The BJP’s preparations in Telangana for the forthcoming Lok Sabha elections will begin with Union Home Minister Amit Shah attending three key meetings at Hyderabad, Karimnagar and Mahabubnagar on Sunday, January 28.

Shah would attend the election management committee meeting of Mahabubnagar Lok Sabha constituency at 1.30 pm, followed by a polling booth committee meeting of Karimnagar at 4 pm and a convention of professionals of Secunderabad constituency at 6 pm in Hyderabad, BJP sources said on Saturday.

The Mahabubnagar event would be a closed-door event, they said. Shah, who had visited the state on December 28, 2023, had set a target for the party to win at least 10 seats and secure a 35% vote share in Telangana in the 2024 Lok Sabha elections.

The BJP had won Secunderabad, Karimnagar, Nizamabad and Adilabad constituencies out of the total 17 Lok Sabha seats in Telangana in the 2019 polls. In the recent Telangana Legislative Assembly elections, the BJP won eight out of the total 119 seats.

BJP National General Secretary and Lok Sabha member Bandi Sanjay Kumar on Saturday (January 27) said about 10,000 to 20,000 activists would attend the convention at Karimnagar.

Kumar, who on Friday (January 26) reviewed arrangements for Shah’s meeting, said he would undertake a ‘padayatra’ for about 20 days in villages in his Karimnagar constituency from February 5 and explain about the Centre’s development activities to the people.

Union Home Minister Amit Shah on Saturday asserted that the country will be free from the menace of Naxalism in the next three years.

Shah, while addressing the Sashastra Seema Bal’s 60th Raising Day at Salonibari near Tezpur, also said among all the central armed police forces, SSB plays a unique role in minutely integrating culture, history, topography and language of the border villages, and bringing people in those areas closer to rest of the country.

Besides guarding the borders, the SSB along with other CAPFs have performed their duties effectively against the Naxals in Chhattisgarh, Jharkhand and Bihar, he said.

In the next three years, under the leadership of Prime Minister Narendra Modi, the country will be 100% free from the Naxal problem, asserted Shah. At another event in Guwahati, he said the government will stop the free movement of people at the Myanmar border.

Addressing the passing out parade of the first batch of the five newly constituted Assam Police Commando battalions, Shah said the Centre is rethinking the free-movement facility with Myanmar.

“The India-Myanmar border will be protected like the Bangladesh border… The Government of India will stop the free movement with Myanmar,” the home minister said.

The central government had said it plans to fence a 300-km stretch of unfenced boundary with Myanmar and end the Free Movement Regime, which allows people living on both sides of the international border to travel within 16 km into each other’s territory without a visa. He also said the prime minister’s mission of bringing peace and development to the northeast has been successful.

The Congress had a policy to divert attention from problems and enjoy power, which led to the deaths of thousands of people in the region, particularly in the Bodoland, alleged Shah said at the 13th Triennial Conference of the All Bathou Mahasabha in Dhekiajuli in Sonitpur.

When I became home minister, the Bodo movement was underway and I made a sincere attempt to understand the problems and demands of one of the largest communities of the northeast, he said. The PM also viewed it from a new perspective and the problem was resolved with Bodoland today being free from bomb blasts, firing and violence, Shah said.

As I studied the problem, I realised there was no difference between the Bodos and the different communities of the country – we are all the same. The Bodos just wanted to protect their cultural identity, the senior BJP leader said.

The northeast has witnessed a 73% decline in incidents of violence, while deaths of security personnel have come down by 71% and that of citizens by 86%, he claimed. During the last nine years, nine peace accords have been signed and nearly 9,000 youths gave up arms, he said.

The Union minister also expressed gratitude to Bodoland Territorial Region (BTR) chief Pramod Bodo for bringing the youths to the mainstream and engaging them in the development process.

Following the signing of the Bodo accord in January 2020, 1,615 Bodo youths have returned to the mainstream, the NDFB was disbanded and 1,500-crore financial aid was provided to Bodoland, Shah said.

The Bodo-Kachari Welfare Autonomous Council was also constituted, while the Bodo language has been already declared an associate language’ by the state government, he said.

Hailing the SSB, the home minister said it is a unique organisation that has not only guarded the borders, faced terrorists and Naxals in difficult terrains, but has also ensured the cultural unity of border villages.

This helps us not only to integrate these villages with the rest of the country, but also strengthen India’s stand in areas where there are disputes with the bordering nations, Shah said.

