Indian traffic police beat the heat with air-conditioned helmets

In a bid to combat the escalating heat due to climate change, traffic police in India are adopting a novel approach. Vadodara city traffic police have introduced air-conditioned (AC) helmets, designed and manufactured by Telangana-based startup, Jarsh Safety.

Kaustubh Kaundinya, Co-founder and CEO of Jarsh Safety, in an interview with CNBC-TV18, said, “This is primarily meant for temporary use whenever they’re facing this extra heat.”

Other police commissions, including Kanpur and Lucknow, are now adopting the initiative.

Kaundinya also discussed the cost and production time of these helmets. “The average lead time is about 30 days. We are at a small scale right now, so our production facilities are limited. We are looking to raise funds to expand the production facility and our product line,” he said.

The price point ranges between 13,000 to 17,000. “We are not essentially selling a helmet, but we’re selling a portable ventilation solution. So the price is comparable to having an air conditioner,” Kaundinya added.

The helmets have been certified in four different certifications — European, Indian, ISO, and OHS. According to the company, the low-power application eliminates the risks of mechanical failures or short circuits. The company is in talks with a few investors regarding expansion.

The Vadodara city traffic police have distributed over 450 such helmets so far.

Deputy Commissioner of Police (DCP), Traffic, Vadodara city, Jyoti Patel, expressed enthusiasm about the new gadget and said “We are even thinking of having AC jackets for the police. We have invited a few manufacturers who are having AC jackets. So if AC helmets would work, we may even get AC jackets for them.”

The scheme is now being rolled out in other cities. Kanpur city police have distributed seven AC helmets from Jarsh Safety and Lucknow police are set to order 500 helmets for a month-long trial. The trial will decide if the product can be formally introduced.

India advocates for region-specific ocean observations at 2024 Ocean Decade Conference

Amid challenges posed by climate change, India has made a strong pitch for designing region-specific ocean observations for forecasting and roping in NGOs to harness traditional knowledge for better understanding of deep-sea ecosystems

At the 2024 Ocean Decade Conference in Barcelona earlier this month, India also called for people-centred multi-hazard early warning systems and designing adaptation planning strategies to increase coastal resilience.

The Indian delegation to the Conference was led by Earth Sciences Secretary M Ravichandran and comprised experts in the area of ocean studies, including T Srinivasa Kumar, Director of the Indian National Centre for Ocean Information Services (INCOIS).

Ravichandran also urged integration of ocean observation systems across platforms in accessible and usable formats, bringing focus on use of science for policy and decision making by coastal cities and a greater emphasis on region specific ocean observations.

India had convened the Indian Ocean Regional Decade Conference in Hyderabad in February to deliberate on ocean decade challenges and steps to address the same.

At the Barcelona conference, India also stressed on increasing bio-geo-chemical and coastal observations and the need to reinvigorate ocean data management programs such as the International Oceanographic Data and Information Exchange (IODE), the digital twins and capacity development hub initiatives.

Ravichandran also stressed on the need to design regional projects such as ocean forecasting that demonstrate the end-to-end operational ocean value chain to user communities.

He also underscored the need to align existing and future initiatives with the UN Ocean Decade Challenges

Ravichandran said there was a need of bringing traditional knowledge through involvement of NGOs, local communities, and industry partners in ocean literacy and other related programs.

The United Nations had proclaimed 2021-30 as the UN Decade of Ocean Science for Sustainable Development to stimulate knowledge generation to reverse the decline of the state of ocean systems and catalyse new opportunities for sustainable development of the massive marine ecosystem.

UAE in recovery mode after experiencing heaviest rainfall on record

The United Arab Emirates struggled Thursday to recover from the heaviest recorded rainfall ever to hit the desert nation, as its main airport worked to restore normal operations even as floodwater still covered portions of major highways and roads.

Dubai International Airport, the world’s busiest for international travel, allowed global carriers on Thursday morning to again fly into Terminal 1 at the airfield.

“Flights continue to be delayed and disrupted, so we urge you to only come to Terminal 1 if you have a confirmed booking,” the airport said on the social platform X.

The long-haul carrier Emirates, whose operations had been struggling since the storm Tuesday, had stopped travellers flying out of the UAE from checking into their flights as they tried to move out connecting passengers. Pilots and flight crews had been struggling to reach the airport given the water on the roadways. But on Thursday, they lifted that order to allow customers into the airport.

