The country’s sugar production remained slightly lower at 31.09 million tonne till April 15 of the ongoing 2023-24 season on lower output in Karnataka, according to industry body ISMA data released on Tuesday. Sugar production stood at 31.23 million tonne in the same period of the 2022-23 season.

India is a major sugar-producing country in the world. Sugar season runs from October to September. Currently, there are curbs on sugar exports for an indefinite period. Indian Sugar Mills Association (ISMA) has revised the net sugar production estimate for the 2023-24 season to 32 million tonne.

As per ISMA’s latest data, sugar production in Maharashtra, the country’s leading producing state of sweetener, remained higher at 10.92 million tonne till April 15 of the current season, as against 10.59 million tonne in the year-ago period. Similarly, production in Uttar Pradesh, the country’s second-largest sugar-producing state, rose to 10.14 million tonne from 9.67 million tonne in the said period.

However, in the country’s third largest sugar-producing state of Karnataka, the production remained slightly lower at 5.06 million tonne till April 15 of the ongoing 2023-24 season, as against 5.49 million tonne in the year-ago period. Sugar production remained lower both in Gujarat and Tamil Nadu at 9,19,000 tonne and 8,60,000 tonne, respectively, in the said period.

ISMA said the pace of closure of sugar mills in the first fortnight of April this year has been much higher than last year. About 128 mills have closed their operations till April 15 of this season, as against 55 mills in the year-ago period. Overall, 448 factories have concluded their crushing operations nationwide against 401 closed last year as of mid-April, it added.

That would be on top of the 1.7 million tonne allocated earlier. A spokesperson representing both the food and commerce ministries didn’t immediately comment.

The second-biggest sugar producer will refrain from releasing any export quota in the near future, said the person, damping the industry’s hopes of shipping as much as 1 million tonne in the current season ending September. The move by India is likely to support global sugar prices that have fallen this month.

The nation extended its export restrictions in October to protect domestic supplies ahead of national elections. The administration of Prime Minister Narendra Modi, who is seeking a third five-year term in polls starting this month, has taken several steps to contain high food prices. It curbed shipments of wheat and rice, sold grains from state reserves in the open market and cracked down on hoarding.

The move would help sugar mills and ethanol distilleries that have invested as much as 150 billion rupees ($1.8 billion) in three years to increase cane-based ethanol capacity. It will also help the factories make timely payments to farmers. The country has a goal to blend 15% of ethanol in gasoline in 2023-24.

India’s sugar production may total 34 million tons in 2023-24, compared with a forecast of 33.05 million in January, on higher-than-expected cane supplies in Maharashtra and Karnataka, according to the Indian Sugar and Bio-energy Manufacturers Association. Sugar output figures are calculated before the diversion of sweeteners to make ethanol.

Sugar trade body AISTA on Monday revised the country’s sugar production upward by 4,00,000 tonne to 32 million tonne for the 2023-24 season (October-September) on the rise in production in Maharashtra and Karnataka.

The estimated net domestic sugar production excludes the diversion of sucrose for ethanol production, it said in a statement. With an estimated sugar production of 32 million tonne and an opening stock of 5.7 million tonne, the availability of sugar in the country is likely to be 37.7 million tonne, which is higher than the estimated domestic consumption of 29 million tonne, it added.

In the previous 2022-23 season, sugar production was 32.9 million tonne. According to the All India Sugar Trade Association (AISTA) Chairman Praful Vithalani, the crop committee has revised sugar production estimates marginally from 31.6 million tonne to 32 million tonne for the 2023-24 season.

Sugar production in Maharashtra is estimated to increase by 1.2 million tonne but decrease by almost the same 1.1 million tonne quantity in Uttar Pradesh.

Similarly, the estimated decline of 3 million tonne in Tamil Nadu is likely to be compensated by a gain of 0.4 million tonne in Karnataka, he said. In the remaining states, the production estimates are almost the same as the first estimates.

“However, the change in state-wise production scenario is likely to affect trade flow in sugar trade with more sugar going from surplus Maharasthra to sugar deficient states,” Vithalani said.

