The conference will see Union Minister of State for Finance, Pankaj Chaudhary, in attendance, and promises a comprehensive deliberation on several key issues.

These include combating GST evasion and fake invoicing, two primary forms of GST evasion. The conference will delve into successful methodologies employed by both State and Central enforcement authorities to combat these issues collaboratively.

The conference will also focus on sharing best practices, with presentations by State and Central enforcement heads showcasing their most successful strategies and innovative approaches for tackling tax evasion.

The conference will also discuss striking a crucial equilibrium between facilitating a smooth business environment and implementing effective, deterrent enforcement measures.

Finance Minister Nirmala Sitharaman said on Friday that credit rating agencies should take note of India’s transparent fiscal glide path.

Speaking in an exclusive interview with Rahul Joshi, Editor-in-Chief, Network18, Sitharaman said, “I would think that they do their job. But periodically, it’s our business also to bring it to their notice that the economy, particularly an emerging market economy like India, despite the odds, is doing a lot of systemic reforms, which, as you are seeing, is bearing the results now.”

Sitharaman, in the interim budget on Thursday, February 1, estimated the fiscal deficit in the next financial year at 5.1% of GDP, lower than 5.8% in the current fiscal year.

“We continue on the path of fiscal consolidation, as announced in my Budget speech for 2021–22, to reduce the fiscal deficit below 4.5% by 2025–26,” Sitharaman said.

A day earlier, former Chief Economic Advisor (CEA) KV Subramanian and Moody’s Investors Service were involved in a war of words. Subramanian said it would be a travesty if rating agencies don’t acknowledge India’s transparent fiscal consolidation path, while also adding that “India has never defaulted” and that “our willingness to repay debt is the gold standard”.

Global rating agency Moody’s Investors Service’s Christian de Guzman, however, responded by saying that “a lack of a default history is not a marker of a high credit rating”.

TV Somanathan, Secretary of Finance, expressed a lack of expectation and confidence in the fairness of rating agencies. He said that these assessments hold little significance for the government, as rating agencies are perceived to operate independently of fairness considerations.

Moody’s last August affirmed a ‘Baa3’ rating on India with a stable outlook. A higher rating implies lower economic risk, allowing a country to borrow at cheaper rates.

Finance Minister Nirmala Sitharaman in her interim budget presentation on Thursday, announced schemes and upcoming policies for various sources of power generation. The mix of announcements had almost equal attention to renewable and non-renewable sources as the country continues to witness increased demand for power while staying on track with its global green goals.

Further to the Prime Minister’s announcement last month of the solar scheme—the Pradhanmantri Suryoday Yojana—the finance minister announced that this would benefit 1 crore households as they could avail 300 units of electricity for free and save between ₹15,000 and ₹18,000 per month.

Apart from solar, a push for wind energy generation came in the way of a viability gap funding for an offshore capacity of 1GW. While renewables have been the focus of the government, this is the second VGF in six months towards renewable sources after a subsidy of ₹3,750 crore was announced for Battery Energy Storage Solutions (BESS) in September last year.

The finance minister, in her budget speech, also spoke about coal gasification and liquification capacity. She said, “100-tonne coal gasification capacity will be set up by 2030.”

This comes after the Cabinet last week approved the scheme for the promotion of coal and lignite gasification projects of government PSUs and the private sector with an outlay of ₹8,500 crore towards incentives for coal gasification projects under three categories.

Finance Minister Nirmala Sitharaman announced on Thursday the scheme to promote rooftop solarisation and free electricity in one crore households will help obtain up to 300 units of free electricity every month. This is expected to benefit households in savings between up to ₹15,000 and ₹18,000 from free solar electricity and selling surplus to discoms, the FM added.

The FM presented her pre-election budget, which is technically a vote on account and is popularly termed an interim budget. She also said that the scheme follows the resolve of Prime Minister Narendra Modi on the historic day of the consecration of the Ram Mandir in Ayodhya.

Earlier on January 22, Prime Minister Narendra Modi had announced ‘Pradhan Mantri Suryodaya Yojana’, under which the government will provide financial assistance to one crore households to get rooftop solar power systems.

The FM said the government will provide viability gap funding for 1 GW of offshore wind energy. India has set a target of 500 GW of renewable energy capacity by 2030. She said the viability gap funding will also be provided for harnessing offshore wind energy capacity of 1 GW to achieve net-zero emissions by 2070.

Earlier, on Wednesday, President Droupadi Murmu outlined India’s focus on green energy in her speech and highlighted that the country’s solar capacity has jumped 26 times, while the renewable energy capacity has more than doubled to 188GW.

