Mahashivratri 2024: Bhang-infused thandai and barfi recipes

Maha Shivratri, a revered Hindu festival celebrated to honour Lord Shiva, is not only a time for spiritual observance, but a celebration of cultural traditions and practices. Among these traditions is the consumption of bhang, Bhang an edible preparation made from leaves of cannabis plant originating from the Indian subcontinent.

The cannabis-infused concoction of milk, dry druits and other ingredients is believed to have cooling properties. This year, Mahashivratri falls on March 8, and for those looking to add a traditional touch to their celebrations, here are two bhang-infused recipes that you can be easily prepared at home, which are thandai and barfi.

Bhang-infused thandai recipe:

Ingredients:

1/4 cup almonds
1/4 cup pistachios
1/4 cup melon seeds
1/4 cup poppy seeds
1 tablespoon fennel seeds
1 teaspoon black peppercorns
1/2 teaspoon cardamom powder
1/2 teaspoon saffron strands
1/2 cup cannabis leaves, washed and chopped
1/2 cup water
1/2 cup sugar
4 cups of milk

Instructions:

Grind all the dry ingredients into a fine powder using a pestle and mortar. Set aside. Pound the fresh cannabis leaves into a pulp and add them to a bowl along with water and sugar.

Add the dry ingredients to the bowl and let the mixture sit for two hours.

Strain the mixture using fine muslin, ensuring that the residue is dry to the touch.

When the extracted liquid is ready to be served, stir with milk and refrigerate.

Before serving, garnish with chopped nuts, rose petals or mint leaves for a refreshing touch.

Bhang-infused barfi recipe:

Ingredients:

1/4 cup ghee
1/2 cup hemp paste
1/2 cup milk
1/2 cup powdered sugar
1/4 cup almond powder
1/4 cup pistachio powder
1/2 teaspoon cardamom powder
A few saffron threads
And silverwork for decoration

Instructions:

Heat ghee in a kadai over medium flame

Add the hemp paste to the hot ghee and fry for a minute to activate the cannabinoids

Slowly add milk to the hemp mixture, stirring well to combine

Add powdered sugar, almond powder, pistachio powder, cardamom powder, and saffron threads to the pan. Blend thoroughly to get a velvety mixture

Cook the mixture on low flame for 20-25 minutes, until it thickens and starts leaving the sides of the pan

Remove the mixture from the flame and let it cool slightly

Grease a square baking tray with ghee and pour the barfi mixture into the tray, spreading it evenly with a spatula

Apply silver work over the mixture for decoration

Refrigerate the mixture for a few hours or overnight until it solidifies

Once solidified, cut the mixture into square or diamond-shaped pieces and serve. Be mindful not to consume too much of this barfi

Cannabis tourism in Thailand: How the country’s new weed laws are luring visitors from Asia

A Japanese tourist reaches into a baggie of cannabis he’s just bought in a central Bangkok weed shop, pulling out a gram of buds to chop down in a small black grinder, before rolling them neatly into a joint.

Only the slight spillage onto the smoking lounge’s table — and his cough as he lights up and inhales deeply — betray the fact that until two weeks ago, he’d never tried marijuana.

Most Asian nations have strict drug laws with harsh penalties, and Thailand’s de facto legalization of marijuana last year has brought a wave of tourists from the region like the visitor from Japan, intrigued by the lure of the forbidden leaf.

“I was curious about how I would feel after smoking,” said the 42-year-old tourist who spoke on condition that his name not be used, for fear his experimentation in Bangkok could lead to legal issues at home.

“I wonder why Japan bans it?” he pondered. “I wanted to try it.”

Even as more countries around the world legalize marijuana, Thailand has been the outlier in Asia, where several countries still have the death penalty for some cannabis offenses. Singapore has already executed two people this year for trafficking marijuana and its Central Narcotics Bureau has announced plans to randomly test people returning from Thailand.

