National Civil Services Day History:

Sardar Vallabhbhai Patel, the first Home Minister of Independent India, addressed probationers of Administrative Services Officers in 1947 at Metcalf House in Delhi, referring to civil officials as the ‘steel frame of India’. The first celebration was held on April 21, 2006, at Vigyan Bhawan in New Delhi. And the day, ever since, has been celebrated as the National Civil Services Day.

National Civil Services Day Theme:

The theme for Civil Service Day can vary and it depends on the current priorities or challenges faced by the sector.  It’s best to check the official announcement from the relevant government department or organisation to find the specific theme.

National Civil Services Day Significance:

This day is celebrated to acknowledge the hard work, dedication, and commitment of officials to serve the nation. This day is an opportunity to appreciate the civil workers in promoting social justice, maintaining law and order, and ensuring good governance.

As part of this day, the Prime Minister’s Awards for Excellence in Public Administration are awarded to Districts/Implementing Units for the implementation of priority programmes and innovation categories. Each year, this day brings civil workers together to connect and learn about best practices being adopted across the country in the field of public grievance. This yearly event, which celebrates the outcomes of the full year’s effort, is eagerly awaited by all public administrators.

After Sai Kiran’s father had succumbed to cancer in 2016, his mother Lakhsmi took up the challenge of raising her young children singlehandedly, with education her primary goal. Lakshmi’s small income as a beedi worker has come a long way, with her son now an IAS officer.

Nandala Sai Kiran from Telangana ranked 27th at national level in the recently-concluded UPSC Civil Services final exams. He achieved this feat against stiff odds. After Sai Kiran’s father had succumbed to cancer in 2016, his mother Lakhsmi took up the challenge of raising her young children singlehandedly, with education her primary goal.

Lakshmi’s small income as a beedi worker has come a long way with her son now an IAS officer. Her daughter Sravanthi is working at Mission Bhagiratha after completing her education at IIIT in Basara.

Hailing from Velichala village of Karimnagar district, Sai Kiran shared his story in an exclusive interview with News 18. “No one advised to me to set the civil services as my lifetime goal and I reached it as my target. My mother’s hard work and commitment had played a key role in my achievement,” Sai Kiran said.

After his graduation from NIT in Warangal, Sai Kiran took up a job with a software company in 2018, carrying on his preparation for the UPSC exams through online courses alongside. He succeeded in his second attempt.

Summary

National Civil Services Day is celebrated by the central government every year on April 21. The day also gives an opportunity to the civil servants of India to rededicate themselves and renew their commitment to public service.

Civil servants constitute the backbone of the administration — they are the ones who ensure the implementation of government policies. They are also responsible for creating ways for smooth functioning of programmes and ensuring the passage of benefits to the people.

The civil services in India consists of the Indian Administrative Service (IAS), Indian Police Service (IPS), Indian Foreign Service (IFS), and a comprehensive list of All India Services and Central Services Group A and Group B.

National Civil Services Day is dedicated to the civil servants to commemorate their exemplary work and to reflect on their achievements. On this day, various offices also make plans for the coming year for their respective departments.

The central government also evaluates the work of various departments and presents awards to the best working individuals and groups of the various civil services on National Civil Services Day.

History and Significance

The first National Civil Services Day was celebrated at a function held in Vigyan Bhawan, New Delhi, on April 21, 2006.

The date, April 21, chosen for the celebration of National Civil Service Day, commemorates the day when Sardar Vallabhbhai Patel, Independent India’s first home minister, addressed the probationers of the Administrative Services Officers in 1947.

In his inspirational speech, Sardar Vallabhbhai Patel acknowledged the civil servants of the country as the “steel frame of India.” National Civil Services Day recognises the exemplary services of the government workers in the country.

The administration also recognises the veterans’ accomplishments on this day and medals are given to selected civil servants for their contribution towards nation-building.

On this day, the country’s prime minister presents awards of excellence to honour the nation’s civil servants for their significant contributions and to motivate them to work more efficiently for the public.

