Gather in large numbers at protest sites on 1st anniversary of agitation on Nov 26: SKM to farmers

New Delhi: A day after Prime Minister Narendra Modi announced repeal of the three contentious farm laws, the Samyukta Kisan Morcha (SKM) on Saturday said its scheduled programmes would continue and urged farmers to gather in large numbers at all protest sites on the first anniversary of the agitation against the legislations on November 26. The SKM has welcomed the prime minister’s decision but said it will wait for the announcement to take effect through due parliamentary procedures.

In a statement, the SKM, an umbrella body of 40 farmers’ unions, said the struggle will continue to get all demands of the protesting farmers fulfilled and all announced plans underway. “SKM appeals to farmers in various North Indian states to reach the different morcha sites on November 26, 2021, which marks the completion of a full one year of continuous peaceful protests at Delhi’s borders,” the statement said.

Thousands of farmers, particularly those from Punjab, Haryana and western Uttar Pradesh, have been protesting at the borders of the national capital since November 26 last year demanding repeal of the three farm laws. Farmer leaders said that a final decision on the future course of the agitation and the issue of minimum support price (MSP) will be taken in a meeting of the SKM at the Singhu border protest site on Sunday.

The farmers’ body said the first anniversary of the agitation will be marked by parades by tractors and bullock carts in other states. In various states that are far away from Delhi, the first anniversary on November 26 will be marked by tractor and bullock cart parades in capital cities, along with other protests, the SKM said in the statement.

It said that the prime minister announced repeal of the three “black” farm laws but he chose to remain silent on the other pending demands of the farmers. More than 670 farmers martyred in the farmers’ movement so far and the Government of India did not even acknowledge their sacrifice. These martyrs’ families have to be supported with compensation and employment opportunities. The martyrs also deserve homage to be paid to them in the Parliament session, and a memorial should be erected in their name, the SKM said in the statement.

Hundreds of cases in which thousands of farmers have been implicated in Haryana, Uttar Pradesh, Uttarakhand, Delhi, Chandigarh, Madhya Pradesh and elsewhere have to be withdrawn unconditionally, it said. It added that during the Monsoon Session of Parliament from November 29, peaceful and disciplined march of 500 protesters in tractor trolleys to Parliament every day will go ahead as planned.

It also indicated that its movement for a statutory guarantee of MSP and demand for the withdrawal of the Electricity Amendment Bill will continue. The SKM also appealed to farmers to join in very large numbers in the Lucknow Kisan Mahapanchayat on November 22.

They have been affected due to road blockades by farmers staging the agitation for over a year. Thousands of farmers from Punjab, Haryana and Uttar Pradesh, under the aegis of various farmers unions, have been protesting at the borders of the national capital since November 26 last year demanding repeal of the three farm laws.

Prime Minister Narendra Modi on Friday announced that the Centre will repeal the three farm laws, marking a climbdown by his government to meet the unrelenting demand of farmers protesting in several states against the reform measures.

Sandeep Lochan, who runs a shop of construction work at Singhu border, said the business has gone down to 10 percent. “First, coronavirus hit the business. From past one year, my business has further suffered due to the farmers protest. The business has gone down to 10 percent from what we used to earn earlier. This was a very busy route before the protest started. The business will take around six months to one year to come back on track,” Lochan, a resident of Sonipat, said.

Jaipal Sharma, a resident of Khatkad village near Singhu border, said due to increasing traffic in internal areas, the roads have got damaged. “The traffic has increased in nearby village area as people are taking alternative routes due to the closure of the border. People get stuck in traffic for hours. The roads in village areas have got damaged. General store owners were somehow managing to procure things. After the announcement of the repealing of the farm laws, we are hopeful that our lives will get back on track soon,” Sharma, a retired Delhi Transport Corporation employee, said.

Several shops near the border are closed, with a thick layer of dust settling on their shutters. Meanwhile, celebrations broke out at the Singhu border protest site soon after PM announced repealing the farm laws, but some farmers said the agitation will continue till the parliament repeals the legislations, and their other demands are also met.

