Former Karnataka chief minister Jagadish Shettar, who contested on a Congress ticket after the BJP denied him a nomination for the Assembly polls, was defeated in the Hubballi-Dharwad (Central) seat by a margin of 34,289 votes.

The BJP’s Mahesh Tenginakai, a debutant in electoral politics, defeated Shettar who is a six-time MLA. The former chief minister had quit the BJP on April 16 and resigned as Hubli-Dharwad (Central) MLA after being denied a ticket for the assembly elections.

Shettar got 60,775 votes, while Tenginkai bagged 95,064 votes in the high-stake battle. JD(S) candidate Siddalingeshgowda Mahanthavadeyar was in third place with 513 votes. As many as 1,251 NOTA votes were cast in the seat.

In the 2018 elections, Dr. Mahesh Nalwad from Congress was the runner-up with 54,488 votes (37 percent of the votes). Rajanna M. Koravi from the JD(S) came third with 10,754 votes (7 percent of the votes).

The Hubli-Dharwad Central constituency has been drawing national attention due to recent political developments. This constituency has a total of 233,920 voters, with 117,288 male voters and 116,603 female voters. The constituency has 253 polling stations, and the literacy rate here is 80 percent.

The Lingayat community dominates this constituency, and there is a significant SC and ST population of 9.05 percent and 2.4 percent, respectively.

However, the current political scenario has made it a challenging fight for the BJP to retain the seat. Jagadish Shettar, who had won on a BJP ticket three times in 2008, 2013, and 2018 elections, has now joined the Congress.

Shettar, a prominent Lingayat leader from north Karnataka and a former chief minister, has a loyal following in this constituency, and his exit has significantly impacted BJP’s election campaign.

The Bharatiya Janata Party suffered a big blow in Karnataka after veteran leader and former Chief Minister Jagadish Shettar joined the Congress on Monday. Shettar, a prominent leader of the Lingayat community, switched sides after BJP dropped him from the list of candidates for next month’s Karnataka polls.

Jagadish Shettar joined the Congress in the presence of party president Mallikarjun Kharge and state chief DK Shivakumar in Bengaluru.


Shettar, on Sunday, flew from Hubli to Bengaluru in a special helicopter to meet Congress’s top brass and held discussions with veteran party leaders.

Congress leader Randeep Singh Surjewala welcomed the veteran politician and said, “A New Chapter, A New History, A new Beginning…. Former BJP CM, Former BJP President, Former Leader of Opposition, six times MLA, Sh. Jagadish Shettar joins the Congress family today” in a tweet.

Shettar, the six-time MLA, had earlier provided an ultimatum to the BJP for providing him with a ticket to contest from the Hubli-Dharwad Central segment. On Saturday, Shettar announced his resignation after he failed to reach an agreement with the BJP.

Shettar’s reactIon

Shettar alleged that there was a systematic conspiracy against him within the party.

“I am totally disappointed. I have worked for the party for more than 30 years and have built it. They could have intimated to me two or three months ago, and I would have accepted it. But with a few days before filing the nominations, I was intimated not to contest. I have already started campaigning in the constituency,” he told the media.

Karnataka Chief Minister Basavaraj Bommai defended the BJP and stated that tickets are being denied to some candidates to provide opportunities to the young generation.

Shettar reacted to Bommai’s remark in an interview with ANI and said, “Why was ticket given to people over 70 years of age? Tripa Reddy is 76, Dipesh Swami is 76, and Karjor and so many others are 72. But I am 67 years old only. Why was I replaced and not them?”

Political switch

Shettar’s political switch comes days after former Karnataka deputy chief minister Laxman Savadi joined Congress. Party’s state president DK Shivakumar said, “We are welcoming Lakshman Savadi to the party at 4 pm. He will also address the press there. He has decided to join us.”

Who is Jagadish Shettar?

Jagadish Shettar started his political career as an active member of the Rashtriya Swayamsevak Sangh (RSS) and the Akhil Bharatiya Vidyarthi Parishad (ABVP).

In 1990 he became the president of the Hubli Rural Constituency, and in 1994 he was elected to the state Assembly for the first time from the same constituency with a margin of 16,000 votes as per the NIC, Karnataka.

He has been representing the Hubli-Dharwad Central constituency since 2008.

The prominent Lingayat leader became the 15th chief minister of the state in 2012.

