Veteran industrialist BM Khaitan dead at 92

Summary

Veteran industrialist and Williamson Magor Group patriarch Brij Mohan Khaitan died on Saturday at his residence here. He was 92.

He was suffering from old-age ailments, according to company sources.

Khaitan had recently resigned as Chairman of the group’s flagship companies, Eveready Industries and McLeod Russel, citing his old age. He became Chairman Emeritus for both the companies.

West Bengal Chief Minister Mamata Banerjee expressed her condolences.

“Saddened at the passing away of noted industrialist BM Khaitan Ji. He was a much respected elder statesman of the business community of Bengal. My condolences to his family, his colleagues and his friends,” Banerjee said in a tweet.

Army to provide legal assistance to detained veteran, assures all help to Mohammed Sanaullah’s family in Assam

The Directorate of Sainik Welfare (DSW), Assam has come forward to provide legal assistance to Mohammed Sanaullah, retired subedar honorary captain of the Indian Army who has been sent to the Goalpara detention centre on being declared a ‘foreigner’.

Standing by its soldier, the army has already contacted two advocates to fight the case for Sanaullah at the Gauhati High Court and is also in touch with his family for all help and support.

Following media reports on the veteran’s detention, officials of the Directorate of Sainik Welfare approached the Superintendent of Police, Kamrup (Rural) to seek permission to interact with Sanaullah at the North Guwahati police station.

52-year-old Mohammed Sanaullah from Kolohikas village in Kamrup district was declared a ‘foreigner’ by the Boko Foreigners’ Tribunal (FT) on May 23. He was detained by police on Tuesday.

According to the Army, Sanaullah narrated the reasons leading to the FT verdict – the primary reason he cited was the variation in the year of enrollment in Indian Army. Sanaullah stated that his enrollment year as per documents is 1987. However, during initial verification, the year of enrollment was recorded as 1978.

He said the tribunal was of the view that it was not possible for an 11-year-old to be enrolled in the army and held him against giving false information possibly to conceal identity or facts. Sanaullah said the tribunal did not take into account any of his service documents that would have avoided the confusion.

Another reason stated was a mismatch in the personal and family details submitted by Assam Border Police, which was recorded during his questioning in 2008, and his statement before the tribunal.

Sanaullah said he was never summoned by Assam Border Police and is ‘totally unaware’ of an FIR lodged against him in 2008 that accused him of being a ‘foreigner’. Other reasons include discrepancy in the age of his mother and sister, which according to NRC records suggest that his sister is older to his mother.

The court also passed the judgement taking into consideration a land document he had submitted as evidence of citizenship – the land was found transferred on his name in the year 1977 when he was merely 10 years old.

The tribunal questioned as to how the land could be transferred in the name of a minor when his mother was still alive since his father passed away in 1973. Besides, it was also noted that the voter ID card issued to him in the year 1987 showed his age as 22 when actually he was a 20-year-old then.

After retiring as a soldier, Sanaullah had been serving as sub-inspector of Assam Border Police at the Baihata Chariali police station under Kamrup rural district.

During his military career, he had taken part in three counter-insurgency operations while being posted with 26 Rashtriya Rifles in Doda district of Jammu and Kashmir and 33 Field Workshop in Kupwara near Line of Control (LoC) from 2015 to 2017. He was also part of CI operations in Imphal West district of Manipur from 2007-2010.

As the new Narendra Modi dispensation began its second innings in Delhi, a perception took shape in southern India that the region, particularly Tamil Nadu and Andhra Pradesh, has been given a raw deal in ministerial berth allocations. Karnataka has been given three Union ministerial berths in addition to Finance portfolio for Nirmala Sitharaman, who is a Rajya Sabha MP from that state, while one minister each hail from Kerala and Telangana.

Tamil Nadu, which boasted of as many as nine ministers in the UPA-II government in 2009, did not get any representation in Modi 2.0 government. While the BJP drew a blank this time, its ally AIADMK managed to win one (Theni) seat and the rest (37 Lok Sabha constituencies) went to the kitty of the DMK-Congress combine.

DMK chief M K Stalin said Prime Minister Narendra Modi has “slighted” Tamil Nadu by not appointing anyone from the state in the cabinet, since he was “angered” that people did not elect even a single MP from his party. Congress’s TN president K S Alagiri said the exclusion could be only construed as boycott of not only AIADMK but Tamil Nadu as well. Alleging a raw deal, he said “due to an anti-Modi wave” witnessed during polls, Tamil Nadu has been sidelined.

