Twitter cracks down on COVID vaccine misinformation

Twitter says it has begun labeling tweets that include misleading information about COVID-19 vaccines and using a strike system to eventually remove accounts that repeatedly violate its rules. The company said Monday that it has started using human reviewers to assess whether tweets violate its policy against COVID vaccine misinformation. Eventually, the work will be done by a combination of humans and automation, it said.

Twitter had already banned some COVID-related misinformation in December, including falsehoods about how the virus spreads, whether masks are effective and the risk of infection and death.

Through the use of the strike system, we hope to educate people on why certain content breaks our rules so they have the opportunity to further consider their behavior and their impact on the public conversation, Twitter said in a blog post-Monday.

People with one violation or strike will see no action. Two strikes will lead to an account being locked for 12 hours. Two strikes will lead to an account being locked for 12 hours.

Facebook has also stepped up its vaccine misinformation fight after years of half-hearted enforcement. It announced an expanded policy last month that includes all vaccines not just those against COVID-19.

San Francisco-based Twitter did not immediately respond to a message seeking comment on whether it also plans to include broader anti-vax misinformation in its policies.

Now that just two weeks are left for the 2020 US election, FB and Twitter have stepped up precautionary measures so that democratic process is intact. Take a look.

Social media platforms Facebook and Twitter are taking all measures to stop the spread of misinformation, which the 2016 US presidential election was reportedly plagued with.

Here’s a look at some of the measures taken by the social media platforms:

What has Facebook done to curb misinformation?

After facing flak over its 2016 controversy of data breach, the Mark Zuckerberg led company is focusing on:

  • Removing inauthentic accounts and networks
  • Scrutinising policies on content moderation
  • Unveiling ad database with increased transparency

In 2018 FB launched an elections operations center, which comprises a team that monitors potential democratic process abuses on the network in real-time. According to the company, it has removed more than 120,000 content pieces from Facebook and Instagram for violating voter-interference policies in the US.

In August this year, the company started another campaign to encourage people to vote and promised to remove any content which stated otherwise.

Ahead of the 2020 vote, Facebook also came up with a series of new modifications like:

  • Banning any new political advertisements a week prior to the election.
  • Taking down new posts with militarised language like “army” or “battle” which can suppress voters.
  • Temporarily pausing all political ads on the site for a period of time after the polls close tentatively on November 3.

Moreover, Facebook will label content that aims at legitimising the outcome of the election and label content from candidates or campaigns that try to declare victory before results.

Facebook will also remove all accounts of the group QAnon that disseminates information without evidence and claims that Donald Trump is working on a secret mission against a global paedophile ring.

What is Twitter doing to stop fake news ahead of the election?

In October last year, Twitter banned all political ads worldwide and CEO Jack Dorsey said, “While internet advertising is incredibly powerful and very effective for commercial advertisers, that power brings significant risks to politics.”

To combat misinformation, in May 2020, Twitter introduced a new labelling system that grants the platform to flag tweets which seem to be promoting misleading content.

In the last few months, Twitter was involved in a controversy after it labelled Donald Trump’s tweets, including those containing claims about mail-in-voting, as potentially misleading. It has also put labels on Trump’s tweets for violating its policies for abusive behaviour as well as those regarding manipulated media.

Twitter is also curbing the spread of political misinformation by removing all tweets and restricting accounts. In July this year, the social media platform suspended Donald Trump Jr’s account for 12 hours after he posted a video showing doctors making false claims about the COVID-19 virus including a statement that masks are unnecessary.

India calls for collaboration between nations and tech companies to check misinformation

India has called for greater collaboration between nations and technology companies to stop spread of misinformation related to COVID-19 as fake news and doctored videos undermine the people’s trust in authorities to tackle the disease. The long-term ramifications of COVID-19 were discussed at the 74th United Nations General Assembly high-level forum on the Culture of Peace on Thursday. The coronavirus has claimed over 900,000 lives with over 28 million confirmed cases in the world so far.

The pandemic has demonstrated the existential dilemma of an information society. We have been exposed to misinformation and disinformation campaigns which have put lives and livelihoods of millions at risk, divided communities with fake news and doctored videos and undermined the trust in public authorities to tackle the disease, Counsellor in the Permanent Mission of India to the UN Paulomi Tripathi said at the forum. She said lack of access to information continues to stifle key decision-making processes and positive social change.

