Tamil Nadu Lok Sabha elections 2024: Seats, schedule, DMK candidates and more

Summary

The DMK has fielded a few star candidates in the 2024 elections, hoping to repeat its last time’s dominating performance in the state.

Tamil Nadu, which has 39 parliamentary constituencies, will vote for the 2024 Lok Sabha elections in a single phase on Friday, April 19. The southern state’s political scenario differs from the rest of the country. It is majorly dominated by regional parties like Dravida Munnetra Kazhagam (DMK) and All India Anna Dravida Munnetra Kazhagam (AIADMK).

Since 2004, general elections in Tamil Nadu have majorly been swept by one of the two alliances, except for 2009 when the state delivered a somewhat split verdict with DMK and its allies bagging 27 seats while the rival coalition, led by AIADMK won the rest.

However, in the 2024 elections, Tamil Nadu is witnessing a three-way contest between the INDIA bloc, including DMK, Congress and others; the AIADMK; and the BJP-led National Democratic Alliance (NDA).

During the 2019 polls, the DMK-led bloc registered a historic win, bagging 38 of the 39 seats in the state with a combined vote share of 53.15%. Of these, the DMK won 24 seats, while the Congress got 8, CPI and CPI(M) two seats each, and VCK and IUML ended with one seat each.

Meanwhile, the NDA, including AIADMK and BJP, could only manage a victory on a single seat.

In the 2024 general elections, the DMK-led alliance is aiming for a clean sweep in the state. As per the seat-sharing deal, the DMK has fielded its candidates in 22 seats, while allotting nine seats to the Congress, two seats each for CPI, CPM and VCA and one each for MDMK and IUML.

Tamil Nadu Lok Sabha elections 2024: Voting dates

Polling for the 2024 polls in Tamil Nadu will take place in a single phase across all the 39 seats in the state on April 19. During the 2019 elections, the state registered a total voter turnout of 72.44%.

The state has 39 parliamentary constituencies — the fifth highest in the country after Uttar Pradesh, Maharashtra, West Bengal and Bihar. Of the 39, seven are reserved for the SC candidates, while the remaining 32 seats are unreserved.

Thoothukudi Lok Sabha election: Kanimozhi confident of second consecutive term in flood-battered constituency

According to experts, winning the election for a second consecutive time may not be an uphill task for Kanimozhi as she is pitted against AIADMK candidate R Sivasamy Velumani.

Thoothukudi, one of the 39 parliamentary constituencies in Tamil Nadu, is witnessing a multi-corner contest in the 2024 Lok Sabha elections, with issues like the apprehension of fishermen by Sri Lankan authorities, environmental concerns over the copper smelter plant and politics over handling of recent floods dominating the poll campaigning.

Voting for all the Lok Sabha seats in the state, including Thoothukudi, will take place in the first phase on Friday, April 19. The counting of votes will be held on June 4.

Thoothukudi, majorly been represented by leaders of AIADMK and DMK members in the Lower House of Parliament in the past, comprises six Assembly segments — Vilathikulam, Thoothukudi, Tiruchendur, Srivaikuntam, Ottapidaram and Kovilpatti. Of these, DMK and allies won from five constituencies in the 2021 state Assembly elections while AIADMK managed to win from the Kovilpatti seat.

Kanimozhi, the daughter of DMK patriarch M Karunanidhi and half-sister of incumbent Chief Minister MK Stalin, made her debut in the 2019 general elections and registered a dominating victory over BJP candidate Tamilisai Soundararajan, who has this time relocated to Chennai South constituency after recently giving up her position as Governor.

According to experts, winning the election for a second consecutive time may not be an uphill task for Kanimozhi as she is pitted against AIADMK candidate R Sivasamy Velumani, who runs the Puttur Bone and Joint Fracture Treatment Centre in Chennai, and TMC candidate SDR Vijayaseelan, who is contesting with the support of the BJP.

Thoothukudi Lok Sabha election 2024: Voting date

Polling for the 2024 elections will be held in seven phases across the 543 Lok Sabha constituencies in the country. In Tamil Nadu, voting will be held in the first phase on Friday. In the 2019 polls, the Thoothukudi constituency registered a voter turnout of 69.48%.