He said Sitharaman and External Affairs Minister S Jaishankar have no links to Tamil people and could not be regarded as representatives of Tamil Nadu. He wondered what stopped the BJP from naming at least one of its leaders from Tamil Nadu to the Council of Ministers (and elect them to the Rajya Sabha). Political commentator M Bharat Kumar said while Nirmala Sitharaman was a Rajya Sabha MP from Karnataka, S Jaishankar was Delhi based. “They have no links whatsoever to Tamil Nadu as of now. How do you expect them to protect the interests of our state?” he asked.

Analyst Ravindran Duraisamy, however, said it was wrong to say TN been given a raw deal. “Both Sitharaman and Jaishankar hail from Tamil Nadu and they have their roots here.” Though Sitharaman may have been elected to the Upper House from Karnataka, she was a native of Tamil Nadu and similar was the case with Jaishankar, he added.

Political observer D Jagadheeswaran said the difference of opinion within the top leadership of the AIADMK was the reason for no MP (both Lok Sabha and Rajya Sabha) from Tamil Nadu getting a berth. Senior BJP leader and former Rajya Sabha MP, L Ganesan, said the present Union Cabinet was not a full-fledged one, adding there were more openings, apparently indicating that Tamil Nadu stood a chance during future expansion. “AIADMK should have been given (a berth), but we do not know what happened during the talks and what transpired.”

Similar was the perception about the representation of Andhra Pradesh in the Cabinet. Andhra-based political commentator P Naveen said, “Seeing the Modi Cabinet, it appeared as if the Centre did not have any connection with Andhra Pradesh.” The BJP has only one MP in AP, Suresh Prabhu, who was elected to the Upper House in 2016. However, he did not find a place in the Cabinet this time. The BJP did not win any of the 25 Lok Sabha seats in AP in the recent general election. In 2014, the Telugu Desam Party’s (which was an ally of the BJP then) two MPs – P Ashok Gajapathi Raju and Y S Chowdary – found place in the Modi government.

During the UPA rule, the Congress had more than 30 MPs in undivided Andhra Pradesh and there were more than seven ministers from the state with leaders like S Jaipal Reddy and M M Pallam Raju having Cabinet rank. In Telangana, where BJP had won four LS seats, analyst Telakapalli Ravi said people would have been happier if G Kishan Reddy had been given independent charge at the least, leave alone a Cabinet rank.

Though Karnataka has been represented in the Cabinet, Narayana A, who teaches political philosophy at Azim Premji University, said it would be “a bit premature” to say if the adequate representation has been given to the state in the Modi cabinet, because the full cabinet was not yet in place.

He, however, expressed surprise over no representation for SCs, STs and OBCs for now. “It is a little surprising that there is no representation for SCs, STs and OBCs, because SCs and STs have been with the BJP for some time now and the OBC is new addition to BJP’s support base in Karnataka,” he added.

The induction of Sadananda Gowda (Vokkaliga) and Suresh Angadi (Lingayat) is being considered as a balancing act to accommodate the two dominant communities of Karnataka. Another minister from Karnataka, Pralhad Joshi is a Brahmin. The previous Modi ministry had five members from Karnataka, including Sitharaman.

The BJP’s Kerala unit chief, P S Sreedharan Pillai, argued that though the southern states have given fewer MPs for the party, the Prime Minister has given good consideration to the south. Another BJP leader S Suresh said it was not about the number of ministers in the cabinet (from every state), but the union government’s attitude towards the states that mattered. He said the Centre had always and would continue to give all states a fair deal irrespective of the number of ministers. Though the BJP drew a blank in Kerala, V Muraleedharan, a former state party chief, has been made Minister of State for External Affairs.

He is a Rajya Sabha MP from Maharashtra. During the tenure of Congress-led UPA II, there were eight ministers from Kerala.

All that you need to know about mutual funds this week

Summary

Four out of the top five best performing funds invest in digital or technology space. Data going back to 2006 shows that returns of Nifty IT index have mostly been inline with the Nifty 50 index.

