Landslide cuts off road connectivity in Arunachal’s Dibang Valley near China border | Watch

A large section of National Highway-313, a lifeline connecting the Dibang Valley in Arunachal Pradesh, caved in due to a landslide, disrupting traffic movement in the region. The landslide was triggered by incessant rains in the northeastern state for the past few days, officials said.

The road between Hunli and Anini, which is the Dibang Valley district headquarters, was damaged due to a landslide on Wednesday night, PTI reported.

As per videos doing rounds on social media platforms, a whole section of the highway that connected Anini in the Dibang Valley district to Roing in Lower Dibang Valley was washed off in heavy rains.

According to reports, this was the only roadway that connected the Dibang Valley district to other regions.

Arunachal Pradesh Chief Minister Pema Khandu said that instructions have been issued to the concerned authorities to restore connectivity in the region.

“Disturbed to learn the inconvenience being caused to commuters due to the extensive damage to the highway between Hunli and Anini. Instructions have been issued to restore the connectivity at the earliest as this road connects Dibang Valley to the rest of the country,” Khandu wrote on X.


Due to this, the road connectivity to the Dibang Valley district in the northeastern state was snapped after a stretch of the vital highway was damaged.

As for now, the district administration has deployed adequate machinery and workers to repair the road on a war footing.

Additional deputy commissioner (ADC) Dhurbajyoti Borah said that the administration will take a couple of days to restore the traffic movement on the highway.

However, he added that further efforts are being made to ensure smaller vehicles can ply on the road by the end of the day (Thursday).

Voting for the 2024 Lok Sabha elections and Arunachal Pradesh Assembly polls were held simultaneously on April 19. The results of the Assembly polls will be announced on June 2, while the counting of votes for the general elections will be held on June 4.

Political battle brews in Arunachal West as Kiren Rijiju seeks fourth term

An estimated 8,92,694 voters, including 4,54,256 women, are eligible to exercise their franchise and decide the electoral fate of 133 candidates in the assembly polls and 14 Lok Sabha poll contestants.

Historical Context

The Arunachal West Lok Sabha seat, encompassing districts such as Tawang, West Kameng, East Kameng, Papum Pare, Lower Subansiri, Kurung Kumey, Upper Subansiri, and West Siang, has witnessed a fluctuating political allegiance since its inception in 1977.

Out of 12 terms, the Congress party has clinched victory in seven, while the BJP has secured the seat thrice, with one term going to an independent candidate.

Electoral Dynamics

With rural areas constituting a significant 74% of Arunachal Pradesh and urban areas making up the remaining 26%, the constituency holds sway over a substantial tribal population, with Scheduled Tribes comprising a staggering 79.7% of the populace.

The religious demography showcases Hindus, Christians, and other groups constituting 20%, 20%, and 60% of the population, respectively.

Previous Electoral Trends

Examining past electoral trends reveals valuable insights into the constituency’s political preferences. Voter turnout from 1999 to 2019 has fluctuated from 49.20% to 63%.

Rijiju’s ascension to power in 2014 marked a pivotal juncture, with consecutive triumphs in 2014 and 2019 solidifying his position as the incumbent MP.

The Arunachal West Lok Sabha constituency is one of the two seats in the Northeastern state of Arunachal Pradesh. Voting for the 2024 general elections here will take place in the first phase on April 19.

This parliamentary constituency covers the entire Tawang, West Kameng, East Kameng, Papum Pare, Lower Subansiri, Kurung Kumey, Upper Subansiri and West Siang districts in the state.

Once a stronghold of the Congress, the Arunachal West seat is currently held by BJP leader Kiren Rijiju, who is eyeing a fourth term from here in the 2024 elections. Last time, Rijiju defeated Congress candidate Nabam Tuki by over 1.74 lakh votes.

Voting date

Polling for both the parliamentary constituencies in Arunachal Pradesh will be held in a single phase on April 19. The counting of votes will be done on June 4. During the 2019 polls, the constituency registered a 78.50% voter turnout.

Arunachal Pradesh is gearing up for simultaneous Lok Sabha and Assembly elections on April 19, with infrastructure and border area development being seen as key poll issues in the northeastern state.

The state has a total of 60 Assembly seats and two parliamentary constituencies. The results of the state Assembly election will be announced on June 2, while the counting of votes for the 2024 Lok Sabha polls will be done on June 4.

