Budget 2024: India hopes to tap the gender dividend with focus on Nari Shakti

KV Prasad Jun 13, 2022, 06:35 AM IST (Published)

Listen to the Article (6 Minutes)

Summary

According to data from the Election Commission of India, there are a staggering 470 million eligible female voters out of the total 960 million, underscoring the substantial influence women wield in shaping the country’s political landscape.

Ahead of the upcoming Interim Budget 2024, India is setting its sights on tapping into the gender dividend, recognising the pivotal role women play in the nation’s development. Prime Minister Narendra Modi has made this clear by saying that this Budget session is going to be the celebration of ‘Nari Shakti’.

According to data from the Election Commission of India, there are a staggering 470 million eligible female voters out of the total 960 million, underscoring the substantial influence women wield in shaping the country’s political landscape.

In her address ahead of the Budget session, President Draupadi Murmu highlighted the commitment to women’s empowerment, noting that this year’s Republic Day Parade was dedicated to showcasing the capabilities of India’s daughters.

The President emphasised the government’s efforts to expand the role of women across various domains, from water and land to the skies and space. Acknowledging the significance of economic independence for women, the President outlined the relentless efforts made to enhance women’s economic participation.

A few days before the Budget, the Ministry of Road Transport and Highways emphasised pay parity and pushed for ensuring basic amenities like maternity and miscarriage leaves for women working in highway construction.

Furthermore, the EPFO has made a noteworthy amendment to its rules, allowing women government employees to also have children as nominees instead of just their spouses. This shift reflects a progressive approach towards recognising diverse family structures.

President Murmu also highlighted the key initiatives taken in the direction of women empowerment, including the engagement of around 100 million women in Self-Help Groups, which have received bank loans totalling ₹8 lakh crore and financial assistance worth ₹40 thousand crore.

The government is actively implementing a campaign with the ambitious goal of creating 20 million ‘Lakhpati Didis.’ As part of the NAMO Drone Didi scheme, 15 thousand drones are being provided to groups, furthering technological empowerment.

The President underscored the positive impact of extending maternity leave from 12 to 26 weeks, benefiting lakhs of women across the country. Landmark decisions, such as granting permanent commissions to women in the Armed Forces and admitting women cadets to Sainik Schools and the National Defence Academy, mark significant strides towards gender inclusivity. Women now serve as fighter pilots and command naval ships, breaking barriers and setting new precedents.

Highlighting the success of the Mudra Yojana, the President revealed that out of more than 460 million loans extended, over 310 million were granted to women. This scheme has empowered countless women to become self-employed, contributing to their economic independence.

As India awaits the Budget 2024, the focus on women’s empowerment remains at the forefront, reflecting a commitment to harness the untapped potential of the nation’s female population. The Budget is anticipated to further bolster initiatives aimed at economic inclusivity and gender parity.

Mimicry row: Ruling MPs attack Kalyan Banerjee, Rahul Gandhi for ‘insulting’ the Vice President

KV Prasad Jun 13, 2022, 06:35 AM IST (Published)

Listen to the Article (6 Minutes)

Summary

A video from Parliament on Tuesday showed TMC MP Kalyan Banerjee derisively mimicking Vice President Jagdeep Dhankhar, while Congress leader Rahul Gandhi was seen recording the act.

Amid the row over TMC MP Kalyan Banerjee’s mimicry of Vice President Jagdeep Dhankhar in the Parliament premises, Rajya Sabha MPs belonging to the BJP and its allies participated in the proceedings while remaining standing to express solidarity with the Chairman of the Upper House.

On Tuesday, a video from Parliament showed Banerjee derisively mimicking Jagdeep Dhankhar, while Congress leader Rahul Gandhi was seen recording it. The TMC leader was taking part in the Opposition’s protest on the stairs of Parliament against the suspension of MPs from both the Houses.

On Wednesday, the treasury benches participated in the Question Hour proceedings while standing for around 10 minutes, PTI reported.

Finance Minister Nirmala Sitharaman, Commerce Minister Piyush Goyal, Education Minister Dharmendra Pradhan, Transport Minister Nitin Gadkari and Parliamentary Affairs Minister Prahlad Joshi were among those seen standing in the Rajya Sabha in support of the Vice President.