Others who arrived at the airport described hourslong waits to get their baggage, with some just giving up to head home or to whatever hotel would have them.

By the end of Tuesday, more than 142 millimetres (5.59 inches) of rainfall had soaked Dubai over 24 hours. An average year sees 94.7 millimetres (3.73 inches) of rain at Dubai International Airport. Other areas of the country saw even more precipitation.

The UAE’s drainage systems quickly became overwhelmed, flooding out neighbourhoods, business districts and even portions of the 12-lane Sheikh Zayed Road highway running through Dubai.

ate-run WAM news agency called the rain “a historic weather event” that surpassed “anything documented since the start of data collection in 1949.”

In a message to the nation late Wednesday, Emirati leader Sheikh Mohammed bin Zayed Al Nahyan, the ruler of Abu Dhabi, said authorities would “quickly work on studying the condition of infrastructure throughout the UAE and to limit the damage caused.”

On Thursday, people waded through oil-slicked floodwater to reach cars earlier abandoned, checking to see if their engines still ran. Tanker trucks with vacuums began reaching some areas outside of Dubai’s downtown core for the first time as well. Schools remain closed until next week.

Authorities have offered no overall damage or injury information from the floods, which killed at least one person.

“Crises reveal the strength of countries and societies,” Dubai’s ruler, Sheikh Mohammed bin Rashid Al Maktoum, wrote on X. “The natural climate crisis that we experienced showed the great care, awareness, cohesion and love for every corner of the country from all its citizens and residents.”

The flooding sparked speculation that the UAE’s aggressive campaign of cloud seeding — flying small planes through clouds dispersing chemicals aimed at getting rain to fall — may have contributed to the deluge. However experts said the storm systems that produced the rain were forecast well in advance and that cloud seeding alone would not have caused such flooding.

Jeff Masters, a meteorologist for Yale Climate Connections, said the flooding in Dubai was caused by an unusually strong low-pressure system that drove many rounds of heavy thunderstorms.

Scientists also say climate change is responsible for more intense and more frequent extreme storms, droughts, floods and wildfires around the world. Dubai hosted the United Nations COP28 climate talks just last year.

Abu Dhabi’s state-linked newspaper The National in an editorial Thursday described the heavy rains as a warning to countries in the wider Persian Gulf region to “climate-proof their futures.”

“The scale of this task is more daunting that it appears even at first glance, because such changes involve changing the urban environment of a region that for as long as it has been inhabited, has experienced little but heat and sand,” the newspaper said.

White House renews internal talks on invoking climate emergency

White House officials have renewed discussions about potentially declaring a national climate emergency, an unprecedented step that could unlock federal powers to stifle oil development.

Top advisers to President Joe Biden have recently resumed talks about the merits of such a move, which could be used to curtail crude exports, suspend offshore drilling and curb greenhouse gas emissions, according to people familiar with the matter who asked not to be named because a final decision has not been made.

White House advisers are divided over the idea of declaring a climate emergency, with some saying it wouldn’t provide Biden with enough newfound authority to make substantial changes, the people said. Others, however, argue such an announcement would galvanize climate-minded voters.

Officials have not made a decision on the matter, nor is any declaration imminent, the people said. White House discussions over potential policy steps can span years, sometimes without ever coming to fruition.

The White House did not comment specifically on the discussions. In an emailed statement, White House spokesperson Angelo Fernandez Hernandez highlighted the president’s existing policies, saying Biden has “delivered on the most ambitious climate agenda in history.”

“President Biden has treated the climate crisis as an emergency since day one and will continue to build a clean energy future that lowers utility bills, creates good-paying union jobs, makes our economy the envy of the world and prioritizes communities that for too long have been left behind,” Hernandez said.

US presidents have widely declared national emergencies for various reasons. Former President Donald Trump used the tactic to divert military funding to build a wall along the US-Mexico border. But a climate-emergency declaration would be unprecedented and almost certainly face legal challenges.

The Biden administration previously mulled a similar emergency declaration in 2022 after negotiations on broad, clean-energy legislation faltered, threatening to stall much of the president’s climate agenda. But the idea of a declaration was shelved after the sweeping Inflation Reduction Act was enacted.