With social and political strife compounded by the pandemic, Tripathi said there are rising tensions in inter-state relations and there has been an upsurge in violence, bigotry and discrimination during the pandemic. ”We need greater collaboration among states and other stakeholders, including technology companies, to stop spread of misinformation and disinformation, and to build strong counter-narratives based on reason, science and empathy. We need to bolster access to information to ensure informed decision-making at all levels and to empower women and youth, she said.

Speaking at the session, UN Secretary-General Antonio Guterres said the pandemic threatens to erode trust in public institutions and democratic processes, even in developed countries. Not since the United Nations was founded have we faced such a complex and multi-dimensional threat to global peace and security,” the UN chief said.

”In the face of this grave danger, it is more important than ever to work for a culture of peace, as the essential foundation for global cooperation and action,” he said. Tripathi said the adoption of the UN Declaration and Programme of Action in 1999, culture of peace agenda has provided an effective blueprint for multilateral action to promote solidarity and understanding and today, more than ever, there is a need to reaffirm the abiding commitment to promote culture of peace.

She stressed that inter-religious and inter-cultural dialogue between individuals and groups with different backgrounds are key to promoting culture of peace. We need to encourage more such cross-cultural engagements to mitigate the hateful narratives that tend to dominate public discourse,” she said.

Noting that the pandemic has upended education systems in many countries, Tripathi said efforts must be redoubled to restore learning opportunities for all, including by utilising technology in support of remote learning, distance education and online learning. We need to harness the power of technology to ensure that pre-existing learning disparities are corrected. Education systems must also infuse the ethos of solidarity and global citizenship among children and youth to prepare us better for future challenges, she said.

The concept of a culture of peace has its genesis in an initiative put forward more than 20 years ago by Bangladeshi diplomat and former senior UN official Anwarul Chowdhury. Ambassadors have met annually since 2012 to uphold their commitment to the Declaration and Programme of Action on a Culture of Peace, which the UN General Assembly adopted by consensus on September 13, 1999.

Speaking at this year’s event, Chowdhury said that a culture of peace simply means that everyone must consciously make peace and non-violence a part of their daily existence. We should not isolate peace as something separate or distant, he said. We should know how to relate to one another without being aggressive, without being violent, without being disrespectful, without neglect, and without prejudice,” he said.

He added: ”In today’s world, more so, it should be seen as the essence of a new humanity based on inner oneness and outer diversity.”

YouTube Chief Product Officer Neal Mohan said the company has been actively working on removing misinformation, especially amid COVID-19 pandemic and has seen consumption of videos from “authoritative sources” grow 110 per cent in India during January-March 2020.

“…striking that balance between an open platform and our community guidelines, designed to protect everybody, is a point of conversation for us every day…Over the past years, we’ve been working hard to invest in the policies, resources and products needed to protect the YouTube community,” he said.

Mohan added that its work has focused on four pillars – removing violative content, raising up authoritative content, reducing the spread of borderline content and rewarding trusted creators – the 4Rs of responsibility.

“…consumption of borderline content or harmful misinformation videos that comes from our recommendations is significantly below one per cent and we’re constantly working to reduce this even further,” he said.

Mohan said YouTube updated its Hate and Harassment Policies last year to quickly remove any content that violates its policies.

“We’re also making sure that we limit the spread of Coronavirus related misinformation on our site. These efforts are built upon our work to reduce recommendations of borderline content (content that comes close to, but doesn’t cross the line of violating our Community Guidelines,” he said.

The company has a 24-hour, “follow the sun” coverage, and these teams sit across time zones, cover different languages and have different areas of expertise.

“…authoritative source content consumption on our platform, ie videos that are coming from authoritative sources, has grown 110 per cent in India during the first three months of 2020, mainly often times because users are coming to YouTube, looking for the most relevant information that they can find about about the crisis,” he said.

Last year, YouTube had launched Fact Check information panels in India, the first country where such a feature was launched. These ‘information panels’ flag misinformation and offer correct insights with the fact checks being done by fact checking organisations.

Raising authoritative information and giving the proper context to users helps reduce and remove content that is violative of YouTube’s policies, Mohan said.

Since launch, there have been over 300 billion impressions on its information panels globally.

“We also updated our policies to remove egregious medical misinformation about COVID. We’re consulting with global and local health authorities as we develop these policies and we’ve been updating them on an ongoing basis to stay current with the science -10 updates in the past two months alone,” he said.

These policies prohibit things like saying the virus is a hoax or promoting medically unsubstantiated cures in place of seeking treatment and YouTube has removed thousands of videos under these policies.