As per the second estimate, sugar production in Maharashtra — the country’s largest sugar producing state — is estimated to increase marginally to 10.8 million tonne for 2023-24 season, as against 10.7 million tonne in the previous season. However, sugar production in Uttar Pradesh — the country’s second largest producing state — is estimated to decline slightly to 10.6 million tonne from 10.7 million tonne last season.

Similarly in the country’s third largest sugar producing state of Karnataka, the production has been revised upward but still remains lower at 5.1 million tonne in 2023-24, as against 5.6 million tonne in the previous season. According to AISTA, India has 2-2.5 million tonne of additional closing stock than required. Here, two windows get open to allow exports of sugar or ethanol blending for 2024-2025 season.

“The government needs to give permission of one million tonne exports by June 2024 and diversion of 1 million tonne sucrose for ethanol in the beginning of the 2024-2025 sugar season,” it added. The closing stock of sugar would be around 8.6 million tonnes in the 2023-24 season.

Cabinet extends sugar subsidy for 1.89 crore AAY families till March 2026

In a “sweet” news for Antyodya Anna Yojna (AAY) beneficiary families, the Union Cabinet has approved the extension of the scheme of sugar subsidy for distribution through Public Distribution Scheme (PDS) till March 31, 2026. With the approval of the Cabinet, chaired by Prime Minister Narendra Modi, the government will continue to give subsidy at the rate of one kg per family per month. States have the responsibility to procure and distribute sugar.

The approval is expected to extend benefits worth over ₹1,850 crores during the period of 15th Finance Commission (2020-21 to 2025-26). “Under the scheme, the central government gives subsidy of Rs 18.50 per kg per month of sugar to AAY families of participating states. The approval is expected to extend benefits of more than Rs 1,850 crore during period of 15th Finance Commission (2020-21 to 2025-26). The scheme is expected to benefit about 1.89 crores AAY families of the country,” an official statement said.

While the government is already providing free ration under the Pradhan Mantri Garib Kalyan Anna Yojna (PM-GKAY), the measures have been supplemented with the sale of ‘Bharat Atta’, ‘Bharat Dal’, tomatoes and onions at affordable prices through government-backed cooperatives. So far, about 3 lakh tons of Bharat Dal (Chana dal) and about 2.4 lakh tons of Bharat Atta have already been sold to benefit ordinary consumers.

“Thus, availability of subsidized dal, atta and sugar have completed the food for a common citizen of India fulfilling Modi ki Guarantee of ‘Food for All, Nutrition for All’,” the statement said.

Not so sweet: India may need to import sugar as planting wanes

India’s sugar output this crop year, hit by weak rains, is set to lag consumption for the first time in seven years, according to traders and a survey of farmers, and lower plantings may even force the world’s No.2 producer to import in the following year.

Driven by falling yields in two key producing states, Maharashtra and Karnataka, the sluggish outlook for the crop year that began in October reinforces expectations India will ban sugar exports in 2024.

Sugar output could be even lower in the next crop year, which runs to September 2025.

Low reservoir levels in Maharashtra and Karnataka, which together produce nearly half of India’s sugar, are prompting many farmers to plant crops that need less water and mature faster than cane, such as sorghum and chickpeas, Reuters found in a survey of over 200 farmers.

Reuters’ calculations based on the survey showed output could fall this crop year and next, in line with traders’ internal forecasts. Consumption is expected to rise over the same period.

While the survey covers a small sample of farmers in key areas, it shows growing pressures that could force India, which supplies 12% of globally traded sugar, to become a net importer from as early as the first half of 2025, industry insiders told Reuters, in what would be a major reversal.

The prospect of this year’s crop falling short of forecasts and India being forced to import sugar for the first time since 2017 threatens to drive up global prices, which already hit multi-year highs last month. Top exporter Brazil is likely to be the winner.

India’s Department of Food and Public Distribution did not respond to a request for comment on the forecasts.

India produced 33.1 million metric tons of sugar in the crop year that ended in September, and the Indian Sugar Mills Association said in August net production could fall to 31.7 million tons in the crop year that began in October.