He served as the Opposition leader in the Legislative Assembly from 2014 to 2018 and held various ministerial portfolios in the 2019-21 BS Yediyurappa Cabinet.

Former Karnataka chief minister and BJP leader Jagadish Shettar resigned from the state assembly on Sunday after the party denied a ticket for the May 10 assembly polls.

Shettar said that he would also resign from the BJP.

He handed over his resignation letter to Vishveshwar Hegde Kageri, the assembly speaker, on reaching Sirsi in Uttara Kannada district.

The 67-year-old leader, who is a six-time MLA, was aspiring for a BJP ticket to contest the polls from the Hubballi-Dharwad central constituency, but the party declined.

Chief Minister Basavaraj Bommai, Union Ministers Pralhad Joshi and Dharmendra Pradhan tried to persuade Bommai till late Saturday night, but he did not budge and remained adamant on his stand to contest the assembly election.

Former Karnataka Deputy Chief Minister Laxman Savadi has resigned from the primary membership of the Bharatiya Janata Party (BJP) after being denied a ticket for the upcoming state assembly elections.

“I have certainly made a decision. I have decided to resign from the party’s primary membership,” BJP MLC Savadi said at a press conference, PTI reported.

Savadi was seeking a ticket to contest from the Athani constituency, which he had won thrice, but lost in the 2018 Assembly election when he was in Congress. However, the BJP decided to field the sitting MLA Mahesh Kumathalli from the seat, leading to Savadi’s decision to quit the party.

Savadi has been a prominent figure in Karnataka politics, having served as Deputy Chief Minister twice in the past. Major rebellions have erupted in the Karnataka BJP just one month ahead of the state’s Assembly elections, after the announcement of its first list of candidates.

More than 1200 party workers of BJP have quit the party after NR Ramesh failed to get a ticket for the upcoming polls. Expressing their outrage against the party for not giving a ticket to NR Ramesh, more than 1200 supporter and BJP workers gave up their primary membership, News18 reported.

NR Ramesh was eyeing a ticket from Jayanagar constituency in Bengaluru. They even staged protests against the same after the list was announced.

Former Chief Minister of Karnataka, Jagadish Shettar, also seems to be unhappy with the party’s decision not to field him from the Hubballi constituency. He has said that will contest the upcoming state Assembly elections “at any cost”, after being denied a ticket by the party, The Indian Express reported.

Shettar, who had previously served as the state’s chief minister from 2012 to 2013, expressed disappointment over the party’s decision to field another candidate from the Hubli-Dharwad Central constituency, which he has represented in the past.

Shettar is known to have a significant following in the Hubli-Dharwad region, and his departure from the party could result in a split in the BJP’s voter base in the area.

In place of the sitting MLA Raghupathi Bhat, in the important coastal town of Udupi Yashpal Suvarna will contest for the first time. Suvarna had vigorously led the campaign during the hijab row.

With just a few weeks left before the polls, the BJP will have to work hard to regain the support of its dissatisfied leaders and ensure that its voter base remains intact.

The election for all 224 seats is scheduled to take place on May 10 and the result will be announced on May 13.

Here’s how states, industries plan to tackle the migrant labour problem

With industries facing shortage of labour, states like Goa, Karnataka and Telangana are appealing to migrant workers to stay put.

The Cyberabad police in Telangana has asked migrant workers not to leave while the lockdown is in force.

Labour intensive activities such as construction have been restarted in the state and workers have been assured that all measures will be taken to house and feed them and their families.

But, many small companies are running out of cash and struggling to pay salaries.

In Ahmedabad, the district labour officer has issued a circular warning companies that they will face criminal cases if they cut salaries or delay salary payments for April.

Meanwhile, taking a U-turn, Karnataka has announced it will restart trains for migrant workers from May 8. The state faced flak for cancelling trains citing need to revive the economy.

But, MSMEs in Karnataka say that only 25 percent of companies have been able to restart operations due to acute labour shortage and as many as 50 percent of MSMEs could be forced to shut down without any relief from the government.

The statement from the minister comes hours after a u-turn by the state government’s labour department on sending notices to employers for non-payment of wages for the month of April.

Karnataka labour secretary P Manivannan had tweeted earlier on Thursday that the government has decided to issue notices to employers who have not paid salaries or paid reduced wages for workers for the month of May.