During the 2019 Assembly election, the Bharatiya Janata Party (BJP) registered a landslide victory in Arunachal Pradesh, bagging 41 of the 60 seats. The rest of the seats were won by Janata Dal (United) (7), National People’s Party (NPP) (5), Congress (4) and the People’s Party of Arunachal (PPA) claiming one and Independents securing two seats.

Here’s a look at some of the major poll issues in Arunachal Pradesh in the 2024 elections:

  1. Infrastructure development

The ruling BJP and the Opposition Congress are focusing their poll campaigns on electoral promises and development agendas in Arunachal Pradesh. While on the one hand, the BJP is highlighting infrastructure and border area development in the region, the Congress, on the other, has been targeting the state government over alleged corruption in multiple matters.

  1. Paper leaks

The Opposition will target the state government over the Arunachal Pradesh Public Service Commission (APPSC) paper leak ‘scam’ and recruitment irregularities in the state education department. The question paper for the assistant engineer (civil) exam conducted by the APPSC in 2022 was leaked, casting a shadow over the credibility of the state’s recruitment process, reports said.

  1. Socio-economic concerns

The recently held ‘Bharat Jodo Nyay Yatra’ of Congress leader Rahul Gandhi saw promises of five guarantees to the youth and women in the state if the grand old party returned to power. This highlights the Congress’ efforts to mobilise support by addressing socio-economic concerns and promising inclusive governance. The BJP, however, is confident of winning both the Lok Sabha and Assembly polls over the various development works done in the state.

Meanwhile, the Election Commission has asked for strict vigil along the India-China boundary during the simultaneous polls in Sikkim and Arunachal Pradesh.

China releases 30 more names for places in Arunachal Pradesh

The Chinese Civil Affairs Ministry released the first list of the standardised names of six places in Zangnan was released in 2017, while the second list of 15 places was issued in 2021 followed by another list with names for 11 places in 2023.

China has released a fourth list of 30 new names of various places in Arunachal Pradesh amid Beijing’s stepped-up assertions in recent weeks to re-emphasise its claim over the Indian state.

India has been rejecting China renaming places in Arunachal Pradesh, asserting that the state is an integral part of the country and assigning “invented” names does not alter this reality.

The Chinese Ministry of Civil Affairs released the fourth list of standardised geographical names in Zangnan, the Chinese name for Arunachal Pradesh which Beijing claims as part of south Tibet, state-run Global Times reported on Sunday, March 31.

The official website of the ministry posted 30 additional names for the region.

Set to take effect from May 1, the implementation measures stipulate in Article 13 that “place names in foreign languages that may harm China’s territorial claims and sovereignty rights shall not be directly quoted or translated without authorisation,” the report said.

The recent statements by China to reassert its claims over the state started with Beijing lodging a diplomatic protest with India over Prime Minister Narendra Modi’s visit to Arunachal Pradesh, where he dedicated to the nation the Sela Tunnel built at an altitude of 13,000 feet in the state.

The tunnel will provide all-weather connectivity to strategically located Tawang and is expected to ensure better movement of troops along the frontier region.

Chinese Foreign and Defence ministries have issued a flurry of statements to highlight China’s claims over the area.

External Affairs Minister S Jaishankar on March 23 dismissed China’s repeated claims on Arunachal Pradesh as “ludicrous” and that the frontier state was a “natural part of India”.

“This is not a new issue. I mean, China has laid claim, it has expanded its claim. The claims are ludicrous to begin with and remain ludicrous today,” he said in response to a question on the Arunachal issue after delivering a lecture at the prestigious Institute of South Asian Studies (ISAS) of the National University of Singapore (NUS).

“So, I think we’ve been very clear, very consistent on this. And I think you know that is something which will be part of the boundary discussions which are taking place,” he said. Beijing was also peeved over the US statement recognising Arunachal Pradesh as part of Indian territory.

State Department Principal Deputy Spokesperson Vedant Patel said on March 9 that “the US recognises Arunachal Pradesh as Indian territory, and we strongly oppose any unilateral attempts to advance territorial claims by incursions or encroachments, military or civilian, across the Line of Actual Control”. Both the Chinese Foreign and Defence Ministries criticised the US statement saying that the China-India boundary issue is a matter between the two countries and has nothing to do with Washington.

On the latest release of names by the Chinese civil affairs ministry, the Global Times report said the translation of names of the place in foreign languages or minority languages should comply with standards formulated by related organs of the State Council, which is the central cabinet of China.

