Central Information Commission brings BCCI under RTI

Summary

BCCI has been directed to put in place, within 15 days, online and offline mechanisms to receive applications for information under the RTI Act.

The Board of Control for Cricket in India (BCCI) is covered under the RTI Act and answerable to the people of the country under its mechanism, the Central Information Commission ruled Monday.

The commission, the top appellate body in RTI matters, went through the law, orders of the Supreme Court, the Law Commission of India report, submissions of the Central Public Information Officer in the Ministry of Youth Affairs and Sports to conclude that the status, nature and functional characteristics of the BCCI fulfil required conditions of Section 2(h) of the RTI Act.

“The SC has also reaffirmed that the BCCI is the ?approved’ national-level body holding virtually monopoly rights to organize cricketing events in the country,” Information Commissioner Sridhar Acharyulu said in a 37-page long order.

He directed the president, secretary and Committee of Administrators to designate deserving officers as central public information officers, central assistant public information officers and first appellate authorities as required under the law.

Acharyulu also directed the BCCI to put in place, within 15 days, online and offline mechanisms to receive applications for information under the RTI Act.

The matter came before him as the Ministry of Youth Affairs and Sports did not give a satisfactory response to an RTI applicant, Geeta Rani, who had sought to know the provisions and guidelines under which the BCCI has been representing India and selecting players for the country.

“The BCCI should be listed as a NSF covered under the RTI Act. The RTI Act should be made applicable to the BCCI along with its entire constituent member cricketing associations, provided they fulfil the criteria applicable to the BCCI, as discussed in the Law Commission’s report,” he said.

Former heavyweight champion Floyd Mayweather said on Saturday he was coming out of retirement for a 2018 rematch with Manny Pacquiao.

“I’m coming back to fight Manny Pacquiao this year,” Mayweather, 41, said on his Instagram account. “Another 9 figure pay day on the way.”

An accompanying video showed the two fighters at a music festival in Tokyo but it was difficult to hear what they were saying.

In a later video obtained by ESPN, Mayweather says, “Tokyo Japan here we go…. I’m coming back in December.”

He added, “I’m going to take it (the belt) from him like I did before. We gonna get the payday and I don’t want no shoulder excuses.”

A rematch had been speculated for years after the two met in a ballyhooed 2015 fight.

Undefeated Mayweather scored a unanimous decision that earned him an estimated $220 million. Pacquiao later said he was hampered by a right shoulder injury.

Mayweather was back in the ring in 2017, winning by a technical knockout over mixed martial arts world champion Conor McGregor to run his boxing record to 50-0.

He earned a reported $300 million and McGregor $100 million in one of the richest fights in history.

Pacquiao (60-7-2) last fought in July, knocking out Argentine Lucas Matthysse.

Afterward, when asked about a rematch with Mayweather, the Filipino boxer said: “I have the belt, so it’s up to him. If he wants to come back in boxing let’s do a second one.”

The downpour did not dampen the spirits of the Indonesians who thronged the venue to witness the closing ceremony, which was also attended by International Olympic Committee (IOC) President Thomas Bach.

OCA President Sheikh Ahmad Al-Fahad Al-Ahmed Al-Sabah congratulated the hosts before declaring the Games closed.

“Thank you Jakarta. Thank you Palembang. You did it,” Sheikh Ahmad said, making a heart-shaped gesture above his head with his hands. “The sky is crying because we are very sad today as we must leave your beautiful country.

“We are going back with a lot of memories, wonderful memories from an amazing Games. We will never forget you, you will always be in our hearts.”

Like at the opening ceremony, a unified Korean team marched under a common flag, demonstrating the power of sports to forge camaraderie.

The organisers did not try to match the grandeur of the opening ceremony and handed over the baton to Hangzhou, China, which will host the next event in four years’ time.

Alibaba founder Jack Ma and Olympic champion swimmer Sun Yang extended an invitation on behalf of the organisers of the next Asiad.

Buoyed by the success of hosting the Games, Indonesia on Saturday announced its intention to bid for the 2032 Olympics.

Tokyo will host the next Summer Olympics in 2020, with Paris holding the 2024 Games and Los Angeles confirmed as hosts in 2028.

Should Indonesia get the chance to host the Summer Olympics, it would become the fourth Asian country to do so, after Japan, China and South Korea.

“Asian cities have hosted many major international events. We are proud to say that Jakarta has the capability of hosting any such major international event,” Sheikh Ahmad added.

“The 18th Asian Games in Jakarta and Palembang, the energy of Asia, has been a historical success.”

Amit outwits Olympic champ to claim India’s only boxing gold at 18th Asiad

 Indian boxer Amit Panghal clinched gold in the men’s light fly (49kg) boxing competition at the 2018 Asian Games here on Saturday.

Amit Panghal (49kg) on Saturday became only the eighth Indian boxer ever to claim a gold medal at the Asian Games with a stunning tactical win over reigning Olympic and Asian champion Hasanboy Dusmatov in the summit clash here.

The 22-year-old Armyman, the only Indian to make the finals, prevailed 3-2 against the more fancied Dusmatov, who had beaten him in a split verdict in last year’s world championships.

Amit, making his debut at the Games, showed immense tactical brilliance, especially in defence to outwit the Uzbek, who has an iconic status in international boxing. Dusmatov won a silver in the world championship last year.

But today, the Haryana-boxer extracted sweet revenge for the narrow loss in Hamburg, keeping his range and striking some clean right hooks and jabs to his shorter and slightly edgy opponent.

The Uzbek southpaw, known for his brilliant counter-attacks, seemed wary of the constantly-on-the-move Indian, who refused to fall into the trap of diving in.

The result was a frustrated Dusmatov being forced to lunge forward which worked perfectly well for the Indian in his counter-attacking game.

Today’s win marks the highest point Amit’s meteoric rise to the top, starting with an Asian Championships bronze last year. A world quarter-finalist, Amit claimed a silver in the Commonwealth Games.

Earlier this year, he also won gold medals at the inaugural India Open and the prestigious Strandja memorial in Bulgaria.

Vijender Singh and Vikas Krishan were the last set of male gold-medallists for India at the Asian Games. They had won their yellow metal at the 2010 Guangzhou edition. Vikas (75kg) settled for a bronze this time.

In the 2014 Games, M C Mary Kom was the lone gold-medallist for India.

India won gold in the women’s 4X400 metre event at the 18th Asian Games in Jakarta on Thursday.

The Indian quartet of Hima Das, Raju Poovamma, Saritaben Laxmanbhai Gayakwad and Vismaya Koroth registered a time of 3 minutes and 28.72 seconds to finish at the top of the podium.

Bahrain got silver with 3:30.61 while the quartet from Vietnam clocked their season’s best time of 3:33.23 to bag the bronze medal.