However, hours later, he tweeted stating that as per the request from the industries department that the notices have been put on hold, “There will be a joint meeting of labour and industries departments to sort out the issue of non-payment of wages to workers.”

Shettar told CNBC-TV18 that the chief minister BS Yediyurappa had been holding discussions with the industry on the issue, “The CM has requested industry leaders to pay salaries to workers. The industry is making arrangements to pay salaries to workers. We will solve the issue of salary payments in the next 2-3 days and workers will be benefited.”

“MSMEs have been struggling to pay salaries and have had to take loans to make payments, and that the sector was expecting relief packages,” he added.

The Karnataka labour department has said it has received a host of complaints from employees who had been retrenched or were not paid salaries during the lockdown.

The labour department had set up a helpline last month for employees who had been affected during the lockdown, following the central government’s notification asking all employers to continue to pay employees during the crisis.

The labour department is getting 50-100 complaints on the helpline every day, an official told CNBC-TV 18. The complaints have been about stoppage of pay during March itself and apprehension about non-payment of salaries. Also, several people have been asked by human resources department to submit resignation and pay cuts up to 50 percent.

Lockdown relaxations from May 4 in many districts: What states say

As the second phase of the nationwide lockdown is nearing to end, states are preparing to ease some norms in line with the Centre’s guidelines.

Some states are charting plans to allow industries and businesses to function, except in containment zones.  

Karnataka chief minister BS Yediyurappa said that the state will allow industries to function in all areas except containment zones from the May 4.

Punjab, which has become the first state to extend the lockdown by two more weeks, has also announced some relaxations. It has allowed industries which could take care of their labour to restart work. Most shops have also been allowed to operate during the four hour curfew relaxation window. However, that comes with a set of riders.

Ensuring the return of stranded migrant workers and students to their home states is also on the top of the agenda for state governments. In fact, Maharashtra has already come up with a set of guidelines to facilitate the movement. People who opt for it will be screened and only those who don’t show symptoms of COVID-19 or influenza will be allowed to leave.

Home ministry on Wednesday announced that new guidelines to fight COVID-19 will come into effect from May 4, which shall give considerable relaxations to many districts.

To discuss about the lockdown relaxations further, CNBC-TV18 spoke to TS Singh Deo, health minister of Chhattisgarh, Manpreet Badal, finance minister of Punjab and Jagadish Shettar, industries minister of Karnataka.

What are the core issues that you are leading this election? This is your sixth time around in this constituency that you are contesting. There is a sense that there is some sort of an anti-incumbency. What are the core issues that you are focusing right now?

Rs 1,000 crore development amount has been sanctioned and almost main roads and construction, everything is completed and 24×7 water supply already given in 30 wards, 50% of the areas and all other works are going on. There is no allegations against me.

Corruption or any misappropriation, nothing against me. So opponents have no issue to talk. So they are talking about no development work is taking place in Hubli-Dharwad but it’s far against the truth.

If you see the public feeling, everybody wanted to support me. Here in this area, in this ward, they promised 100% voting for the Bharatiya Janata Party (BJP). So, it’s only the atmosphere that is being created by opponents regarding anti-incumbency and other things. Nothing has happened.

Last five times, I consecutively elected from here. That atmosphere is also still here and sixth time with the blessing of the people, I will be re-elected.

What is the prospects with the BJP in overall Bombay-Karnataka, how are you looking at it? Lingayat is one issue which is expected to somewhere break some of the vote bank that you have.

Lingayata and Veerashaiva issue is a brainchild of Chief Minister Siddaramaiah and the issue is created to divide the society and community.

For that purpose, this issue has been racked up by the CM himself and it’s led by two cabinet ministers. So it shows that this issue is created by Chief Minster and Congress only to gain the political motive and political gain.

But it is expected to hamper BJP’s prospects in Bombay Karnataka region?

Community people are angry with the Congress because they have divided the society, Swamiji and started fighting in roads. Nothing will be effected to the BJP prospects.

What are the numbers that you are quoting in the Bombay Karnataka region this time around?

In 2008, we got majority seats and that will be repeated in 2018 also.

You spoke about no allegations of corruptions and a very clean image that you have as one of the leaders of BJP. A lot of question marks have been raised after the Reddy brother, family and his allies have been inducted and given seats this time around. How do you counter that view because most of them have cases against them?