“In protest against the action of their party’s former president (Rahul Gandhi) and your honour and honour of the Constitution, we would participate in the Question Hour while remaining standing in silence. We request your permission… We strongly condemn how Rahul Gandhi insulted you and your constitutional position. To tarnish a particular community and section of society is not right,” PTI quoted Prahlad Joshi as saying.

He went on to say that the Opposition ‘insulted’ the Prime Minister 20 years ago because he comes from a poor family and belongs to the OBC background. “Then they insulted the President of India who is a tribal. And now they have insulted the Vice President, who is a farmer’s son and hails from the Jat community,” he said.

On Wednesday, President Droupadi Murmu and Prime Minister Narendra Modi extended their support to the Vice President.

On social media site ‘X’, Jagdeep Dhankhar informed that he received a phone call from PM Modi expressing “great pain over the abject theatrics of some Honourable MPs and that too in the sacred Parliament complex yesterday.”

President Murmu also took to the micro-blogging site and wrote, “I was dismayed to see the manner in which our respected Vice President was humiliated in the Parliament complex. Elected representatives must be free to express themselves, but their expression should be within the norms of dignity and courtesy. That has been the Parliamentary tradition we are proud of, and the People of India expect them to uphold it.”

In a series of posts, Union Minister Kiren Rijiju said, “The I.N.D.I.Alliance MPs never care for Parliament business nor are bothered about people’s issues. They keep shouting slogans, carrying placards, and using unparliamentary words every day! These MPs don’t believe in democracy, debate and discussion.”

Union Ministers Piyush Goyal and Smriti Irani also condemned the act on social media.

A post on BJP’s official handle on ‘X’ read, “If the country was wondering why Opposition MPs were suspended, here is the reason… TMC MP Kalyan Banerjee mocked the Honourable Vice President, while Rahul Gandhi lustily cheered him on. One can imagine how reckless and violative they have been of the House!”

Expressing deep anguish over the act, the Rajya Sabha Chairman on Wednesday said he will not tolerate any insult to Parliament and the post of vice president.

Sharing a video of him meeting Dhankhar, the Lok Sabha Speaker wrote on ‘X’: “Conveyed my deep concerns and anguish @VPIndia and Hon’ble Chairman, Rajyasabha about serious misdemeanour by Hon’ble MPs in Parliament complex demeaning and denigrating the constitutional office of Vice President. It is shocking that one MP chose to amplify this ignoble act by video graphing. This is a new low and no one believing in democracy will ever appreciate it.”

Meanwhile, Kalyan Banerjee defended himself over the mimicry row and said, “I have never had any intention to hurt anyone…Does he really behave like this in Rajya Sabha? Mimicry was done by the PM in Lok Sabha between 2014-2019…”

Rahul Gandhi said he shot the video of MPs sitting outside the Parliament which remains on his phone, PTI reported.

Asked about making a video of the act, Rahul Gandhi told media persons, “Who insulted and how? MPs were sitting there, I took their video which remains on my phone. The media continues to show it and is making remarks, Modi ji is making remarks, nobody has said anything.”

“Our 150 MPs have been thrown out and there is no discussion about that in the media… no discussion on Adani and Rafale. France has said that an investigation is not being allowed. There is no discussion on that, there is no discussion on unemployment, our MPs are sad, sitting there, you are discussing that,” he added.

President Droupadi Murmu receives book on PM Modi’s ‘Mann Ki Baat’ compilation

KV Prasad Jun 13, 2022, 06:35 AM IST (Published)

Listen to the Article (6 Minutes)

Summary

The book covers the journey of the now legendary radio broadcast ‘Mann Ki Baat’ and celebrates the milestone of 100 episodes hosted by PM Modi on some of country’s most burning issues. ‘For me Mann Ki Baat is like a thaal of prasad (plateful of offerings) at the feet of God in the form of janata-janardhan, the people,’ the PM said.

President of India Droupadi Murmu informed her followers on X (formerly Twitter) about receiving a copy of a book — Igniting Collective Goodness: Mann ki Baat@100 — at Rashtrapati Bhawan. Compiled by BlueKraft Digital foundation and published by Westland books, this book is based on the radio show hosted by none other than Prime Minister Narendra Modi.