The technology sector outperformed indices with the Nifty IT index up 3.8 percent for the week. on a weekly basis, the Sensex gained 279.4 points and the Nifty rose 78.70 points. Four out of the top five best performing funds invest in digital or technology space. Data going back to 2006 shows that returns of Nifty IT index have mostly been inline with the Nifty 50 index.

Index investing is picking up in India

We have long been a proponent of an Index first well-diversified portfolio. It is heartening to see that two Index funds (UTI Nifty Index and UTI Nifty Next 50 Index) featured in the highest equity inflows we saw this week.

ICICI Prudential Mutual Fund has launched the NFO (new fund offer) for ICICI Prudential MNC Fund, an open-ended equity scheme following MNC theme. The NFO is open for subscription from May 28 to June 11. You can find NFOs on Kuvera here.

Parag Parikh Mutual Fund has received the Securities and Exchange Board of India (Sebi) approval for launching its second equity scheme in six years. The fund house is expected to launch its Tax Saver Fund in the first week of July. As per Rajeev Thakkar, CIO – Parag Parikh Mutual Fund, the portfolio of Parag Parikh Tax Saver Fund would resemble that of Parag Parikh Long Term Equity Fund, apart from exposure to international equities.

DHFL Pramerica Mutual Fund has announced the merger of four of its debt schemes. As per the notice released by the Fund House:

Unitholders who do not wish to retain their holdings in the merging schemes can redeem their units without any exit load between May 22 and June 22, 2019. There will be no changes in the fundamental attributes of the surviving scheme.

NDA government has announced the list of its cabinet ministers. Some of the prominent names include Nirmala Sitharaman as the Minister of Finance, Amit Shah as the Minister of Home Affairs, Rajnath Singh as the Minister of Defence and S Jaishankar as the Minister of External Affairs.

China on Saturday increased tariffs on billions worth of US goods as it prepares to unveil a blacklist of “unreliable” foreign companies that analysts say aims to punish US and foreign firms cutting off supplies to telecoms giant Huawei.

Beijing’s move hits $60 billion worth of US goods with new punitive tariffs ranging from five to 25 percent, and comes in retaliation for Washington raising punitive tariffs on $200 billion in Chinese goods to 25 percent.

Washington and Beijing resumed their trade battle last month when trade talks in the US ended without a deal, with American negotiators accusing Chinese negotiators of reneging on previous commitments.

The countries have exchanged tariffs on $360 billion in two-way trade so far.
The tit-for-tat tariff war has been upstaged in recent weeks by Washington’s move to blacklist Chinese tech giant Huawei over national security concerns, threatening the firm’s global ambitions.

The US Commerce Department placed Huawei on an “entity list” on grounds of national security on May 16, a move that curbs its access to US-made components it needs for its equipment. A 90-day reprieve was later issued.
Hitting back, China’s commerce ministry said Friday it would release its own list of “unreliable entities” that break their commercial contracts and stop supplying Chinese firms.

“For China’s countermeasures, what we say, we do,” said anchor Kang Hui on Chinese state-broadcaster CCTV’s primetime news show that aired across multiple Chinese stations on Friday.

“Talk and our door is open. Fight, and we’ll fight to the end,” said Kang.
China’s commerce ministry said it would roll out the detailed measures against companies on the list shortly, noting foreign firms that break contracts, cut off supplies or take other discriminatory measures against Chinese firms would be included.

“Obviously it’s mostly aimed at Huawei suppliers, Intel, Qualcomm, ARM … if anything it’s probably aimed at non-US companies, so European, South Korean and Japanese companies that may be trying to decide how strictly to apply the US ruling,” said Andrew Polk, an economist at Trivium China.

China wants to make it a much more difficult choice to cut off supplies to Huawei, he added.

“It’s potentially putting companies in a situation where they are forced to choose between the US and China and that could definitely backfire on them,” said Polk.

China’s state-owned tabloid the Global Times said the new list would “work as deterrent forming a protective barrier around Chinese companies”.

“China is ready to wage a protracted economic and trade war with the United States,” the nationalist paper said in an editorial.

Former Chinese officials warned Friday that the trade war could last decades.
“It is quite clear now that this is no longer a trade dispute and will extend much more broadly to punitive economic measures that each side can inflict upon each other,” said Christopher Balding, a China expert at the Fulbright University Vietnam, adding it was reasonable to expect further escalation by each side.

