of the CoA, to be assisted by eminent sportspersons, as Consultants, the court ordered.

It directed the centre to not grant recognition or facilities to any sports bodies that do not comply with the sports code and further called for the implementation of structural reforms to remove the mismanagement in the sports bodies and to democratize these institutions.

This Court is of the view that the Sports Code must be made applicable to every constituent of every NSF, including IOA as well as its constituents..

Accordingly, respondent No.1/Union of India is directed not to grant recognition or any facility (monetary or otherwise) to the IOA or to any NSF and/or any of its affiliated Associations, if they refuse to comply with the Sports Code as directed by this Court, it said.

The Central and State Governments may well consider passing a comprehensive legislation with regard to recognition and management of sports bodies incorporating the best practices and the IOC Charter without which no facility (monetary or otherwise) should be granted by any State and Union of India, the court said.

The court recorded the present petition highlighted that the electoral colleges of most of the sports bodies are controlled by a few individuals where genuine sportsmen find it difficult to get elected and play an important role in management and IOA Constitution in vogue stipulates that President of IOA can be for life.

The court said the government monitoring of compliance is expected to be prompt, robust, and meticulous at all times and a sports federation that does not comply with the law of the land would receive no recognition from the government and the same applies to IOA as well.

If the compliance is not done by IOA, within the time specified hereinabove, its recognition by the Government shall stand suspended. The urgency for cooperation with the CoA and onus for compliance with the Sports Code is upon the IOA, it said.

It clarified, that the COA shall assist in the preparation and adoption of the constitution of IOA as per the Sports Code and court rulings and facilitate the holding of elections and the handing over of the affairs of the body to a democratically elected body in terms of its constitution which will be adopted, preferably within a period of 16 weeks from the date the CoA members give their assent.

The honorarium payable to the CoA members and facilities to be extended to them will be akin to what may be fixed by the Supreme Court in the case related to the All India Football Federation and for the moment, as interim honorarium, a deposit of Rs 3 lakh per month shall be made with each CoA member and Rs 1.5 lakh each with the consultant sportsperson, the court said.

International Olympic Day 2022: Theme, significance and all you need to know

Summary

Held every four years, the Olympic Games draw thousands of athletes from around the world. The World Olympic Day aims to promote the participation of people in sports and games.

The International Olympic Committee (IOC) was established in Sorbonne (Paris) in 1894 to conduct, promote, and regulate the modern Olympic Games. More than a century later, several more sports have been added to the Olympic event. Held every four years featuring summer and winter sports competitions, the Olympic Games draw thousands of athletes from around the world.

To highlight the importance of sports and games in our lives, International Olympic Day (or World Olympic Day) is observed across the world on June 23 every year. Doctor Gruss, a Czech IOC member, presented the idea of a World Olympic Day in 1947. A year later, the day was observed to mark the birth of the modern Olympic Games. Countries including Venezuela, Belgium, Canada, Switzerland, Portugal, Greece, Austria, the United Kingdom, and Uruguay, commemorated the first Olympic Day in 1948.

Significance

The World Olympic Day aims to promote the participation of people — irrespective of age, gender, caste, or religion — in games and sports across the world. It encourages people to perform physical exercises. On this day, several sporting events are held. Besides, exhibitions and educational seminars about the Olympic Games are also held. According to the IOC, Olympic Day is based on three pillars — move, learn and discover. For more than the past two decades, the National Olympic Committees (NOCs) have been organising Olympic Day Run on the International Olympic Day in 150 nations. In some countries, schools also organise sporting events to observe this day.

Theme

The theme for this year’s International Olympic Day is — Together, For a Peaceful World. It recognises the power of sports to bring people together in peace. On social media, the World Olympic Day will be marked with hashtags, including #MoveForPeace and #OlympicDay.

The next Summer Olympic Games will be held in Paris, France, from July 26 to August 11, 2024, and the next Winter Olympics will be held in Milan and Cortina d’Ampezzo, in Italy, in 2026.

Indian men’s cricket team captain Rohit Sharma took to Twitter saying that it was a proud moment for ‘him as a Mumbaikar’ as India took ‘a step closer to our dream of bringing the Olympics home’. He also went on to congratulate International Olympic Committee (IOC) member Nita Ambani

“With India hosting the IOC Session 2023, we are a step closer to our dream of bringing the Olympics home. A specially proud moment for me as a Mumbaikar as well. Congratulations Mrs. Nita Ambani and @WeAreTeamIndia,” Rohit Sharma tweeted.

India was awarded the right to host the IOC Session in Mumbai in 2023 as “a significant development for India Olympic aspirations and a matter of great pride and joy”.

Mumbai received a historic 99 per cent of the votes in favour of its bid from the delegates participating in the process, with 75 members endorsing its candidature to host the IOC session in 2023.

An IOC session is the annual meeting of the members of the IOC, comprising 101 voting members and 45 honorary members. It discusses and decides on the key activities of the global Olympics movement including adoption or amendment of the Olympic Charter, election of IOC members and office bearers and election of the host city of Olympics.

The decision confirms India will be hosting this prestigious IOC meeting for the first time since 1983, in what is set to be the start of a new era of engagement between India’s youthful population and the Olympic Movement.

Nita Ambani also reaffirmed her long standing commitment towards enabling the country hosts the Youth Olympic Games and the Olympic Games in the future.

“The Olympic Movement is back to India after a 40-year wait! I am truly grateful to the International Olympic Committee for entrusting India with the honour of hosting the IOC Session in Mumbai in 2023,” said Nita Ambani.

“This will be a significant development for India’s Olympic aspiration and will herald the start of a new era for Indian sport.

