PM Modi’s busy schedule in 4 poll-bound states: 8 rallies in 6 days, check full itinerary

Prime Minister Narendra Modi is starting a massive election campaign tour in four poll-bound states of Madhya Pradesh, Rajasthan, Telangana, and Chhattisgarh from today. Over the course of six days, from September 30 to October 6, the Prime Minister is scheduled to hold a total of eight rallies. Additionally, he is all set to launch multiple development projects and public welfare schemes during his visits to the poll-bound states.

Chhattisgarh – September 30 and October 3

The campaign kicks off today in Chhattisgarh’s Bilaspur, where Prime Minister Modi will attend the closing ceremony of two Parivartan Yatras organised by the Bharatiya Janata Party (BJP). PM Modi addressed the Parivartan Mahasankalp rally at the Science College ground. Following this, he will return to Chhattisgarh on October 3 to hold public meetings in Jagdalpur, located in the Bastar region.

Telangana – October 1 and October 3

During his visit to the Mahabubnagar district of Telangana, Prime Minister Modi is set to initiate several important projects worth over Rs 13,500 crore. These projects span various sectors including roads, rail, petroleum, natural gas, and higher education. Notably, the Prime Minister will also flag off a train through video conferencing.

PM Modi will inaugurate five new buildings at the University of Hyderabad. These buildings include the School of Economics, Lecture Hall Complex – III, School of Management Studies, School of Mathematics and Statistics, and Sarojini Naidu School of Arts and Communication (Annexe). Following these events, he will return to Telangana for a public meeting in the Nizamabad district on October 3.

Madhya Pradesh – October 4

A day-long visit to Madhya Pradesh is scheduled on October 4, where the Prime Minister will hold two public meetings in Gwalior. He is also expected to visit Jabalpur and Jagdalpur.

Rajasthan – October 2 and October 6

In Rajasthan, PM Modi will address a public rally in Chittorgarh on October 2. He will return to the state on October 6 to address a public meeting in Jodhpur, a stronghold of Chief Minister Ashok Gehlot.

Ravichandran Ashwin on Saturday conceded the upcoming World Cup could be his last for India after the veteran spinner replaced Axar Patel in the hosts’ 15-member squad for the event, starting on October 5.

Ashwin, who enjoyed a successful outing against Australia featuring in the first two ODIs of the recently-concluded series, was named as the replacement of Patel who has been sidelined due to quadricep strain.

Ahead of India’s first warm-up match against defending champions England here on Saturday, the 37-year-old Ashwin made the admission in a pre-match chat.

“Being in a good space, enjoying this tournament will keep me in good stead. This could be my last World Cup for India, so enjoying the tournament is of utmost importance,” Ashwin told Star Sports.

“I would have said that you were joking. Life is full of surprises. Honestly, did not think I would be here. Circumstances have made sure I am here today, the team management have shown trust,” said Ashwin while talking about his inclusion in the Indian squad.

Ashwin has played 10 matches for India in World Cup history with his last appearance coming in 2015.

He has bagged 17 wickets in the competition at an average of 24.88 and an economy of 4.36 with his best figures being 4/25.

Apart from Virat Kohli, Ashwin is the only member of the current Indian side who were also a part of their World Cup winning campaign in 2011.

Ashwin said dealing with pressure would be crucial. “All you can do is turn the ball both ways, and I think I can do it. Dealing with pressure is paramount in these tournaments, and it will dictate how the tournament goes,” he said.

96% of Rs 2,000 banknotes returned by Sep 30; RBI allows exchange at bank counters till Oct 7

The bank has said that from October 8, Rs 2000 banknotes can continue to be exchanged by individuals at the 19 RBI Issue Offices up to a limit of Rs 20,000 at a time. 

The Reserve Bank of India (RBI) announced on Saturday that the date for deposit or exchange of Rs 2,000 banknotes at bank branches has been extended till October 7, 2023. The banks were earlier advised to provide deposit and exchange facility for Rs 2,000 banknotes till September 30, 2023.

The RBI also noted in its statement on Saturday that a total of Rs 3.42 lakh crore has been received back from the Rs 3.56 lakh crore of Rs 2,000 banknotes in circulation as of May 19, 2023. Thus, 96 percent of the Rs 2,000 banknotes in circulation has since been returned.

