Air travel guidelines amid COVID surge: Health ministry to test 2 percent of all international travellers

The Union Health Ministry on Friday released a fresh set of guidelines for international arrivals via flights to India, given the scare of the new BF. 7 variant of the coronavirus.

The guidelines will be enforced starting Saturday, December 24, 2022.

Going forward, the Health Ministry will know randomly test 2 percent of total passengers in a flight, post arrival. Such travellers, preferably from different countries, will be identified by the airlines.

The Ministry of Civil Aviation on Friday said that airlines’ crew members will have to bring such identified passengers to the testing facility at the airport.

“The airport operators would create necessary infrastructure to facilitate random testing of international arriving passengers at their respective airports,” the communication said.

Travellers will submit their samples and be allowed to leave the airport thereafter. If a traveller tests positive, their sample will be sent for further genomic sequencing and they will be isolated/treated as per protocol.

The communication has been sent to the aviation regulator DGCA and copies have been marked to all scheduled commercial airlines, airport operators as well as to states and Union Territories (UTs), among others.

“The cost of testing shall be reimbursed by the Ministry of Health & Family Welfare on submission of duly certified bills to APHOs,” the release said.

Unchanged from the previous guidelines enforced in November, the ministry suggests that all travellers should preferably be fully vaccinated as per the approved primary schedule of vaccination in their country.

Passengers with COVID-19 symptoms during travel will be isolated as per protocol. They must be masked, isolated and segregated from other passengers and moved to an isolation facility.

Upon arrival, the MoHFW recommends thermal screening of all passengers by health officials. Those found to be symptomatic should be isolated. Travellers are advised to self-monitor their health post arrival and report any symptoms to their nearest health facility.

Addressing the Lok Sabha during its 2022 Winter Session, Union Health Minister Mansukh Mandaviya on Thursday said that India was reporting 153 cases of COVID-19 daily.

Government sources told CNBC-TV18 that direct flights between China and India remain suspended and there are no instructions, as of now, to suspend any other flights.

“We don’t have any direct flights from China to India or from India to China but as of now, there is no such order issued to stop connecting flights to India which is coming via China,” the source said. They also added that while the Ministry of Civil Aviation is an executing ministry, the final decision will come from the Ministry of Health and Family Welfare.

Random sample testing for coronavirus will be conducted at airports for passengers arriving from China and other countries because of the recent surge in cases in some parts of the world, official sources had said on Wednesday.

“The health ministry is examining reintroduction of mandatory ‘air suvidha’ forms for international arrivals with details of RT-PCR test conducted 72 hours prior to travel or complete vaccination proof for passengers coming from China and other countries reporting high number of Covid cases,” an official source told PTI.

The source said that “a decision in this regard will only be taken after monitoring the Covid situation in the country for a few weeks and if warranted, as a matter of abundant precaution in view of increasing trajectory of cases globally”.

The Indian Medical Association on Thursday issued an advisory on the impending COVID outbreak, recommending the use of face masks in public spaces and to avoid international travel.

Mandaviya assured Lok Sabha members in the Parliamentary session today that the Health Ministry is keeping an eye on the COVID-19 situation and taking necessary steps.

“Covid is not over yet. I have directed all concerned to be alert and strengthen surveillance. We are prepared to manage any situation,” Mandaviya had said on Wednesday.

The surveillance system for whole genome sequencing of positive case samples to track variants through the Indian SARS-CoV-2 Genomics Consortium (INSACOG) network should be strengthened, he had said.

States and union territories have been requested to send samples of all Covid positive cases to INSACOG Genome Sequencing Laboratories (IGSLs) on a daily basis for sequencing and track new variants, if any. Besides, implementation of thermal screening is also being explored.

India has been witnessing a steady decline in cases with the average daily cases falling to 158 in the week ending December 19, the minister had been briefed in a presentation.

However, a consistent rise in global daily average cases has been reported for the last six weeks, with 5.9 lakh daily average cases reported in the week ending December 19, he had been informed.