Japan does not have the death penalty for drug offenses, but has warned that its laws on cannabis use may apply to its nationals even when they are abroad.

China’s embassy in Thailand has warned that if Chinese tourists consume marijuana abroad and are “detected upon returning to China, it is considered equivalent to using drugs domestically. As a result, you will be subject to corresponding legal penalties.” It issues similar warnings for travel to other countries where marijuana is readily available, such as the United States, Canada and the Netherlands.

On a recent flight from the Chinese city of Shanghai, passengers were cautioned not to “accidentally” try marijuana in Bangkok, with an announcement that in Thailand “some food and drink can include cannabis, so please pay attention to the leaf logo on the package of food.”

Neither Chinese nor Singaporean authorities would detail how frequently they test citizens returning from countries where marijuana has been decriminalized, responding to queries from the AP simply by reiterating their previously announced policies.

It’s no wonder that weed dispensaries in Bangkok say that customers from Singapore and China are among the most cautious, asking questions about how long traces of the drug remain in the system and whether there are detox products.

But many remain undeterred, and Thailand’s cannabis industry has grown at lightning speed, with weed dispensaries now almost as common as the ubiquitous convenience stores in some parts of the capital. Through February, nearly 6,000 licenses for cannabis-related businesses have been approved, including more than 1,600 in Bangkok alone, according to official figures.

There are no government figures on how many tourists come specifically to smoke marijuana, but Kueakarun Thongwilai, the manager of a weed shop in central Bangkok, estimates at least 70%-80% of his customers are foreigners, primarily from Asian countries like Japan, Malaysia, China and Philippines, and some from Europe.

Most cannabis shops, including his, now only hire employees who speak English, the lingua franca of the industry.

“You don’t need to speak perfect English, but you need to communicate with foreigners,” Thongwilai said.

About half of his customers are first-time weed users and most of them are Asians, he said.

Some want to try edible cannabis products, but Thongwilai said he tries to steer them toward smoking.

“Edibles take more time to take effect, and during that time people may eat more and more, leading to an excessive experience for beginners,” he said.

Not all are new to the drug, said Thongwilai, remembering a Malaysian customer who snuck away from a meal with his wife and daughter at a nearby restaurant. The man said he smoked marijuana secretly at home, but had heard the Thai product was better quality and wanted to try it.

“He bought the cheapest weed in our shop and tried it in a mall, and then he came back and bought more,” Thongwilai recalled.

Not far from Thongwilai’s shop at Dutch Passion, a newly opened retail branch of a Netherlands seed distributor that has been in business for more than three decades, about half the customers are also first-time users, said Theo Geene, a Dutch shareholder in the business.

Cannabis has been available in coffee shops in the Netherlands since the 1970s, and Geene said he has used his experience to train his staff how to serve those unfamiliar with the drug.

“For beginners, it’s not good to use a bong,” he said. “It’s too much for them. We don’t want anyone to pass out here.”

Most customers refused to talk about their experiences, with the Japanese tourist in Geene’s shop the only one who agreed to — and only on the condition his name not be used.

Most of the shop’s Asian customers are similarly discreet, choosing to smoke their purchases inside rather than on the streets like many Westerners do, which is common but a violation of Thai regulations, Geene said.

“They are more cautious and afraid,” he said. “They don’t want to be seen when they smoke weed.”

Before he embarked on his trip to Thailand, the 42-year-old Japanese tourist said he researched extensively online and determined that while customs might randomly check bags and luggage for marijuana being smuggled into Japan, there was no testing going on in line with government policy.

Since his first puff two weeks ago, he said he’s been smoking every day, visiting different shops, comparing prices and trying different strains.

Dispensary staffers taught him how to grind buds and roll a joint and he’s been having fun perfecting the technique.

“I practice it every day,” he said, looking down at the joint he was rolling and repeating the word “practice” twice before bursting into laughter.