Organisations involved in social welfare can play a big role in countering superstitions and misinformation about coronavirus, Prime Minister Narendra Modi said on Monday.

In the name of belief, people have been seen gathering in places flouting social distancing norms. Hence there is a need for educating them about the importance of social distancing to check the spread of the deadly virus, he also said.

The nation is facing an “unprecedented crisis” and “needs the service of these organisations and their resources like never before”, the prime minister was quoted as saying in a statement issued by the PMO.

Highlighting that the nation needs both short-term measures and a long-term vision to overcome the challenge posed by the outbreak of the viral infection, Modi observed that “these organisations have three distinct specialities: humane approach, massive reach and connect with people and a service mindset”.

“This is why they are trusted implicitly”, he said.

Recalling that Mahatma Gandhi used to say that serving the poor and the downtrodden is the best way to serve the nation, the prime minister praised the dedication and commitment of the participating organisation towards serving humanity, the statement said.

The organisations also talked about the work being done by them currently to meet the challenge through awareness campaigns by digital means, distribution of essentials, food packets, sanitisers, medicines and provision of medical help to those in need.

In the letter that Reuters obtained on Tuesday, the US Democratic Party’s administrative and fundraising body has flagged its concerns to Sandberg, Facebook’s chief operating officer, and sought more transparency.

“…we have significant remaining concerns about Facebook policies that allow the platform to be used to spread misinformation and undermine our democracy,” the committee’s chief executive, Seema Nanda, wrote in the November 21 letter.

The panel said it felt Facebook had not devoted enough resources to detecting inauthentic behaviour.

“Considering Facebook’s enormous financial resources and the stakes of the upcoming elections, we’d ask that you dedicate additional capacity to enforce your terms of service against these types of malicious actors,” Nanda added.

A meeting of DNC representatives and Facebook took place last month, ahead of the 2020 US presidential primary season, the panel said.

On Wednesday, Facebook said it was in regular touch with the DNC, reviewing and taking action on any abuse it mentioned.

Facebook has also joined sessions to train campaign participants how to share details of suspicious activity, a spokeswoman told Reuters.

The social media platform has recently faced a barrage of criticism over privacy lapses, election-related activity and its dominance in online advertising, spurring calls for more regulation and anti-trust investigations.

Troubled mortgage lender Indiabulls Housing Finance has filed an FIR with the Mumbai Police against individuals spreading false information against it.

In an exchange filing on Wednesday, the lender said the FIR contains specific proofs against persons for spreading false messages about the company.

“The complaint states that accused persons have hatched a pre-planned criminal conspiracy with the intent to cause wrongful loss to Indiabulls Housing Finance Limited, its shareholders and investors,” it said.

“…they create sell positions in the shares of Indiabulls, a few days prior to release/publishing of false and frivolous tweets, messages etc on the social media and seek unlawful gains for themselves,” the lender added.

In a separate statement, the company informed the bourses that the rating committee of CRISIL has reaffirmed the long-term rating of Indiabulls Housing Finance Limited at “CRISIL AA+” and short-term at “CRISIL A1+”.

However, the global credit rating agency has downgraded the corporate family rating (CFR) and the foreign-currency senior secured rating of Indiabulls Housing Finance Limited to B2 from Ba2, after the Reserve Bank of India’s rejection of its proposed merger with Lakshmi Vilas Bank earlier this month.

IndiaBulls was trading nearly 8 per cent higher on Thursday at Rs 186.50 per share on the BSE. The company’s 52 week high was Rs 919.90 a piece.

In an annual report on disinformation trends, the Oxford Internet Institute’s Computational Propaganda Research Project said Facebook remained the most popular platform for social media manipulation due to its size and global reach.

But a focus on visual content more likely to be shared online means users of Google’s YouTube video platform and Facebook’s Instagram photo-sharing site are increasingly being targeted with false or misleading messages, said Samantha Bradshaw, one of the report’s authors.

“On Instagram and YouTube it’s about the evolving nature of fake news — now there are fewer text-based websites sharing articles and it’s more about video with quick, consumable content,” she said. “Memes and videos are so easy to consume in an attention-short environment.”

The report’s findings highlight the challenges faced by Facebook, Google and other social media companies in combating the spread of political and financially-motivated disinformation, as tactics and technologies develop and change.

A Facebook spokesman said showing users accurate information was a “major priority” for the company.