Shah said as a part of women’s empowerment, there is a target to ensure six percent women employees in the SSB, with four percent already been achieved. Regarding hiring in vacant SSB posts, he said 1,75,000 recruitments have taken place since 2014, which is more than double the number during any nine-year period in the country.

In a bid to promote sports in CAPFs, Shah said, a central policy will be formulated soon, which would evolve a scientific way to ensure that it percolates to the barrack level.

Referring to the Vibrant Village Yojana, he said it was a gift from the PM to the border villages. The SSB is also working for all-round development of these villages, and has developed a model to ensure people as partners in maintaining security, and various schemes of the Centre and state governments reach all with 100 percent saturation, he said.

In the last year, SSB personnel have seized 24,000 kg of drugs and narcotics, recovered 144 weapons and rescued 500 children from the clutches of human traffickers, Shah informed.

On the criminal justice system, the home minister said that once fully implemented, justice will be provided in three years through the three new laws.

Regarding the consecration ceremony in Ayodhya, Shah said that Lord Ram would return home after 550 “disrespectful” years. “It’s a matter of pride for the entire India,” he said, noting that it was happening at a time when the country was on course to become a superpower.

The three-day conference of Directors General of Police (DGPs) and Inspectors General of Police (IGPs) in Jaipur, starting on January 5, will address key issues such as terror threats in Jammu and Kashmir, cyber frauds, and activities of pro-Khalistani groups, according to officials.

Prime Minister Narendra Modi is set to interact with the top police officers before addressing them formally. Union Home Minister Amit Shah will also be present throughout the conference, which will cover various sessions.

Apart from the aforementioned issues, the conference will discuss the implementation of recently-enacted criminal laws, the Maoist problem, inter-state police coordination, and preparations for the general elections.

Approximately 250 officers in the rank of DGPs and IGPs will physically attend the conference, while over 200 others are expected to participate virtually. Officers will deliver presentations on specific subjects such as counterterrorism, online fraud, cross-border terrorism in Jammu and Kashmir, activities of pro-Khalistani groups, and Left Wing Extremism.

“Implementation of the recently-enacted three criminal laws, the Maoist problem, inter-state police coordination and issues to be handled during the general elections are some of the other major issues expected to be discussed during the meeting,” a Union Home Ministry official said.

Till 2013, the annual meet had been held in New Delhi. The following year, after the Modi government came to power, it was decided to hold the event, organised by the Union Ministry of Home Affairs and the Intelligence Bureau, outside the national capital.

Accordingly, it was first held in Guwahati in 2014, Rann of Kutch in 2015, the National Police Academy in Hyderabad in 2016, the BSF Academy at Tekanpur in 2017, Pune in 2019. In 2020, the meet was held virtually during the Covid pandemic and in hybrid mode in Lucknow in 2021. The conference was held in New Delhi in January 2023. The number of business sessions and topics have increased significantly, with a focus on improving policing in the service of the people.

Before 2014, the deliberations largely focused on national security matters. Since 2014, these conferences have a twin focus on national security as well as core policing issues, including prevention and detection of crime, community policing, law and order and improving the police’s image, among others, another official said. Earlier, the conference was Delhi-centric with officers coming together only for the meet. Residing on the same premises over two to three days has served to build a heightened sense of unity among officers of all cadres and organisations since 2014, the official added.

Direct interaction of the police’s top brass with the head of government has resulted in a convergence of views on crucial challenges faced by the country and the emergence of doable recommendations, the official further said. In the past few years, the topics have been selected after detailed discussions with the highest echelons of the police service.

Once selected, several interactions on presentations are held before committees of DGPs to encourage participation and incorporate ideas from the field and from younger officers. As a result, all presentations are now broad-based, content-intensive and carry a set of cogent, actionable recommendations.

Since 2015, detailed follow-up of recommendations of past conferences has become the norm and is the topic of the first business session, attended by the prime minister and the home minister, the official said. Recommendations are tracked closely by the conference secretariat, led by the Intelligence Bureau, with the help of nodal officers in the states.

Decisions made in the past few conferences brought in significant policy changes, leading to improvement of policing, including setting higher standards for effective policing in rural and urban areas and improved methods of modern policing based on smart parameters, the official added.

India launches e-portal to procure tur pulses, aims to cut imports

India’s Minister for Cooperation Amit Shah, on January 4, 2024, launched an e-portal to procure tur pulses above market prices. Through this e-portal, the centre aims to register available stocks that farmers intend to sell.