The Hemp opportunity

Let’s delve into the world of sacred herbs and plants from India. There are 5 of them mentioned in the Vedas. Jasmine, Sandalwood, Neem, Tulsi and Vijaya. While you may be familiar with the first four, you may not have considered Vijaya, or Hemp, as a widely-used plant. However, it has recently gained prominence and piqued curiosity.

So, why are we discussing it today? Well, remember the philosophy of Mad About Markets (MAM) that emphasises India’s natural advantage in an industry, the underlying demand drivers of that industry, and the entry of growth, leading to further acceleration? Let’s delve into these aspects with regard to the Hemp Industry in India.

India’s natural advantage:

Did you know that hemp cultivation in India has a remarkable history dating back to around 5000-4000 BCE? Our ancestors astutely recognised its versatile potential, utilising it not only as an analgesic and antispasmodic but also as a construction material for structures like the Ellora caves. With such an extensive heritage, India naturally possesses a significant advantage in the hemp industry.

Hemp Vs Marijuana

Let’s dispel a common misconception about hemp. Unlike marijuana, its notorious cousin, hemp is non-psychoactive, enjoys looser regulations, and is legal in the majority of countries. It has been carefully cultivated to grow tall and abundant in fibre, making it exceptionally versatile for various applications, spanning from wellness and medicine to textiles and biofuels. The key differentiator between hemp and illegal drugs lies in its THC content, the psychoactive component responsible for drug potency.

Hemp is recognised by its THC level, which must be below 0.3 percent to remain legal. One of the most prevalent uses of hemp is through CBD, a compound found in hemp that is utilised in medical and personal care products.

Underlying demand drivers

The demand for hemp has seen a significant surge in recent times. During the pandemic, people turned to hemp products for its various benefits, which fueled its adoption. Indian regulations have started enabling research and medical cultivation, opening doors for further exploration. Furthermore, the legalisation of hemp in several global markets, including the US, EU, and Canada, has attracted players and investments to the sector.

Indian regulations

Let’s take a closer look at the regulations governing hemp in India. While the flowering and fruiting tops of the hemp plant remain banned under the Narcotic Drugs and Psychotropic Substances Act, 1985, the leaves, seeds, and stalks are exempt. Medical cannabis is permissible under national law through a license, and CBD oil, manufactured under the Drugs and Cosmetics Act, can be legally obtained and used. As per Drugs and Cosmetics Act: Legal hemp must contain no more than 0.3 percent THC.

In 2018, Uttarakhand and Uttar Pradesh legaliaed the cultivation and farming of hemp. Subsequently, in 2020, cannabis and its derived products were removed from schedule IV of The Single Convention on Narcotic Drugs. Furthermore, in 2021, the Food Safety and Standards Authority of India (FSSAI) permitted the sale and use of hemp seed, hemp seed oil, and hemp seed flour as food items or ingredients. Currently, there are ongoing deliberations on Hemp Policies in Himachal Pradesh and Madhya Pradesh.

Hemp: Superfood?

Hemp seeds are considered a superfood. They are rich in protein, oil, carbs, and insoluble fibre. So Let’s explore the vast array of products that can be derived from hemp.

From hemp protein powder by India Hemp & Co, to pain and stress relief oils by Boheco and Mystiq, and even hemp-infused beauty products like Arata’s Hempocado Oil and Kaya Hemp Face Masks, the possibilities are endless. Hemp-based textiles, pet care products, and even construction materials are now a reality.

Entry of players and investors

The hemp industry has attracted some big names and exciting start-ups. In 2017, Ratan Tata and Rajan Anandan invested in BOHECO, showing their belief in its potential. Hindustan Media Ventures followed suit by investing in Hemp Horizons in 2022.

And just recently, Nithin Kamath tweeted his conviction to allocate capital to hemp-focused start-ups. We also have India Hemp & Co, Hempstrol, GreenJams, HempStreet, Satliva, Hemp Republic, and many more driving innovation in this space. It is projected that by 2027, we could see around 500 companies working in industries related to hemp.