Akhilesh Mishra, CEO of BlueKraft Digital Foundation, led his team members to meet the President Murmu in Delhi.

The book covers the journey of famous radio broadcast, Mann Ki Baat, and celebrates the significant milestone of 100 episodes hosted by PM Modi on some of country’s most burning issues. The book, now available online, goes beyond being a mere collection of transcripts. The book features a special foreword authored by PM Modi himself.

The 100th Mann Ki Baat radio address was telecast on April 30 this year. The monthly show reached another significant milestone of completing nine years in October. The journey of the legendary radio show commenced on Vijay Dashami in 2014, the year that saw PM Modi rising to the country’s top position.

Reacting on the achievement, PM Modi had said, “I just don’t feel that I am even a little far from you. For me Mann Ki Baat is not a programme, for me it is a matter of faith, of worship, or vrat (fast). Like when people go to worship God, they bring along a thaal of prasad (plateful of offerings). For me Mann Ki Baat is like a thaal of prasad at the feet of God in the form of janata-janardhan, the people.”

The Mann Ki Baat programme marked a significant shift from traditional methods of political communication. The show helped PM Modi establish itself as a dialogue with the nation. As per PM Modi, the show focused on the lives and stories of ordinary individuals who have brought about extraordinary change in society.

But, the most important aspect remains that the show helped in reviving the so called “dying medium.”

Igniting Collective Goodness: Mann Ki Baat @ 100 stands as an affirmation of the nation’s potential and spirit, proving that by coming together, we can indeed ignite collective goodness and build a brighter future,” he said in a blog post earlier.

India issues gazette notification for Women’s Reservation Bill

KV Prasad Jun 13, 2022, 06:35 AM IST (Published)

Listen to the Article (6 Minutes)

Summary

The central government on Friday, September 29, issued a gazette notification for the Nari Shakti Vandan Adhiniyam after receiving a nod from President Droupadi Murmu. This law aims to provide 33 percent reservation to women in the Lok Sabha and state assemblies after it comes into effect.

The central government on Friday, September 29, issued a gazette notification for the Nari Shakti Vandan Adhiniyam (Women’s Reservation Bill) after receiving a nod from President Droupadi Murmu. This came after Vice-President Jagdeep Dhankhar signed the Constitution amendment Bill on Thursday (September 28).

Officially known as the Constitution (106th Amendment) Act, this Act aims to provide 33 percent reservation to women in Lok Sabha and state assemblies after it comes into effect.

As per Home Minister Amit Shah’s statement earlier, the Bill will secure seats for women legislators following the next census and the subsequent delimitation exercise, which will result in redrawing of Lok Sabha and assembly constituencies.

As per Union Law Minister Arjun Ram Meghwal, the Delimitation Commission is tasked to decide which seats will henceforth be reserved for women.

This reservation benefit has also been extended to the National Capital Territory (NCT) of Delhi and within the seats reserved for Scheduled Castes (SC) and Scheduled Tribes (ST) in the Lok Sabha and state assemblies.

In a historic move, Parliament passed the Bill in Lok Sabha with near unanimity and Rajya Sabha with unanimity during a special session earlier this month.

KV Prasad Jun 13, 2022, 06:35 AM IST (Published)

Listen to the Article (6 Minutes)

Summary

The campaign will be introduced during the ‘Seva Pakhwara,’ which runs from September 17 to October 2 and encompasses a range of activities planned to enhance healthcare accessibility and awareness.

President Draupadi Murmu, on September 13, will inaugurate a campaign named ‘Ayushman Bhava’, aiming to ensure the optimum delivery of healthcare schemes to all intended beneficiaries, including those in remote areas.

What is ‘Ayushman Bhava’ campaign?

It is an umbrella campaign comprising three major components aimed at enhancing healthcare accessibility and awareness:

Ayushman Apke Dwar 3.0: This component focuses on creating and distributing Ayushman cards to all remaining eligible beneficiaries.

Ayushman Mela: The campaign includes Weekly Health Melas conducted at the level of AB-HWCs and Community Health Centers (CHCs).

Ayushman Sabha: These village/ward-level meetings are intended to raise awareness about various healthcare schemes and services.