Sriperumbudur, one of the 39 parliamentary constituencies in Tamil Nadu, is an industrial hub and one of the high-profile seats in the southern state, having over 23 lakh voters.

The constituency comprises the Assembly segments of Maduravoyal, Ambattur and Alandur in Chennai, Sriperumbudur in Kancheepuram district, and Pallavaram and Tambaram in Chengalpattu district. Over the past few decades, candidates belonging to All India Anna Dravida Munnetra Kazhagam (AIDMK) and Dravida Munnetra Kazhagam (DMK) have won this seat.

Voting for the 2024 Lok Sabha elections in Tamil Nadu will be held across all 39 seats in a single phase on Friday, April 19. The counting of votes will be held on June 4.

During the 2019 polls, DMK’s TR Baalu secured a majestic win from the Sriperumbudur constituency, defeating the rival Pattali Makkal Katchi (PMK) candidate A Vaithilingam by more than five lakh votes.

Baalu, a six-time Lok Sabha MP, made Chennai South his turf for four general elections from 1996 to 2004. Later on, he shifted to Sriperumbudur and won the seat in 2009.

In the 2014 elections, he was fielded by DMK from his native Thanjavur but lost to AIADMK’s K Parasuraman. After that, Ballu returned to Sriperumbudur and won again in 2019. If he manages to win in the 2024 elections, then it will be his seventh term in the Lower House of Parliament.

Baalu is contesting the polls against AIADMK’s G Premkumar and VN Venugopal from TMC(M), which is a part of the BJP-led National Democratic Alliance (NDA).

Sriperumbudur Lok Sabha election 2024: Voting date

Polling for the 2024 general elections in Sriperumbudur will be conducted alongside the rest of the 38 seats in Tamil Nadu on April 19 during the first phase. In the 2019 polls, the Sriperumbudur constituency registered a voter turnout of 62.44%.

Among Tamil Nadu‘s 39 parliamentary seats, Nilgiris is one of the most crucial constituencies. Situated in the western part of the state, the constituency will go to polls in the first phase on April 19. The seat covers the districts of the Nilgiris, Coimbatore, Tiruppur, and Erode with six assembly constituencies under its belt.

Since 2004, the Nilgiris electorate has not elected a candidate in back-to-back elections. DMK’s A. Raja, who won in 2019 by a margin of over 2 lakh votes, lost the elections in 2014. But, he was elected to the Lok Sabha from the same seat in 2009.

Voting Date

The Nilgiris will go to polls on April 19. In the 2019 elections, the constituency saw 74.01% voter turnout.

The Sivaganga parliamentary seat has been a Congress stronghold and former finance minister P. Chidambaram has been a seven-time MP from here.

In the Sivaganga Lok Sabha constituency, the voter turnout stood at  40.15% until 1:00 pm as polling commenced for the first phase of General Elections, covering 102 seats across 12 states and union territories, starting at 7 am on Friday, April 19.

The Sivaganga constituency, a Congress bastion, is one of the 39 Lok Sabha seats in Tamil Nadu. The Sivaganga electorate has repeatedly voted for the grand old party, with former finance minister and veteran Congress leader P Chidambaram representing the seat seven times in the lower house of the Indian Parliament. His son Karti Chidambaram made his electoral debut from this seat in 2014 and lost. However, he won his maiden Lok Sabha elections five years later.

Coimbatore, one of the prestigious parliamentary seats in Tamil Nadu, will go to polls in the first of the seven phases of the 2024 Lok Sabha elections. K Annamalai, the Tamil Nadu BJP chief, is aiming for his maiden Lok Sabha term in 2024.

The Coimbatore Lok Sabha seat has the third highest number of voters after Sriperumbudur and Chennai South, making it one of the most significant electoral districts in Tamil Nadu.

PR Natarajan, the sitting MP of the Communist Party of India (Marxist), not contesting this time, the DMK and BJP are said to be the favourites.

Voting Date

The Coimbatore Lok Sabha seat will go to polls in the first phase on April 19.

Infrastructure, funding key election issues in Chennai, as BJP tries to breach DMK stronghold

Come April 19, three constituencies in Chennai — North, South and Central — will pay a visit to the poll booth along with 36 others across Tamil Nadu. While the DMK is fielding all its incumbents, an ambitious BJP wants to break into what is widely regarded as a DMK bastion.

