Maharashtra: 258 candidates in fray for 11 seats in third phase, all eyes on Baramati

As many as 258 candidates are in the fray in the 11 Lok Sabha constituencies in Maharashtra going to polls in the third phase on May 7 and all eyes will be on Baramati, where two members of the powerful Sharad Pawar family are facing each other.

Baramati in Pune district has the highest number of candidates at 38 followed by Madha (32), Osmanabad (31), Latur (28), Hatkanangale (27), Kolhapur (23), Solapur (21), Sangli (20), Satara (16), Raigad (13) and Ratnagiri-Sindhudurg (9), election officials said.

In Baramati, Nationalist Congress Party (SP) candidate Supriya Sule, the daughter of Sharad Pawar, is pitted against her sister-in-law and Deputy Chief Minister Ajit Pawar’s wife Sunetra, the nominee of the ruling NCP.

Two royal scions are also in the fray from different seats — Shahu Chhatrapati in Kolhapur as the Congress candidate and Udayanraje Bhosale in Satara as the BJP nominee. Union minister Narayan Rane is contesting on a BJP ticket from Sindhudurg-Ratnagiri.

Congress rebel Vishal Patil will contest the Sangli Lok Sabha poll as an independent candidate after the seat was allotted to the party’s ally Shiv Sena (UBT).

UltraTech Cement share price: Global brokerage Morgan Stanley has maintained its “overweight” stance on the stock and target price at ₹11,600, as the Maharashtra unit will boost the cement major’s presence in the state.

UltraTech Cement shares jumped more than 200 apiece, surging over 2% on Monday as the Street turned bullish on its plans to buy a 1.1-mtpa grinding unit in Maharashtra for 315 crore will expand capacity and presence in the fast-growing region. UltraTech Cement hit the day’s high price of 9,590. At 2.17 pm, the stock was quoted at 9,585.

Global brokerage Morgan Stanley has maintained its “overweight” stance on the stock and target price at 11,600, as the Maharashtra unit will boost the cement major’s presence in the state.

The acquisition, valued at ₹315 crore, was formalised through an Asset Purchase Agreement between UltraTech Cement and India Cements Ltd.

The unit located in Maharashtra’s Parli also includes a captive railway siding, it said, while adding that the company plans to expand the brownfield development of 1.8 mtpa at Dhule in the state.

The expansion will cumulatively cost around 500 crore and will be funded by internal accruals, the brokerage firm said. Earlier this month, the company completed a 100-megawatt (MW) solar energy project under the Group Captive Scheme in Rajasthan.

This was the company’s first project to source power for its captive consumption from the inter-state transmission network.

Bombay HC quashes Maharashtra transport commissioner’s circular on BH series vehicle registration

The Bombay High Court has quashed a circular issued by Maharashtra’s transport commissioner imposing certain conditions while deciding on applications for registration of vehicles under the BH series.

A division bench of Justices Girish Kulkarni and Firdosh Pooniwalla, in its judgment on April 12, said the circular was issued “without any authority and, hence, flawed and illegal.”

The court was hearing a petition filed by a civil judge challenging the circular and denial of his application seeking registration of his vehicle under the BH series, which was introduced by the government of India in 2021 to facilitate the convenient transfer of vehicles in different states and Union Territories.

According to Mahendra Patil, senior civil judge in the Maharashtra State Judicial Services, he submitted his official identity card, which as per the conditions is the only compliance required to be furnished.

Patil’s plea said when he made enquiries, he was informed that his application was rejected as he had not complied with certain other conditions imposed under a circular issued by the transport commissioner in February 2024.

As per this circular, any government servant who wishes to seek BH series registration must, in addition to the official identity card, also furnish a certificate showing he has offices in other states, his stay at such states and his/her payment slips during the service tenure in such states.

Patil in his plea said the transport commissioner does not have any authority to issue such a circular, which is contrary to the provisions of rules framed by the Central government.

He sought that the transport commissioner’s circular be quashed and an order be passed to grant his vehicle registration under the BH series.

In his plea, Patil claimed he had complied with conditions mandated in the Central Motor Vehicles (Twentieth Amendment) Rules of 2021 for registration of vehicles under the BH series.

The HC bench noted the circular issued by the transport commissioner was “clearly in excess of the jurisdiction and without any authority in law.”

“In our considered view, the circular is flawed and illegal. The circular dated February 21, 2024 is declared to be illegal, arbitrary, and unconstitutional. It is hereby quashed,” the HC said.