Last year, Biden said he’d already effectively declared a climate emergency, having used other powers to impose conservation policies, emission curbs and clean-energy supports. The president expanded those efforts this year, indefinitely halting new licenses to widely export natural gas.

Still, environmental activists have been demanding bolder moves to confront global warming.

Emergency declarations could enable the president to halt or limit crude exports for at least a year at a time, suspend offshore drilling, and throttle the movement of oil and gas on pipelines, ships and trains. Industry experts have warned that such a measure would discourage investment in domestic oil production and stoke higher retail prices.

Youth activists, led by the Sunrise Movement, Fridays For Future USA and the Campus Climate Network, are planning protests nationwide on and around Earth Day to demand Biden proclaim climate change a national emergency.

As the world stares down “another summer of floods, fires, hurricanes and extreme heat,” Biden must declare a climate emergency “and use every tool at his disposal to tackle the climate crisis and prepare our communities to weather the storm,” said Aru Shiney-Ajay, the Sunrise Movement’s executive director. “If Biden wants to win the youth vote, he needs to take forceful action on climate change.”

Those voters helped clinch victory for Biden in the 2020 election, yet they’ve been frustrated by decisions to support fossil-fuel projects such as ConocoPhillips’ mammoth Willow development in Alaska.

Australia’s Great Barrier Reef hit by most extensive bleaching event on record

The Great Barrier Reef, Australia’s natural jewel and the world’s largest living structure, is grappling with an unprecedented crisis as record bleaching devastates its fragile ecosystem. According to Agence France-Presse (AFP), a staggering 73% of surveyed reefs have been damaged, marking the most extensive bleaching event on record.

Stretching over 2,300 km (1,400 miles), the Great Barrier Reef is renowned for its stunning biodiversity, boasting over 600 types of coral and 1,625 fish species. However, recent aerial surveys conducted by scientists have revealed alarming statistics: Approximately 730 out of more than 1,000 surveyed reefs have experienced bleaching, with extreme bleaching affecting the entire expanse for the first time in history.

The Marine Park Authority, a federally-funded organisation overseeing the reef, issued a statement expressing concern over the cumulative impact witnessed this summer, which surpass previous years’ occurrences. Government reports indicate that up to 46% of reefs have endured record heat stress, a significant escalation compared to 2016 when only 20% of reefs were exposed.

This event marks the fifth mass bleaching on the reef in the past eight years. Bleaching, triggered by rising water temperatures, occurs when corals expel symbiotic algae, resulting in their whitening and eventual death if the conditions persist. Richard Leck, WWF Australia’s Head of Oceans, told AFP that the unprecedented scale of the bleaching, particularly in regions previously spared from severe events, is alarming.

“This is the worst event the southern reef has experienced,” he said. “The scary thing about this year’s event is that it is more widespread than in 2016, but we won’t know for a few months what the mortality of corals looks like.”

Roger Beeden, Chief Scientist at the Reef Authority, emphasised climate change as the foremost threat to reefs globally, stressing the urgent need for action. “The Great Barrier Reef is an incredible ecosystem, and while it has shown its resilience time and time again, this summer has been particularly challenging,” he said.

Experts have called for immediate measures to mitigate coral bleaching, including global emission reduction and local restoration initiatives. Anna Marsden, Managing Director of the Great Barrier Reef Foundation, lamented the reef’s “worst summer on record” and warned of irreversible damage without swift intervention.

“If we do not take immediate action to reduce global emissions and implement effective conservation measures, we risk losing these irreplaceable ecosystems forever.”

In Lizard Island, one of the worst-hit areas, marine biologist Anne Hoggett described scenes resembling a “watery graveyard,” with around 80% of vulnerable Acropora corals bleached. Concerns loom over the ability of these corals to recover from the extensive damage.

Australia has invested billions into conservation efforts, but its status as one of the world’s largest gas and coal exporters underscores the challenge of balancing economic interests with environmental preservation. The nation’s commitment to carbon neutrality and conservation measures will be scrutinised by UNESCO later this year as it assesses the reef’s World Heritage status.

Summary

Cloud seeding is the practice of generating artificial rain by implanting substances in clouds. It uses generators and planes to pour chemicals into clouds to condense tiny particles into larger raindrops.