It’s a morning like any other on the campaign trail, for incumbent North Chennai MP Kalanidhi Veeraswamy. Now up for re-election, the DMK candidate meets supporters and canvases for votes in Perambur, widely regarded as the gateway to the older parts of the city in the North. Just months ago, parts of Kalanidhi’s constituency — neighbourhoods like Ennore and Tiruvottiyur — were ravaged by Cyclone Michaung.

The following week, an oil spill from a nearby Chennai Petroleum Corporation refinery made life worse, followed by a gas leak from a Coromandel Fertilizer unit in the vicinity. However, the incumbent MP is unfazed. He says voters understand.

“Our Chief Minister MK Stalin has ensured that each and every family was paid some money to compensate for their loss — 6,000,” he says, “In Tiruvottiyur, where the oil spill happened, families were paid 13,000. They understand that these are force majeures that are beyond the control of individuals.”

In fact, tightening environmental norms, putting life and livelihood over investments, and continued social spending are some of the key highlights of the DMK’s poll campaign in North Chennai. This is understandable given that just months ago, several parts of the region were covered by an oil slick that impacted thousands of fisherfolk.

However, such remedies don’t count for much when existing infrastructure isn’t great to begin with — at least that is what the BJP is saying. In fact, the party is saying it through its long-time Tamil Nadu lieutenant in Tamilisai Soundararajan, brought out of political retirement, to contest from Tamil Nadu. The ex-governor of Telangana and Puducherry who resigned weeks ago to contest elections from Tamil Nadu is taking on the DMK’s incumbent in South Chennai, Thamizhachi Thangapandian.

Tamilisai’s focus is crystal clear: take on Chennai’s infrastructure — the lack of it — in South Chennai, in the context of recent flooding. “People lost lakhs and lakhs of money (in Cyclone Michaung), their TVs, cars, beds and books,” she says, “Is giving Rs 6,000 enough? They (DMK) are so proud of their Dravidian model, but they haven’t improved infrastructure.”

After all, all three seats in Chennai are seeing their DMK incumbents, all of whom are well-known dynasts — Kalanidhi, Thamizhachi and Dayanidhi Maran — fighting for re-election just months after a debilitating cyclone and flood.

However, the DMK believes it has an ace up its sleeve: fiscal politics. The Centre has, to date, not announced a rehabilitation package for Tamil Nadu after Cyclone Michaung in December. It hasn’t parted with its share of funding for Phase 2 of the Chennai Metro Rail, either. These two facts feature prominently in Maran’s Central Chennai campaign.

“Right now, we’ve gone ahead with the second phase of the metro, which is 120 kilometres, for which the Union Government is not contributing a single paise,” he says, speaking exclusively to CNBC-TV18 on the campaign trail, “They (Centre) are supposed to contribute 50% and the total project cost is 63,000 crore.”

Maran adds: “The Centre is purposely withholding development in Chennai and Tamil Nadu, but we don’t care; we are going to do it.” Analysts say the strategy might be working — more in the context of flood relief or the lack of it — than the Metro Rail.

“Repeatedly going to the people and saying that the Centre is victimizing or discriminating against Tamil Nadu will have some impact,” says political commentator, Sumanth Raman, “Nothing has been released from the Centre’s kitty for flood relief, and this makes an impact. It is not about releasing 10,000 crore or 5,000 crore. It is about releasing at least a token amount to show: ‘Look, we are with you’.”

The DMK holds 38 of the 39 seats across Tamil Nadu, and typically, anti-incumbency would be a big factor. The party, however, says that in Lok Sabha elections, it is the BJP at the Centre which should worry about anti-incumbency, and that Chennai’s three seats will remain with the DMK.

26 of 40 richest poll candidates are from Tamil Nadu: Can money really win you an election here?

Many argue that this is more true in Tamil Nadu than other constituencies. In the 2019 Lok Sabha Elections, this state alone accounted for cash seizures of ₹215 crore — 10 times more than cash seizures in the 2014 poll.

Come elections, there’s no denying that money and muscle are two important ingredients to whip up a humdinger of a political battle. And despite the Election Commission’s limits on campaign spends (₹95 lakh for large constituencies and ₹75 lakh for smaller ones), money — plenty of it — helps in general goodwill, mobilizing crowds and strongman imagery.

