Himachal Pradesh Lok Sabha elections 2024: Seats, schedule, Congress candidates and more

KV Prasad Jun 13, 2022, 06:35 AM IST (Published)

Listen to the Article (6 Minutes)

Summary

In the last two general elections, 2014 and 2019, the BJP won all four parliamentary constituencies in the state.

Himachal Pradesh, the only north Indian state where the Congress is in power on its own, is gearing up for the 2024 Lok Sabha elections and the by-polls to the six Assembly seats slated for June 1.

During the last two general elections — 2014 and 2019 — the Bharatiya Janata Party (BJP) won all four parliamentary constituencies in the state. However, Congress’ Pratibha Singh wrested the Mandi seat from the saffron party in 2021 during the by-election necessitated by the demise of then-incumbent MP Ram Swaroop Sharma.

The next year, the grand old party also secured a win in the 2022 Assembly elections, bagging 40 of 68 seats in the state. However, cracks in its state unit came to the fore during the Rajya Sabha election earlier this year when Congress candidate Abhishek Manu Singhvi was defeated due to cross-voting by six MLAs of the ruling party.

The by-elections for six Assembly constituencies are being conducted after these seats fell vacant following the disqualification of the then legislators from the Assembly for defying the party whip. All the six Congress rebels later joined the BJP. They have now been fielded in the by-polls.

Besides making a comeback in Himachal Pradesh in the general elections, the Congress also faces a major challenge from the saffron party in Assembly by-polls as its result will have a major impact on the Sukhvinder Singh Sukhu-led government.

Himachal Pradesh Lok Sabha elections: Voting dates

Polling for the 2024 general elections in the state will be conducted during the last phase on June 1. Himachal Pradesh will go to polls in a single phase.

In the 2019 elections, the state registered a total voter turnout of 72.42%.

Himachal Pradesh Lok Sabha elections: Total seats

The state has four parliamentary constituencies, out of which one seat is reserved for the SC candidates, while the rest are unreserved.

Himachal Pradesh Lok Sabha elections: Congress candidates

The Congress has wisely chosen its four candidates for Himachal Pradesh to avert yet another humiliating defeat by the BJP in Lok Sabha polls. Here’s a look at the candidates fielded by the grand old party in the state:

S. No. Lok Sabha constituencies Congress candidates
1  Kangra Anand Sharma
2 Mandi Vikramaditya Singh
3 Hamirpur Satpal Singh Raizada
4 Shimla (SC) Vinod Sultanpuri

Lok Sabha election 2024: High-stakes showdown in Gulbarga, Kharge’s son-in-law vs BJP’s giant-slayer

KV Prasad Jun 13, 2022, 06:35 AM IST (Published)

Listen to the Article (6 Minutes)

Summary

The 81-year-old Kharge has opted out of the electoral race, citing his age along with the role of managing the party nationally and coordinating with the INDIA bloc. The party has fielded his son-in-law Radhakrishna Doddamani, a businessman who also manages educational institutions.

Will the son-in-law avenge the defeat of AICC President Mallikarjun Kharge, or will the Surgeon, who created history by ensuring the Congress stalwart’s first-ever electoral loss in his home turf, recreate history? The contest in Gulbarga Lok Sabha segment has heated up amid the scorching summer.

Congress wants to wrest Gulbarga back at any cost; failure to regain the lost bastion of its chief will be a huge embarrassment for it.

The BJP is fighting to retain this high-profile SC reserved segment to assert itself in this region, which was long the grand old party’s citadel.

The 81-year-old Kharge has opted out of the electoral race, citing his age along with the role of managing the party nationally and coordinating with the INDIA bloc. The party has fielded his son-in-law Radhakrishna Doddamani, a businessman who also manages educational institutions.

While the BJP has once again fielded Umesh Jadhav, a medical surgeon, who emerged as the giant-slayer by defeating Kharge in 2019.

Considered to be the gateway for the Kalyana Karnataka region, which is among the backward areas of the state — Gulbarga, now known by its old name Kalaburagi or Kalburgi (stony land) was part of the region that was transferred from Hyderabad State to Karnataka at the time of re-organisation of the state in 1956.

Famous for toor dal and the limestone deposits, the region once hosted the celebrated capital of the Rashtrakuta kingdom.

Kharge, who is the Leader of the Opposition in the Rajya Sabha, had won from the Gulbarga segment twice (2009, 2014), but lost the 2019 polls to Jadhav by 95,452 votes. Popularly known as ’Solillada Saradara’, (a leader without defeat), for Kharge, who was a nine-time MLA, that was the first electoral loss in his political life spanning several decades.