The Ecomm opportunity

The e-commerce opportunity for hemp products is experiencing a significant upswing! A prominent player in this arena is ItsHemp, an online marketplace that has emerged as a leading force. They offer a diverse selection of over 2,000 products sourced from licensed cannabis manufacturers in Uttarakhand. Whether it’s hemp-based food products, cosmetics, or textiles, they have an extensive range of offerings that can be conveniently accessed with a simple click.

Global Hemp market

Finally, let’s zoom out and examine the global hemp market. Presently, the Asia Pacific region holds a dominant position, capturing 32.8 percent of the market share in 2022. Moreover, the United States has emerged as a notable player, thanks to the establishment of the U.S. Domestic Hemp Production Program. The global hemp market is experiencing an impressive growth trajectory.

By 2023, it is projected to reach a substantial $9.5 billion and has the potential to skyrocket to an astounding $58.7 billion by 2031. This remarkable growth represents an astonishing compound annual growth rate of 25.6 percent.

Singapore executes Indian-origin citizen for smuggling 1kg cannabis

Singapore said it executed a man convicted of smuggling 1kg (2.2 pounds) of cannabis into the country, despite renewed criticism of its death penalty for drug traffickers.

Tangaraju Suppiah, 46, of Indian origin, had his capital sentence carried out today at Changi Prison Complex, according to a Singapore Prison Service spokesperson.

The decision to proceed with the execution had been criticised by human rights groups such as Amnesty International, and British billionaire Richard Branson, a longtime critic of the financial hub’s use of capital punishment.

The city-state has long defended its uncompromising stance on drugs, arguing that it is not unique among nations in adopting capital punishment, and that its unflinching approach has helped curb drug usage.

Still, the nation’s tough policy is increasingly making it an outlier among its neighbours. Thailand decriminalised cannabis last year, while lawmakers in Malaysia voted earlier this month in favor of abolishing the mandatory death penalty and lifelong imprisonment.

While the city-state has moved away from imposing capital punishment for some crimes, it retains them for most trafficking offenses. Tangaraju, a Singaporean, was sentenced to death in 2018, after being found guilty of smuggling more than 500gof cannabis, the threshold for imposing the penalty. The country executed 11 inmates last year, all for drug-related offenses, compared to zero in 2020 and 2021 during a pandemic-induced pause.

Twitter will allow cannabis companies to advertise on the platform in the United States. Twitter updated its ad policy on Wednesday becoming the first social media platform in the US to allow cannabis advertising.

The company said it will permit cannabis companies to advertise as long as they have a proper licence, pass through its multi-stage approval process, target only jurisdictions where they are licenced to operate, and don’t target people aged below 21 years.

Twitter said that the relaxed policy aims to create more opportunities for “responsible cannabis marketing”.

While Twitter earlier only allowed advertising for hemp-derived CBD topical products, other social media platforms including Facebook, Instagram and TikTok continue to follow a “no cannabis advertising policy” as cannabis is illegal in the US at the federal level.

However, there may be an opportunity for Twitter as more states are moving toward allowing the sale of recreational cannabis, with 21 states already on board, as per a Reuters report.

After the announcement, most cannabis companies were quick to embrace the changes suggested by Twitter. Companies like Trulieve Cannabis have already launched a multi-state campaign on the platform.

“This change speaks to the growing acceptance of cannabis as a mainstream wellness category, and we are hopeful it will serve as a catalyst for other social media platforms to follow suit,” said Kate Lynch of Curaleaf, the biggest cannabis company operating in the US, Reuters reported.

After seeing a surge in sales during the early stages of the pandemic, the US cannabis industry has shown signs of slowing in the face of regulatory and economic challenges, including falling prices and poaching of customers by an illicit market. Thus, Twitter’s move could provide a significant boost to the industry.

What does the new ad policy say?