The court directed authorities to grant registration to Patil’s vehicle under the BH series within one week.

The bench in its order said the central government has framed rules under the Central Motor Vehicles Act for registration of vehicles under the BH series.

The transport commissioner could not have issued such a circular in the absence of any power conferred on him under the rules to superimpose conditions on any applicant seeking registration of a vehicle under the BH series, the court said.

“It was not permissible for the commissioner to impose conditions by such a circular to regulate registration of BH vehicles, which would nullify the Central Rules or create a regime which is contrary or defeat the provisions of the Central Rules,” the HC said.

The transport commissioner’s office opposed the plea, saying the circular was merely in the nature of guidelines issued to ensure the object of the Central Rules are achieved.

If vehicles are given BH series registration without compliance of the circular then there would be loss of revenue, the transport commissioner’s office further claimed.

It said even those government employees who are not normally transferred to other states are seeking benefit of the BH series.

The transport department further claimed there are several monetary benefits for vehicles with BH series registration and, hence, the number of applications seeking registration under it was increasing exponentially.

MTNL’s attempt to sell properties in two key cities faces roadblocks

Mahanagar Telephone Nigam Ltd (NSE: MTNL) share price traded under pressure on Tuesday, April 16, in a weaker market. The stock price of the public sector undertaking (PSU) opened lower amid reports that the telecom firm’s attempt to sell properties in Delhi and Mumbai as part of its wider measures to monetise its assets received a setback.

A CNBC-Awaaz exclusive report said that the Delhi Development Authority (DDA) has demanded a 50% share in profit from the sale proceeds of its leased properties in Delhi. Likewise, in Mumbai, the PSU telco has not received permission from the Maharashtra government to sell some of its leased properties, the Awaaz report added.

MTNL has a total of 281 properties in Delhi and Mumbai, with many of them on long-term lease with the DDA in the national capital, the report said. The DDA’s demand for 50% profit from the high sale proceeds stems from the national capital housing body’s policy, the Awaaz report further said.

Meanwhile, the Maharashtra government has refused the MTNL to sell several properties as they were given free of charge. Without the state government’s no objection certificate, the PSU will not be able to sell any property.

The asset monetisation is part of the 69,000 crore revival scheme for MTNL and BSNL, which was approved by the government in October 2019 and subsequently increased in July 2022 to 1.64 lakh crore. The Union Cabinet further approved another outlay of more than 89,000 crore through equity infusion as part of the allotment of 4G/5G spectrum to BSNL. The government recently pulled up the management of MTNL for the slow pace of their land monetisation process, according to an ET report.

MTNL share price performance and income

MTNL shares have corrected 10% in a week, while the scrip has gained 8% in one month. The one-year gain on MTNL stock price is 86% and the three-year surge is 116%. MTNL reported a net loss of 839 crore in the October-December quarter of the last financial year.

Bombay High Court pulls up Maharashtra Govt for not granting allowance to martyrs’ widow

Summary

It’s been three years since martyr Major Anuj Sood’s widow has been fighting to get her allowance from the Maharashtra government.

On May 2, 2020, 30-year-old Major Anuj Sood sacrificed his life while rescuing civilian hostages in Kashmir in an anti-militancy operation. He was awarded the Shaurya Chakra, which was received by his wife, Aakriti Sood. The two got married a few months before Major Sood was martyred. Now, it’s been three years since martyr Major Anuj Sood’s widow has been fighting to get her allowance from the Maharashtra government.

Aakriti started writing letters to the Maharashtra CM and the Prime Minister in 2021. The government in the state changed, but nothing changed for Martyr Major Sood’s family.

Last month, Aakriti finally approached the court. In the beginning, when the Bombay High Court sought a reply from the state government, the government said that Major Sood didn’t have a domicile certificate so the government couldn’t do anything.

Aakriti Sood’s lawyer Adv Sneha Bhange told CNBC-TV 18 that, “The petitioner (Aakriti Sood) started writing letters to the Maharashtra govt officials, the CM, the sainik welfare board and the PM in 2021. She and Maj Sood’s family is eligible for benefits under two GRs (Government Resolutions) of 2000 and 2019. Her request was rejected citing the lack of a domicile certificate. She provided all the evidence proving that the only house the family has is in Pune and they are Maharashtra residents. But it didn’t help so we filed a writ petition in March 2024.”

