The Calcutta High Court on Thursday directed the West Bengal government to rehabilitate the people who were displaced owing to the collapse of an unauthorised five-storey building in the Garden Reach area in the city earlier this week.

The court said it will hear on April 4 the PIL over the building collapse, in which at least 10 people were killed and several others injured.

A division bench headed by Chief Justice T S Sivagnanam directed the state government to rehabilitate the people who have been displaced owing to the collapse of the five-storey building at Garden Reach early on Monday.

The court directed the state government to provide the affected people with necessary shelter and support them with adequate ration material so that they would be able to take care of themselves.

The bench, also comprising Justice Hiranmay Bhattacharyya, directed the authorities concerned to file a report in the form of an affidavit before it on the next date of hearing as regards the remedial measures taken by the state to rehabilitate the people affected by the collapse of the building.

The court was informed by the petitioner’s lawyer that those who died owing to the collapse of the under-construction building were residents of shanties around it.

Kolkata building collapse: Illegal construction a menace, unable to contain it, says Mayor

KV Prasad Jun 13, 2022, 06:35 AM IST (Published)

Listen to the Article (6 Minutes)

Summary

The building collapse ahead of the Lok Sabha elections sparked a heated political discussion regarding potential corruption under the TMC government in the state, as per PTI.

Senior Trinamool Congress leader and Kolkata Mayor Firhad Hakim on Tuesday admitted his failure to contain illegal construction, labelling it a growing social menace in the metropolis.

The statement of Hakim, also the local MLA and urban development minister of West Bengal, came a day after the collapse of an illegal under-construction building in the Garden Reach area left nine people dead and 17 others injured.

The crumbling down of the building ahead of the Lok Sabha elections sparked a heated political discussion regarding potential corruption under the TMC government in the state.

In the aftermath of the five-storey building, allegedly being constructed by filling up a water body, falling on neighbourhood shanties in the thickly-populated Azhar Mollah Bagan area of Garden Reach, Leader of Opposition Suvendu Adhikari claimed that the locality is filled with no fewer than 800 unauthorised houses.

“This business of illegal construction has turned into a social menace, which we have failed to contain. But I am trying. There are a few other buildings in the area which have been identified as illegal. We will take steps against them,” Hakim told reporters.

Hakim, also the Minister for Municipal Affairs, also attempted to protect local TMC councillor Shams Iqbal amid allegations of collusion between him and the developer of the collapsed building, who was arrested.

“The job of checking illegal construction lies with the building department of the KMC and not with the councillor,” he said.

Deputy Mayor of Kolkata Atin Ghosh, however, differed with Hakim.

“The local councillor cannot shy away from his responsibility as the incident has happened in his area,” Ghosh said.

The BJP was quick to react, as it demanded the resignation of Hakim as the mayor of Kolkata.

“Firhad Hakim should immediately resign if he has agreed that he has failed to control the menace of illegal construction. The TMC leaders and the local police are hand in gloves with the real estate syndicate,” BJP state president Sukanta Majumdar said.

Hakim on Monday admitted that the structure that collapsed was unauthorised, but passed the buck on to the previous regime of the state.

“It (constructing unauthorised buildings) has been a trend here and also in some other areas since the Left Front era,” Hakim said.

Responding to the allegation, CPI(M) Rajya Sabha member and former Kolkata mayor Bikash Bhattacharya wondered what the TMC was doing during its 12-year rule even if such an accusation was considered true for the sake of argument.

India’s first underwater metro train services begin in Kolkata, commuters ecstatic

KV Prasad Jun 13, 2022, 06:35 AM IST (Published)

Listen to the Article (6 Minutes)

Summary

A train began its journey from the Howrah Maidan station on the East-West metro corridor of Kolkata at 7 am with loud cheers and claps from commuters, while another started cruising from Esplanade station at the same time.

Commercial services of the country’s first underwater metro train commenced in Kolkata on Friday with hundreds of passengers erupting into jubilation on their first ride.

A train began its journey from the Howrah Maidan station on the East-West metro corridor of Kolkata at 7 am with loud cheers and claps from commuters, while another started cruising from Esplanade station at the same time.

Hundreds of commuters thronged the stations in the early morning to be part of the “first-day first underwater metro” bandwagon. At the two stations in the 4.8-km stretch, passengers were seen standing in long queues in the morning to get tickets, while the authorities greeted them with rose stems.

There was excitement among the passengers while a section of commuters at the Howrah Maidan station started chanting the ‘Jai Sri Ram’ slogan as they boarded the train.