Jadhav had quit as Congress MLA and joined the BJP to contest the 2019 Lok Sabha election from Gulbarga.

The 2019 election was considered a tough one for Kharge, as senior leaders of Congress like Baburao Chinchansur, A B Malaka Reddy and Malikayya Guttedar, from the region had quit the party and joined the BJP.

These leaders along with Jadhav, who had quit the Congress upset over the ”dominance” of Kharge and his Minister-son Priyank Kharge, in the region, found a common ground and aggressively campaigned against the father-son duo.

However, all these three leaders have now gone back to the Congress, and are campaigning for the party candidate.

Jadhav, who seems to have maintained his popularity with his work as an MP, especially among his Banjara community, is also banking on Modi charisma. In fact, the Prime Minister began his Karnataka campaign from Gulbarga.

”However big or small the opponent is, the election is an election. We will fight, taking the election seriously and considering the opponent as strong. People have realised they made a wrong decision in Assembly polls believing in guarantees (pre-poll promises of Congress). Law and order have deteriorated,” Jadhav said, asserting people are in favour of BJP and Modi.

Doddamani, while maintaining a low profile, has always worked actively behind the scenes in managing and strategising for Kharge’s successive electoral campaigns, and is said to be popular among party workers and supporters.

Kharge, Priyank Kharge have extensively campaigned for Doddamani, and so did top party leaders including Chief Minister Siddaramaiah and his deputy D K Shivakumar, indicating the importance of the segment for Congress, which is also banking on guarantee schemes.

Seeking to strike an emotional chord with the people of his home constituency Gulbarga, Kharge during a public meeting here last month said, ”If you miss your vote this time (if you don’t vote for the Congress candidate), I will think that I don’t have any place here for me and I could not win your heart.” ”Whether you vote for us (Congress) or not, but at least come to my funeral if you think that I have worked for Kalaburagi,” the Congress veteran appealed.

Doddamani said he is getting a good response from the people and is confident about winning the seat. ”I’m not new to the constituency, I know the workers and people here.” Gulbarga has eight assembly seats of which Congress currently holds six, and BJP and JD(S) one each. Before 2019, Congress had lost its hold over the constituency only in 1996 and 1998 Lok Sabha polls when the Janata Dal and BJP had won the seat, respectively.

Lingayats and SC community have dominance in the segment, which also has considerable Muslim voters.

”We want Modi once again. Kharge has done good work, but Modi did more here and for the country. Jadhav will win once again. Kharge’s charisma has diminished because of Congress,” an auto driver in Kalaburagi said.

A woman professional said, ”If Kharge had himself contested it would have been good, Doddamani is new…but Congress will win, Kharge has worked a lot here, it will benefit the party.”

Bangalore South Lok Sabha elections: BJP’s Tejasvi Surya faces Congress’ Sowmya Reddy in fierce electoral battle

KV Prasad Jun 13, 2022, 06:35 AM IST (Published)

Listen to the Article (6 Minutes)

Summary

Hoping to turn the tide against the BJP, the Congress is leaving no stone unturned to promote Sowmya as Chief Minister Siddaramaiah and his deputy DK Shivakumar too have been campaigning for her electoral prospects.

A bastion of the Bharatiya Janata Party (BJP) since 1991, the Bangalore South parliamentary constituency is home to a significant Brahmin population and has been represented majorly by community members. Tejasvi Surya, BJP’s youth wing president and current MP, is seeking a re-election from here in the 2024 Lok Sabha elections. He is facing a spirited challenge from Sowmya Reddy of the Congress.

According to poll officials, 63.90% of people in 14 areas of Karnataka had voted till 5 pm. The voter percentage till 3 pm was about 50.93%. Among the three constituencies in Bengaluru, South recorded a 49.37% turnout.

Sowmya, 41, is the daughter of state minister Ramalinga Reddy. She is a former MLA from Jayanagar and lost the 2023 Assembly elections by a mere 16 votes.

Bangalore South is spread across eight Assembly segments. Of these, the BJP won five in the 2023 Assembly elections, while Congress bagged three.

Since 1977, the grand old party has registered a win from this parliamentary constituency once when former Chief Minister late R Gundu Rao emerged victorious in the 1989 elections. Before Surya, BJP’s Ananth Kumar represented this seat in Parliament for over two decades.

Hoping to turn the tide against the BJP, the Congress is leaving no stone unturned to promote Sowmya as Chief Minister Siddaramaiah and his deputy DK Shivakumar too have been campaigning for her electoral prospects.

While Sowmya is banking heavily on the Congress’ five guarantees in the state, Surya, on the other hand, has been underlining the strides made by the country under the leadership of Prime Minister Narendra Modi in the last 10 years.