Amit Gupta, who runs a bike spare part shop near Singhu border, said he had even thought of changing the location of his shop. “I had closed my shop for two months when the protesters came and stay put here. Later, I started opening my shop for one or two hours a day. I gave the rent of six months of the shop from my pocket. However, after the (COVID) second wave, we started our work from scratch. I had also thought about shifting my shop to another location,” Gupta, a resident of Narela, said.

Another local, Manoj said, “The fare of a tempo has been increased from Rs 10 to Rs 30 to Rs 50. We are not being able to get the facilities. We are facing difficulty to reach hospitals.

“There are many factories here and the labourers live on rented accommodation. As the factories have been closed, the labourers have also left the area and the locals are bearing that loss also. We have suffered a lot during the protest,” he lamented.

Rajesh Kumar, who has been running a fruit shop from last 26 years in the area, said the pandemic did not hit the business, but the farmers protest has given it a dent. He buys fruits from Azadpur market and sells them near Singhu border. “Everything has changed since the protest started. I visit Azadpur market on a regular basis, but due to the road closure, the distance has been increased. The road is not good due to which the fruits get damaged and their prices automatically get reduced. The fare has also been increased enormously. After the announcement made this morning, we are hopeful that ‘acche din‘ (good days) will come,” Kumar said.

Vedpal, a resident of Pritampura village near Kundali-Manesar-Palwal Expressway, said his income has reduced by 50 percent. “I transport goods to different locations. Many factories have been closed and my earning reduced to Rs 500 per day from Rs 1,000. Every single person here at Singhu border is in trouble,” he said.

A second member of the Sikhs’ Nihang order was arrested on Saturday and two more “surrendered” before Sonipat Police in connection with the lynching of a Dalit labourer at a farmers’ protest site even as the victim’s family questioned the attackers’ claim that he committed sacrilege and demanded a high-level probe. The mortal remains of Lakhbir Singh were cremated at his native village in Punjab’s Tarn Taran amid tight security in the presence of his family members. No Sikh priest was present to perform Ardas (Sikh religious prayer) and no one from his village, Cheema Kalan, attended the last rites.

Sarabjit Singh, arrested on Friday for the brutal killing of Lakhbir Singh, was produced before a Sonipat court in Haryana and remanded in police custody for seven days. Hours later, Narain Singh, who is also a Nihang, was arrested by the Amritsar Rural police at Amarkot village in Amritsar district, police said.

Late Saturday evening, two more belonging to the Nihang order, who hailed from Punjab’s Fatehgarh Sahib, “surrendered” before the Sonipat police in Kundli in connection with the gruesome killing. They interacted with the media at the Singhu border before “surrendering”.

In Amritsar, Narain Singh claimed he had informed the police that he was surrendering. Talking to the media before his arrest, he was unrepentant and said that Lakhbir Singh had been “punished for sacrilege”. He said that the accused in the Bargari sacrilege incident in Punjab were yet to be arrested, but now if somebody will commit “such a heinous crime he would be punished on the spot”.

Narain Singh was given a robe of honour and a garland of currency notes by some people when he paid obeisance in the Amarkot Gurdwara before his arrest. According to police, Sarabjit Singh claimed the involvement of a few more people in the killing, which has sparked outrage and triggered calls for action to clear the protest sites on Delhi’s borders where farmers have been camping since last November to press for the scrapping of the Centre’s three agri laws.

Haryana’s Deputy Chief Minister Dushyant Chautala and senior BJP leader Rattan Lal Kataria said the Samyukta Kisan Morcha, which is leading the farmers’ agitation, cannot escape responsibility for what happened at their protest site. “It was a barbaric crime. Police are already at the job conducting investigations into the case… But 40 leaders (SKM leaders) cannot escape from their responsibility,” said Chautala, who is the leader of the JJP, a coalition partner of the ruling BJP in Haryana.