India logged 185 new coronavirus infections, while the active cases declined to 3,402, according to health ministry data updated on Thursday.

Domestic air passenger traffic rises 11% to 116 lakh in November, DGCA says

The Directorate General of Civil Aviation (DGCA) released the air traffic data, submitted by various domestic airlines from January to November 2022.

According to the report, passengers carried by domestic airlines during January-November 2022 were over 1105.10 lakhs as against 726.11 lakhs during the corresponding period of the previous year, thereby registering an annual growth of 52.19 percent and monthly growth of 11.06 percent.

In November 2021, the air passenger traffic stood at 105.16 lakh.

The data showed that domestic carriers carried 116.79 lakh passengers in November, higher than 114.07 lakh recorded in October.

After being severely hit by the coronavirus pandemic, the country’s civil aviation sector is on the recovery path and in recent days, daily domestic air traffic on average is more than four lakh.

In November, no-frills carrier IndiGo carried more than half (55.7 percent) of the total domestic traffic at 65.01 lakh passengers, followed by Vistara at 9.3 percent. The latter carried 10.87 lakh passengers.

Air India’s market share in November touched 9.1 percent, followed by AirAsia India (7.6 percent), Go First and SpiceJet (both at 7.5 percent).

Air India along with Vistara and AirAsia, which are now part of the same group, flew a total of 30.35 lakh passengers in November with a combined market share of 26 percent, as per the data.

Budget carrier SpiceJet recorded the highest load factor at 92 percent in November while IndiGo regained back the top position in on-time performance with an average 92 percent of its flights departing or arriving on time from four key airports — Delhi, Mumbai, Bangalore and Hyderabad, according to data.

In a statement, IndiGo President and Chief Operating Officer Wolfgang Prock-Schauer said that despite numerous challenges, the team has devised and successfully executed its plan to ensure the passenger experience, consistency and operational efficiency that IndiGo is renowned for.

​IATA expects airlines to make profits in 2023

While IATA is confident about profits, CAPA India feels return to profitability may be challenging given the continued uncertainty externally which may continue for the most part of 2023.  

The International Air Transport Association (IATA) is expecting the airline industry to turn profitable in 2023, after suffering huge losses for three consecutive years.

In its latest outlook for the aviation industry, IATA expects airlines to make a small profit of of $4.7 billion in 2023, making it the first year of profits after the COVID-19 outbreak.

But for the current year, airlines will continue to be in the red with net losses expected to be $6.9 billion. However, this number will be significantly lower than losses of $42 billion in 2021 and $137.7 billion in 2020.

IATA expects overall revenues to grow by 43.6 percent compared to 2021, reaching an estimated $727 billion. 

“Improved prospects for 2022 stem largely from strengthened yields and strong cost control in the face of rising fuel prices,” IATA said.

The optimism is also supported by encouraging passenger behaviour.  

A recent IATA poll of travellers in 11 global markets revealed that nearly 70 percent are travelling as much or more than they did prior to the pandemic. And, while the economic situation is concerning to 85 percent of travellers, 57 percent have no intention to curb their travel habits. Ninety-one percent of respondents said that connectivity by air is critical to the economy.

While IATA is confident about profits, CAPA India feels return to profitability may be challenging given the continued uncertainty externally which may continue for the most part of 2023.  

It said factors like fuel prices, currency, supply-chain issues, likely recession and geopolitical conflicts will be major headwinds for the sector in 2023.

“However, the financials are improving significantly is a relief and we expect top airlines around the globe to continue record profitability but overall industry financials may continue to be challenging,” CAPA India told CNBC-TV18.

Flights soon from Northeastern states to Myanmar, Bangladesh

Flights from Imphal to Mandalay and from Agartala to Chittagong will be started soon as part of enhancing international air connectivity in the region, Scindia said on Monday. Imphal is in Manipur Mandalay in Myanmar, Agartala in Tripura and Chittagong in Bangladesh.