Twitter’s ‘Cannabis Ad Policy’ says that in both the US and Canada, advertisers must be pre-authorised by Twitter and health authorities.

They must not target customers under the age of 21 and can only target jurisdictions in which they are licenced to promote these products or services online.

Additionally, in the US, the advertisements can’t promote or offer the sale of cannabis or CBD directly, unless the ads are for topical, non-ingestible, hemp-derived CBD products with less than 0.3 percent of THC concentration specified by government regulations.

A range of other restrictions is also included in the updated policy. For instance, companies and brands can’t use any character, sportsperson, celebrity, or image/icon that might appeal to minors. No pregnant women or minors can be used in advertising and there must not be any claims of health benefits or any false or misleading claims.

In the US, there are more than dozen states which have legalised the weed. Big rallies will be organised in public spaces. The events are also conducted to raise awareness to the cause of the legalisation of marijuana.

Netizens took to social media to commemorate the day. On Twitter, one user referred to cannabis connoisseur and rapper Snoop Dogg.

Chloe Nicole T Fransis @t_fransis shared a post that read: “It’s 420 eve, remember to leave out milk and cookies for snoop dogg.”

Another user NaughtyByNature @ponyanya4 shared a photo of a rolled up joint shaped like a plane. The message read: “Flight 420 is now boarding. Leave your worries and negativity at the gate.”

One user called Spaceman @PapiiGray shared the picture of the character Bart Simpson from the famous television show and said: “Shout out to all productive stoners who get high everyday but still take care of their priorities.”

On Instagram, one user shared a meme of a dazed boy and his sister. The message read: “My sister explaining why I shouldn’t have eaten the brownies in her room.”

Another post on Instagram showed a picture of a cat among penguins, carrying the message: “When you’re stoned in public and just want to blend in.”

One may have seen the mention of 420 in pop culture in films like the Pineapple Express, songs like Roll Another Number by Neil Young and television shows like Weed The People on Netflix. Contemporary pop culture is rife with references to 420 as a code of sorts a culture associated with smoking marijuana. 

For starters, it’s pronounced “four twenty”, never “four two zero” or “four hundred and twenty”, Here’s a look at how this term came to be associated with cannabis consumption and culture.

History

The most widely accepted origin story is one where a group of high school students in California in the 1970s started meeting at 4.20 pm, at a particular spot, in order to smoke cannabis together.

Soon, they would say “420” whenever they were talking about marijuana. Later, one of them, Dave Reddix, started working with the legendary psychedelic rock band, The Grateful Dead, while they were on the road. 

Once the band caught on to the term, it quickly became popular among fans of the band who then handed out flyers for others to smoke marijuana at 4.20 pm on April 20 (4/20 when written in the American style). Thus, the cult commemoration day was born.

Current status in India

Closer home too, references to marijuana consumption have been sprinkled throughout mainstream pop culture in India over the years. Think every holi song where the main characters enjoy some bhaang before letting their hair down, all the way to Babaji Ki Booti and Manali trance.

So, what’s legal and what’s not

As per the central law governing this issue – the Narcotic Drugs and Psychotropic Substances (NDPS) Act – trade and consumption of marijuana is illegal in India. However, the central government has allowed states to take a call on whether cannabis cultivation for medical purposes should be legal. States like Uttarakhand, Madhya Pradesh and Manipur taking it up

Moreover, the main law also does not restrict the use of seeds and leaves of the plant– only the use of fruiting flowers or buds is banned. This has allowed companies to make the most of the hemp market. Several startups such as BOHECO, Satliva, and Hempsters, to name a few, are selling extracted oil and tablets marketed for pain relief, pet anxiety etc.

International status

So far Canada, Mexico, South Africa, Uruguay, Georgia, the Australian capital region, and 18 states of the US have legalised recreational marijuana and many more seem to be following in their footsteps.

The list is even longer for countries – including countries like Thailand and Netherlands  – that have legalised only medical marijuana.