National Commission for Scheduled Caste Chairperson Vijay Sampla said the protesting farmers cannot wash their hands off such incidents. “Their role is the same as that of culprits. They cannot wash their hands off the incidents,” he said after meeting around 15 Dalit outfits which submitted a memorandum demanding stringent action against the culprits.

Sampla has also sought a report from Haryana police into the incident. The SKM had, however, issued a statement on Friday distancing itself from the incident and said that it wanted to make it clear that “both the parties to the incident”, the Nihang group and the victim, have no relation with the Morcha.

Farmer union leaders asserted on Saturday that the incident will have no impact on the agitation and said they will upgrade security by installing CCTV cameras and increasing the number of volunteers at the protest sites. The body of Lakhbir Singh was found on Friday tied to a barricade at the Singhu border with a hand chopped off and multiple wounds caused by sharp-edged weapons.

Hours after the crime, Sarabjit Sigh, wearing the blue robes of the Nihang order, claimed that he had “punished” the victim for “desecrating” a Sikh holy book. Questioning his claim, the victim’s wife Jaspreet Kaur and sister Raj Kaur said Lakhbir Singh “had a deep respect for the holy Guru Granth Sahib.

“He was a god-fearing man who could not never think of desecrating a holy book… Whenever he used to go to a Gurdwara, he would pray for the well-being of his family and the society, said Jaspreet Kaur. He had no criminal record and there was no report of him being a bad character, the victim’s family said and demanded a high-level probe into the entire episode to bring out the truth.

Sonipat’s Deputy Superintendent of Police Virender Singh said the total number of accused in the killing could be more than five. Political parties across the board have condemned the incident and demanded a thorough probe.

Punjab Deputy Chief Minister Sukhjinder Singh Randhawa demanded an inquiry by a sitting judge to find out the “actual cause”of the incident and alleged it was an attempt to sabotage the farmers’ agitation. Bahujan Samaj Party (BSP) chief Mayawati said that the incident was extremely sad and shameful and demanded that the victim’s family be given compensation.

The Congress had said that it was the government’s responsibility to investigate the lynching, while the BJP asserted that anarchic elements are using farmers for their politics.

The body of Lakhbir Singh, a labourer from Punjab’s Tarn Taran district, was found on Friday tied to a barricade at the Delhi-Haryana border where the anti-farm law protesters gave been camping, with a hand chopped off and multiple wounds caused by sharp-edged weapons, a gruesome incident that was blamed on a group of Nihangs.

A senior police official of Sonipat police said that while seeking Sarabjit’s custody, police submitted before the court that they have to make certain recoveries from the arrested accused. The official said that Sarabjit has named four more people during interrogations while pointing to their involvement in the incident.

“We produced Sarabjit before the court. The accused has been remanded in seven days’ police custody by the court, Sonipat’s Deputy Superintendent of Police, Virender Singh said over the phone. The accused has pointed to the involvement of four more people in the case and taken their names…we are conducting further investigations in this regard. We have to make some recoveries from the arrested accused including the weapon used in the crime and the clothes he was wearing,” he said.

The total number of accused in the crime could be more than five, the DSP said, adding further investigations were on. Hours after the macabre crime on Friday, a man wearing the blue robes of the Sikhs’ Nihang order appeared before the media, claiming that he had ”punished” the victim for ”desecrating” a Sikh holy book. Other Nihangs had claimed he had ”surrendered” to police, while police had later said that Sarabjit Singh, who hails from Gurdaspur district, has been arrested in the case.

Earlier on Friday, in a video clip that surfaced on social media, some Nihangs were seen standing around the injured man with his severed left hand close to his head. The group was heard accusing him of desecrating a Sikh holy book. The video showed the Nihang group asking the badly injured man, who is pleading with them in Punjabi, where he had come from and who sent him.

Haryana Chief Minister Manohar Lal Khattar had pm Friday held a meeting with Home Minister Anil Vij and senior police officers, directing strict action against those found guilty. Back in his Tarn Taran village, Singh’s family was in shock and said he could never desecrate a holy book. A case of murder was registered at the Kundli police station in Sonipat in connection with the lynching incident.