Voting date

Karnataka will be voting in two phases in the 2024 Lok Sabha elections. During the second phase, 14 out of 28 state seats will go to the polls.

The rest of the 14 constituencies will vote in the third phase on May 7. The counting of votes will be done on June 4.

During the 2019 polls, this seat marked a total voter turnout of 53.70%.

A total of 22 candidates are contesting the 2024 elections from the Bangalore South seat. Here’s a list of some of the prominent names:

View | A small inheritance tax is not a bad idea

KV Prasad Jun 13, 2022, 06:35 AM IST (Published)

Listen to the Article (6 Minutes)

Summary

Even though Pitroda’s statement has stirred the hornet’s nest in the current situation, inheritance tax as such has a sound rationale both for the exchequer and equity, and it is not as if the concept is alien or unknown to India, writes Chartered Accountant S Murlidharan.

Escalating an ongoing war of words between the Congress and Bharatiya Janata Party in India over the Congress election manifesto that talks about redistribution of wealth, Sam Pitroda, head of the Overseas Congress Party, on Wednesday said that the inheritance tax that exists in the US is fair.

Explaining the inheritance tax in the US, Pitroda said in an interview; “If one has $100 million worth of wealth and when he dies, he can only transfer probably 45% to his children, 55% is grabbed by the government, that’s an interesting law.”

“…it says you, in your generation made wealth, and you are leaving now, you must leave your wealth for public, not all of it, half of it, which to me sounds fair.” Pitroda said in the interview.

However,  the above statement of Pitroda has stirred the hornet’s nest, and given additional ammunition to the BJP to go to town with the charge of Congress if voted to power would confiscate properties considered to be excessive in the hands of individuals and distribute them among the minorities.

But let us leave the polemics aside and examine the case for inheritance tax or its variant estate duty dispassionately. It is not as if the concept is alien or unknown to India. It was in vogue till 1985 when it was put in a suspended animation by the then Rajiv Gandhi government.

Today, in the arsenal of direct taxes, the Indian government has only one weapon — income tax. Gift tax was tried as both donor and donee based only to be set aside completely. Wealth tax was abolished in 2015 by Arun Jaitley, the then Finance Minister on the facile ground that the revenue therefrom of the order of around 2800 crore or so was more than eaten away by the administrative and recovery expenses. He forgot that while revenue considerations are important, direct taxes seek to correct horizontal inequity in income and wealth distribution.

Tax rates should not be confiscatory. At the height of Indira Gandhi’s socialistic zeal, the maximum marginal rate of income tax was 98%. People said they would rather not earn given the grim prospect of losing 98% of it to the exchequer.  Not for them was the wooly notion that such heavy-handed taxation was meant to bankroll welfare schemes. At the same time, a bouquet of direct taxes is required to target the rich and help the poor.  So much so, even an avowedly capitalistic country like the USA has at least six states imposing heavy inheritance tax which is a perfect fit with the American belief system that one should earn his keep and not be an inheritor. Be that as it may.

The Netherlands, another avowedly capitalistic country, imposes a fairly heavy estate duty. We need a slew of direct taxes whereas we have only income tax to show. A reasonable estate duty on estates worth more than say 20 crore would not hurt and the annual wealth tax of say 2% on net wealth in excess of say 5 crore would not hurt either. Ditto for gift tax on donors. As it is, the optics are not good.  Income tax evasion is quite widespread. GST on the other hand is begetting much greater compliance thanks to its indirect tax status which hurts the poor more being a regressive tax. Coupled with it, fuel taxation (50% of the petrol bunk price) sends out the wrong message that the government is turning Robinhood taxation — tax the rich to serve the poor—on its head.

Wealth tax under the 1992 law was crafted on the lines suggested by the Raja Chelliah Committee which targeted just six assets whereas it ought to target all assets secularly.  It left out bank balances and shares while targeting even a small car. Small wonder, the collection was abysmally low.  Tilt towards direct taxes is a marker of development.

Sam Pitroda might have spoken at the wrong time but in a country characterised by Pareto’s law — 80% of the population gets to own only 20% of the national wealth and vice versa — with a greater skew, there is a case for the exchequer using all the four types of direct taxes to garner more revenue for the government while at the same time correcting the skew in income and wealth distribution. One of the canons of taxation is tax according to ability to pay. This touchstone too has been turned on its head with poor willy-nilly bearing the brunt with a backbreaking GST and fuel tax.

The BJP itself wasn’t averse to the idea of inheritance tax staging a comeback with its Minister of State for Finance, Jayant Sinha waxing eloquent about its potential.  Inheritance tax or estate duty is not the same as confiscation or denuding one of his property rights.