Civil Services Exam: UPSC rules out application withdrawal for candidates

The UPSC had in 2018 announced a facility for withdrawal of applications by candidates after it found that roughly 50 per cent of the 10 lakh-plus candidates who fill in the application forms for the preliminary examination actually write the test.

Candidates of Civil Services Examination will not be able to withdraw their applications after submission, the Union Public Service Commission (UPSC) has said.

The UPSC had in 2018 announced a facility for withdrawal of applications by candidates after it found that roughly 50 per cent of the 10 lakh-plus candidates who fill in the application forms for the preliminary examination actually write the test.

“The candidates will not be allowed to withdraw their applications after the submission of the same,” said a recent notification issued by the UPSC.

The Civil Services Preliminary Examination 2023 will be held on May 28, it said.

The prestigious examination is conducted annually in three stages — preliminary, main and interview — to select officers of Indian Administrative Service, Indian Foreign Service and Indian Police Service, among others.

According to the notification, the number of vacancies to be filled through the examination is expected to be approximately 1,105 which include 37 vacancies reserved for persons with benchmark disability category, i.e. seven vacancies for candidates of blindness and low vision; five for deaf and hard of hearing and 15 for locomotor disability including cerebral palsy, leprosy cured, dwarfism, acid attack victims and muscular dystrophy, among others, The final number of vacancies may undergo a change after getting firm number of vacancies from cadre controlling authorities, it said.

The UPSC had announced to fill 861 vacant posts through Civil Services Examination 2022.

It will also be conducting recruitment for the Indian Railway Management Service (IRMS) through the Civil Services Examination 2023.

Candidates can apply for Civil Services (Preliminary) Examination online through website www.upsconline.nic.in. The online applications can be filled up to February 21, 2023 till 6 pm.

“The Commission has also decided to extend the facility of making correction(s) in any field(s) of the application form for this examination from next day of the closure of the application window of this examination. This window will remain open for seven days from the date of opening of the same, i.e., from 22.02.2023 to 28.02.2023,” it said.

Government strives to have a workforce which reflects gender balance and women candidates are encouraged to apply, the notification said.

UPSC declares results of Civil Services (Main) Examination 2022

The UPSC has put up on its website (www.upsc.gov.in) a list of roll numbers of the successful candidates.

The results of Civil Services (Main) Examination 2022 were declared on Tuesday by the Union Public Service Commission (UPSC), according to an official statement.

The civil services examination is conducted annually in three stages — preliminary, main and interview — to select officers of Indian Administrative Service (IAS), Indian Foreign Service (IFS) and Indian Police Service (IPS) among others.

The main examination was held from September 16 to September 25.

The UPSC has put up on its website (www.upsc.gov.in) a list of roll numbers of the successful candidates.

Dates of personality tests (interviews) of the successful candidates will be notified in due course, which will be held in the office of the Union Public Service Commission at Dholpur House, Shahjahan Road, New Delhi.

The e-summon letters of personality tests of the candidates will be made available in due course, which may be downloaded from the Commission’s website, the UPSC said in the statement.

No paper summon letters will be issued for the personality tests (interviews) by the Commission, it added.

Candidature of the successful candidates is provisional subject to their being found eligible in all respects, according to the statement.

The candidates will be required to produce the original certificates in support of their eligibility/reservation claims viz. age, educational qualifications, community, economically weaker section, Person with Benchmark Disability (PwBD) and other documents such as travelling allowance form etc. at the time of their personality test (interview), it said.

They are, therefore, advised to keep the said documents ready with them, the statement said.

All the candidates, who qualified for the personality tests (interviews), are required to fill and submit their Detailed Application Form-II (DAF-II) mandatorily, it said.

All these candidates have to fill up and submit DAF-II online only, which will be available on the website of the Union Public Service Commission (https://upsconline.nic.in) during the period from 8th December, 2022 to 14th December, 2022 till 6 PM, failing which his/her candidature shall stand cancelled and no correspondence will be entertained by the Commission in this regard, the statement read.