“It is quite possible there will be significant collateral damage here,” Balding said.

Speaking at a defence and security conference in Singapore on Saturday, the acting US defense secretary said Huawei was “too close” to Beijing, creating “too much risk”.

“The integration of civilian businesses with the military is too close. China has national policies and laws where data is required to be shared,” Patrick Shanahan told the forum.

US President Donald Trump more than doubled punitive tariffs on $200 billion in Chinese goods to 25 percent last month, and launched the process to hit nearly all remaining imports from the Asian giant.

China responded by increasing tariffs five percent to 25 percent on 5,410 American products Saturday, worth $60 billion in trade.

The list includes beauty products, sports equipment, musical instruments, wine, condoms, diamonds, wood, fabric and toys.

Washington’s tariffs appear to have already had an impact on Chinese manufacturing activity, which contracted more than expected last month.
While Trump insists China will pay billions in duties, experts note that US consumers and importers bear the brunt of tariffs on products coming into the United States.

“The United States remains an important export market for China, but its importance is declining,” said Wang Shouwen, who was on China’s negotiating team, according to official news agency Xinhua.

He emphasised the trade war’s effect on China’s economy would be “controllable”.

“If the US wants to force the Chinese to make concessions by engaging in unilateralism and putting on extreme pressure, this is impossible,” said Wang, according to Xinhua.

Who is Kishen Reddy? Who is Debashree Chowdhury? Many such queries were doing the rounds, hours after the Narendra Modi ministry was sworn in Rashtrapati Bhavan before a record crowd on Thursday evening. These were two ministers among many other unknown figures who had been inducted into the cabinet.

There were also discussions on why there were no ‘significant’ ministers from West Bengal and the North East. With more than 300 seats in Lok Sabha, it has been a kind of embarrassment of riches for the BJP; and while the numbers are the manifestation of the hard work put in by Modi and Amit Shah together, many low profile and non- descript candidates have managed to make the grade in the process.

A day after the swearing-in, Modi had allocated the portfolios but the focus was on a few ministries, a clear indication that this was merely an interim exercise. Nirmala Sitharaman getting the finance ministry came as a surprise but perhaps not. The official decline by Arun Jaitley to be a cabinet minister came a few days ago but Modi may have known this for a long time and perhaps he had already made up his mind to replace him by Sitharaman.

An indirect proof of this fact can be had from the fact that after chief economic advisor to government of India, Arvind Subramaniam left his job last year, the job of finding a replacement devolved on Sitharaman who chose a professor of Indian School of Business (ISB) in Hyderabad. Incidentally, Sitharaman is also domiciled in Hyderabad. Were Modi not thinking of making her the finance minister, he wouldn’t have tasked her to find out a CEA.

In the last few days, there had been intense speculation about the ministry Amit Shah would get. In fact, the speculation began with stories that Shah would remain the party chief and then reports came that he would become the finance minister. Ultimately Shah got the home ministry, as many had expected many weeks ago. Now the speculation about Shah’s ministry seems to have been deliberately created by Modi who revels in keeping away ‘secrets’ from the media and allowed them to get confused.

Nitin Gadkari is one of the most efficient ministers of the Modi government. But his portfolio of road transport remains the same as before even though he is one of the senior most ministers of the government. Analysts point out Gadkari who is very close to the RSS bosses and was being speculated as BJP’s Prime Ministerial candidate in case the party failed to get enough numbers on its own, was snubbed (in a sense) by Modi by retaining him in his old portfolio. Nobody least of all Modi would want a rival around and although BJP has a clear majority this time too.

In the first term of the BJP government, Gadkari had a free run in the running of his ministry, probably being the only minister to have such wide-ranging powers. This was because Gadkari was seen as a direct appointee of RSS whom Modi did not want to unsettle. It will be interesting to see whether Gadkari will have an absolutely free hand this time around or would be reined in by a now more confident Modi.

Rajnath Singh who is the number 2 in the cabinet going by the order in which the ministers was sworn in, has been made to vacate the home ministry that he earlier held to make way for Amit Shah. But he was sworn in as the defence minister because he had to be given a ‘weighty’ portfolio to compensate for his seniority. Moreover, he belongs to Uttar Pradesh which has now emerged as the main citadel of the BJP. However, Amit Shah as the boss of the home ministry makes it clear that he will be the ears and eyes of Narendra Modi and be in charge of crucial issues like Kashmir, Ram Janmabhoomi and infiltration from the North East. In that sense, he will be the most important minister after Modi himself.