Forecasts shared with Reuters from five trading houses are lower, ranging between 29 million and 30 million tons, taking into account India’s recent direction to limit diversion of sugar for ethanol production as it tries to boost sugar supplies.

“In the past few weeks, we’ve observed a significant decline in cane yields in Maharashtra and Karnataka,” said a dealer at a global trading house, which as a result cut its forecast for the current crop year to 29 million tons.

Traders said the following year’s output will be even weaker, although precise estimates depend on planting and the summer’s rains. Three houses predict a crop in the 25 million to 26.9 million ton range.

At the same time, domestic sugar consumption this crop year is expected to rise 5% from a year earlier to around 29.2 million tons due to population growth and rising incomes, said Rahil Shaikh, managing director of MEIR Commodities India.

“The cultivated area in Maharashtra and Karnataka is shrinking, potentially leading to India seeking purchases in the global market. However, a lot hinges on planting, as it will determine the amount India might need to import,” the dealer said.

The firms declined to be named, in line with house policy.

‘NO WATER TO PLANT’

Cane growing districts in Maharashtra and Karnataka received as little as 56% of normal rainfall as this year’s monsoon was the weakest since 2018. El Nino weather made for India’s driest August in over a century.

“The mills are offering record prices for sugar cane, but I’m stuck because there’s no water to plant cane on my four acres,” said Ashok Shinde, a farmer from Maharashtra’s Solapur district, as he showed the sorghum he planted instead of cane.

Solapur farmers depend on the Ujjani dam, which is at just 22% of capacity, compared to its 10-year average of 80%.

“The government said it will reserve the water for drinking and won’t let it out for irrigation,” Shinde said.

Other key reservoirs in Maharashtra and Karnataka hold as little as 28% of the 10-year average.

Like Shinde, 181 other farmers across 11 cane-producing districts of Maharashtra and another 49 farmers from Karnataka’s sugar belt all said they are curtailing cane-growing or abandoning the crop because of water scarcity.

Based on their reports of lower yields and smaller planting areas, Reuters calculations found India’s net sugar production could fall to 29 million tons this year, dropping to 26.6 million tons next year, with less land under cane cultivation.

The figures incorporate expectations that production would rise in Uttar Pradesh, which has better irrigation.

REVERSAL

India has exported an average of 6.8 million tons of sugar over the past five years, making it the No.2 shipper in that period. It was surpassed last year by Thailand to become No.3.

Switching to imports would be painful, with local prices at a sharp discount to world benchmarks. In India, wholesale white sugar trades at around 39,000 rupees ($467.74) per ton, compared to London futures above $610 per ton.

Reuters reported in August that India, which is highly sensitive to food inflation, especially with Prime Minister Narendra Modi facing election next year, was likely to ban sugar exports, the first restriction on shipments since 2016.

New Delhi has said it will decide on exports once firm production estimates become available, but traders said the likely drop in sugar production below consumption makes it all-but-certain that India will not allow shipments.

“Usually, the industry pursues the government to permit exports. However, this year, even industry bodies are not advocating for exports,” said a Mumbai-based dealer with a global trading house.

As for the prospect of imports, Shaikh of MEIR Commodities said India’s preference would be to cut ethanol production and expand output.

But a Mumbai-based industry official said that simply reducing ethanol production wouldn’t suffice and imports would be necessary to overcome shortages.

Farmer Vijayakumar Magdum in Maharashtra’s Sangli district, where rainfall was 44% below normal during this year’s monsoon, highlighted the pain the sector faces, saying wells dried up in August and wilted his cane crop.

“Due to lower yields, we couldn’t recover production costs this year,” Magdum said.

“We lack the necessary water to plant even short-duration sorghum, and planting long-duration cane is out of the question.”

The report also said the government will allow mills to divert 1.7 million tons of sugar to make ethanol.

Chopra’s statement comes days after the Centre’s December 7 directive to stop the use of sugarcane juice and sugar syrup for ethanol production in the 2023–24 supply year, which started this month, to maintain adequate sugar availability for domestic consumption and to keep prices under check. However, it has allowed the use of ‘B-molasses’, a cane by-product, for ethanol production in 2023–24.