In December 2020, the United Nations passed a resolution to remove cannabis and cannabis resin from the category of ‘most dangerous substances’ and India voted in favour of this move.

Cannabis industry at a tipping point waiting for regulations: Eric Benz

The world is waking up to the blooming cannabis market and it’s time to elevate this industry, says Eric Benz, a contributor to CannaDAO, which is creating a blockchain-based platform for the cannabis industry.

Cannabis is one of the fastest-growing industries globally, with governments across the world taking steps toward legalization and investors doubling down on backing the technology last year to help propel the industry forward.

This has led to the industry thriving despite an ongoing pandemic and a supply chain nightmare.

Eric Benz, contributor at CannaDAO, a project that is creating an ecosystem of opportunity for the cannabis industry via tokenization and a permissionless, decentralized, on-chain platform governed by its members, says that legalization of the cannabis industry will open up immense opportunities to individuals and businesses in global markets and in turn pave the way for other plant medicines and treatments to come.

Benz says Cannabis has been misrepresented in the media and across the industry for more than a century and as a result, the perception and understanding have been completely misguided and that the industry has gone through an incredible maturation process and the world is beginning to wake up to all the wonderful benefits this plant provides.

“In addition to saving lives, cannabis is also cleaning the pollution in the air, replacing concrete, and transforming the way we harness plant medicine overall. The countries that have banned cannabis have done so for reasons which have no merit and are based on antiquated beliefs and societal stereotypes which are no longer fit for purpose. The world is waking up to the blooming cannabis market and it’s time to elevate this industry,” he says.

Asked if lifting bans on this industry would increase cases of addiction, Benz said Cannabis is a natural plant used to cure pain and also help with anxiety and depression and that the industry is at a tipping point and it is bursting at the seams waiting for regulation to open up to take full advantage. “Once more bans are lifted it will begin putting cannabis in a new light and showcase the benefits and opportunities whilst redefining how cannabis is represented in media and by governments,” he says.

He added that the current industry is extremely regulated and now that regulatory framework has to be adapted to the web3 world, allowing technology and the community to empower the advancement of the cannabis industry.

Asked to comment on the potential benefits of legalizing the industry, for consumers and businesses, Benz said legalization of the cannabis industry will open up immense opportunities to individuals and businesses in global markets and in turn pave the way for other plant medicines and treatments to come. “There will be new innovative ways for the cannabis sector to truly deliver industry-changing and life-saving treatments, which will truly set the tone for the advancement of plant medicine,” he said.

Replying to a query on if blockchain technology is leveraged to regulate the cannabis industry, making governments more inclined towards legalizing the sector, he said the great thing about the blockchain is that it provides true auditability and accountability acting as an immutable source of truth and an irrevocable database of information, which is there forever and for always.

“We have still a way to go before getting governments on board with cannabis but by leveraging technology we can redefine how this industry is represented and how we can provide access to anyone in the world. You don’t necessarily need to touch it or smoke it to be educated and incentivized from it,” he said.

Benz rued that the biggest problem within the cannabis industry is access to capital and that growers across the world simply cannot get financing from any bank or financial institution and this is due in large part to the misguided regulatory frameworks, which have been in place for decades now.

“With the industry growing at such an unprecedented level, it’s time to solve the problem whilst leveraging technology and community. The CannaDAO is a decentralized investment vehicle run by the community to disrupt a trillion-dollar industry. It’s time we highlight both the financial components as well as the benefits that cannabis provides and redefining what the lead represents and means is how we truly see cannabis becoming more mainstream in the years to come,” Benz said.

‘Joint for jab’ in Washington for those getting COVID-19 vaccine

Washington has just added weed to its list of incentives on offer to encourage people to get vaccinated. Yes, you read that right.

The offer, dubbed “Joints for Jabs”, will continue until July 12.

In a bid to boost vaccination coverage, the state has approved the distribution of free cannabis joints to everyone getting a jab.

