As Himachal fails to attract tourists, hoteliers approach CM to help revive tourism

Hotel and restaurant associations in Himachal Pradesh have approached Chief Minister Sukhvinder Singh Sukhu to help revive and rejuvenate the state’s tourism industry, which is home to scenic mountain towns and resorts such as Dalhousie. Incessant rains followed by floods and landslides in July and August have kept visitors at bay. The Federation of Himachal Hotels and Restaurant Associations suggested have requested the CM to reduce taxes and exempt entry taxes for commercial vehicles entering the state, PTI reported.

Gajender Thakur, President of association that represents hotel and restaurant associations in Himachal, stressed that substantial losses have incurred by the tourism sector due to recent calamities and negative portrayal of the state on various platforms. This has led to a complete dearth of business, as travellers are apprehensive about visiting Himachal. But if taxes are exempted, it could encourage tourists to visit the state.

Given the approaching winter season from October, Thakur underscored the urgency of taking immediate steps to revive tourism and instill a positive outlook. The letter reiterated the significance of tax reductions and entry tax waivers as vital measures to entice tourists, recognising the broader economic benefits their arrival would bring to the state.

In a letter the association pointed out that the state government could benefit from increased revenues, including VAT on petrol, diesel, and liquor, as well as GST on various aspects of tourism like hotel stays, dining, shopping, and other expenditures. A substantial workforce would be employed, contributing to the state’s economy.

The association members shared challenges faced by the hotel industry, including maintenance expenses and lease payments. They proposed a reduction in electricity charges for six months, similar to measures taken during the COVID-19 pandemic. They have appealed for discounts on water and garbage disposal to alleviate the financial strain on the sector. A request for a one-year tax rebate was also presented and the Chief Minister to raise the matter with the central government.

In addition to these measures, the associations urged the state government to expedite restoration of damaged national highways, emphasising their critical role in the state’s connectivity.

To promote tourism in the coming days, Thakur suggested leveraging social media platforms and advertisements to showcase prominent tourist destinations. He encouraged the tourism department to collaborate with travel bloggers to amplify the appeal of these areas.

According to officials from the tourism department, Himachal Pradesh incurred losses of approximately Rs 2,000 crore during July and August due to extensive rain-related damage to its road infrastructure. The tourism sector, contributes seven percent to the State Gross Domestic Product (SGDP) and provides approximately 14.42 percent of direct and indirect employment, overall contributing over Rs 14,000 crore to the state’s economy.

Injured Naseem Shah to miss the World Cup, Hasan Ali returns as Pakistan name 15-member squad

Naseem, 20, had suffered a shoulder injury during their match against India in the Asia Cup. He has been advised to undergo surgery and is expected to recover in three to four months.

Inzamam also announced three travelling reserves — wicketkeeper-batter Mohammad Haris, mystery spinner Abrar Ahmed and fast bowler Zaman Khan for the World Cup who would be considered if there were any injuries in the squad.

“I have not tried to tinker or make too many changes in the squad because this is a World Cup and we have to remember these same players have been playing together for a while now. We have opted for continuity in the team,” Inzamam told the media in Lahore on Friday.

“We were forced to make one change because of an unfortunate injury to Naseem Shah. We had a few injury scares in the recent Asia Cup, but I am glad to share that all the players are fully fit and are eager to perform for their country in the all-important tournament.” Giving a breakdown on the fitness of Naseem, Inzamam said: “The doctors are looking after him but what we are learning is that he might be out for a long time, not only the World Cup.” The Chief Selector said that Naseem is also doubtful to make the tour of Australia after the World Cup.

Inzamam also defended the decision to call up Hasan Ali, who has been out with a finger injury for a while now and last played for Pakistan in any format in January this year against New Zealand in a Test match.

Hasan, who fractured his finger while playing in the Lanka Premier League a few months back, last played a ODI for Pakistan in June, 2022.

“The only reason we have picked Hasan is because he is an experienced bowler who has played and bowled well before in big tournaments and matches and that is why we have gone for Hasan. He was only picked after the doctors cleared his fitness,” he said.

There were concerns about fast bowler Haris Rauf’s fitness after he missed the last Super four game against Sri Lanka following an injury during the India game.

“I have received encouraging reports from our medical panel about Haris Rauf. He has started to (shadow) bowl at the National Cricket Academy and will be available for selection,” Inzamam said.