“Sport has always been a beacon of hope and inspiration for millions around the world… We are one of the youngest countries in the world today and I’m excited for the youth of India to embrace and experience first-hand the magic of the Olympics.

“It is our dream to strengthen this partnership further and host the Olympic Games in India in the years to come,” she added.

Later in the day, Rohit Sharma was named as the Test captain of India with chief selector Chetan Sharma announcing the squad for three T20Is and two Tests against Sri Lanka. The appointment of Sharma, already the white-ball captain of India, makes him the full-time all-format skipper for India.

India on Friday won the bid to host next IOC Session in 2023, at the 139thsession of the IOC on the eve of Beijing Winter Olympics closure. IOC Member Mrs Nita Ambani led a compelling pitch to win this bid and herald a significant step forward in India’s engagement with the Olympic Movement.

India will host this prestigious meeting for the first time since 1983, for what is set to be the start of a new era of engagement between the country’s youthful population and the Olympic Movement.

Nita Ambani’s Drive to Transform Indian Sports

Mrs Ambani’s role as an IOC Member since 2016, as well as on a number of IOC Commissions, has enabled her to bring valuable international experience to India’s efforts to transform sports and engage with the Olympic Movement. This was integral to the success of India’s bid to bring the IOC Session 2023 to Mumbai. Mrs Nita Ambani was the driving force behind the vision of the bid, which can be the start of a major shift in the Indian as well as global sporting landscape.

She is deeply committed to providing sporting opportunities for the next generation in India, to help create a healthier and happier society. Advancing youth sports has long been a key focus for Mrs Ambani, and as the Chairperson of Reliance Foundation, she aims to revolutionize school and college sports in India and provide a platform to student athletes to build a career in sports. Since inception, Reliance Foundation’s sporting initiatives have reached 2.15 crore youngsters across the country.

What is an IOC Session?

On Saturday, February 19, 2022, Mumbai was elected as the host of the next International Olympic Committee (IOC) session to be held in 2023. An Indian delegation led by Mrs Nita Ambani, the first woman to be elected as an IOC member from India, and including Indian Olympic Association (IOA) President Dr Narinder Batra, Youth Affairs and Sports Minister Mr Anurag Singh Thakur, and India’s first individual Olympic gold medallist (Beijing 2008, shooting) Mr Abhinav Bindra, presented a compelling case during the 139th IOC Session, held alongside the ongoing Winter Olympics in Beijing.

The delegation spoke of the unique opportunity for the Olympic Movement to engage with India’s passionate sports fans.

Here are key highlights from Mrs Nita Ambani’s speech:

  1. An honour to lead Indian delegation and share our passion and ambition for hosting such a prestigious Olympic event. India has made consistent strides and grown into a more prosperous and self-confident nation since it last hosted an International Olympic Committee (IOC) session in 1983. India is surging ahead to become one of the top three economies in the world and prides itself as a vibrant nation of unmatched diversities.
  2. India is a robust democracy with stronger global relationships, just like the one with the IOC. India takes immense pride in its resilient spirit, administering 1.5 billion vaccines throughout the country and producing and export millions of vaccines to several countries across the world. India’s next generation is brimming with a billion hopes and dreams, driven by the potential and the power of creative energy.
  3. I truly believe India is on the verge of creating something very special with the Olympic Movement. India is scaling new heights in every field, including Olympic Sport. Nearly half of India’s population, over 600 million are under 25 years of age making it one of the most crucial and exciting places to nurture and grow the Olympic Movement.
  4. Inspired by the Olympic Values Education Programme, it is our mission to identify potential talent and guide them to greatness in the world of sport. To coincide with the Olympic Session 2023, we propose to launch a series of elite sports development programmes for youth across deprived communities
  5. It is our aspiration to host the Olympic Games in the future. It is our ambition to inspire every young Indian to embrace the Olympic Values of Friendship, Excellence, and Respect. The IOC Session in 2023 in India will be a catalyst that will ignite this ambition into action.
  6. The Session, to be held in the summer of 2023, will be hosted at the state-of-the-art, brand new Jio World Convention Centre in Mumbai. Situated in the heart of the city at Bandra Kurla Complex, the JWC is the largest convention centre in India and will start operations in early 2022.

A total of 82 IOC members were eligible for voting, out of which 6 voted for abstention, while 75 members voted yes. Only one vote went against Mumbai as the host of the next IOC Session.

Mumbai will host International Olympic Committee’s next session in 2023. The City of Dreams was officially named the host city following a voting session at the IOC Session 2022.

The IOC Session is the general meeting of the Members of the IOC. It is the IOC’s supreme organ, and its decisions are final. The 2023 edition of the event will be held at Jio World Centre.“

Mrs Nita Ambani is a member of the International Olympic Committee.

“It’s an honour to lead the Indian delegation today for hosting such a prestigious Olympic event,” said Mrs Nita Ambani, International Olympic Committee (IOC) member. “We are one of the youngest countries in the world today and I’m excited for the youth of India to embrace and experience first-hand the magic of the Olympics. It is our dream to strengthen this partnership further and host the Olympic Games in India in the years to come!” she added.

Following the announcement, Uddhav Thackeray, Chief Minister of Maharashtra, took to Twitter to thank Mrs Nita Ambani for her “efforts to bring the 2023 session to Mumbai.” He wrote: “Mumbai hosting the 2023 International Olympic Committee Session is not just a matter of great pride but also an opportunity to push India ahead on the sporting horizon. Grateful to Smt. Nita Ambani ji for her efforts to bring the 2023 session to Mumbai, Maharashtra!”

The IOC session in 2023 is expected to choose the host city for the 2030 Winter Olympics and it is likely to be held in May or June next year.India has earlier hosted an IOC session in 1983 in New Delhi.Notes :