Standard translations are made public through notices, the national database for geographical names and official publications on geographical names, according to the implementation measures, it said.

The State Council issued a revised regulation on place names in April 2022, which applies to naming, renaming, usage, cultural protection and other management of geographical names within Chinese territories, it said.

Arunachal Pradesh will go to polls for the Lok Sabha as well as Assembly elections simultaneously in a single phase on April 19. The result of the state polls will be announced on June 2, followed by the counting of votes for the general elections on June 4. The state has a total of 60 Assembly and two Lok Sabha seats.

During the 2019 Assembly polls, the Bharatiya Janata Party (BJP) registered a landslide victory in the state, winning 41 out of 60 seats, and securing a 50.9% vote share. Three of its candidates were elected unopposed.

The rest of the seats were distributed between the Janata Dal (United), winning seven seats; National People’s Party (NPP) getting five, Congress securing four, the People’s Party of Arunachal (PPA) claiming one and Independents securing two seats. The state registered a total voter turnout of 82.17% last time.

In the 2024 Arunachal Pradesh Assembly elections, voting is expected to take place across 54 seats, as six of the BJP candidates will be elected unopposed.

The leadership of PM @narendramodi ji has won the hearts of the people of North East.”

This time, the state is witnessing a direct contest between the ruling BJP and the Congress, with other regional parties like the NPP looking forward to gaining as many seats as possible.

China continues to harp on its claim over Arunachal Pradesh

China on Monday continued to claim that Arunachal Pradesh is part of its territory, notwithstanding India dismissing Beijing’s claim as absurd and ludicrous. On Monday, Chinese Foreign Ministry spokesman Lin Jian reiterated China’s claim reacting to External Affairs Minister S Jaishankar’s assertions on Saturday, dismissing China’s repeated claims on Arunachal Pradesh as “ludicrous” and that the frontier state was a “natural part of India”.

“This is not a new issue. I mean China has laid claim, it has expanded its claim. The claims are ludicrous to begin with and remain ludicrous today,” Jaishankar said in response to a question on the Arunachal issue after delivering a lecture at the prestigious Institute of South Asian Studies (ISAS) of the National University of Singapore (NUS).

“So, I think we’ve been very clear, very consistent on this. And I think you know that is something which will be part of the boundary discussions which are taking place,” he said. Lin, replying to a question from the official media seeking his reactions to Jaishankar’s comments, said the border between India and China has never been settled. Zangnan, China’s official name for Arunachal Pradesh, was always part of China before it was illegally occupied by India, Lin claimed.

China has all along had an effective administration over the region, he said. Claiming that it is an indisputable fact, he said India has established the so-called Arunachal Pradesh in 1987 on the illegally occupied territory. We have issued strong statements against their actions and stressed their action is ineffective and this position of China has not been changed, Lin said. This is the fourth time this month China spoke about its claim over Arunachal Pradesh.

Beijing said it has lodged a diplomatic protest with India over Prime Minister Narendra Modi’s visit to Arunachal Pradesh on March 9 reiterating its claim over the area. China, which claims Arunachal Pradesh as South Tibet, routinely objects to the Indian leaders’ visits to the state to highlight its claims. Beijing has also named the area as Zangnan.

China’s defence minister has also claimed that Arunachal Pradesh was part of Chinese territory, a claim dismissed by the Ministry of External Affairs last week.

SWOT analysis of Cong: The Congress, once a dominant political force in Arunachal Pradesh, but lost the two previous assembly elections to the BJP since 2014, will try to regain its past glory. Though it fielded 46 candidates in the 2019 assembly polls, only four won. The party received a major setback this month after three of its candidates switched allegiance to the saffron party.

STRENGTHS: *Congress has a legacy of being a dominant political force in Arunachal Pradesh, with a longstanding presence and deep-rooted connections with the electorate.

*Despite recent setbacks, Congress still retains a significant electoral base in certain constituencies, supported by loyal voters and traditional party supporters.

*In the 2019 assembly polls, out of 46 candidates fielded by Congress, only four emerged victorious, highlighting the party’s struggle to translate its electoral potential into actual wins.

*The recent defections of three Congress candidates to the BJP underscore internal weaknesses within the party, including challenges in maintaining party unity and preventing opportunistic desertions.

Arunachal West Lok Sabha seat: State Congress chief Nabam Tuki to lock horns with Kiren Rijiju

State Congress chief Nabam Tuki is set to lock horns with Union minister Kiren Rijiju in the Arunachal West Lok Sabha seat. The state will go for simultaneous Lok Sabha and Assembly polls in the first phase on April 19.

