Bharatiya Janata Party (BJP)’s chief ministerial candidate BS Yeddyurappa said on Tuesday evening that he had urged Governor Vajubhai R Vala to allow him to prove majority support in the Karnataka Assembly.

“We are the single largest party. We have requested the Governor to give the BJP a chance to prove majority in the Assembly. We are staking claim to form the government,” Yeddyurappa told reporters.

Yeddyurappa made the comments to the media after calling on Vala, along with party leader and Union Minister Ananth Kumar, after results from Saturday’s Assembly election threw up a split verdict.

“Since we are emerging as the single largest party, we have appealed to the Governor to give us time to form the new government,” party’s spokesman S Shantharam told IANS.

He was thrown out of the JD(S) in 2005 for anti-party activities following his sharp differences with its leadership over H D Kumaraswamy’s growing clout in the party.

Twelve years down the line, Siddaramaiah, the 69- year-old leader from the backward Kuruba community, on Tuesday offered Karnataka’s chief ministership to his political foe Kumaraswamy whose party finished a poor third with barely 37 seats in its kitty.

Siddaramaiah suffered a humiliating defeat in Chamundeshwari where he lost to G T Deve Gowda of the JD(S) by over 36,000 votes, but managed to win Badami by a slender margin of 1696 votes against BJP’s B Sreeramulu, a sitting saffron party MP and close aide of the controversial Reddy brothers.

Despite being considered an “outsider” by a section of the Karnataka Congress for his socialist roots, Siddaramaiah became the first chief minister since Devraj Urs (1972-77) to complete a full five-year term in office.

Born into a poor farming family in Siddaramanahundi village in 1948, Siddaramaiah, the second of five siblings, did not have formal education initially, and joined school in the 5th grade.

Overcoming adversity, he did his BSc and obtained a degree in law. He practised law and even taught it for a while in Mysuru.

Siddaramaiah, who goes by the single name, joined politics under the influence of Nanjunda Swamy, a farmer leader who campaigned against agricultural patenting by multinational corporations.

He made his debut in the Assembly in 1983 from Chamundeshwari constituency on a Lok Dal ticket. He later joined the Janata Dal.

Admired for his canny political sense and his rustic, down to earth characteristics, Siddaramaiah climbed up the ladder in the Janata Dal, and served as minister in the party’s governments. He also served as deputy chief minister twice.

A seven-term legislator, Siddaramaiah followed his mentor H D Deve Gowda after the Janata Dal split and the former prime minister formed the JD(S).

Siddaramaiah later floated his own party — All India Progressive Janata Dal —following his expulsion from the JD (S). He had irreconcilable differences with Deve Gowda over the growing influence of his son H D Kumaraswamy in the party.

The expulsion came when Siddaramaiah started actively participating in the AHINDA (Kannada acronym for minorities, backward classes and Dalits) movement. Castes and communities constituting the AHINDA were considered the bedrock of the Congress’s support base in Karnataka.

Siddaramaiah later merged his party with the Congress.

In the 2006 Assembly elections, Siddaramaiah contested from Chamundeshwari on Congress ticket and won by a wafer thin margin of 257 votes against the JD(S) candidate. However, he had exacted a sweet revenge.

He was appointed chairman of the publicity committee of the Congress in the 2008 Assembly polls, which the BJP won.

He was then appointed the Leader of the Opposition, a reflection of his growing clout in the Congress.

The BJP’s stint in power was marred by intra-party feuds and allegations of corruption.

When the BJP lost the 2013 polls, Siddaramaiah was appointed the chief minister.

Known for taking bold decisions, Siddaramaiah decided to celebrate ‘Tipu Jayanti’, a move denounced by the BJP as “appeasement politics”. His government also took the controversial decision of recommending religious minority status for the influential Lingayat community in the run up to the polls.

He launched a plethora of populist schemes like the Annabhagya for free distribution of rice, Ksheeradhare under which subsidy was given for milk, Vidyasiri that made available hostel facilities for students, and many others.

The Siddaramaiah government also substantially raised the budgetary allocations for Dalits.

These populist measures were expected to effectively insulate Siddaramaiah against allegations of corruption as Modi mounted an aggressive assault, calling him a “Seedha rupaiah government” and “10 per cent commission government”.

Apparently, the charges did stick.

History is repeating itself in Karnataka as no party has secured a clear majority. With both the BJP, which has emerged as the single largest party, and Congress, which is trying to form an alliance with JD(S), bidding to form the government, the state is seeing a repeat of the political drama that unfolded in 2004.

In 2004, the ruling congress that was led by Chief Minister S M Krishna failed to repeat its previous performance. Again, it was BJP led by B S Yeddyurappa that emerged as the top party by securing most number of seats.

But the failure of the party to secure simple majority saw Congress making an alliance with JD(S), then led in the assembly by the now outgoing CM Siddaramaiah and forming a government with Dharam Singh as Chief Minister and Siddaramaiah as his deputy.

However, the alliance came to a sudden end when the JD(S) led by HD Kumaraswamy left and forged a tie up with BJP in 2006. The new alliance too did not last long after Kumaraswamy failed to resign from the post of Chief Minister as part of the power sharing agreement.

The dead lock led to the breaking up of the alliance and the state came under President’s rule following Kumaraswamy’s resignation. Later the two parties reconciled and BJP formed government in the state. But tensions in the alliance again led to the dissolving of the assembly and the elections in 2008 which saw BJP returning to power with the support of independent MLAs.

With the results and leads portending a hung assembly in Karnataka, all eyes will be on governor Vajubhai Rudabhai Vala, an old RSS hand and former colleague of Prime Minister Narendra Modi.

In the case of a hung house, the Governor usually follows the constitutional convention to call the single largest party to form the government and prove its majority.