In the previous hearings, the court ordered the state government to consider this as a special case. The state government told the court that it can’t do anything now because of the Lok Sabha elections as the model code of conduct has kicked in. The court said that this should be treated like a special case and since it’s a court order, the code of conduct won’t come in the state government’s way.

But in the next hearing, the state govt repeated its earlier reply. The court pulled up the state government for not considering this a special case. The court said in its order that it is conscious of the fact that the state government certainly can take lightning decisions on several issues and as compared to such decisions, the present issue is small but needy.

On Friday, the state government counsel once again mentioned that Martyr Major Anuj Sood didn’t have a domicile certificate. To provide benefits to his family under these circumstances will need a policy change. The state govt’s counsel said that this decision will require policy changes and the government needs a cabinet nod for the same, and that can’t happen because of the code of conduct.

Post this, the Bombay High Court once again pulled up the state government. The court said that it’s very unhappy and surprised at the state government’s stand. “It’s surprising to see that the Maharashtra government wants a cabinet nod to grant compensation to the widow of Major Anuj Sood who sacrificed his life for the nation,” the court said, and directed the state government that if the CM is unable to decide, he has to place it in an affidavit, and the court will deal with it.

The next hearing will take place on April 17.

Maharashtra: Officials take 107-km tortuous route to help two elderly men cast their ballot in Gadchiroli

The Election Commission has given those above 85 years and individuals with more than 40% disability the option of casting their ballots from home in the upcoming general elections.

Election authorities in Gadchiroli district, Maharashtra, travelled on winding and treacherous tracks and through forests for 107 km to enable two elderly men to vote from their homes for the Lok Sabha polls, officials said on Friday, April 12.

The voters, aged 100 and 86, are from the Gadchiroli-Chimur constituency, which will go to polls in the first phase on April 19.

According to the District Information Office in Gadchiroli, the Election Commission has given those above 85 years and individuals with more than 40% disability the option of casting their ballots from home in the upcoming general elections.

Under the initiative, election officials travelled 107 kilometres from Aheri to Sironcha to reach the homes of 100-year-old Kishtayya Madarboina and 86-year-old Kishtayya Komera who have mobility issues but were keen to exercise their electoral rights, the official said.

Poll officials have approved the applications of 1,037 voters aged above 85 and 338 “divyangs” for voting from home in the Gadchiroli-Chimur constituency, he said.

So far, 1,205 home voters have cast their ballots.

Summary

After being restricted to a mere two and one seats in the 2014 and 2019 polls, the Congress party is looking forward to a political revival in Maharashtra in the 2024 Lok Sabha elections.

Maharashtra, which sends the second-highest number of representatives, 48, after Uttar Pradesh, 80, to the Lok Sabha, remains a keenly watched state during the Lok Sabha elections.

Voting for the 2024 general elections in Maharashtra will be held in five phases– April 19, April 26, May 7, May 13, and May 20. Polling in all six seats in Mumbai will be conducted in the fifth phase. The counting of votes is scheduled for June 4.

Going by the records, the state, which is known for its electoral unpredictability, poses a challenge for all political parties vying for a sweeping victory in general elections.

In the last two Lok Sabha polls—2014 and 2019—the state has voted in favour of the BJP-led National Democratic Alliance (NDA). The Bharatiya Janata Party (BJP) won 23 seats in the 2019 elections, while its then-ally Shiv Sena managed to get 18. The Nationalist Congress Party (NCP) secured victory on four seats, while the Congress and AIMIM were restricted to just one seat each. The remaining seat was bagged by an independent.

The opposition Maha Vikas Aghadi (MVA) on Tuesday announced its seat-sharing formula in Maharashtra, noting that the Shiv Sena (UBT) would field its candidates in 21 seats. The Congress would contest 17 seats and the remaining 10 seats went to the NCP (SP).

The MVA is taking on the ruling Mahayuti, which includes the BJP, Eknath Shinde-led Shiv Sena, and Ajit Pawar’s Nationalist Congress Party, among others.

Maharashtra Lok Sabha elections: voting dates

Polling in the state will be conducted in the first five phases of the 2024 general elections on April 19, April 26, May 7, May 13, and May 20. In the 2019 polls, Maharashtra witnessed a total voter turnout of 61.02%.

Maharashtra has 48 parliamentary constituencies, of which five are reserved for SC candidates and four for ST candidates. The remaining 39 seats remain unreserved.