Further, no e-summon letter will be issued to such candidates, it said.

TNPSC Group 4 hall tickets 2022 released: Steps to download and other details

The TNPSC Group 4 exams will be held on July 24, 2022, for which the admit cards have been released on the official website tnpsc.gov.in.

The Tamil Nadu Civil Servants Selection Board (TNPSC) has released the admit card for the Combined Civil Services Examination 4 (Group-4) today, July 14. Candidates can download their TNPSC Group 4 hall tickets from the official website of the Commission.

The TNPSC Group 4 exams will be held on July 24 from 9.30 am to 12.30 pm.

Here are the steps to download the TNPSC Group 4 Hall Ticket 2022

Step 1: Go to the official site of TNPSC.

Step 2: On the home page, find the link ‘HALL TICKET DOWNLOAD – COMBINED CIVIL SERVICES EXAMINATION- IV (GROUP-IV SERVICES) (Hall Ticket)’ and click on it

Step 3: Enter your login credentials in the specified fields and click on ‘submit.’

Step 4: Your TNPSC Group 4 2022 admit card will appear on the screen.

Step 5: Check all the details mentioned in the admit card and download it.

Step 6: Take a printout of your TNPSC Group 4 2022 hall ticket and keep the hard copy for future reference.

The TNPSC Group 4 notification aims to fill 7,301 posts in Tamil Naidu Ministerial Service, Tamil Naidu Judicial Ministerial Service, Tamil Naidu Secretariat Service, Tamil Naidu Slum Clearance Board Non-Technical Subordinate Service, Tamil Naidu Legislative Assembly Secretariat Service, and Tamil Naidu Housing Board Subordinate Service. Candidates are advised to check the official website of TNPSC for more details and updates.

Maharashtra Board HSC SSC results 2023

For the first time in seven years, three women have secured the top three ranks in Union Public Service Commission 2021. Shruti Sharma, an alumnus of St Stephen’s, Delhi, is the topper, while Ankita Agarwal and Gamini Singla are ranked second and third respectively. A total of 685 candidates qualified, with 177 being women.

Gamini is an alumnus of Punjab Engineering College and it was her childhood dream to become an IAS officer. Gamini has been preparing at home since 2020 after completing her B-tech in computer science engineering and cracked the exam in the second attempt.

Speaking to CNBC-TV18 Singla said, “I feel extremely overwhelmed and just full of gratitude; so satisfied right now; getting rank three was like dream come true.”

She said she would prefer Indian administrative services in her home state of Punjab.

When asked what kind of work she would like to do, she said, “I think wherever I am posted, I would like to work my best because I think there is a lot of scope in every department, and we can contribute to everything. But having said that, I think there are a few departments that gives us the opportunity I would love to work in, such as health, education and women empowerment. It will be good if I can contribute to these three sectors in any way.”

UPSC Results: Women secure top 3 ranks, 685 qualify civil services exam

A total of 685 candidates qualified the test, the UPSC said. Of them, 244 are from the general category, 73 are from the economically weaker sections, 203 from other backward classes, 105 from scheduled caste and 60 from scheduled tribes, the commission said. 

Shruti Sharma, Ankita Agarwal and Gamini Singla secured the first, second and third rank, respectively in the civil services examination 2021, results of which were announced by the Union Public Service Commission (UPSC) on Monday.

A total of 685 candidates qualified the test, the UPSC said. Of them, 244 are from the general category, 73 are from the economically weaker sections, 203 from other backward classes, 105 from scheduled caste and 60 from scheduled tribes, the commission said.

Ankita Agarwal, who secured the second rank, said she wants to work for women empowerment and primary healthcare. Agarwal is a 2020 batch Indian Revenue Service (Customs and Central Excise) officer. At present, she is under probation at the National Academy of Customs, Indirect Taxes and Narcotics in Faridabad.

“I am happy to have secured the second rank. I have opted for the IAS and I would like to work for women empowerment, primary healthcare and school education sectors after joining the service,” she said.

