Cabinet approves Ayushman Bharat Scheme launch

The government has approved the launch of the “Ayushman Bharat Scheme” losely termed as Modicare. Here are the top five highlights of the scheme…

1: The National Health Protection Scheme will have a central budgetary support of Rs 85000 crore till March 2020.

2: The scheme will subsume on-going centrally sponsored schemes.

3: The NHPS will cover 10 crore families belonging to poor and vulnerable population of the country.

4: The scheme will give a cover of Rs 5 lakh per family per year.

5: States will need to have state health agencies to implement NHPS and a fund transfer to state health agencies will be done through an escrow account.

The scheme is likely to include 1,366 health packages as recommended by Directorate General Of Health Services (DGHS). The government has proposed a 60:40 ratio between the centre and the states.

The national health protection scheme will provide hospital cover to over 10 crore families and Rs 1200 crore have been allocated for 1.5 lakh health and wellness centres.

The apex court has approved the “living will” for the terminally ill patients. In a living will, a person has the freedom to make a statement that his/ her life should not be put on an artificial system.

A five-judge Constitution bench of the Supreme Court headed by Chief Justice of India Dipak Misra passed a landmark judgement on Friday giving green signal to passive euthanasia.

In its order, the apex court approved the “living will” for the terminally ill patients. In a living will, a person has the freedom to make a statement that his/ her life should not be put on an artificial system. It had also involved a medical board to determine the condition of patients saying that it can only be permitted with the approval of family members and team of doctors who say that the person’s revival is impossible.

Passive euthanasia is a condition in which there is a deliberate withdrawal of medical treatment with the intention of hasten the death of a terminally ill patient.

Centre had earlier opposed “Living Will” by saying that the consent of the patient may not be an informed one and has various examples of the countries which disallows creation of living will for patients.

The Supreme Court had recognized passive euthanasia in Aruna Shaunbaug’s case in 2011 which prompted it to withdraw treatment from patients who are incapable to make an informed decision.