This farmer-centric initiative aims to empower tur dal producers with better prices through procurement, streamlined processes and direct bank transfers by NAFED and NCCF, thereby boosting domestic pulses production and reducing import dependence, the government said.

The pulses will be procured by government-backed cooperatives like NAFED (National Agricultural Cooperative Marketing Federation of India) and NCCF (National Cooperative Consumers’ Federation of India) as per a dynamic pricing formula. MSP or market price, whichever is higher, will be paid to the farmers.

The process of registration, purchase and payment on the portal will be available on a single medium and registrations can be done directly or through PACS and FPO. The payment to the farmers will be made by NAFED directly into their mapped bank account and no agency will be involved in between.

The move is aimed at incentivising farmers with ample remuneration and reducing dependence on imports by purchasing 80% of the buffer stock directly from farmers. As per government estimates, India is slated to import 12 lakh tonnes (LT) of pulses in the ongoing fiscal, which is more than 35% compared to the previous fiscal.

The Centre’s decision comes after detailed discussions were held over the issue between the Ministry of Cooperation & Ministry of Consumer Affairs, Food and Public Distribution.

Amit Shah releases reference books on newly passed criminal justice laws

Union Home Minister Amit Shah on Saturday released 12 reference books related to the recently enacted criminal justice laws and said the books have lucidly brought out changes made in the laws in a concise and simple manner.

Hailing the publishers for the reference books on the three laws, Shah said the books also give case law commentaries for easy understanding.

The three new laws — the Bharatiya Nyaya Sanhita, the Bharatiya Nagarik Suraksha Sanhita and the Bharatiya Sakshya Act — got Parliament’s approval last week and the president gave her assent on December 25. The laws will replace the colonial era Indian Penal Code, the Code of Criminal Procedure and the Indian Evidence Act of 1872 respectively.

“I congratulate Mohan Law House for publishing the reference books related to the newly promulgated revolutionary criminal justice laws in a record short time,” Shah wrote on ‘X’.

He said these law books contain user-friendly comparative references for easy understanding of various provisions and also highlight changes brought in the new laws.

The home minister said heinous crimes against women such as rape was covered under Section 375 of the IPC but are now in Section 63 of the new law. A grave crime like murder was under Section 300 of the IPC but is now covered under Section 101 in the new law.

“I thank Dr Vinay Ahuja, the Managing Director of the publishing house. Glad to launch the books today for the benefit of our law enthusiasts and luminaries,” he said.

In another post, Shah congratulated Udit Mathur, the managing director and Shri Mahender Chaturvedi, the Sales Director of the publishing company Lexis Nexis for promptly releasing the books and said the newly published books will enhance the effective understanding of the laws.

“Pleased to launch the reference books on the recently passed three groundbreaking criminal justice laws. These three law books have highlighted all changes made in the new laws in a very simple manner for the benefit of all the stakeholders,” he said.

In another post, the home minister expressed heartfelt thanks to Eastern Book Company Director Surendra Malik and Senior Associate Editor Bhumika Indulia for swiftly coming up with the books.

“Introducing the reference books on the three recently enacted transformative criminal justice laws. The three books published by Eastern Book Company have given useful section-wise comparisons of new laws with the old ones,” he said.

He said the books highlight the vision of the government for a fair and speedy justice delivery system. In yet another post, Shah congratulated Piyush Kumar, the CEO of the Taxmann Publication for publishing the reference books related to the newly made three “visionary criminal justice system laws in a record time”.

“These three books have lucidly brought out changes made in the laws in a concise and simple manner. The books also give case law commentaries for easy understanding. Delighted to release the books today,” he said.

Union Home Minister Amit Shah and BJP president JP Nadda arrived in the early hours of Tuesday, a party leader said. The two senior BJP leaders will assess the organisational preparedness in West Bengal ahead of the upcoming Lok Sabha polls next year, he said.

Amit Shah and Nadda reached Kolkata airport around 12.45 am, and are scheduled to preside over a series of organisational meetings during the day.

BJP MLA Manoj Tigga said the party’s preparations for the Parliamentary polls have begun.

”Our central leaders, the prime minister, Union home minister and party president will continue to visit the state… their tours will increase in the near future,” Tigga told reporters at the airport.

BJP West Bengal president Sukanta Majumdar, Leader of Opposition in the Assembly Suvendu Adhikari and MP Dilip Ghosh were among the state leaders present at the airport to receive Shah and Nadda.