Dubai used cloud seeding to increase rainfall in the region on Tuesday, April 16. The city administration has been conducting this process for years, particularly in the summer, to improve the rainfall to deal with the problem of water scarcity.

Sheikh Hamdan bin Mohammed Al Maktoum, the Prince of Dubai, shared on Instagram a view where the elephants were spotted walking and enjoying the weather after Dubai received heavy rainfall.

What is cloud seeding?

Cloud seeding is the process of weather modification to stimulate the precipitation process to produce rain or snow. For this, substances like silver iodide, potassium iodide, or liquid propane are dispersed into the air. These substances provide nuclei around which water droplets can form before the formation of precipitation.

This technique has been used for decades in some regions to alleviate drought conditions.

Process of cloud seeding

According to DRI, the process of cloud seeding can be carried out from ground-based generators or aircraft. The DRI Cloud Seeding Research Program primarily uses ground-based generators that are designed and built such that they can work remotely. They also use a subcontracted seeding aircraft in the Carson and Walker River basins.

In this operation, most of the time, they use a compound called silver iodide to aid in the formation of ice crystals. When a storm system passes through the cloud-seeding areas, the ground-based generators or aircraft burn a solution containing a small amount of silver iodide.

When it reaches the cloud, it works as an ice-forming nuclei and helps in the formation of snowflakes.

Benefits of cloud seeding

Considering the multifaceted pressures of climate change on businesses, companies should empower executives and establish committees for climate action oversight, with “genuine top-level commitment driving a comprehensive approach,” Deloitte has said in a report.

The company’s report, titled ‘Chair of the Future – The Role of the Chair in Climate Transition’, is based on the interviews of 28 Chairs of Indian companies.

It observed that the board’s awareness and understanding of climate-related risks have grown with time and it has now become an important part of its agenda.

To ensure that the company’s decision-making is aligned with best practices, there is a requirement for continuous adaptation and education on the latest technological advancements and sustainability trends, it stated.

Citing the recommendations of the Chairs, Deloitte report further batted for a shift in the agenda to recognise capital as a metric and key driver in addressing the issue of climate change. It noted that this shift is “essential for aligning investment decisions towards climate risk mitigation and adaptation measures that increasingly influence market performance”.

Further, it calls for discussing industry-specific tactics for addressing climate change and integrating Environmental, Social, and Governance (ESG) principles into business strategies.

Deloitte had identified four archetypes to integrate climate change into business strategy. These include value maximisers, corporate contributors, impact integrators and social innovators.

In its report, it further noted that sustainability has become an ‘ethical imperative’ and ‘profitable pathway’ for the corporate boardrooms. It added that they are now giving more focus on climate-related goals, with a strategic embrace of broader ESG principles to enhance long-term shareholder value.

“Boardroom agendas are being reframed to lead the sustainability agenda and build a profitable, climate-resilient future,” the report stated.

The adoption of a climate change lens and addressing regulatory risk and compliance serve as the starting points for this shift. The focus should be on using sustainability as a “strategic advantage for attracting investment, innovation, market expansion, and leadership in the green economy,” it added.

Prime Minister Narendra Modi on Friday said parameters used to measure progress are detrimental to the climate and suggested developing the concept of a green gross domestic product. In a free-wheeling conversation with philanthropist and Microsoft co-founder Bill Gates, he also said that climate action has gained momentum since the G20 Summit in India in September last year.

When Gates asked if the green approach could be made more affordable for easier adoption, the prime minister said the world needs to adopt a two-pronged strategy: first, nature- and climate-friendly innovation, and second, environmentally friendly lifestyles.

The prime minister said, “Our current challenge is how we perceive progress. For example, a country’s development is often judged by its steel consumption and energy usage. Based on these criteria, we calculate the country’s economy.”

“If we continue to rely on these parameters, we will consume more electricity and steel, resulting in increased carbon emissions. This means we need to change our mindset. We need to make lifestyle choices and measure progress in ways that are climate-friendly. Currently, all our measures of progress are detrimental to the climate,” Modi said.

He suggested that the world adopt the concept of Green GDP that would be incorporated into the overall gross domestic product. “We need to change the global terminology,” Modi said. The prime minister noted that his and Gates’ perspectives on climate change closely align.