According to the Central Electricity Authority data, India has a solar energy installed generation capacity of over 73 GW as per the latest report for December 2023. Similarly, the data showed that wind energy capacity in the country stood at about 45 GW, while large hydro (over 25MW capacity each) is 47GW.

In the last 10 years, 11 new solar parks have been built, President Murmu said, while adding that work is in progress on nine solar parks.

Finance Minister Nirmala Sitharaman said on Thursday, February 1, that the Narendra Modi government has extended 43 crore loans, amounting to ₹22.5 lakh crore under Prime Minister Mudra Yojana.

Interim Budget 2024: When and where to watch FM Sitharaman’s budget speech

Summary

The Interim Budget is a strategic tool for the ruling government, allowing them to showcase their economic vision and why they should be re-elected. It primarily provides a breakdown of the government’s expected income and expenses until a new government is formed.

Union Finance Minister Nirmala Sitharaman is set to present the Budget 2024 in Parliament on February 1. This budget, which precedes the Lok Sabha elections, is called an Interim Budget or a vote-on-account budget.

Unlike a full budget, which covers all aspects of government finances for an entire fiscal year, the interim budget offers financial information for a transitional period.

A full-fledged budget will be presented after the polls. The new government is likely to be formed around June and is expected to come up with a final 2024-25 budget in July.

When to watch Budget 2024? 

The Interim Budget 2024 will be announced on February 1 at 11 am.

Where to watch Budget 2024, Budget live streaming? 

Nirmala Sitharaman’s budget speech will be streamed live on Doordarshan (DD) News as well as the YouTube channel and website of the Press Information Bureau (PIB).

This year, the NDA government has presented ‘The Indian Economy: A Review’, a 74-page document penned by Chief Economic Advisor V Anantha Nageswaran. This review, which is not the Economic Survey of India, outlines the state of the Indian economy over the last decade and provides a brief outlook for the coming years.

What is vote-on-account?

Following the presentation of the Interim Budget, the Parliament will pass a vote-on-account. This provision allows the government to obtain Parliamentary approval for essential spending, such as salaries and ongoing expenses, for up to two months, although this can be extended if necessary.

With the presentation of the interim budget on February 1, Sitharaman will surpass the records of her predecessors like Manmohan Singh, Arun Jaitley, P Chidambaram, and Yashwant Sinha, who had presented five budgets in a row.

Desai, as finance minister, had presented five annual budgets and one interim budget between 1959 and 1964. The interim budget 2024-25 to be presented by Sitharaman on February 1, will be a vote-on-account that will give the government authority to spend certain sums of money till a new government comes to office after the April-May general elections.

As the Parliamentary elections are due, Sitharaman’s interim budget may not contain any major policy changes. Speaking at an industry event last month, Sitharaman had ruled out any “spectacular announcement” in the interim budget, saying it would just be a vote-on-account before the general elections.

A vote-on-account, once approved by Parliament, will authorise the government to withdraw money from the Consolidated Fund of India on a pro-rata basis to meet expenditure for the April-July period.

The new government, which is likely to be formed around June, will come up with a final budget for 2024-25 sometime in July. Usually, interim budgets do not contain major policy announcements, but nothing stops the government from taking steps that are necessary to deal with the urgent issues facing the economy.

After the Modi government came to power in 2014, Arun Jaitley took charge of the finance ministry and presented five budgets in a row from 2014-15 to 2018-19. It was in 2017, that Jaitley departed from the colonial-era tradition of presenting the budget on the last working day of February to the 1st of the month.

Piyush Goyal, who was holding the additional charge of the ministry due to ill health of Jaitley, presented the interim budget for 2019-20 on February 1, 2019. Goyal had hiked the standard deduction for salaried taxpayers by ₹10,000 to ₹50,000. Also, the tax rebate for taxpayers whose annual taxable income did not exceed ₹5 lakh was increased from ₹2,500 to ₹12,500.

After the 2019 general elections, in the Modi 2.0 Government, Sitharaman was given the charge of the finance portfolio. She became the second woman to have presented the budget after Indira Gandhi, who had presented the budget for the financial year 1970-71.

That year, Sitharaman did away with the traditional budget briefcase and instead went for a ‘bahi-khata’ with the National Emblem to carry the speech and other documents.

Under Sitharaman, India has weathered the Covid pandemic with an array of policy measures announced for the poor and continued its tag of the fastest-growing major economy and a ‘bright spot’ in the world economy.

India is racing to become a $5 trillion economy by 2027-28 and $30 trillion by 2047. Former Prime Minister Morarji Desai who holds the tag of presenting 10 budgets — the maximum by any finance minister — had presented six of them, including one interim, in a row.