Campaign launch during ‘Seva Pakhwara’

The campaign will be introduced during the ‘Seva Pakhwara,‘ which runs from September 17 to October 2 and encompasses a range of activities planned to enhance healthcare accessibility and awareness.

In a letter addressed to all cabinet ministers and chief ministers, Union Health Minister Mansukh Mandaviya emphasised the importance of realising the ‘Antyodaya’ vision by providing comprehensive health services to every village.

“India’s goal of Universal Health Coverage shall be possible only when each village of India is healthy. To build momentum for enhanced awareness about various healthcare schemes and to saturate critical healthcare services in every village, the Ministry of Health and Family Welfare has planned ‘Ayushman Bhava’ campaign,” Mandaviya said.

“With the successful implementation of all the above initiatives, the campaign will eventually ensure Gram/ Nagar Panchayat to attain the status of ‘Ayushman Gram Panchayat’ or ‘Ayushman Ward’ with saturation of selected health indicators,” Mandaviya stated.

What is Seva Pakhwara?

The Bharatiya Janata Party (BJP) will organise a 16-days ‘Seva Pakhwara’ commencing on September 17, coinciding with the 73rd birthday of Prime Minister Narendra Modi. The program will extend up to Gandhi Jayanti on October 2.

During the ‘Seva Pakhwara’, BJP chief JP Nadda has asked MPs to undertake service to people. These services include setting up blood donation camps and launching cleanliness campaigns in their areas.

All the blood banks will organize  at least one blood donation camp to ensure smooth availability of blood and its  components in the future.

An online organ donation Pledge Registry is being initiated beginning from Sewa Pakhwada to register the pledges of willing citizens all over the country. A 24×7 toll free helpline number 1800114770 is functional for providing any guidance related to pledging process or information on organ donation.

Besides, MPs have been asked to help eligible people get Ayushman Bharat scheme cards if they do not have one. They would also interact with people through the ‘Meri Mati Mera Desh’ campaign and visit villages.

President Droupadi Murmu will inaugurate a 12-foot statue of Mahatma Gandhi and a ‘Gandhi Vatika’ near Rajghat on September 4, the Gandhi Smriti and Darshan Samiti’s vice chairperson Vijay Goel said on Friday.

The statue and the ‘Gandhi Vatika’ are located on the Gandhi Darshan’s premises near Mahatma Gandhi’s memorial at Rajghat, he said.

These will be inaugurated by President Murmu at a function to celebrate the 75 years of India’s independence and its G20 presidency, Goel told reporters.

The statue is located at the entrance of the 45-acre Gandhi Darshan complex, he said and added that a selfie-point has also been created at the ‘vatika’ for visitors and it will also have multiple statues of Mahatma Gandhi.

These have been sculpted by artisans from Jaipur, and show him seated on a bench and in his meditative pose, the samiti’s vice chairperson said.

Flags of G20 member nations have also been installed at Gandhi Darshan, he said.

Goel said that the entire Gandhi Darshan complex is undergoing renovation due to the damage caused by the recent floods. Flooding of the complex damaged books at its library, he said.

The renovation is expected to be completed within two months and plans are to install swings at the garden as well as set up an art gallery, Goel said.

The special event was held at the Rashtrapati Bhavan Cultural Centre to commemorate the birth centenary year of the legendary actor and politician, who was popularly known as NTR.

According to a statement released by Rashtrapati Bhavan, President Murmu commemorated NTR’s profound contributions to Indian cinema and praised his ability to breathe life into iconic characters from the Ramayana and Mahabharata.

The message of social justice and equality was further amplified through his film Manushulanta Okkate, underscoring the universal truth that all human beings are equal, President Murmu added.

Beyond his cinematic journey, the legendary actor’s influence also spanned over politics. President hailed him as a unique personality who scripted a distinct chapter in Indian politics with his extraordinary charisma and dedication. She said that his public welfare efforts are still recognised today, demonstrating his dedication to the general welfare.

One side of the coin features the Ashoka Chakra while the other displays NTR’s portrait alongside the Hindi inscription ‘Nandamuri Taraka Rama Rao Satajayanti.’ The years 1923-2023 are etched onto the coin, encapsulating NT Ramarao’s birth centenary period.

Prominent personalities from the film fraternity and family members of NTR’s family were present at the event, according to PTI.