The perception has received backing from none other than Finance Minister Nirmala Sitharaman herself who made headlines when she said a few weeks ago, that she wasn’t contesting elections since she “did not have that kind of money” to run. “I do not have that kind of money to contest,” said the FM at a conclave, “It’s also going to be a question of various other winnability criteria that they use: ‘are you from this community or from that religion’?”

Many argue that this is more true in Tamil Nadu than other constituencies. In the 2019 Lok Sabha Elections, this state alone accounted for cash seizures of ₹215 crore — 10 times more than cash seizures in the 2014 poll. The 2019 election also saw polling in Vellore postponed after ₹10.56 lakh in accounted cash was unearthed at the residence of DMK candidate, DM Kathir Anand, son of Tamil Nadu Water Resources Minister Durai Murugan.

Two years earlier, VK Sasikala aide and Amma Makkal Munnetra Kazhagam founder, TTV Dinakaran, was accused of distributing cash to voters at the high-profile RK Nagar constituency, which saw a bypoll in 2017 after the demise of its incumbent MLA, former chief minister J Jayalalithaa.

The ongoing election too has seen cold, hard cash return to the focal point of any discussion surrounding factors that could possibly influence voting in Tamil Nadu. A recent raid on the Chennai-Nellai Express saw ₹3.98 crore in unaccounted cash discovered on two travelers who claimed that the money belonged to the BJP’s Tirunelveli candidate, Nainar Nagendran.

Given the kind of role money plays in Tamil Nadu’s politics, it also comes as no surprise that some of the richest candidates at this year’s election are from Tamil Nadu. A quick check of the assets declared in poll affidavits filed as part of nominations this year reveals that 26 out of 40 of the richest candidates contesting elections are from Tamil Nadu.

The top spot from the state is held by AIADMK candidate for Erode, Ashok Kumar, with declared assets of ₹662.5 crore — he also happens to be the second-richest MP across India — followed by the BJP’s Dhevanathan Yadav who will contest from Sivaganga (declared assets ₹304.9 crore).

The 7th, 8th and 9th spots of India’s richest candidates are from Tamil Nadu too — the Congress’ incumbent MP in Sivaganga and this year’s candidate from the constituency, Karti P Chidambaram (₹96.3 crore); the BJP’s Perambalur candidate, T R Paarivendhar (₹93.2 crore); and Kathir Anand of the DMK (₹88.8 crore), in that order. Other DMK stalwarts, many of them dynasts like Kanimozhi Karunanidhi, TR Baalu and Kalanidhi Veeraswamy, also feature on the rich list.

The Election Commission has frequently and emphatically declared its intent to clamp down on cash and other inducements in the run-up to polling. In barely a month since the Model Code of Conduct came into effect, EC data indicates that ₹4,650 crore in cash and goods have been seized across the country. Nearly 45% of these seizures, EC officials said, were illicit drugs being shipped to influence voters. Cash alone accounted for ₹395 crore in the seizures.

However, the question remains: does money really influence voting? “While cash does not decide the result of elections, it is true that money distribution does swing a small percentage of the vote,” says political commentator Sumanth Raman, “So, in a tight race, there is a possibility of the voter being influenced by the distribution of cash.”

The fact is: candidates accused of distributing cash for votes, in Tamil Nadu, often end up winning. The postponed Vellore election eventually took place a month later and saw Kathir emerge victorious with 4.85 lakh votes, while the incumbent AIADMK candidate, AC Shanmugam came second with 4.77 lakh votes. The infamous RK Nagar Bypoll in 2017 saw Dinakaran win by a whopping 40,000 votes, even beating the legendary Jayalalithaa’s vote tally from the AIADMK stronghold by 1,162 votes.

While these are only two instances, information and reports of entire families being coerced into taking oaths of voting for one candidate over the other, frequently do the rounds in Tamil Nadu. There’s the ‘freebie’ culture too: parties promising television sets, laptops, mixer-grinders and two-wheelers have often won elections. Several governments have justified distribution of such goods as social spending — an important element in driving economic activity.