The philanthropist praised the “Mission Innovation” spearheaded by the prime minister at the 2015 Paris climate meeting. “Mission Innovation”, termed by Prime Minister Modi, involves collaboration among 23 countries and the European Commission (on behalf of the European Union) to accelerate the clean energy revolution and progress towards the Paris Agreement goals and pathways to net zero. India is a founding member of “Mission Innovation”.

The prime minister recalled that he, the then US and French presidents, and Gates had discussed their strategy in depth during that time, but unfortunately, their efforts did not progress significantly. “However, post-G20, an atmosphere has been created where everyone has resolved to fulfil their responsibilities towards the climate. The foundation we laid together with your involvement being instrumental… I am optimistic that these efforts will flourish, much like a banyan tree,” Modi said.

NABSAMRUDDHI’s ‘Climate Ready WASH’ awareness campaign to cover 40 block-level camps in vulnerable areas

Commemorating World Water Day, NABARD, along with its NBFC subsidiary NABSAMRUDDHI, has launched the first phase of a nationwide funding awareness campaign — ‘Climate Ready WASH’ — for women joint liability group (JLG) borrowers of microfinance institutions, to take forward the common mandate of sustainable rural development.

To kickstart the campaign, an event was organised at NABARD Mumbai inaugurated by Shaji KV, Chairman, NABARD.

Emphasising the criticality of water availability for the marginalised segments, Shaji KV in his address talked about the need to focus on impact rather than returns to support them, a statement said.

“Water is a public good but the water balance is changing due to climate change. It is the most marginalised who face the brunt of climate risk and their livelihoods are getting affected,” the official said.

He noted that the public finance institution is eyeing innovative solutions to support the most needy segment in partnership with the Panchayati Raj institutions, civil society organisations and government agencies to create a larger impact.

“Awareness generation is key to such solutions,” he said, adding that NABSAMRUDDHI has piloted the ‘Climate Ready WASH’ programme under which the campaign to create awareness among end borrowers has been kick-started.

“The mainstreaming of the initiative will help address these challenges as well,” he added.

To promote sustainable livelihoods, NABSAMRUDDHI has been offering concessional wholesale WASH loans by utilising NABARD refinance along with technical assistance from its partners Water.org and FINISH Mondial.

Through 32 partner institutions, the NBFC has so far contributed $45 million in WASH funding, reaching 75,000 end borrowers, 90% of whom are women, the statement read.

The ‘Climate Ready WASH’ campaign will cover 40 block-level camps in climate-vulnerable areas across seven states in the country in Phase I through FINISH Mondial.

Emphasising the need for collaborative action in funding the last mile segment, Bonani Roychoudhury, NABSAMRUDDHI MD underscored COP27 and COP28 declarations on climate-resilient WASH.

“Financing such solutions is expected to result in climate risk mitigation and adaptation for the vulnerable and augment health, productivity, incomes, quality of life of rural women while addressing the issues of gender equity, empowerment, safety and dignity,” Roychoudhury said.

Among the products to be covered for financing will include majorly these solutions — climate smart toilets, rainwater harvesting for borewell recharge, rainwater harvesting for storage and solarisation of pumps.

At the event, an MoU was also signed between NABSAMRUDDHI and the Climate Policy Initiative (CPI) to collaborate on financing climate-smart solutions.

Cherry blossoms paint Tokyo and Washington pink way too early amid climate change

The phenomenon is not confined to Japan alone. In the United States capital of Washington, D.C., home to nearly 4,000 cherry trees gifted by Japan in 1912, a similar trend is observed. Climate scientists like Theresa Crimmins, Director of the USA National Phenology Network, point to the correlation between rising temperatures and earlier springtime blooms. However, they also caution against assuming a linear progression. While warmer temperatures may accelerate blooming, insufficient exposure to cold temperatures can delay or disrupt the process, potentially leading to reduced flower and fruit production. Moreover, beyond altering blooming schedules, climate change is directly impacting the health and longevity of cherry trees. In Washington, D.C., rising water levels in the Potomac river, attributed to climate change, along with infrastructure issues, are threatening the iconic cherry trees around the Tidal Basin. To address this, the US National Park Service is embarking on a multi-year climate resilience project. This initiative involves the removal of over 150 cherry trees, along with other species, to facilitate repairs to sea walls and mitigate inundation of tree roots.