The Washington State Liquor and Cannabis Board said in a statement it was temporarily allowing state-licensed cannabis retailers to provide joints to consumers above the age of 21 who received vaccine doses at in-store vaccination clinics. This allowance, optional for licensees, is effective immediately and will expire on July 12, 2021.

As per the allowance, participating cannabis retailers are allowed to provide only one pre-rolled complimentary joint to a customer who gets vaccinated. They are also allowed to advertise during the rollout of this plan.

58 percent population has been given at least one dose in Washington, while 49 percent have been fully vaccinated against the coronavirus, says the New York Times database.

Earlier, Washington had allowed businesses with liquor licenses to offer one free drink to customers with proof of vaccination for COVID-19. This offer is on till the end of this month.

Something similar is happening in Arizona as well. Mint Cannabis Dispensary, under its initiative “Snax for Vaxx”, is giving out free pre-rolled joints and edible cannabis gummy to everyone above the age of 21 who got vaccinated at their clinics.

Liquor giant Anheuser-Busch has partnered with the Joe Biden administration to give every American a free beer if 70 percent of Americans are vaccinated with at least one shot by the Fourth of July, Fortune reported.

The BBC had earlier reported that dating sites Tinder, Hinge, and Bumble have partnered with the US Govt to encourage vaccination. Users who get jabbed will get a “vaccination badge” along with access to exclusive premium content.

CNN reported that these datings are offering similar services in the UK as well, in collaboration with the government.

On Tinder, users will be allowed to add a pro-vaccination sticker to their profile and will receive a free “Super Like” for doing so. Hinge will give users a free “Rose” to give to potential matches, while Bumble will give non-paying customers discounts on premium features, said the report.

Hong Kong, too, is trying hard to encourage people to get vaccinated. The South China Morning Post reported that some of the fresh incentives include lotteries for shopping coupons worth HK$20 million, a HK$5 million cash grant, free insurance policies, new flats, private flights, gold bars and also a Tesla car.

Some states in India along with state-owned banks have introduced exclusive fixed deposit schemes for individuals who have been inoculated, the DNA reported.

The UCO Bank is offering a 0.3 percent higher interest rate on fixed deposits of 999 days, valid for individuals who have taken at least their first jab. The scheme is valid till September 30.

The Central Bank of India announced the ‘Immune India Deposit Scheme’ which gives an extra interest rate of 0.25 percent above the applicable rate for those who have taken their first shot of vaccine. Senior citizens will get an additional 0.25 percent, giving them a total bonus of 0.5 percent.

The UN drug agency’s member states on Wednesday narrowly voted to remove cannabis from the most tightly controlled category of narcotic drugs, following the World Health Organization’s recommendation to make research into its medical use easier.

The annual Commission on Narcotic Drugs, the UN Office on Drugs and Crime’s governing body, voted 27-25 with one abstention to remove cannabis and cannabis resin from Schedule IV of the 1961 Single Convention on Narcotic Drugs, a global text governing drug controls, a UN statement said.

The vote followed a 2019 WHO recommendation that ”cannabis and cannabis resin should be scheduled at a level of control that will prevent harm caused by cannabis use and at the same time will not act as a barrier to access and to research and development of cannabis-related preparation for medical use.”

Other drugs in Schedule IV include heroin, fentanyl analogues and other opioids that are dangerous and often deadly. Cannabis, by contrast carries no significant risk of death and it has shown potential in treating pain and conditions such as epilepsy, the WHO found.

The convention states that a party to it will take ”any special measures of control which in its opinion are necessary having regard to the particularly dangerous properties” of a drug listed in Schedule IV. Schedule I, the next strictest level of control, which includes cocaine, does not carry that stipulation. The WHO recommended that cannabis still be listed there, noting ”the high rates of public health problems arising from cannabis use.”

The commission did not, however, back other WHO recommendations, such as removing ”extracts and tinctures of cannabis” from Schedule I, the statement said.