The appointment of non- politician and former foreign secretary S Jaishankar as the new foreign minister has come as a surprise to most but reflects that Modi wants professional help from the ministry and is not willing to leave the job to a career politician. It also denotes Modi’s interest in foreign relations.

In his first term, Modi was seen in Delhi as a Prime Minister to whom the press had little access. Taking a cue from him, other ministers also tried to shun the media. However, things may be different this time around because Modi after his second straight run is confident and sees no threat from the press. Possibly in a manifestation of this, he has appointed a friendly and an open Prakash Javdekar as the new information and broadcasting minister.

A whole lot of ministers like Ravi Shankar Prasad, Piyush Goyal and Dharmendra Pradhan retain the same ministries as before leading to speculation that the allotment of portfolios is not final and Modi will exercise his mind once again and rationalise the allocation after some time.

Budget airline SpiceJet is examining the prospect of taking over widebody jets previously operated by Jet Airways, but initial studies show they need significant maintenance work, its chairman said on Saturday. SpiceJet, which operates narrowbody and turboprop planes, does not have firm plans to become a widebody operator with longer-range flights in the wake of Jet’s collapse in April, SpiceJet chairman Ajay Singh said.

“Certainly a gap has been created and there seems to be an opportunity but it is also a business that we don’t know very much about. A higher risk business,” he told Reuters on the sidelines of an airline industry conference in Seoul.

“We are exploring it. We’ll see. If it looks like it is significantly profitable we can do it.”

Leasing or buying widebody jets not previously operated by Jet are another possibility, he said.

SpiceJet took over the leases of 25 Boeing Co 737 jets previously operated by Jet in April and May.

The carrier plans to add another 35 planes throughout the financial year ending March 31, 2020, including some more ex-Jet aircraft on lease, some Q400 turboprops and “hopefully” 737 MAX jets after regulators approve the return to service of the grounded model, Singh said.

SpiceJet had a 13.1 percent share of India’s domestic market in April, according to government statistics, behind IndiGo’s 49.9 percent and Air India’s 13.9 percent.

Singh said IndiGo’s increasing dominance of the domestic market was becoming a cause for concern to the broader industry.

“I think the government will have to explore what possibilities exist” for remedies, he said. “We haven’t thought about it as yet. The government has just been elected and we are in the middle of a massive expansion ourselves.”

The Congress party on Saturday once again elected as UPA chairperson Sonia Gandhi as its parliamentary party leader. The decision was taken in the first meeting of newly elected Congress Lok Sabha MPs.

Sonia won UP’s Rae Bareli constituency by defeating the BJP’s Dinesh Pratap Singh by over 1.67 lakh votes.

All 52 Lok Sabha MPs of the Congress were present at the meeting, besides its members in the Rajya Sabha.

The Congress Parliamentary Party has also authorised Gandhi to pick the party’s leader in Lok Sabha. She has convened a meeting of senior leaders in the afternoon to decide on the matter.  “Smt. Sonia Gandhi elected as the leader of Congress Parliamentary Party! She says, ‘we thank the 12.13 Cr voters for reposing faith in the Congress Party’,” Congress’s chief spokesperson Randeep Surjewala tweeted.

Gandhi’s name was proposed by former prime minister Manmohan Singh and seconded by Jharkhand MP Jothimani S and Kerala MP K Sudhakaran.
Gandhi, in her speech, lauded the role of Congress president Rahul Gandhi during the Lok Sabha polls.

Rahul led the “party from the front with dynamism”, she said, adding that the party with its 52 MPs in Lok Sabha will play the role of the opposition sincerely and raise people’s issues.

“Congratulations to Smt Sonia Gandhi on being elected Leader of the Congress Parliamentary Party. Under her leadership, the Congress will prove to be a strong & effective opposition party, that will fight to defend the Constitution of India,” the Congress president tweeted.

This was the first official meeting that Congress president Rahul Gandhi attended after the May 25 meeting of the party’s working committee, where he had offered to quit as Congress chief.

The CWC has already rejected his offer to resign and unanimously passed a resolution authorising him to bring structural changes in the party at all levels in a bid to revamp it.