Kolkata and Howrah are connected through bridges over the Hooghly River but now the twin cities are being linked beneath the river, which is itself exciting, said Arati Bose, 56, a resident of Howrah district, before boarding the first train at Howrah Maidan. Like her, Sharmistha Khamrui, 52, reached the station early in the morning along with her husband to soak in the festive-like fervour.

“I am elated to be able to take an underwater metro ride on the inaugural day. Many of us cherish the moment today as we saw how the construction work started and workers dug a part of GT Road to execute the project,” she said.

For Sudham Giri, aged 26, and his friends, the inauguration of the metro services was a dream come true. “We have been hearing about this under-river project since our school days and had doubts whether we would be able to witness this in our life span as the project got delayed. Now, Howrah is on the metro map that gives immense pleasure,” he said.

Srimanti Biswas, a college goer, was so excited about the launch of the metro service that immediately after buying the ticket, she kissed it and rushed to her friends for a group selfie.

Manjushri Bhattacharya (36) and her 10-year-old daughter were, however, lamenting for not being able to board the first train as it was jam-packed with commuters.

So was Raja Podder, 47, and two of his friends, who reached Howrah Maidan Station much before the commencement of service at 7 am but missed the first train as there was a long queue at the ticket counter.

The excitement was so great that people from suburban areas, like Mecheda in Purba Medinipur district, Bandel in Hooghly and Bongaon in North 24 Paraganas, reached the metro stations of the East-West corridor early in the morning to be part of the momentous occasion.

“I am thrilled to take a ride from Esplanade to Howrah Maidan. It is a lifetime experience and a historical day in Kolkata,” said Rabin Dey, 62, who came from Bongaon.

The commercial services began after Prime Minister Narendra Modi had on March 6 inaugurated the Howrah Maidan-Esplanade section of Kolkata Metro’s East-West corridor, heralding India’s first venture into underwater metro services.

As the train entered the under-river stretch, passengers on board erupted in joy while a section of commuters started raising slogans – “This is Modi’s guarantee” and some enthusiastically rushed to the window to get a glimpse of the illumination of the tunnel wall under the Hooghly river.

A special illumination of the inner wall of the tunnels under the river with blue light has been arranged to give the effects of water around the moving rake. The under-river section of the tunnel is 520 metres long, and a train took around 45 seconds to cross it.

“So far, we get an overwhelming response, and people even came as early as 2.30 am to experience the first underwater metro services in the country,” Metro Railway spokesperson Kaushik Mitra said.

Nilanjan Sharma, a central government employee, hoped that the 8-10 minute ride in an air-conditioned train between Howrah-Maidan and Esplanade would change the way commuters move. “The days of commuters travelling packed like sardines in buses will no longer exist as the under-river metro ride is joyous,” he said.

In the Howrah Maidan to Esplanade section, a total of 130 services will be available daily from Monday to Saturday. The trains will run at 12-15 minute intervals in both directions, according to a statement issued by the Metro Railway earlier.

The Howrah Maidan-Esplanade section, a groundbreaking addition to the metropolis’ transportation network and touted to be the first transportation tunnel under any mighty river in India, has the deepest metro station in the country — the Howrah Metro station.

The authorities on Friday also launched commercial services on the Kavi Subhash-Hemanta Mukhopadhyay section of the New Garia-Aiport line and the Taratala-Majerhat section of the Joka-Esplanade line of the Kolkata Metro, the country’s oldest metro network.

According to the statement issued by the Metro Railway, the 4.8-km stretch of East-West Metro from Howrah Maidan to Esplanade has been built at a cost of Rs 4,965 crore.

The Salt Lake Sector V to Sealdah stretch of the corridor has already been commercially operational. The work for the East-West corridor began in 2009 and tunneling under the Hooghly River commenced in 2017. Of the total 16.6 km of the corridor, 10.8 km is underground, including the tunnel beneath the river.

The project has suffered delays owing to an aquifer burst at Bowbazar in central Kolkata on August 31, 2019, leading to severe ground subsidence, the collapse of several buildings there and two more water leakage incidents at the same site in 2022 during tunnelling and construction work.

Summary

The focal point of this momentous occasion was PM Modi’s immersive metro ride from Esplanade to Howrah Maidan, accompanied by a group of excited schoolchildren who shared the journey with the nation’s leader.

Prime Minister Narendra Modi, on Wednesday, March 6, inaugurated India’s first underwater metro line in Kolkata, ushering in a new era of groundbreaking urban transportation.

The focal point of this momentous occasion was PM Modi’s immersive metro ride from Esplanade to Howrah Maidan, accompanied by a group of excited school children who shared the journey with the nation’s leader.

The inauguration ceremony, organised to unveil multiple metro projects across the country, highlighted the introduction of the Esplanade-Howrah Maidan section—a critical segment of the East-West Corridor.