“We’ve developed smarter tools, greater transparency, and stronger partnerships to better identify emerging threats, stop bad actors, and reduce the spread of misinformation on Facebook, Instagram and WhatsApp,” the spokesman said.

YouTube said it had invested in policies, resources and products to tackle misinformation on its site and regularly removes content which violates its terms of use. A spokesman declined to comment on Oxford University’s findings.

Bradshaw said the move to target internet users with visual content would make it harder for social media platforms to identify and stamp out manipulated activity.

Facebook and YouTube both came under intense scrutiny over their ability to monitor and police visual content following a mass-shooting in New Zealand in March.

In that incident, a gunman was able to live-stream the killing of 51 people on Facebook before internet users repeatedly shared and uploaded the video across multiple social media platforms.

“It’s easier to automatically analyse words than it is an image,” Bradshaw said. “And images are often more powerful than words with more potential to go viral.”

The Oxford University report said that increased awareness of social media manipulation meant such activity had now been identified in 70 countries worldwide, up from 28 in 2017.

“Computational propaganda has become a normal part of the digital public sphere,” the report said. “These techniques will also continue to evolve as new technologies … are poised to fundamentally reshape society and politics.”

Fake news and misinformation are the bane of the information age. Fake news, however, is not a new phenomenon. In the pre-internet world, it is said that printing presses would print pamphlets or newsbooks offering information around ‘monstrous beasts’ or ‘fantasy events’. As long as human imagination exists, so does the need for drama and escapism. While in the pre-internet era, harm caused by misinformation was mostly contained to very limited pockets, social media has amplified the creation of fake news, with hardly any checks and balances to verify authenticity.

That is where the role of Indian fact checking platform Alt News comes in. In a conversation with Pratik Sinha, Founder of Alt News, we delve into the cost of fact checking, what it takes to cultivate a fact-check behaviour and more…Read to find out.

 How costly is fact-checking? In the age of cost cuts, how will newsrooms invest in this enterprise?

Fact-checking in its current form is primarily a desk job, and hence doesn’t involve the expenses of on-ground reporting. In the case of Alt News, because the founders came from diverse backgrounds including technical backgrounds, we set up our own site without the help of any external developer. We did not take any remuneration for the first nine months. Hence, the only expense was server hosting fees which were minimal. For established organisations, the system is already in place, so the expenses will be limited to getting their staff trained in the skills required for fact-checking, and the regular salaries. Fact-check pieces are usually not like many of the pieces that come from web desks of various organisations, and need an investment of time for being able to produce credible fact-checking articles. However, since disinformation/misinformation is such a huge issue, there is no lack of audience. Moreover, with certain technical changes in the website, Google has also made it possible for fact-checkers to get more traffic than other regular articles. Moreover, in-house fact-checking experience will also help in internal fact-checking of information before it is put online or broadcasted on TV, thus saving media organisations from embarrassment of putting out non-factual information, and hence increased organisational credibility. All in all, fact-checking is a skill-set that is worth investing in for media organisations.

Even with fact-checks, it is difficult to convince audiences about truth because facts do not always conform to their beliefs. So what is the solution?

The primary issue here is that of lack of digital empowerment, and inability of population at large to deal with the excess of information they’re surrounded by in the age of social media. At Alt News, we have devised a three-pronged approach to this issue – journalistic, educational and technological. The journalistic initiative creates awareness about the issue of misinformation, and also helps in keeping politicians and political parties in check regarding the propaganda they put out. We at Alt News have observed that in the
two-and-a-half years that we have existed, regular patrons of Alt News have become far more critical towards the information they receive and are willing to question despite their own political or religious or social-cultural biases. However, the initiative that we believe will be most beneficial as far as reaching the wider population is concerned is educational. The solution is to create courses for different levels — from middle school to high school to colleges. Technology companies have to do their bit to provide tools which can be used to check authenticity of the information in an easy manner.

In that context, is fact-checking worth it?

Yes, fact-checking even though on its own, cannot increase the digital awareness of an entire population, and the entire process is a rather slow process, especially with the government being a source of disinformation itself and having no interest in making any policy changes which could lead to greater digital empowerment of the population, the process of fact-checking is still absolutely essential to keep track of the problem, and constantly remind the people who are in position of power as to how much of a risk it is for a functional democracy. And as pointed out earlier, there’s a slow change happening where more and more people are now interacting with fact-checking websites, and acknowledge that they’re indeed surrounded by information which needs cross-checking.


