Delhi Commission for Women removes 223 employees after LG’s order; all you need to know

At least 223 employees have been removed from the Delhi Commission for Women (DCW) with immediate effect on orders of Lieutenant Governor VK Saxena. The dismissal of employees came after former DCW chairperson, Swati Maliwal, allegedly had made these appointments without taking permission, going against the rules, ANI reported.

“… the approval of the Government is hereby conveyed to Delhi Commission for Women to discontinue the services of all contractual staff with immediate effect who have been appointed by DCW at any point of time, by going beyond its delegated power and without following various procedures laid down and in violation of DCW Act/rules/regulations/guidelines issued by Govt. of NCT of Delhi from time to time,” read the order from the Department of Women & Child Development, dated April 29.

 


The order is undersigned by Additional Director Dr Navlendra Kumar Singh to be Member Secretary of the Delhi Commission for Women.

It stated that the commission has “violated the statutory provisions of DCW Act, 1993 and various standing instructions of the Department of Finance & Planning Department, GNCTD by creating 223 posts and engaging staff without following due procedure”.

During the hiring process, no study was conducted to assess the actual requirement of additional staff and eligibility criteria for each post. Moreover, no administrative approval and expenditure sanctioned was obtained from the government for engaging such manpower, while applications for such posts were not formally invited.

“…taking cognizance of all these irregularities and illegalities made by DCW, the Lieutenant Governor has approved the proposal of the department that the appointments of contractual staff engaged in DCW without having sanctioned posts and without following due procedures is void ab-initio and the same cannot be allowed to continue in DCW,” it added.

Swati Maliwal resigned from the post of DCW chief earlier in January this year after she was nominated by the Aam Aadmi Party (AAP) as its candidate for the Rajya Sabha elections.

Known for her feisty statements on issues concerning women’s safety, Maliwal later that month took oath as a member of the Upper House of Parliament.