Constructed at a substantial cost of ₹4,960 crore and spanning 4.8 km, this section is not only a testament to India’s engineering prowess but also boasts the country’s inaugural underwater transportation tunnel beneath the formidable Hooghly River.

As the metro journeyed through the underwater tunnel, PM Modi engaged with both metro staff and the young students.

Before embarking on the journey, PM Modi was greeted by an exuberant crowd of supporters, echoing resounding cheers of ‘Modi Modi’ and ‘Jai Shree Ram.’

The ceremony also marked the inauguration of the 1.25-km Taratala-Majherhat section of the Joka-Esplanade line, costing ₹520 crore, and the ₹1,430-crore Kavi Subhash-Hemanta Mukhopadhyay section of the New Garia-Airport line.

The event aimed at alleviating traffic congestion and providing seamless connectivity celebrated the uniqueness of the Howrah Maidan-Esplanade section, boasting the first transportation tunnel beneath any mighty river in India.

The cumulative worth of the unveiled metro projects across various cities, approximately ₹15,400 crore, signals a monumental leap in India’s metro connectivity.

PM Modi inaugurates India’s first underwater metro rail service in Kolkata — All you need to know

KV Prasad Jun 13, 2022, 06:35 AM IST (Published)

Listen to the Article (6 Minutes)

Summary

The 4.8-km stretch between Howrah Maidan and Esplanade is the second section of the East-West Metro corridor between Howrah Maidan and IT hub Salt Lake Sector V.

Prime Minister Narendra Modi on Wednesday, March 6, inaugurated India’s first underwater metro rail service — Howrah Maidan-Esplanade section — in Kolkata. The 4.8-km stretch has been built at a cost of 4,965 crore.

The Metro train is expected to traverse the 520-metre stretch under the river in just 45 seconds. “This corridor, once fully commissioned, will also solve the perennial traffic congestion and improve air quality by reducing carbon footprint,” the Metro Railway said in a statement.

Here is all you need to know:

  • The Howrah Maidan-Esplanade section (East West Metro corridor) has the first transportation tunnel under any mighty river in India.
  • It passes under the River Hooghly, on the east and west banks of which are situated Kolkata and Howrah cities, respectively.
  • Uday Kumar Reddy, General Manager, Kolkata Metro Railway, told ANI, “…We are travelling about 16 metres below the level of the river water. It is a marvel. We are expecting a daily ridership of 7 lakh.”
  • Kolkata Metro created history in April 2023, when its rake ran through a tunnel under a river, the Hooghly, for the first time in the country.
  • The Howrah metro station is also the deepest in India.
  • The 4.8-km stretch between Howrah Maidan and Esplanade is the second section of the East-West Metro corridor between Howrah Maidan and IT hub Salt Lake Sector V.
  • Out of the total 16.6 km length of the East-West Metro, the underground corridor constitutes 10.8 km between Howrah Maidan and Phoolbagan, with the tunnel under the Hooghly River. The rest of the stretch is an elevated corridor.
  • According to researchers, the idea of having an underwater transportation system on the lines of London was first mooted by the British in 1921. “But the idea did not see the light of the day as soil tests did not yield positive results. They were forced to abandon the idea and the project plan was shelved,” Aloke Kumar, Associate Professor of IIM-Calcutta, told PTI.
  • The work for the East-West corridor began in 2009 and tunneling under Hooghly commenced in 2017. The project has suffered delays owing to an aquifer burst at Bowbazar in central Kolkata on August 31, 2019, leading to severe ground subsidence, the collapse of several buildings there and two more water leakage incidents at the same site in 2022 during tunneling and construction work.

Home prices are up over 30% in at least three Indian cities — check details

KV Prasad Jun 13, 2022, 06:35 AM IST (Published)

Listen to the Article (6 Minutes)

Summary

Mumbai apartment prices have not risen as sharply but properties in some areas like Panvel are super hot. Read on to know why

The average rise in home prices in top Indian cities is about 20% in the last two years, according to the housing price tracker report released by the real estate lobby CREDAI and data analytics firm Liases Foras.

CREDAI stands for the Confederation of Real Estate Developers’ Associations of India.

City Average price per square feet in 2023 Rise in prices since 2021
Bengaluru ₹9,976 31%
Kolkata  ₹7,912 30%
Delhi NCR ₹9,170 32%
Mumbai Metropolitan Region ₹20,047 2%
Chennai ₹7,701 7%
Pune ₹9,185 24%
Hyderabad ₹11,083 26%
Ahmedabad ₹6,737 18%

Source: CREDAI and Liases Foras.

The national capital region around Delhi, which includes Gurugram and Noida, aside from Bengaluru and Kolkata have seen the sharpest rise in property prices, over 30% each, in the last two years. The report attributes the price rise to benign interest rates, good economic growth and attractive prices.