Flights will soon be started from two Northeastern states to Myanmar and Bangladesh as the government is working on enhancing air connectivity in the region. On Monday, the first flight from the new airport at Arunachal Pradesh’s Itanagar was flagged off by Civil Aviation Minister Jyotiraditya Scindia.

The flight from Hollongi airport to Mumbai via Kolkata is being operated by IndiGo, which will also be increasing its services from the region. Scindia said that air connectivity in the North East (NE) has been enhanced and more flights will be operated connecting the region with other places.

Flights from Imphal to Mandalay and from Agartala to Chittagong will be started soon as part of enhancing international air connectivity in the region, Scindia said on Monday. Imphal is in Manipur Mandalay in Myanmar, Agartala in Tripura and Chittagong in Bangladesh.

Now, there are 16 airports in the North East compared to 9 in 2013-14, he added.

The minister also said the efforts are on to make the Northeastern states the growth engine. Prime Minister Narendra Modi inaugurated the Donyi Polo Airport in Hollongi, Itanagar, on November 19.

IndiGo offers regrets after Mumbai-bound flight returns Kolkata due to technical glitch

The Indigo flight departed at 10:05 am from Kolkata for Mumbai but soon encountered a technical snag.

IndiGo airlines issued a statement offering regrets to the passengers for the  inconvenience after a Mumbai-bound IndiGo flight had to return back from Kolkata airport on Friday after encountering a technical snag.

“IndiGo flight 6E347 operating from Kolkata to Mumbai today experienced a technical issue prior to departure from Kolkata which caused a short delay
The aircraft took off from Kolkata after engineering inspection and inputs
We regret the inconvenience caused to the passengers,” the airlines said in a statement.

The Mumbai-bound flight departed at 10:05 am with 156 passengers onboard from Kolkata’s Netaji Subhash Chandra Bose International Airport.

Within minutes of take-off, the pilot informed the Air Traffic Control about encountering some technical issues and about his wish to return back. The engineers are now inspecting the technical fault after the flight has landed back at the Kolkata airport.

Earlier this week, Indigo Airlines commenced operations of its first A321 freighter aircraft between Delhi and Mumbai from November 15. The ‘IndiGo CarGo’ aircraft was converted from a passenger jet to a full freighter configuration and will carry general and e-commerce cargo.

India’s domestic passenger volume rose 47% to 10 million in September: DGCA

Indian domestic carriers (excluding newly launched Akasa Air) had flown a total of 7.06 million passengers on the local routes, the data showed.

Domestic air passenger volume grew 46.54 percent to 10.35 million in September over the same period last year, according to data released by aviation safety regulator Directorate General of Civil Aviation (DGCA) on Wednesday.

Indian domestic carriers (excluding newly launched Akasa Air) had flown a total of 7.06 million passengers on the local routes, the data showed.

Akasa Air commenced its flight services on domestic routes from August 7 this year. The average passenger load factor of these carriers stood at 77.5 percent against 72.5 percent PLF delivered in August 2022, the DGCA data show.

PLF is an airline metric that measures how much of an airline’s passenger carrying capacity is used.

In terms of market share, leading carrier IndiGo cornered 57 percent of the total domestic traffic pie, carrying 59.72 lakh passengers across its domestic network followed by full service carrier Vistara, which flew 9.96 lakh passengers with 9.6 percent market share.

The combined market share of Vistara, Air India and AirAsia India stood at 24.7 percent in September.

Besides, Vistara also had the best on-time performance with 91 percent of its flights arriving and departing from four key airports — Delhi, Mumbai, Hyderabad and Bengaluru — on time.

In Vistara, Tata Group holds 51 percent while in AirAsia India, it has 83.67 percent holding.

Moreover, Tata Group regained the control of Air India on January 27 this year following its privatisation.

The hike, following which salaries of Captains will be higher as compared to pre-COVID levels, will be applicable from November 1 onwards.

The airline added that the salaries of trainers (DE, TRI, LTC) and Senior First Officers have also been increased commensurately.