Fifty toll plazas in Punjab and Haryana have remained closed in the last eight months after they were converted into massive farmer protest sites, leading to losses of nearly Rs 2,000 crore to the exchequer.

A commuter travelling from Delhi to Chandigarh on NH 44 has to shell out Rs 300 as toll fee, but everything has been on hold since the protest began. Commuters got a free pass of sorts after the protesting farmers took over the highways and the toll plazas.

With toll collection hitting zero, the losses in revenue are continuously mounting. A senior government official told News 18 that the Centre has so far incurred losses to the tune of Rs 2,000 crore, and now the daily loss figure stands at Rs 5 crore. This could perhaps be the first instance where so many toll plazas were shut simultaneously for such long durations, he added.

Union Roads and Highways Minister Nitin Gadkari said in Parliament that as of March 16, the loss in revenue owing to the closure of toll plazas in Punjab stood at Rs 487 crore and Rs 326 crore in Haryana.

NHAI on July 2 announced that toll operators will now be able to claim relief due to the closure of toll plazas. The farmer protests will now be considered as “indirect political force majeure event”, something that didn’t let them collect toll fee and their concession agreements for collecting toll for the period the plazas were closed could be extended.

Some reports also suggest that certain farmers are constructing concrete structures near some toll plazas in Punjab to protect themselves from the scorching summer sun. A few farmers who had occupied the Panipat toll plaza said they are planning on heading towards the Singhu border after they heard of other farmers planning on protesting outside Parliament during Monsoon session which is slated to begin on July 19.

Days after farmers from different states set up camp at various border points of Delhi to protest the Centre’s new agricultural reforms in late November last year, many women protesters were forced to head back home due to the unavailability of clean toilets and bathing spaces.

“This is the first time we are doing a project at a protest site. Someone sent me a picture of a street here which was completely covered with fecal matter. So, we thought we should come here and do something,” said Ashwini Agarwal, the founder of Basicshit, an NGO working for sanitation issues. Each toilet will have a 10-foot-deep pit. Sawdust and charcoal will be used to remove the odour, he said.

The pits have been dug on the roadside. The recycled material is sourced from multiple vendors across the county. Each toilet costs around Rs 60,000, he said. The NGO has already installed a bio-toilet at the protest site. Around 100 women and specially-abled people have been using the bio-toilet every day, Agarwal said.

The NGO has also initiated crowdfunding to help it build more such toilets. “Anyone can install such a bio-toilet. There are ‘do-it-yourself’ designs available on our website. We have also been teaching farmers how to make one,” Agarwal said.

More bio-toilets are coming up at the women’s shelter near the main stage at Singhu border, he said. Farmers have come forward to dig the pits and install the toilets, Sahaj Umang Singh from Basicshit said.

“They have also given us empty tin canisters which we have used for making urinals for men,” he said. “The idea to make a urinal for men out of tin canister originated at the protest site. The farmers hand them over to us after using the ghee and oil,” he added.

Farmers have been camping at Delhi’s gateways for over a month now to demand the repeal of the Centre’s three farm laws — the Farmers (Empowerment and Protection) Agreement of Price Assurance and Farm Services Act, Farmers Produce Trade and Commerce (Promotion and Facilitation) Act, and the Essential Commodities (Amendment) Act. Enacted in September, the three farm laws have been projected by the central government as major reforms in the agriculture sector that will remove the middleman and allow farmers to sell their produce anywhere in the country. However, the protesting farmers have expressed apprehension that the new laws would pave the way for eliminating the safety cushion of MSP and do away with the mandi system, leaving them at the mercy of big corporates.

Farmers Protest LIVE Updates: The farmers’ protests near Delhi entered the 16th day on Friday with thousands of farmers have been protesting at various border points seeking a repeal of the new Agri laws, which they claim were aimed at benefitting corporates by weakening the mandi system and the minimum support price (MSP) regime for procurement of farm produce. Farmers from different states have been camping at Delhi’s Singhu, Tikri, Ghazipur and Chilla (Delhi-Noida) border points for nearly two weeks now to demand a repeal of the farm laws enacted in September.