There are no cases and allegations against Sriramulu. He is contesting in two constituencies. Against him, no cases, nothing has been there and Janardhan Reddy is supporting Sriramulu in Molakalmuru and in some other constituencies on his own. It is not a party projection that Janardhan Reddy is going to campaign.

He is still campaigning for BJP. He is seen on the stage with your political leaders, does it not go against what Amit Shah had said that you would have nothing to do with the Reddy family?

There is no conviction, nothing has been happened against Janardhan Reddy. Even convicted people like Lalu Prasad Yadav is allying with Congress. Congress president Rahul Gandhi is meeting Lalu Prasad Yadav when he was in jail. Rahul Gandhi and Sonia Gandhi are on bail in National Herald Patrike. If they had not granted the bail, they would have been in jail.

Lalu Prasad Yadav is not campaigning for Congress but Janardhan Reddy is.

Openly, they declared alliance with Congress. When Congress people are allying with convicted people – party has not officially given direction to Janardhan Reddy to campaign for BJP. He is on his own. In the democratic set up, if anybody on his own supports any party, nothing will happen.

BJP is not even stopping your own candidates to be seen along with Janardhan Reddy?

No, when everybody is ready. If he wants to campaign for any party, BJP or anybody, he has all rights and liberty is there in the democratic set up. On his own, Sriramulu is close friend of Janardhan Reddy.

Critics say that his family members have been given tickets and in some way the entire family is back into politics, back to BJP and BJP is again supporting some of the tainted ministers who it had moved out of party?

You have to see the national leaders, AB Vajpayee is a national leader and Narendra Modi is a national leader. We have to see the national leader image, party image – two-three exceptional cases will not give direction that entire party. Party is having an image and it is not at all dependent on any family members.

Congress party entirely dependent on Nehru family. After Nehru, Indira Gandhi, after Indira Gandhi, Rajiv Gandhi, now Rahul Gandhi, Priyanka Gandhi.

That is dynasty, this is corruption.

No, because image of the party, image of the leaders who are taking the lead, that we have to looked at, except for two-three cases that should not be there.

But it certainly does portray what overall BJP is trying to do in Karnataka.

Our national president Amit Shah and Muralidhar have told us to maintain distance from Reddy brothers.

If anybody wants to support the BJP, we have no issues.

When do we see BJP’s manifesto. We haven’t heard on what are the promises that the BJP is making in Karnataka, when do we see the manifesto and what could be the few important points that you would highlight here for your voters?

Tomorrow morning BJP is going to release the manifesto and in manifesto, we will support the causes of the farmers, downtrodden people, development of the Karnataka state, creation of the infrastructure and giving opportunity for more employment. In the manifesto, we are giving importance to all these issues.

What are the prospects that you feel in terms of Karnataka, are you confident, you will get a majority in Karnataka this time around?

When our national president put a mission, more than 150, definitely we will achieve it and with a clear absolute majority, we will form the government. BJP will form the government and BS Yeddyurappa will be our Chief Minister.

If you are so confident of a majority, why are we seeing BJP trying to praise Deve Gowda. Today Siddaramaiah also said that this is like a strategy trying to see if there can be any alliance or stuff, are you cosying up to Janata Dal (Secular), how do you respond to that?

It is appreciation of Deve Gowdaji by the Prime Minister Narendra Modi. You should not think about any political intention because always Modiji respected Gowdaji a lot because on so many occasions, former Prime Minister met Modiji. They discuss a lot of things regarding irrigation and farmers cause.

For that purpose, Modiji have high regard for Gowdaji. With that intention only he appreciated. Because that appreciation is also caused because Siddaramaiah , under whom he trained, now in a low language is criticising Gowdaji.

In 2013, Modi had called him an old man who should retire?

Some occasions. Because at that time Modi was not a Prime Minister. After becoming Prime Minister what is his behaviour, what is his conduct towards Gowdaji that is to be looked into. Siddaramaiah being a Chief Minister, how he is behaving.

Internally has there been any discussion that in case this election heads into a hung assembly? Will you be open for an alliance with JD (S) or what has been the internal discussion?

Our stand, our party will get the clear majority. We will form the government on our own capacity. I think there is no question of alliance, nothing will happen, we will get the clear majority.

Just in case, worst case scenario, would there still be a window or a door of opportunity?

That reply I will give on May 15.