Former chief minister Tuki currently represents Sagalee constituency in Papumpare district as MLA, having been elected for six consecutive terms. The Congress on Thursday announced Tuki’s candidacy along with Bosiram Siram, the APCC vice-president, who will be contesting from Arunachal East Parliamentary seat against BJP nominee Tapir Gao.

Tuki, who lost the Arunachal West seat to Rijiju in 2019, is confident of victory this time, citing a growing desire for change among the electorate. “People want a change and public mood is changing against Rijiju. He is facing a strong anti-incumbency wave,” Tuki said.

“My focus will be on employment generation,” he added. BJP had won both Lok Sabha seats in the last elections. While Rijiju won the seat by a margin of 1,74,843 votes, Gao won by a margin of 68,189 votes defeating his nearest rival Wangman Lowangcha of Congress. In the 2019 assembly elections, the BJP bagged 41 seats, JD(U) won seven, NPP (5), Congress (4), PPA (1) and two seats were bagged by Independents.

Counting of votes for assembly polls will be held on June 2 and for Lok Sabha elections on June 4. The BJP has declared candidates for all 60 assembly seats, Congress has announced nominees for 34 seats and the NCP so far has declared 17 candidates.

Arunachal Pradesh showdown: US steps in to support India, China’s temper flares

“The United States recognises Arunachal Pradesh as Indian territory, and we strongly oppose any unilateral attempts to advance territorial claims through incursions or encroachments, whether military or civilian, across the Line of Actual Control,” said US State Department Principal Deputy Spokesperson Vedant Patel in a press conference amid China’s protest over Prime Minister Modi’s visit to Arunachal Pradesh.

Chinese anxiety usually arises whenever an Indian official enters this northeastern state. But this time, the apprehension was higher than ever due to the military significance of the tunnel.

Situated at an elevation of 13,000 feet, the tunnel is built on the road connecting Assam’s Tezpur to Arunachal Pradesh’s Tawang, providing all-weather connectivity to the region closer to the Line of Actual Control (LAC). Dug beneath the 4,200-meter (13,800-foot) high Sela Pass, the tunnel links the Tawang district to the rest of Arunachal Pradesh and enhances the operational capabilities of the Indian Army in the region.

The Indian government has relocated over 10,000 soldiers from the country’s western borders to the eastern border to reinforce its military power, as reported by Bloomberg earlier this month.

“In addition, an existing contingent of 9,000 soldiers, already designated to the disputed Chinese border, will be brought under the newly created fighting command. The combined force will guard a 532 km (330.57 miles) stretch of border that separates China’s Tibet region from India’s northern states of Uttarakhand and Himachal Pradesh,” Bloomberg reported.

“India’s move to strengthen military deployment along the border with China is counterproductive to the two countries’ efforts to ease the situation at the border and is not conducive to safeguarding peace and tranquility in the border areas,” complained Chinese Foreign Ministry spokesperson Mao Ning in a recent press conference.

Chinese media, serving as echo chambers for official viewpoints, linked the prime minister’s visit to the upcoming general election in India. Global Times published an article titled ‘India’s recent acts, remarks over China’s Zangnan serve election purpose’ and didn’t hesitate to offer unsolicited advice, stating that the consequences of sparking military conflict in the border region are ‘too grave for New Delhi‘.

“The Indian government’s recent acts and remarks regarding the Chinese territory of Zangnan are in the interests of helping Prime Minister Narendra Modi win re-election, as he and his party seek to shape a hawkish image for their nationalist voters,” wrote the author of the article. While the Global Times might be waving the flag of peace, China seems to be juggling territorial disputes with more than 15 countries, turning the diplomatic arena into a geopolitical circus.

The Five Fingers of Tibet Theory

The Five Fingers of Tibet Theory, attributed to Mao Zedong, underpins Chinese claims to Arunachal Pradesh. It considers Tibet as China’s right-hand palm, with five fingers – Ladakh, Nepal, Sikkim, Bhutan, and Arunachal Pradesh. This theory is not only preached to bridge cultural linkages but also to underline China’s responsibility to ‘liberate’ these areas.

In conclusion, the geopolitical tensions surrounding Arunachal Pradesh underscore the complex dynamics between India and China, with historical, territorial, and strategic considerations intersecting in the region.