“SpiceJet has been consistently increasing the base salary of pilots. As compared to August, the September salary saw an increase of up to 10 percent for trainers and 8 percent for Captains and First Officers. From October, the salary was hiked by another 22 percent for Captains and First Officers,” it said in a statement.

Also, earlier this month, sources told CNBC-TV18 that the human resource department of SpiceJet wrote to its employees, informing them that it has submitted all tax deducted at source (TDS) dues and paid up a significant portion of all Employees’ Provident Fund (EPF) contributions.

The airline was unable to pay employees’ PF or deposit TDS dues with authorities for months due to a lack of funds.

The development comes days after the airline asked 80 of its pilots to go on a three-month leave without pay. “This measure, which is in line with SpiceJet’s policy of not retrenching any employee which the airline steadfastly followed even during the peak of the Covid-19 pandemic, will help rationalise the pilot strength vis-à-vis the aircraft fleet,” the airline said in a statement.

SpiceJet airline had earlier reported a net loss of Rs 789 crore (Rs 420 crore, excluding forex adjustment) for the quarter ending June 30, 2022, as compared to a net loss of Rs 729 crore in the quarter ending 30 June 2021 as the business was severely impacted by record high fuel prices and a depreciating Rupee.

What better place to celebrate Diwali than in India? Almost all states of the country celebrate the festival of lights with pomp and splendour, with numerous lights, colours, treats, firecrackers and food. Whether you are travelling home for the festival or going on a vacation with your loved ones, you need to buckle up. Given the post-pandemic excitement, flight searches have risen by 124% and you might be startled to look at the tariffs.

Background of the all-time high

After a long wait and stringent travel restrictions, India and most of the world are witnessing free travel in 2022, which calls for a celebration in itself. During the pandemic, people have had increased social media exposure, which increased their eagerness to explore places during the festivals the city is known for.

Added to it is the festive season, with Dussehra and Diwali close at hand, everyone wants to reunite with their dear ones and make memories. Hence, the air tickets, local transportation and accommodation costs are about 70% higher than last year, with excessive demand pouring in every single day.

Dates with the highest fares

The last date to book airfare at a reasonably higher cost is October 19, 2022, after which the fares are sure to skyrocket. Even now, a flight from Mumbai to Kochi has a starting price of INR 18,300, with a maximum of INR 20,000 (to and fro). With days passing by, the fares are only going to go upward.

Other reasons for the surge

We are in the last quarter of the calendar year, and this is the time for many businesses to start chalking out their business plan for the upcoming year. Since many companies are doing away with the work-from-home model, they mandate executives to come in person for conferences and meetings. Hence, business travels also increase during this time, adding to the mayhem. Aviation fuel price is also said to spike as a result of increased demand, which also is likely to contribute to the rising prices.

Benefits reaped during the busy season

With the booming demand for travel, the airline and transportation industry, in general, is set to reap the most benefit, followed closely by the hospitality industry. Elite resorts in Jaipur, Udaipur and Kashmir witnessed a 70-90% increase in enquiries and a constant stream of bookings since tourists are flocking to different places of India with their family and friends to make the most of the festival.

Tips for travellers

If you have not booked tickets yet, it is advisable to book the tickets and stay at the earliest. The prices are likely to increase unreasonably, and when they do, the best option is to opt for an alternative and proximate location to celebrate the festival. All public places will be heavily crowded, so it is not advisable to carry precious things during festive travel.

Act quickly to save money and savour the beautiful festival with the ones close to your heart.

UDAN 5.0. will aim for air connectivity to 54 new travel destinations

UDAN 5.0 scheme: The fifth phase of the government scheme will add or revive air strips closer to wildlife sanctuaries, tourist destinations or spiritual places located in tier II and tier III cities.

The Ministry of Civil Aviation (MoCA) plans to connect more than 50 wildlife and tourism destinations in the next stage of the regional connectivity initiative Ude Desh ka Aam Naagrik (UDAN).

It has identified 54 new destinations for the next phase of the scheme. The fifth phase of the scheme — to be called UDAN 5.0. — will aim to add or revive air strips closer to wildlife sanctuaries, tourist destinations or spiritual places. 