The central bank said that from October 8, Rs 2,000 banknotes will continue to be exchanged by individuals at 19 RBI Issue Offices — up to a limit of Rs 20,000 at a time. These currency notes can also be tendered at the Issue Offices for credit to their bank accounts in India for any amount.

Additionally, individuals can also send the banknotes via India Post to any of the 19 Issue Offices for credit to their bank accounts.

“Courts, law enforcement agencies, government departments or any other public authority involved in investigation proceedings or enforcement, may, as and when required, deposit/exchange Rs 2,000 banknotes at any of the 19 RBI Issue Offices without any limit,” the RBI statement added.

The four-month monsoon season has ended with India receiving “normal” rainfall — 820 mm against a long-period average of 868.6 mm — with positive factors countering the effect of El Nino conditions, the India Meteorological Department (IMD) said on Saturday. Rainfall between 94 per cent and 106 per cent of the long-period average (LPA) is considered normal.

However, normal cumulative rainfall over the country during the monsoon season doesn’t mean even spatial and temporal spread of precipitation. The Indian monsoon refers to inherent fluctuations and changes that occur over time due to various natural factors. This is called natural variability.

Research, however, shows climate change is making the monsoon more variable. Increased variability means more extreme weather and dry spells. IMD Director General Mrutyunjay Mohapatra said with positive factors countering the effect of El Nino, the 2023 monsoon ended with 94.4 per cent cumulative rainfall, which is considered “normal”.

At a press conference on Saturday, he said 73 per cent of the sub-divisional area recorded normal precipitation, while 18 per cent saw deficient rain. The IMD said east and northeast India recorded 1,115 mm of rainfall against a normal of 1,367.3 mm, which translates to a deficit of 18 per cent.

Northwest India gauged 593 mm of rainfall against a long-period average of 587.6 mm. Central India, where agriculture predominantly depends on monsoon rains, recorded 981.7 mm against a normal of 978 mm. The south peninsula recorded a deficit of eight percent.

In a pre-monsoon briefing, the IMD had predicted a normal monsoon for India, albeit on the lower side of normal. It had, however, cautioned that El Nino — warming of waters in the Pacific Ocean near South America — might influence the latter half of the southwest monsoon. El Nino conditions are associated with weaker monsoon winds and drier conditions in India.

This year, India experienced a rainfall deficit in June but saw excessive precipitation in July due to consecutive western disturbances over northwest India and a favourable phase of the Madden-Julian Oscillation (MJO), known for increasing convection in the Bay of Bengal and the Arabian Sea. The MJO is a large-scale atmospheric disturbance originating in tropical Africa and travelling eastward, typically lasting 30 to 60 days.

August 2023 marked the driest month since 1901 and the hottest ever recorded in India, attributed to the strengthening of El Nino conditions. However, September brought an excess of rain due to multiple low-pressure systems and the positive phase of MJO.

In the opening match of the finals, Mahesh Mangaonkar lost the opener to Iqbal Nasir by a significant margin. Following this, Saurav Ghosh made a comeback for the Indian team as he defeated Muhammad Asim Khan.

India has settled its accounts with Pakistan as it got defeated by Pakistan in the league stage of the Asian Games.

It was in the 2014 edition of the games in Incheon that India bagged the gold medal in men’s team squash. While Pakistan last won gold in the 2010 edition that was held in Guangzhou.

Finance ministry notifies date for implementing amended GST law for e-gaming

The Finance Ministry has notified October 1 as the date for implementation of the amended GST law provisions for taxing e-gaming, casinos and horse racing.

According to the changes to the Central GST Act, these supplies will henceforth be treated as “actionable claims” similar to lottery, betting and gambling and subject to 28 per cent Goods and Services Tax (GST) on full face value of bets.

The amendments to Integrated GST (IGST) Act makes it mandatory for offshore online gaming platforms to take registration in India and pay taxes in accordance with domestic law.

In its meetings in July and August, the GST Council, comprising finance ministers of Centre and states, had approved amendments to the law to include online gaming, casinos and horse racing as taxable actionable claims, and clarified that such supplies would attract 28 per cent tax on full bet value.