Then there’s the promise of money. In 2021, the DMK made headlines by promising universal basic income to all women if it was voted to power in the state assembly. This announcement meant that the DMK did not actually distribute cash in the 2021 campaign, but made a promise instead thereby legitimizing a cash reward of sorts, should it win. The party won, and from September 2023 till date, 1.06 crore women receive ₹1,000 per beneficiary, every month, costing the state exchequer ₹7,000 per year.

While distribution of money is commonplace, several politicians and candidates are quick to condemn it too. On the campaign trail in Coimbatore, AIADMK candidate Singai G Ramachandran took potshots at BJP candidate for Coimbatore and the party’s state chief K Annamalai, for making a cash offering to a woman after after participating in a traditional Arti (Hindu ritual to ward off evil).

“You keep hearing Annamalai saying money won’t enter politics under the BJP,” Ramachandran said while addressing crowds at a campaign, “Yet, you saw him hand over money to a voter.”

The implication is simple: voters in Tamil Nadu like money and the state’s politicians often reap the benefits of either distributing it or promising it. However, the moral high ground often comes into play while condemning it as immoral or illegal, especially during poll season. However, as this writer observes, this hasn’t stopped some DMK candidates from asking women voters while canvasing for votes, “Ma’am, have you received your ₹1,000?”

Former Tamil Nadu minister Senthil Balaji’s remand extended till April 17

Balaji was arrested by the Enforcement Directorate in connection with the money laundering case linked to a cash-for-jobs scam when he was the Transport Minister during an earlier AIADMK regime.

A sessions court on Monday, April 15, extended former Tamil Nadu Minister V Senthil Balaji’s remand till April 17. He was arrested by the ED in June, 2023 in a money laundering case.

Principal Sessions Judge S Alli, before whom the DMK leader was produced by the prosecution through video-conferencing from the Central Puzhal Prison here, extended his judicial custody till April 17.

Meanwhile, the judge would pronounce orders on Wednesday, on a petition filed by Balaji, which sought to re-open the arguments on his side in his discharge petition in the case. His arguments were closed on March 22.

Balaji was arrested by the Enforcement Directorate in connection with the money laundering case linked to a cash-for-jobs scam when he was the Transport Minister during an earlier AIADMK regime.

His multiple bail please have been rejected by the courts so far.

Brigade Enterprises to invest ₹400 crore in commercial project in Chennai

Brigade Enterprises Ltd on Monday announced a new office space project in Chennai, Tamil Nadu. In filing with the stock exchanges, the leading real estate developer said that it has entered into a joint development agreement (JDA) with Agni Estates and Foundations Pvt. Ltd to develop Brigade Tech Boulevard, a ‘Grade A’ office space in the Pallavaram-Thoraipakkam Radial Road area in the capital city of Tamil Nadu.

The company will invest ₹400 crore in the commercial project, Brigade Enterprises informed the bourses.

The project is set to feature two towers encompassing a total leasable area of 8.36 lakh square feet.

“With an investment of around ₹400 crore, the project will have a leasable area of 8.36 lakh sqft, spread across two towers. This will be the next commercial launch by Brigade Group after the successful completion of the landmark ‘World Trade Center’ on OMR,” the company said in a press release.

With this project, Brigade Enterprises aims to cater to the varied demands of Chennai’s diverse sectors including IT, ITeS, engineering, automotive, and banking.

Commenting on the project, Nirupa Shankar, Joint Managing Director, Brigade Enterprises, said, “Chennai is a diverse office market with demand from not only the IT and ITeS sector but also from several other industry verticals including engineering, automotive and banking, etc.”

She added that offices that conform to sustainability, with seamlessly integrated digital connectivity and A Grade office certification are in great demand.

“Brigade Tech Boulevard will be of world-class quality, with a significant focus on sustainability, similar to all our commercial developments across cities. Given the pre-leasing commitments that Radial Road has had in the past, we are confident that the leasing momentum would increase further with this development,” Shankar said.

Meanwhile, RN Jayaprakash, Chairman of Agni Estates and Foundations, highlighted the strategic nature of their partnership with Brigade, noting Brigade’s reputation for delivering projects that enhance asset value and attract top-tier business occupants.

Shares of Brigade Enterprises settled 2% lower at ₹982 apiece on the NSE at closing.