The government has prepared a list of potential airports. Most of these destinations already have either an underserved or unserved airstrip.

Usha Padhee, Additional Secretary, Ministry of Civil Aviation, said, “With UDAN 5.0. we are going from regional to remote connectivity. This will be a demand driven scheme.”

“We will not decide the routes for airlines to bid for.  Airlines know the network better. They will be allowed to select the routes they want to bid for. Of course, we have some priority areas included in the scheme, like in North East states and islands,” she added.

The list includes 10 airstrips, which are near a wildlife sanctuary like Ranthambore (Sawai Madhopur) and Bharatpur in Rajasthan, Bishnupur, also culture destination in West Bengal, Yavatmal in Maharashtra, Satna, Dhana and Mandla  in Madhya Pradesh and  Nagarjuna Sagar in Andhra Pradesh. 

Airstrips near 29 tourist destinations, including  Chamba, Sidhi,  Panchmahri, Jogbani, Raichur, Hirakund and Kohima have been proposed to be developed as potential airports. Religious and spiritual destinations like Konark, Bihar Sharif, Hassan, Dessa and Abu Road will be included in bidding process of UDAN 5.0. 

Madhya Pradesh and Bihar are likely to be the biggest beneficiaries of this round. Eleven airstrips from Madhya Pradesh and seven from Bihar are included in the list. 

The airlines bidding under the scheme will be allowed to propose the routes. Airlines will have to go through a two-stage bidding process before the route is awarded. The draft of the scheme is ready and the bidding process is likely to commence in the next three months.

The UDAN scheme was started in October 2016 with the objective of providing air connectivity in tier II and tier III cities and to make flying affordable for common citizens.

Under this scheme, RCS was created, which funds the viability gap funding (VGF) requirements of the scheme through a levy on certain domestic flights. A total of 70 airstrips and 433 routes have been operationalised in the previous four phases of the scheme.

Neerja Bhanot 59th Birth Anniversary: Remembering the brave flight attendant

Neerja Bhanot sacrificed her life for saving the passengers on Pan Am Flight 73 that was hijacked by terrorists in Karachi, Pakistan.

The youngest recipient of India’s highest peacetime award for bravery posthumously, the Ashok Chakra, Neerja Bhanot was born on September 7, 1963.

The brave heart laid down her life while saving the lives of the passengers of the Pan Am Flight 73, which was hijacked by terrorist during a stopover in Karachi, Pakistan.

Neerja was only 22 when she was shot dead on September 5, 1986, just two days before her 23rd birthday. She was shot by the terrorist while trying to protect three children from their bullets.

Her story continues to inspire people, and to commemorate her courage, Bhanot’s family set up the Neerja Bhanot Pan Am Trust. The trust recognises Indian women who overcome social injustice and airline crew members for their courageous acts during a crisis.

In 2016, her biopic, ‘Neerja’ starring Sonam Kapoor was released as a tribute. The biopic is a stylised thriller with a few glimpses into Bhanot’s personal life, her relationship with her mother and her act of courage.

Directed by Ram Madhvani, the film won a number of awards, including the National Award for the Best Feature Film in Hindi.

On 59th birth anniversary, here are some lesser-known facts about Neerja Bhanot:

  1. Neerja started her career as a model in Bombay (now Mumbai) and had a successful modelling career. She was also a huge fan of late acting legend Rajesh Khanna.
  2. In 1985, Neerja applied to Pan American World Airways for a flight attendant job and she went to Miami for training after her selection.
  3. She was shot dead by the terrorists just two days before her 23rd birthday.
  4. Neerja had the choice to escape the flight, but she decided not to leave the passengers.
  5. A square in Mumbai is named after her as the ‘Neerja Bhanot Chowk’.
  6. In 2004, Indian Postal Service released a stamp commemorating her bravery.
  7. In 1987, she was also awarded with Tamgah-e-Pakistan, the country’s highest civilian honour for her kindness to save the passengers and exemplary courage.