Erratic rainfall in Maharashtra and Karnataka have raised concerns about this year’s sugar output, resulting in the government’s directive to sugar mills. The country’s sugar output is likely to decline to 32.3–33 million tonnes in the 2023–24 season (October–September), as against 37.3 million tonnes in the previous season, as per the food ministry estimate.

Ethanol, a colourless liquid, is blended with fuel as part of the government’s initiative to reduce reliance on crude oil imports.

Meanwhile, industry body Indian Sugar Mills’ Association (ISMA) on Friday said the “sudden” ban on the use of cane juice for ethanol would hurt the capacity utilisation of mills, putting at “risk” their 15,000 crore investment in the last three years to set up plants for green fuel, news agency Press Trust of India said in a report. It also fears that there could be a delay in payments to sugarcane farmers.

The government on Wednesday, October 18, again extended restrictions on sugar exports beyond October 31 this year, a move aimed at increasing the availability of the commodity in the domestic market during the festive season.

Earlier, the restrictions were imposed until October 31 this year.

“Restriction on export of Sugar (Raw Sugar, White Sugar, Refined Sugar and Organic sugar) is extended beyond 31.10.2023 till further order. Other conditions will remain unchanged,” the Directorate General of Foreign Trade (DGFT) said in a notification.

However, it said these restrictions will not be applicable to sugar being exported to the EU and the US under CXL and TRQ duty concession quotas. A specified amount of sugar is exported to these regions under CXL and TRQ (tariff rate quotas).

India is the highest producer and the second-largest exporter of sugar in the world. An exporter would require a license or permission from the government to export sugar, which is in the restricted category. The government has been continuously monitoring the situation in the sugar sector, including production, consumption, exports, and price trends in wholesale and retail markets all over the country.

Describing the weather in India’s Maharashtra and a drought in North and North-East of Thailand as an exemplified impact of climatic activity, he pitched for more expert bodies to study the impact of climate change.

He cited the example of a Guatemala-based institute’s study of the impact of climate change on sugar, which he described as predicting weather fice months in advance with 84 percent certainty.

Terming cycles in global sugar production as irregular, he told CNBC-TV18 that it’s not possible for now to develop a model to predict the tenure of such cycles, which he currently described as working on an upswing.

He also called for diversification and decarbonisation in the sugar industry and welcomed the progress made by India and Brazil to amicably resolve their ongoing sugar dispute, which also involves Thailand and Guatemala.

While calling for the world to move ahead together in the absence of any export subsidies, he described claims dubbing the growing of sugarcane as a waste of water as one of the biggest fallacies in the world.

Stating that sugarcane has the second lowest carbon footprint of any arable crop, he questioned the work of many environment groups, terming them as “radical” for raising schisms like “land versus food” and “fuel versus food”.

He stated that at COP 26, they presented scientific, peer-reviewed evidence on the subject in the hope of opening the eyes of many naysayers. He claimed that no factual data anywhere proves or lends credence to the allegation of sugarcane as a water-guzzling crop.

The union government has mandated weekly disclosure of sugar stocks by traders/wholesalers, retailers, big chain retailers and processors while it has released 13 lakh metric tonnes (LMT) of advance sugar quota for October 2023 to ensure no shortfall.

The Ministry of Consumer Affairs, Food and Public Distribution has said that a close watch is being kept over sugar stocks and trades to avoid hoarding, while also pointing out that sugar’s retail price has remained stable despite a record increase in global prices.

Noting that a sufficient stock of sugar is available to cater to the current requirement, Food Secretary Sanjeev Chopra told CNBC-TV18 that the government has found some aberrations in the data presented till now, which indicates that there are vested interests that are causing a shortfall of sugar.

Stating that the government didn’t find the need to impose any stock limit on sugar, he added that the new harvest will be available in another month, which will cool down prices further.

Pointing out that the existing rainfall deficit for the sugarcane crop was partly wiped out in Maharashtra and Karnataka due to better rainfall in September, he said that production estimates for sugar have improved further.