She said it was a matter of great pride for her and the entire country that women secured the top three spots.

Agarwal said she used to dedicate as many hours as possible for the exam preparation. “Instead of putting in a definite number of hours, I tried to maintain a sustainable study schedule,” she said.

Agarwal, a graduate in Economics (Hons.) from Delhi University’s St Stephen’s College, had chosen political science and international relations as her optional subject.

The UPSC holds civil services examinations annually in three stages —preliminary, main and interview — to select IAS, IFS, IPS officers, among others.

The written part of the exam was conducted in January, while the interviews were held in April and May. The The candidature of 80 candidates is provisional while the result of one candidate has been kept withheld.

Besides the top three rank holders, Aishwarya Verma secured the fourth position and Utkarsh Dwivedi achieved the fifth rank, it said. “UPSC has a ‘facilitation counter’ near examination hall in its campus. Candidates can obtain any information / clarification regarding their examinations / recruitment on the working days between 10:00 hours to 17:00 hours in person or over telephone nos. 23385271/23381125 /23098543,” the Commission said.

Results are also available on the UPSC’s website — www.upsc.gov.in. “Marks will be available on the website within 15 days from the date of declaration of result,” it said.

“Besides developing itself, India has to play a bigger role in the new world order emerging post-Covid pandemic,” he said at the valedictory session of the 96th Common Foundation Course of the institute.

“I have interacted with several batches of civil services trainees but your batch is special because you have done it in the year when India completes 75 years of Independence. When the country completes 100 years of its Independence you will be in service,” he said. Asking trainee officers to never let go of their sense of service and duty, Modi said they should keep asking themselves throughout their careers whether they are losing these two qualities.

“The sense of authority and power harms both individuals and institutions.” The Prime Minister also asked the trainee officers to always bear in mind that the country has to take the motto of reform, perform and transform to the next level. “When you go in the field you should not hesitate in taking a decision that you think might make a difference in the life of the man on the lowermost rung of the social ladder,” he said.

He also advised them to not treat the data in files brought to them when they go out in the field as just figures, saying they are related to individuals and their dreams. “Try to understand the rationale behind a system in relation to the time in which it was established. When you understand the logic behind a system you can come up with permanent solutions,” Modi said.

The Prime Minister advised the trainee officers to pick five to seven challenges faced by people in their areas when they go out in the field and try to find a solution to those so that they are remembered long after they leave the place. He also asked them to write an article before they leave the academy summing up what they want to do as officers and administrators.

“When you complete 25 years of service you can revisit your article and find out whether or not you succeeded in achieving what you had set out to achieve,” Modi said. Sometimes, doing too many things cannot give one the satisfaction of doing just a couple of things one had targeted to achieve, he said. “You are going to be part of a positive social change. So try to develop leadership qualities and a team spirit. It is mandatory for bringing about any major change,” Modi added. Before his address, Modi inaugurated a new sports complex at the Academy besides dedicating to the nation a revamped Happy Valley Outdoor Complex.

The UPSC conducts the civil services examination annually in three stages — preliminary, main and interview — to select the Indian Administrative Service (IAS), Indian Foreign Service (IFS) and Indian Police Service (IPS) officers, among others.

The Civil Services (Main) Examination, 2021 will be conducted as per schedule from Friday, the Union Public Service Commission (UPSC) said on Wednesday. “After carefully reviewing the situation prevailing due to COVID-19 pandemic, the Union Public Service Commission has decided to conduct the Civil Services (Main) Examination, 2021 as per schedule i.e. on 7th, 8th, 9th, 15th and 16th January, 2022,” it said in a statement.

In view of the restrictions imposed by the state governments to contain the COVID-19 pandemic, UPSC requested governments to ensure that no inconvenience is caused to the candidates and examination functionaries in their movement. The state governments have further been requested that public transport be made operational to the optimum level, at least on a day before the Examination till the date of conduct of the Examination.