But in recent times, courts have endorsed political parties pulling together a post-election alliance to form the government. It happened in the Goa elections and the BJP formed the government.

Ergo, the decision by Vala will be critical.

Vala was born on January 23, 1937 at Rajkot, Gujarat and hold degrees in law and science.

He started his political career at the Rashtriya Swayamsevak Sangh (RSS) and subsequently joined Jan Sangh in 1971.

In 1975, he was elected as a councilor of the ward no. 6 of Rajkot Municipal Corporation and in February, 1983, he became the Mayor.

From 1983-88 and 1991-93, he was the Mayor of Rajkot Municipal Corporation.

During the emergency in 1975, he was imprisoned in Sabarmati Jail for eleven months.

In 1985, he was first elected as an MLA from Rajkot-II constituency.

From 1985 to 2012, he was elected continuously for seven times from the same seat.

During 1990 to 2012, he was a Cabinet minister in the governments of Narendra Modi and Keshubhai Patel and handled various portfolios like finance, revenue, employment, and energy.

Vala, the son of a Rajkot businessman, also hold an enviable record of presenting the Gujarat state budget for a record 18 times as the finance minister.

In 2001, Vala vacated his Rajkot-II seat for Narendra Modi to contest by-elections and become member of the Gujarat Assembly in 2002.

In December 2012, he was elected as the Speaker of Gujarat assembly and served till August 2014.

Vala is married to Manoramabahen and has two sons and two daughters.

The Bahujan Samaj Party (BSP) opened its account in Karnataka Assembly after its state president N Mahesh won the Kollegal assembly seat.

Mahesh defeated the Congress candidate AR Krishna Murthy by 6,562 votes.

Mahesh got 31,326 votes of the total votes in the constituency, while Murthy received 24,764 votes.

In this election, the constituency saw a voter turnout of 78.92%.

The BSP had contested this election in alliance with the JD(S) and fielded candidates in around 20 constituencies.

Kollegal assembly constituency is a reserved seat for scheduled caste.

There are a total of 2,09,122 voters in the constituency including 1,04,023 male, 1,05,053 female and 13 others.

In 2013, the Congress won this seat with a margin of 10,193 votes securing 32.36% of the total votes polled.

The Congress won this seat in the 2008 Assembly Elections with a margin of 11,798 votes (9.06%) registering 28.72% of the votes polled.

He said the Congress did not do even 10% of what the Bharatiya Janata Party (BJP) did during the campaigning.

“Rahul Gandhi (Congress President) did his best to come here and campaign in the state in the past three months. But it is not a good sign for the local leaders, who could not gauge the trend in their own constituencies,” said Shivakumar.

Siddaramaiah decided to contest from the Badami and Chamundeshwari seats as he felt he knew the constituencies well even as he was “advised internally against doing so”, he said.

“The decision was taken by him (Siddaramaiah) because he knew the constituencies well. We became over-confident… internally we had advised him that he should represent only one constituency,” the Congress leader asserted.

Asked if it was Siddaramaiah’s “over-confidence”, Shivakumar said: “Sure…It is his confidence which has taken (us down) to this level.”

The Chief Minister is leading in the Badami seat, but is trailing in Chamundeshwari.

Asked whether Siddaramaiah was trying to reach out to the Janata Dal-Secular (JD-S), when he said he was open to a Dalit Chief Minister, Shivakumar said the party was keeping a tab on the numbers. “It is only after looking at the final figures that we will take a call.”

At the same time, he said the party was “definitely” open to reaching out to the JD-S. “Why not? We want BJP to remain out of power,” he said.

Shivakumar also denied there was any Modi wave in Karnataka, and said: “Our defects became their pluses.”

Newly-formed Karnataka Pragnyavantha Janatha Party (KPJP) won its maiden seat in Karnataka and might hold aces in a what is looking like a hung assembly.

R Shankar of KPJP defeated Congress candidate Krishnappa Koliwad in the Ranibennur assembly seat by 4,338 votes.

Shankar bagged 63,910 votes and Koliwad 59,572 votes. Basavaraj Dr. Kelagar of BJP came in third with 48,973 votes.

Started by D. Mahesh Gowda and veteran Kannada actor Upendra Rao, the KPJP was founded in January 2015 and was officially launched on October 31, 2017.

The party released its manifesto on January 2018 and ‘auto-rickshaw’ was selected as the official symbol on December 9, 2017.

In 2017, Upendra said that the KPJP will contest Karnataka elections in all assembly constituencies in 2018.

But on March 6, 2018, Rao resigned from the party after a misunderstanding with the founder Gowda.

Later on, he told reporters that he will soon register a new party ‘Prajakeeya’ and contest in the upcoming state elections.

As per media reports, the main objectives of the party were education, health insurance, good infrastructure, smart villages, agricultural development, encouraging small scale industries and promoting local talent.

After a dramatic change in leads, the Congress said it will bid for power in Karnataka, said people familiar with the matter.

The initial trend gave the BJP a clear majority, as the party was leading in 115 seats, however, the number slipped to 106 by 2:20 pm.

This came as an opportunity for the Congress to get back in to the race, considering to form an alliance with JD(S).

Congress leader Ghulam Nabi Azad has spoken to JD(S) leader HD Deve Gowda to explore the possibility of an alliance, said sources.

The BJP has won 43 seats and is leading in 62 others, according to the Election Commission website.

The Congress has won 19 and is leading in 56 seats. JD(S) has truimphed in five seats and is leading in 33.

Assuming these parties win all the seats, they will bag 113 seats pipping the BJP’s 106 seats.

A party or an alliance requires 112 seats for a simple majority to form the government in Karnataka.