What are the tech innovations that you see in detecting fake news?

There are many tech-innovations that can alleviate the situation of misinformation. Firstly, what is needed is a robust reporting system for misinformation across various social media platforms and chat apps such as WhatsApp. Currently, only Facebook has a reporting functionality for misinformation.

Secondly, technological innovation can help fact-checkers by automating certain elements of fact-checking, and using technology to detect the possibility of a piece of information being genuine/ingenuine. These tools would be for consumption by journalists and not people at large. They will fasten the process of fact-checking. However, since fact-checking cannot be completely automated, hence one should always exercise caution when it comes to believing technological solutions that claim to detect ‘all’ fake news.

Thirdly, apps can be created in partnership with fact-checking websites, where the already fact-checked stories get automatically disbursed to those who are receiving misinformation. That is the primary idea behind the Alt News app.

What do fact-checkers have to do to keep pace?

There’s a deluge of misinformation on a daily basis on social media, and it spikes during elections and events which tend to capture the national attention — such as the Balakot strike, Pulwama attack and the current situation in Kashmir. Fact-checking involves three processes — Monitoring, Research and Documentation. We often have to let go certain stories because of lack of staff strength, and no ground presence of reporters. We concentrate on creating credible stories around the most viral misinformation as opposed to volume. The idea being that as more people read credible fact-check stories, they will start to question the information that they receive on social media and chat apps.

How do you plan to scale fake news detection/ fact-checking and what skillsets are required for the same?

We plan to scale our education efforts at this point in time, so as to create a community of people who are able to fact-checking and who can volunteer in various aforementioned aspects of fact-checking. For a non-profit body like Alt News which is completely dependent on grants and donations, we can only have a limited staff strength. Hence it is important for organisations like us to create a community around us who volunteer around various issues from journalistic to technological. We are hoping to get a grant which will help us expand our training endeavours to multiple journalism schools, colleges with development courses, and also colleges that teach courses such as B.Ed.

WhatsApp had categorically said in the past that the government’s demand to trace the origin of messages on its platform is not possible as it “undermines the privacy of the people”.

Clegg who was the UK’s former deputy prime minister before joining Facebook, visited India last week and met several senior government officials, including IT minister Ravi Shankar Prasad, and offered to assist law enforcement agencies in all possible ways like Artificial Intelligence-driven data analytics and access to “meta-data”.

“Facebook cares deeply about the safety of people in India and Nick’s meetings this week provided opportunities to discuss our commitment to supporting privacy and security in every app we provide and how we can continue to work productively with the government of India towards these shared goals,” a company spokesperson said in a statement.

Last December, the Ministry of Electronics and Information Technology (MeitY) proposed changes to Section 79 of the Information Technology (IT) Act, 2000.

The proposed regulations require a company to “enable tracing out of originators of information on its platform as required by legally authorised government agencies”.

The end-to-end encryption feature in WhatsApp makes it difficult for law enforcement authorities to find out the culprit behind a misinformation campaign.

The mobile messaging platform with over 400 million users has already called the proposed changes “overbroad”.

“Attributing messages on WhatsApp would undermine the end-to-end encryption, and its private nature, leading to possibilities of being misused,” a company spokesperson had earlier said.

WhatsApp’s parent company Facebook has over 300 million users in India.

WhatsApp in February stressed that some of the proposed government regulations for social media companies operating in India are threatening the very existence of the app in its current form.

“Of the proposed regulations, the one which concerns us the most is the emphasis on traceability of messages,” Carl Woog, WhatsApp’s Head of Communications, had told IANS.

Meanwhile, Facebook has filed a petition to transfer the case looking at enforcing traceability on WhatsApp to the Supreme Court. It is currently sub judice in the Madras High Court.

Tamil Nadu, however, is aiming to get Facebook’s transfer petition dismissed by the Supreme Court.

A professor at the Indian Institute of Technology (IIT)-Madras recently stressed that the issue can be easily resolved without diluting end-to-end encryption and affecting the privacy of users.

“If WhatsApp says it is not technically possible to show the originator of the message, I can show that it is possible,” said V Kamakoti.

When a message is sent from WhatsApp, the identity of the originator can also be revealed along with the message. So the message and the identity of the creator can be seen only by the recipient.

“When that recipient forwards the message, his/her identity can be revealed to the next recipient,” he said, adding that as per the court ruling, those who forward a harmful message can also be held responsible in certain cases.