Here are the live updates from the  16th day of farmers’ protests:

  • Two senior Delhi Police officers heading security arrangements at Singhu border where thousands of farmers have been camping for two weeks have tested positive for COVID-19, an officer said on Friday. Both the DCP-rank officers are in isolation, he said. “Two senior police officers deployed at Singhu border tested positive for coronavirus a few days ago. Both of them are currently in isolation,” a senior police officer said.
  • With thousands of farmers protesting against the Centre’s new Agri laws staying put at Delhi borders, several routes in the national capital remained off bounds for commuters on Friday. The Delhi Traffic Police took to Twitter to inform people about road closures and advised them to take alternative routes to avoid inconvenience. In a series of tweets, the Delhi Traffic Police said Tikri and Dhansa borders are closed for traffic movement, while Jhatikara border is open only for two-wheelers and pedestrians. Those travelling to neighbouring Haryana can take routes via Jharoda (only single carriageway), Daurala, Kapashera, Badusarai, Rajokri NH 8, Bijwasan/Bajghera, Palam Vihar and Dundahera borders, the police said.

  • Farmers agitating for the past two weeks against the new Agri laws on Thursday announced that they will block railway tracks if their demands are not met by the government. Farmer unions, which held a meeting on Thursday, said they will soon announce a date for blocking tracks across the country. Addressing reporters at the Singhu border where they have been protesting for almost two weeks to demand a rollback of the laws, the farmer unions also reiterated that they will intensify their agitation and start blocking all highways leading to the national capital.
  • “We will block railway tracks if our demands are not met. We will decide on the date and announce it soon. The blocking of tracks will not be limited to Haryana and Punjab but it will be done across the country,” farmer leader Boota Singh said at the press conference.
  • The announcement by farmers came on a day Union Agriculture Minister Narendra Singh Tomar said it was not proper to announce the next stage of agitation when talks were continuing and urged the unions to return to the discussion table. Tomar also urged farmer union leaders to consider proposals sent to them to break the deadlock over protests and said the government is ready for further discussions with them any time.
  • “Centre has admitted that laws have been made for traders. If agriculture is a state subject, the central government does not have the right to make laws on it,” said Balbir Singh Rajewal, another leader.
  • The government had on Wednesday proposed to give a “written assurance” that the existing MSP regime for procurement will continue. However, the farmers’ unions rejected the proposal and said they would intensify their agitation until the government accepts their demand for a complete repeal of the three laws. The government has also proposed to make necessary amendments on at least seven issues, including one to allay fears about the weakening of the mandi system.

Farmers reject amendments proposed by government; here’s what experts have to say

The Farmers’ Union at the Singhu border made it clear that they will not agree to any of the written points that the government has sent to them as proposals because there is hardly any change from what the government had mentioned earlier.

Government proposals have been rejected unanimously.

They in fact talked about intensifying the protest that they say would be taking forward on December 14.

Ashok Dalwai, CEO of National Rainfed Area Authority, said, “The fact that government has been able to identify the important issues that the farmers raised during their discussions and further the government also gave in writing that they will be willing to consider effecting amendment to the required act only shows that government is keeping its mind open, that government is ready to go along with the farmers.”

Harish Damodaran, Harish Damodaran, Rural Affairs and Agriculture Editor at The Indian Express, said, “Farmer unions are trying to draw a distinction between agriculture trade and agricultural marketing. Agriculture is very much a state subject and what the farmers unions are trying to say that agriculture covers everything that the farmer does.”

“When the farmer takes his crop to the mandi and sells it is not trade, trade begins after the farmer has sold. Trade begins when marketing has ended and all these farmers have been saying that we are not traders, we are farmers and we sell our produce and that is called marketing. So they are making a sort of a constitutional argument, they are saying this particular act it is totally anti-constitutional.”