The home minister and the BJP chief will visit Gurudwara Bara Sikh Sangat and the Kalighat temple on Tuesday morning, Tigga said.

They will also conduct a series of meetings with state functionaries and frontal organisations, and assess the organisational strength ahead of the general elections, he said.

Later in the evening, the two senior BJP leaders will participate in a closed-door programme at the National Library before departing for New Delhi, Tigga added.

Hit-and-run offences may lead to 10 years in jail, but if one assists the victim there will be some relief

A hit-and-run case could now lead to a higher punishment in India, according to the proposed Bharatiya Nyaya Sanhita 2023.

The proposal redefines accidental death and death due to negligence. If a driver accidentally runs over someone and takes the victim to the hospital, they will face lighter punishment. However, hit-and-run cases will incur higher penalties.

This comes as part of a sweeping reform of the country’s criminal justice system, announced by Union Home Minister Amit Shah in the Lok Sabha recently.

Shah said that in case of culpable homicide, there is a provision for lesser punishment if the accused goes to the police to report the case and takes the victim to the hospital for medical treatment. He said that for the hit-and-run cases, “we have made a punishment provision of 10 years of imprisonment”.

The newly proposed bills—the new Bharatiya Nyaya Sanhita 2023, the Bharatiya Nagarik Suraksha Bill 2023, and the Bharatiya Sakshya Bill 2023—introduce significant changes. The CrPC, previously containing 484 sections, will now have 531, with changes made to 177 sections and the addition of 9 new ones. Notably, the sections for rape and murder have been revised, with rape now falling under sections 66 and 69, and murder under section 101.

Shah emphasised the importance of forensic science in investigations, particularly in cases of rape, gang rape, murder, and kidnapping. The Bharatiya Nyaya Sanhita 2023 would also grant victims the right to speak during trials, and courts cannot allow case withdrawal without hearing the victim.

The controversial sedition law, a relic of British rule, has been repealed in the proposed bill. Shah pointed out that many who protested against these laws did nothing about sedition when they came into power.

Undertrials who have completed a third of their imprisonment period can now get bail. The new proposed law also introduces the death penalty for mob lynching, a crime Shah described as “disgusting”. He questioned why previous governments had not legislated against mob lynching.

The new laws also allow for trials in absentia, meaning accused individuals who have fled the country can be convicted and punished. Accused individuals now have seven days to file a plea for acquittal, with the judge required to hold a hearing within those seven days and bring the case to trial within a maximum of 120 days.

Lok Sabha passes 3 amended criminal law bills seeking to replace colonial IPC, CrPC & Evidence Act

The Lok Sabha on Wednesday, December 20, passed the three revised criminal bills to replace the colonial-era criminal laws by voice vote. The three bills including the Bharatiya Nyaya (Second) Sanhita, Bharatiya Nagarik Suraksha (Second) Sanhita and the Bharatiya Sakshya (Second) Bill were introduced in the Lok Sabha by Union Home Minister Amit Shah last week.

These bills will replace the Indian Penal Code-1860, the Code of Criminal Procedure Act-1898, and the Indian Evidence Act of 1872, respectively.

The bills were passed along with certain new amendments moved by Union Home Minister Amit Shah. One of the amendments relate to giving exemptions to doctors in cases of death due to medical negligence.

“Now the accused will get seven days to file a plea for acquittal…The judge has to hold the hearing in those seven days and in a maximum time of 120 days, the case would come to trial. There was no time limit for plea bargaining earlier. Now if one accepts their crime within 30 days of the crime then the punishment would be less…There was no provision to present documents during trials. We have made it compulsory to produce all documents within 30 days. No delays will be made in that” Shah said on Bharatiya Nyaya (Second) Sanhita Bill.

“For the poor, the biggest challenge to get justice is the financial challenge. For years, ‘tareekh pe tareekh’ keep going. Police hold the judicial system responsible. The government holds the police and judiciary responsible. The police and judiciary hold the government responsible for the delay. Now, we have made many things clear in the new laws,” he added.

Speaking before the Lok Sabha passed the bills by voice vote, Shah said that the proposed laws were framed after comprehensive consultations and that he had gone through every comma and full stop of the draft legislations before bringing them before the House for approval.

He said the existing criminal laws were reflective of the colonial mindset with the intention to punish and not impart justice. “The three new bills seek to establish a justice system based on Indian thinking… The three proposed criminal laws will free people from colonial mindset and its symbols,” he added.