The demand is the most in the relatively higher-priced homes in the mid-segment and luxury properties.

Part of the price rise is also due to the rising construction cost.

Parts of Bengaluru with a high concentration of tech firms, like
Whitefield, KR Puram, and Sarjapur have seen nearly 50-60% in home prices despite the doubling of supply from new launches in 2023 compared to 2021.

A similar trend was visible in Chennai, Pune and the national capital region (NCR), where the demand for properties outpaced the new launches.

Unsold home inventory in Delhi NCR dropped 19% in the last two years.

In the Mumbai Metropolitan Region (MMR), the most expensive residential market, housing prices saw a steady 2% increase in 2023 compared to 2021.

Property prices in the country’s financial capital have seen sluggish growth since the end of the pandemic; except in some categories.

However, some areas like Panvel have seen a notable 20% rise in the last two years. The analysts attribute this surge to the development of infrastructure projects like the Mumbai Trans Harbour Link (MTHL) and the essential metro lines.

Other analysts, like the ones at consulting firm Knight Frank, believe that MTHL will have minimal impact on real estate prices in the near term.

“We expect both – housing demand and supply – to thrust forward in 2024 not only in top 8 cities but in Tier II, III regions as well,” said Boman Irani, President of CREDAI National.

Exports from Kolkata port may be hit due to soaring freight rate, rice ban, geopolitical turmoil

KV Prasad Jun 13, 2022, 06:35 AM IST (Published)

Listen to the Article (6 Minutes)

Summary

Freight charges, especially for West Coast destinations, have surged by 30-50% since December last year due to the escalating conflict in the Red Sea, according to the officials. Most major shipping liners are rerouting vessels around the Cape of Good Hope to avoid the Red Sea, causing significant delays of 14-20 days, one official noted.

Exports from Kolkata port, a gateway to eastern India, are encountering several challenges, including geopolitical tensions, a government-imposed rice export ban, and skyrocketing ocean freight costs, officials said on Sunday. Key export items, such as engineering goods, shrimp, and rice, have been impacted in recent weeks, they added.

Shipping through this alternative route has resulted in higher freight and insurance costs, further squeezing exporters’ margins, the official stated. This sudden hike has disrupted cost structures and led to the temporary hold-up of several export consignments.

“Freight costs have soared to USD 400-500 per 20ft container and USD 600-700 for 40ft container shipments to the UK,” said Debojyoti Basu, vice-president of the Calcutta Customs House Agents’ Association.

He also mentioned that the recent ban on white and broken rice and a 20 per cent export duty on parboiled rice by the government have further hampered exports. Kolkata port used to witness around 2,000 containers of parboiled rice exports, primarily to Southeast Asia, he noted.

Soaring freight costs and administrative delays are squeezing profits and forcing some exporters to withhold orders. India’s export control removed 9 million metric tonnes of grain from the international market since August, significantly impacting global prices.

“Our company’s overall rice export has decreased by more than 33%. This significant decline can be attributed to two factors. First, the total ban on non-basmati raw rice exports, a key product from West Bengal, has severely impacted our sales. Second, the 20% export duty on non-basmati parboiled rice, coupled with increased transportation costs due to the Red Sea issue,” said Suraj Agarwal, director of Villa Group, a leading rice company.

These factors have resulted in a loss of over USD 80 per tonne in the last 20 shipments, he claimed. “This has made us uncompetitive and led to a 50%t reduction in export orders and significantly narrowed our profit margins. The export business of non-basmati rice cannot sustain for long if these factors do not change in the next 6 months,” he said.

Rakesh Shah, former chairman of the Engineering Export Promotion Council (EEPC) India, commented, “The disruption in the Red Sea, a crucial global shipping lane, is driving up short-term container shipping rates and impacting timelines. Shipping delays are jeopardizing adherence to Tariff Rate Quotas (TRQs) in Europe, potentially harming export opportunities.”

The ongoing crisis around the Red Sea shipping route, which accounts for 50% of the country’s exports and 30% of imports last fiscal, will vary depending on the industry, according to a report. However, the Kolkata port authorities claim that they haven’t observed any substantial impact on export volumes yet.

Syama Prasad Mookerjee Port, Kolkata, chairman Rathendra Raman recently said the SMP anticipates just a 5% growth in traffic for the current fiscal year 2023-24 owing to geopolitical headwinds. He said the port may conclude the year with 68 million tonnes of cargo traffic. In 2022-23, the Kolkata Dock System and Haldia Dock Complex achieved double-digit growth of 12.5% over the previous fiscal year, handling 65.66 million tonnes of cargo.