Parliament last month passed amendments to the Central GST and Integrated GST laws to give effect to the Council’s decision.

The Finance Ministry has now notified that October 1 will be the appointed date for implementation of these provisions.

The GST Council in its meeting in August had decided that the amended provision to classify these supplies as actionable claims and clarifying the taxation provisions would come into effect from October 1.

A review of the implementation was proposed to be carried out after six months, which is April 2024.

Gender bias seen in AI-generated content on leadership, says new research

Generative AI learns the patterns in input data, using which the AI is trained, and then creates content bearing similar characteristics. The AI depends on machine learning concepts for content creation.

New research has revealed an inherent gender bias in the content — text, images, and other media — generated by artificial intelligence (AI).

Analysing AI-generated content about what made a ‘good’ and ‘bad’ leader, men were consistently depicted as strong, courageous, and competent, while women were often portrayed as emotional and ineffective, researchers at the University of Tasmania, Australia, and Massey University, New Zealand, found.

Thus, AI-generated content can preserve and perpetuate harmful gender biases, they said in their study published in the journal Organizational Dynamics.

“Any mention of women leaders was completely omitted in the initial data generated about leadership, with the AI tool providing zero examples of women leaders until it was specifically asked to generate content about women in leadership.

“Concerningly, when it did provide examples of women leaders, they were proportionally far more likely than male leaders to be offered as examples of bad leaders, falsely suggesting that women are more likely than men to be bad leaders,” said Toby Newstead, the study’s corresponding author.

Generative AI learns the patterns in input data, using which the AI is trained, and then creates content bearing similar characteristics. The AI depends on machine learning concepts for content creation.

For training these generative AI technologies, vast amounts of data from the internet along with human intervention to reduce harmful biases are processed.

Therefore, AI-generated content needs to be monitored to ensure it does not propagate harmful biases, said study author Bronwyn Eager, adding that the findings highlighted the need for further oversight and investigation into AI tools as they become part of daily life.

“Biases in AI models have far-reaching implications beyond just shaping the future of leadership. With the rapid adoption of AI across all sectors, we must ensure that potentially harmful biases relating to gender, race, ethnicity, age, disability, and sexuality aren’t preserved,” she said.

“We hope that our research will contribute to a broader conversation about the responsible use of AI in the workplace,” said Eager.

On the brink of a govt shutdown, US Senate tries to approve funding but it’s almost too late

The US Senate will be in for a rare Saturday session to advance its own bipartisan package that is supported by Democrats and Republicans and would fund the government for the short-term, through November 17.

The US is on the brink of a federal government shutdown after hard-right Republicans in Congress rejected a longshot effort to keep offices open as they fight for steep spending cuts and strict border security measures that Democrats and the White House say are too extreme.

Come midnight Saturday with no deal in place, federal workers will face furloughs, more than 2 million active duty and reserve military troops will work without pay and programs and services that Americans rely on from coast to coast will begin to face shutdown disruptions.

The Senate will be in for a rare Saturday session to advance its own bipartisan package that is supported by Democrats and Republicans and would fund the government for the short-term, through Nov. 17.

But even if the Senate can rush to wrap up its work this weekend to pass the bill, which also includes money for Ukraine aid and U.S. disaster assistance, it won’t prevent an almost certain shutdown amid the chaos in the House. On Friday, a massive hard-right revolt left Speaker Kevin McCarthy’s latest plan to collapse.

“Congress has only one option to avoid a shutdown — bipartisanship,” said Senate Majority Leader Chuck Schumer.

Senate Republican leader Mitch McConnell echoed the sentiment, warning his own hard-right colleagues there is nothing to gain by shutting down the federal government.

“It heaps unnecessary hardships on the American people, as well as the brave men and women who keep us safe,” McConnell said.

The federal government is heading straight into a shutdown that poses grave uncertainty for federal workers in states all across America and the people who depend on them — from troops to border control agents to office workers, scientists and others.

Families that rely on Head Start for children, food benefits and countless other programs large and small are confronting potential interruptions or outright closures. At the airports, Transportation Security Administration officers and air traffic controllers are expected to work without pay, but travelers could face delays in updating their U.S. passports or other travel documents.