Govt improving people’s health with holistic approach, effective campaigns, says Amit Shah

The Centre has taken up the mission to improve the health of people with a holistic approach by increasing the budget for it and launching various schemes and campaigns in the last one decade, Union Minister Amit Shah has said. Addressing the 6th Advancements in Endourology Conference in Ahmedabad on Saturday, December 16, Shah also thanked doctors and paramedical staff for working with dedication in the fight against COVID-19.

“The Union as well as state governments and doctors across the country are working together with a holistic approach to improve the health of the people through the implementation of schemes prepared minutely during the last 10 years,” he said. “The biggest work was to increase the health budget from Rs 33,000 crore to Rs 1.33 lakh crore. The government worked to improve the health infrastructure and increase human resources required for modern medical science,” he added.

Campaigns such as the Swachh Bharat Yojana launched for prevention of diseases as well as initiatives to take health services to every part of the country have played a crucial role, Shah said. Citing a personal example, he said, “One of my granddaughters was born during COVID-19, and family members decided not to take her to the government hospital for vaccination. The bill for vaccines for the child under nine years in a private hospital was Rs 36,000. As against this, we received a coffee mug and zero bill for my first granddaughter, who was born during normal time and got vaccinated in a municipal hospital,” Shah told the gathering.

Shah also narrated how his sister, who wanted to come to India from the US during the COVID-19 pandemic period after flight services resumed, was unable to do so because she had not received a vaccination certificate even a month-and-half after getting inoculated. “But in India you got the certificate on your mobile phone within 30 seconds. It was good use of technology by the government. We used technology and apps to make arrangements to provide the receipt of administration of vaccines within 30 seconds,” Shah pointed out.

When PM Modi launched the Swachhata Abhiyan, nobody thought it had anything to do with health but there are surveys to show the cleanliness drive and building toilets have led to a massive improvement in public health, especially of women and children, he said. Fit India, Khelo India, and maternity nutrition mission to improve the immunity level of mothers and newborns have played their part, he said, adding every child in the country under nine years of age gets vaccinated free of cost.

The government’s approach to improve infrastructure for wellness centres, upgrade public and community health centres, as well as campaigns like Mission Dialysis, Matrutva Yojana and total eradication of TB have shown how the government has moved ahead with a holistic approach when it comes to health, the Union minister said. During the COVID-19 pandemic, people worried more about India than their own countries and it was justified because of the condition of medical infrastructure and a disease for which the right treatment was yet to be found, he said.

“PM Modi did not fight alone but kept 130 crore people of the country together to fight and we emerged from it successfully. Doctors and paramedical staff put their life in peril to save people, and many even died in the process. For years the country will remain grateful to you for your efforts,” he said.

Congress president Mallikarjun Kharge on Friday, December 15, asked Union Home Minister Amit Shah why he was not giving a statement in Parliament on the security breach issue but was giving interviews to TV channels.

He also asked if “illegally” suspending MPs who asked questions on the Parliament breach was justice.

“What kind of justice is it to illegally suspend opposition MPs over the huge lapse in security of Parliament and its MPs,” Kharge asked.

He said that leaders of various parties had met in the morning to discuss their joint strategy in both Houses.

Several MPs were suspended on Thursday for disrupting the House with their protest on the security breach issue and staged a silent protest in Parliament complex against the suspension.

Kharge said the Home Minister of the country can give interviews on TV but is averse to giving a statement on the floor of Parliament.

“INDIA parties demand that Shri Amit Shah should give a statement in the Parliament and then it should be discussed in both the Houses,” the Congress chief said.

“It is our duty to raise our voice on this serious issue of national security, it is our Parliamentary duty,” Kharge also said in a post in Hindi on X.

AICC general secretary Jairam Ramesh concurred with his colleague’s demand for a statement from Shah on the “shocking” security breach.

“MPs of the INDIA parties are demanding that the Home Minister make a statement in the Lok Sabha and the Rajya Sabha on the shocking incidents of December 13, 2023, involving intruders into the Lok Sabha whose entry was facilitated by a BJP MP Pratap Simha.

“The Home Minister is simply refusing to make such a statement on what is a very serious security issue. His refusal has led both Lok Sabha and Rajya Sabha to get adjourned till 2 pm today,” Ramesh said after both houses were adjourned amid opposition protests.