The first budget of Independent India was presented by the first finance minister RK Shanmukham Chetty. Sitharaman, who will be presenting her sixth budget in a row, is expected to come up with some measures, especially to boost the rural sector as the agriculture sector growth in 2023-24 is estimated to decelerate to 1.8%, from 4%, in the preceding year.

Rakesh Nangia, Chairman, Nangia Andersen India said given the proximity to the elections, the budget is expected to focus on immediate fiscal needs rather than introducing broad long-term economic reforms.

In the last interim budget for FY 2019-20, while the overall tax structure remained unchanged, there were certain specific tax rebates and standard deduction concessions.

“While major announcements may be deferred until after the 2024 Lok Sabha elections, the budget is expected to address ongoing concerns and lay the foundation for future economic growth. This strategic approach aims to balance immediate fiscal responsibilities with long-term economic objectives in a pre-election context,” Nangia said.

The Centre will initiate steps to enforce the women’s reservation bill after the 2024 census, Union Finance Minister Nirmala Sitharaman said on Friday, December 15.

Speaking after releasing a commemorative postal stamp in the name of Rani Abbakka at Moodbidri in Dakshina Kannada district on Friday, Sitharaman said the women’s bill became a reality as Prime Minister Narendra Modi has always believed in the role of women in nation building.

Lauding the courage and heroics of Rani Abbakka, the 16th century queen of Ullal who fought against the Portugese, Sitharaman said the Union government has taken steps to document the contributions of many unknown fighters who fought against imperial forces. As part of Aazadi Ka Amrit Mahotsav, the government has compiled a digital district repository with 14,500 stories, highlighting places linked with the freedom struggle, she said.

The Union Ministry of Culture has also tied up with Amar Chitra Katha to bring out three books on the role of women in freedom struggle, women in the constituent assembly and tribal leaders of freedom struggle. The finance minister expressed the hope that a Sanik School would be opened in the name of Rani Abbakka in coastal Karnataka. She congratulated artist Vasudev Kamath for the portrait of Rani Abbakka, used for the commemorative postal stamp.

Sri Kshetra Dharmastala dharmadhikari (hereditary administrator) Veerendra Heggade and chief post master general (Karnataka Circle) S Rajendra Kumar were present.

The 51st GST council meeting was held in virtual mode to discuss the Council’s recent decision to impose a 28 percent GST on online gaming, casinos, and race courses.

The GST Council on Wednesday decided to impose 28 percent tax on online games, casinos and horse racing which however would be on the initial amount paid and not the whole value of each bet placed. A few states dissented to certain provisions in the law but the Council went ahead with the decision without a vote as majority of the states were in agreement, thereby confirming a CNBC-TV18 newsbreak.

The 51st GST Council meeting, chaired by Union Finance Minister Nirmala Sitharaman, decided that it will make all efforts to amend the current law and bring the implementation into effect by October 1. It would also monitor the progress of the rule and possibly review the 28 percent rate, if necessary, after six months of implementation.

“It (28 percent GST on online gaming & casinos) is expected to be implemented from 1st October… It is also decided that this decision will be reviewed after six months after it is implemented. When I say six months it does not mean starting from today, it begins after when it is implemented…” Sitharaman said in a press briefing after the meeting.

She further said that the GST Council, in its previous meeting, had made a unanimous decision to impose a 28 percent GST on all betting, gaming-related activities, casinos, horse racing, and online games.

“It was decided that all of them will be taxed at 28 percent GST at face value.” While some states favoured the immediate implementation of the 28 percent GST on the face value of online gaming, others requested a relook, expressing concerns over potential adverse impacts, she said.

Delhi’s finance minister raised a request to review the 28 percent tax rate on online gaming. Responding to the appeal, Sitharaman acknowledged the concerns and assured an evaluation of the matter, FM added. 

Additionally, she said that the representatives from Sikkim and Goa voiced their grievances, seeking reconsideration of the tax levy on casinos. Both states expressed apprehension about the potential impact of the new GST rate on their respective economies.

Tamil Nadu, where online gambling is banned, sought specific language in the amendments to acknowledge the state’s unique situation. The Council also took into account the opinions of Maharashtra, Gujarat, Chattisgarh, West Bengal, Karnataka, and Himachal Pradesh, which advocated for implementing the proposed GST without delay. Some states even considered bringing in an ordinance to expedite the process.

However, the Council did not arrive at a unanimous decision on the matter, and certain states expressed the need for further examination. Delhi requested online gaming to be referred back to the Group of Ministers (GoM) for thorough evaluation.

Revenue Secretary Sanjay Malhotra said, If the review after six months of 28 percent GST on casinos, online gaming requires some change in the tax rate or anything, the government will be able to do it via a notification and will not need the law to be amended again.

Voting on any decision was not required at the GST Council meeting today as only a few states dissented, Malhotra added.