Maharashtra Lok Sabha elections: Congress candidates

After a dismal performance in the last two general elections, the Congress is aiming for a strong comeback in Maharashtra, backed by its long-time ally the NCP (SP) and the Shiv Sena (UBT).

The Congress had earlier fielded Rashmi Barve from the Ramtek Lok Sabha seat. However, her caste certificate was invalidated during scrutiny, according to reports.

The grand old party, as a matter of precaution, had filed her husband Shyamkumar Barve’s name as the substitute along with affidavits. This might make him now the official candidate of the Congress from the Lok Sabha seat.

Being in a dominant position in Maharashtra, the BJP-led Mahayuti is eyeing the maximum number of seats in the 2024 elections.

Maharashtra sends the second-highest number of parliamentarians, to the Lok Sabha, just behind Uttar Pradesh (80). Maharashtra is one of the few states where registering a landslide victory in general elections is a rare occurrence going by records.

Known for its unpredictability during polls, the state holds great significance as it can play a major factor in getting a majority in Lok Sabha.

Voting for the 2024 general elections will be held in seven phases from April 19 to June 1. In Maharashtra, polling will be conducted in five phases on April 19, April 26, May 7, May 13 and May 20. All the six parliamentary constituencies in Mumbai will go to polls in the fifth phase. The counting of votes will be done on June 4.

Maharashtra, which lays a great emphasis on local issues during the polls, saw the Bharatiya Janata Party (BJP) bagging the most seats (23) in the 2019 Lok Sabha elections, while its then ally Shiv Sena got 18. The Nationalist Congress Party (NCP) won 4 seats and the Congress and Asaduddin Owaisi’s AIMIM were restricted to one seat each. One seat was taken by an Independent.

As per the seat-sharing formula of the opposition Maha Vikas Aghadi (MVA) in Maharashtra, the Shiv Sena (UBT) will field its candidates on 21 seats, while the Congress will contest 17 seats and the NCP (SP) on the remaining 10 in the 2024 Lok Sabha elections.

The ruling Mahayuti — Bharatiya Janata Party, Eknath Shinde-led Shiv Sena and Ajit Pawar’s Nationalist Congress Party among others — are yet to decide on the seat-sharing formula.

The Mahavikas Aghadi (MVA) on Tuesday, April 9, reached a consensus on seat sharing in Maharastra ahead of the Lok Sabha elections. The Shiv Sena (Uddhav Thackeray) will contest 21 seats, Congress on 17 and the Nationalist Congress Party (Sharad Pawar) on 10 out of the 48 Parliamentary constituencies.

As part of the deal, the Shiv Sena (UBT) has got Jalgaon, Parbhani, Nashik, Palghar, Kalyan, Thane, Raigad, Maval, Osmanabad, Ratnagiri-Sindhudurg, Buldhana, Hathkanangkale, Aurangabad, Shirdi, Sangli, Hingoli, Yavatmal-Washim, Mumbai South, Mumbai South Central, Mumbai North West and Mumbai North East seats.

The Congress has got Nandurbar, Dhule, Akola, Amravati, Nagpur, Bhandara-Gondia, Gadchiroli-Chimur, Chandrapur, Nanded, Jalna, Mumbai North Central, Mumbai North, Pune, Latur, Solapur, Kolhapur and Ramtek seats.

The NCP(SP) will contest Baramati, Shirur, Satara, Bhiwandi, Dindori, Madha, Raver, Wardhan, Ahmednagar South and Beed seats.

The state will vote in five phases from April 19 to May 20 in a direct contest between MVA and Mahayuti [BJP, Shiv Sena (Eknath Shinde) and NCP (Ajit Pawar).

NCP (SP) chief Sharad Pawar, Shiv Sena (UBT) leader Uddhav Thackeray and state Congress president Nana Patole announced the poll pact at a press conference here after weeks of negotiations.

The state is politically important as it holds the second-largest number of Lok Sabha seats.  In the 2019 General Elections, BJP and Shiv Sena contested together before the vertical split in the latter in 2022. The BJP won 23 seats and Shiv Sena bagged 18 constituencies. The NCP won 4 seats and split into two after Ajit Pawar joined the Eknath Shinde-Devendra Fadnavis government in 2023. The Congress, AIMIM and Independent won one seat each.

The seven-phased Lok Sabha elections will begin voting on April 19. The voting will end on June 1. The result will be declared on June 4.