Congress has been unable to fund the federal agencies or pass a temporary bill in time to keep offices open for the start of the new fiscal year Sunday in large part because McCarthy has faced unsurmountable resistance from right-flank Republicans who are refusing to run government as usual.

McCarthy’s last-ditch plan to keep the federal government temporarily open collapsed in dramatic fashion Friday as a robust faction of 21 hard-right holdouts opposed the package, despite steep spending cuts of nearly 30% to many agencies and severe border security provisions, calling it insufficient.

The White House and Democrats rejected the Republican approach as too extreme. The Democrats voted against it.

The House bill’s failure a day before Saturday’s deadline to fund the government leaves few options to prevent a shutdown.

“It’s not the end yet; I’ve got other ideas,” a clearly agitated McCarthy told reporters as he exited the chamber.

Later Friday, after a heated closed-door meeting of House Republicans that pushed into the evening, McCarthy said he was considering options — among them, a two-week stopgap funding measure similar to the effort from hard-right senators that would be certain to exclude any help for Ukraine in the war against Russia.

Even though the House bill already axed routine Ukraine aid, an intensifying Republican resistance to the war effort means the Senate’s plan to attach $6 billion President Volodymyr Zelenskyy is seeking from the U.S. may have bipartisan support from Democrats but not from most of McCarthy’s Republicans.

Republican Sen. Rand Paul of Kentucky is working to stop the Ukraine funds in the Senate package.

“We continue to work through trying to find out of this,” McCarthy told reporters. “There are no winners in a government shutdown and I think that’s the best way forward, make sure the government does not shut down.”

The White House has brushed aside McCarthy’s overtures to meet with President Joe Biden after the speaker walked away from the debt deal they brokered earlier this year that set budget levels.

On Friday, White House press secretary Karine Jean-Pierre said, “The path forward to fund the government has been laid out by the Senate with bipartisan support — House Republicans just need to take it.”

Catering to his hard-right flank, McCarthy had returned to the spending limits the conservatives demanded back in January as part of the deal-making to help him become the House speaker.

The House package would not have cut the Defense, Veterans or Homeland Security departments but would have slashed almost all other agencies by up to 30% — steep hits to a vast array of programs, services and departments Americans routinely depend on.

It also added strict new border security provisions that would kickstart building the wall at the southern border with Mexico, among other measures. Additionally, the package would have set up a bipartisan debt commission to address the nation’s mounting debt load.

As soon as the floor debate began, McCarthy’s chief Republican critic, Rep. Matt Gaetz of Florida, announced he would vote against the package, urging his colleagues to “not surrender.”

Gaetz said afterward that the speaker’s bill “went down in flames as I’ve told you all week it would.”

He and others rejecting the temporary measure want the House to keep pushing through the 12 individual spending bills needed to fund the government, typically a weeks-long process, as they pursue their conservative priorities.

Republicans leaders announced later Friday that the House would stay in session next week, rather than return home, to keep working on some of the 12 spending bills.

Some of the Republican holdouts, including Gaetz, are allies of Donald Trump, who is Biden’s chief rival in 2024. The former president has been encouraging the Republicans to fight hard for their priorities and even to “shut it down.”

The hard right, led by Gaetz, has been threatening McCarthy’s ouster, with a looming vote to try to remove him from the speaker’s office unless he meets the conservative demands. Still, it’s unclear if any other Republican would have support from the House majority to lead the party.

Late Friday, Trump turned his ire to McConnell on social media, complaining the Republican leader and other GOP senators are “weak and ineffective” and making compromises with Democrats. He urged them, “Don’t do it!”

Shops shut after communal tension erupts in Jaipur after death of biker due to thrashing

Several shops in the Muslim-dominated areas of Jaipur were shut down after communal tension erupted in Ramganj over the death of a man due to thrashing by a group of men on Saturday.

Two motorbikes collided in Subhash Chowk after which a group of men with one of the two riders thrashed the other rider, Iqbal, late Friday night, police said. He was rushed to SMS hospital where he succumbed to his injuries, they said.

Family members of the deceased and locals gathered there are demanding action against the other side.

Additional forces have been deployed around the area and efforts were being made to diffuse the tension, police said. Shops in Ramganj, Subhash chowk and nearby areas have been closed in view of the tension.
