Tamil Nadu Home, Health Secretaries transferred in major reshuffle

As part of a major reshuffle, Tamil Nadu Health Secretary J Radhakrishnan on Sunday was shifted to Food Department, with the government transferring a total of 37 IAS officials.

S K Prabakar, Additional Chief Secretary, Home, Prohibition and Excise Department is posted as Additional Chief Secretary/Commissioner of Revenue Administration.

K Phanindra Reddy, Additional Chief Secretary/Commissioner, Commercial Taxes has replaced Prabakar in the Home Department. Principal Secretary, Health and Family Welfare Department, Radhakrishnan is now posted as Principal Secretary, Cooperation, Food and Consumer Protection Department replacing Md.Nasimuddin, who is posted as Additional Chief Secretary to Government, Labour Welfare and Skill Development Department.

P Senthil Kumar, Principal Secretary/Officer on Special Duty, Health and Family Welfare is posted as Principal Secretary, Health Department, replacing Radhakrishnan.

Kumar is a 1995 batch IAS officer. A postgraduate in agriculture, the 53-year old officer has a doctorate degree as well. Radhakrishnan, who has hands-on experience in tackling crisis situations, was brought back as Health Secretary on June 12, 2020 when fresh COVID-19 cases were on the rise during the first wave of pandemic.

The 55-year old Radhakrishnan, a veterinary doctor (MVSc), was the Health Secretary from September 2012 till February 2019. He was succeeded by Beela Rajesh and Radhakrishnan replaced her exactly 2 years ago. After the DMK assumed office in May 2021 and following transfer of officials, the Madras High Court had observed that continuity is maintained by the government as regards the office of the state Health Secretary. It was to make sure that there is no loss of momentum in continuing the fight against COVID-19, the court had said then, while hearing a virus-related matter.

Radhakrishnan was the district collector of Nagapattinam when the coastal region was ravaged by the tsunami in 2004 and he was credited for swift relief and rehabilitation measures. A 1992 batch IAS officer, he has also been a Special Nodal Officer for Greater Chennai Corporation to coordinate coronavirus related issues with the civic body chief.

Radhakrishnan was among top state officials to keep tabs on the treatment of former Chief Minister J Jayalalithaa in 2016 at the Apollo Hospitals till her demise in December that year. In total 37, IAS officers have been transferred.

UP govt transfers senior officers in late night reshuffle

In a late-night administrative reshuffle, the Uttar Pradesh government on Monday transferred Additional Chief Secretary, Power Department, Arvind Kumar and few other senior officers. Kumar has now been posted in the Infrastructure and Industrial Development Department, an official spokesman said here.

Additional Chief Secretary (ACS) Finance, Sanjiv Kumar Mittal has been sent to the State Tax Department in the same capacity, while ACS Vocational Education S Radha Mohan shifted to Finance in his place, he said. ACS Medical Education Rajnish Dubey has been made ACS Urban Development department.

Principal Secretary Medical Health, Alok Kumar has been sent to Medical Education in the same capacity, and Principal Secretary Power, M Devraj made Chairman and MD of UP Power Corporation Limited.

Karnataka govt effects administrative reshuffle ahead of New Year 2021

The Karnataka government on Thursday effected a major administrative reshuffle by promoting and transferring a few top IAS and IPS officers, including two clashing inspector general of police (IGP) rank officials D Roopa and Hemant Nimbalkar. Principal secretary-rank IAS officers Kapil Mohan, Gaurav Gupta and G Kumar Naik have been elevated to the rank of additional chief secretary, according to an order.

It said Atul Kumar Tiwari, additional secretary in the Ministry of Information and Broadcasting in the government of India, has been promoted to the apex scale of the Indian Administrative Service (IAS). The government notification said that P Ravindranath has been promoted from additional director general of police (forest cell) to director general of police (civil rights enforcement).

IGP central range Seemanth Kumar Singh has been promoted to ADGP (Anti-Corruption Bureau). K Ramachandra Rao has been transferred from ADGP (Civil Rights Enforcement) to ADGP (Grievances and Human Rights), the order stated.

IPS officer Malini Krishnamoorthy has been transferred as the ADGP and Principal Secretary in the Home Department. Home Secretary Roopa, an IGP-rank officer, has been transferred as the managing director of the Karnataka State Handicrafts Development Corporation Limited, while Nimbalkar, Bengaluru additional commissioner of police, has been transferred to the Internal Security Division.

A tug of war has erupted between the two senior IPS officers over the Rs 619 crore Bengaluru Safe City project under the Nirbhaya scheme. Nimbalkar, who is also Chairman of Nirbhaya Tender Inviting Committee and tender scrutiny Committee, had alleged that someone had impersonated the home secretary and tried to gain access to classified information, which according to him tantamount to ’’illegal interference.’’

In response, Roopa said she accessed the tender documents and found serious irregularities in them. Calling it a ’’whistle-blowing’’ act, Roopa said the Bharat Electronics Ltd had complained to the Prime Minister’s Office that the tender favoured a particular vendor. Subsequently, the government ordered the Bengaluru Police Commissioner Kamal Pant to probe into the ’’illegal interference’’ in the process. The order on transfers further stated that M Chandra Sekhar has been transferred from the anti-corruption bureau and is now IGP (Central Range). Vipul Kumar has been transferred as IGP and Director of Karnataka Police Academy.

Mangaluru police commissioner Vikash Kumar Vikash has been appointed as the deputy inspector general (DIG) of the Karnataka State Reserve Police. Pawar Pravin Madhukar and N Satheesh Kumar have been promoted from the post of DIG to IGP.

Chetan Singh Rathor, Amit Singh, N Shashi Kumar and Dr Y S Ravi Kumar have been promoted from the rank of superintendent of police to DIG.

Major bureaucratic reshuffle in West Bengal

In a major reshuffle effected by the West Bengal government, Poonambalam S, who was the district magistrate (DM) of Darjeeling, has been made the new joint secretary of the land and land reforms department and Shashank Sethi succeeded him, a notification said. Sethi was earlier the managing director of Paschim Banga Agri Marketing Corporation and a project director in the Public Health Engineering department.

Sumit Gupta, who was the executive director of West Bengal Industrial Development Corporation (WBIDC), has been appointed as the DM of North 24 Parganas, and Mohammed Enaur Rahman will be taking over as the district magistrate of Purba Bardhaman. Abhijit Mukhopadhyay has been made the new DM of Purulia, the notification issued late on Monday said.

Similarly, Partha Ghosh has been posted as the new DM of Nadia, while Moumita Godara Basu named as Jalpaiguri district magistrate. Vijay Bharti, the Purba Bardhaman DM, replaced Basu while Vibhu Goel, the former Nadia DM, stepped into the shoes of Ghosh in Purba Medinipur.

Abhishek Kumar Tiwary, who was the DM of Jalpaiguri, was named as the joint secretary of the state higher education department. Chaitali Chakrabarti, who held the post of district magistrate of North 24 Parganas, has been shifted to the state home department as a special secretary. A Subbiah, the principal secretary of the backward classes welfare department and MD of the West Bengal Essential Commodities Supply Corporation, was given the additional charge of commissioner in the Medinipore Division.

According to the notification, Vandana Yadav, a secretary of the Industry, Commerce and Enterprises department and director of the WBIDC, has been given additional charge as the secretary of the Public Enterprise and Industrial Reconstruction department. Pritha Sarkar, who was also a secretary in Industry, Commerce and Enterprises department, has been made the commissioner of the Presidency Division, the notification added.