“I have a firm belief that this squad can bring the World Cup trophy to Pakistan and make the whole nation proud with their incredible performances. It is time to get behind our team and provide them with the backing and support that they need.” Inzamam, however, said the recent form of the spinners has been a source of concern and they need to improve their performance in India.

“It is a fact that our spinners are not performing as we expect them to do. And unless they take wickets in the middle overs it will be a problem in India,” he said.

“Shadab, Nawaz and Osama Mir have been playing together so I am confident they will start performing in the mega event.

“In India if you want to win matches not only do you need wicket taking spinners but also proper pace bowlers.” Pakistan will play two warm-up matches against New Zealand on September 29 and Australia on October 3 before their tournament opener against the Netherlands on October 6.

The showpiece will be held in October and November in India.

US President Joe Biden to visit striking auto workers in Michigan on Tuesday

US President Joe Biden announced that he will travel to Michigan on Tuesday to support striking United Auto Workers union members, in a show of solidarity during tense contract negotiations with Detroit’s Big Three automakers.

“I’ll go to Michigan to join the picket line and stand in solidarity with the men and women of the UAW as they fight for a fair share of the value they helped create,” Biden posted on X, the site formerly known as Twitter.

The exact location and other details of the visit were not yet finalized as of Friday afternoon, according to people familiar with the matter who spoke on condition of anonymity about internal discussions regarding Biden’s travel plans.

Union leaders invited Biden earlier Friday to join the picket line. Biden’s visit will come one day before former President Donald Trump travels to Detroit to court union members and counterprogram the September 27 Republican primary debate, which he has said he will not attend.

The strike has posed a political conundrum for Biden, who is counting on labor support across crucial Rust Belt swing states to help propel him to victory.

The UAW has voiced concerns about his administration’s efforts to move the country away from gas-powered vehicles to electric cars, worried it would mean fewer jobs and worse pay. The UAW endorsed Biden in his 2020 campaign but has yet to do so for his reelection bid.

Trump has sought to exploit that sentiment to pick off support from unionized auto workers, though union leaders have dismissed the idea the organization could endorse the former president.

It spared Ford Motor Co. from additional walk outs after union leaders said they clinched more concessions from the company.

The sides have been far apart on key issues such as pay, benefits and terms for thousands of workers needed to staff new battery plants. An expanded strike could increase pressure on carmakers to reach a deal.

Biden has few tools to force the parties to reach an agreement, other than using his bully pulpit. Unlike last year’s freight-rail negotiation, Biden cannot legally intervene and impose a contract to get workers back on the job.

As a result, the White House response has at times been halting. Biden announced on September 15 when the UAW called the strike that he was dispatching acting Labor Secretary Julie Su and senior White House adviser Gene Sperling to Detroit in order to liaise with the union and auto executives.

But days later, the White House said they were shelving the visit after the parties agreed it would be better if they monitored the talks remotely. Trump sought to seize on the moment, announcing his plans to visit striking workers in Michigan before Biden – who regularly bills himself as the most pro-union president in US history – scheduled a visit.

A total of 10 million USD will be distributed by the ICC among all winning teams throughout the tournament.The apex body has taken this decision in a bid to make the tournament more competitive and entertaining, both for the players and the fans.

The winner of the upcoming ODI World Cup will get a prize purse of USD 4 million (approximately Rs 33 crore) while the runners-up will get richer by USD 2 million (approximately 16 crore), the International Cricket Council (ICC) said on Friday.

The ICC announced the prize money and incentives for all 48 matches to be played in the showpiece starting next month.

The two losing semi finalists will get USD 800,000 (Rs 6 crore approximately) each.

The other six teams who fail to qualify for the knockouts will get USD 100,000 (Rs 82 lakh approximately) each, and the winner of each group stage match will get an incentive of USD 40000 (Rs 33 lakh approximately).

The apex body has taken this decision in a bid to make the tournament more competitive and entertaining, both for the players and the fans.

The World Cup will be held in India from October 5 to November 19. It will comprise 45 league matches and three knockout matches.

This will be the 13th edition of the men’s ODI World Cup, and 10 teams (India, Afghanistan, Australia, Bangladesh, England, New Zealand, Pakistan, South Africa, Sri Lanka, and Netherlands) will feature in the tournament.

US Secretary of State Antony Blinken said on Friday that it is important that India works with Canada on investigating the death of pro-Khalistani terrorist Hardeep Singh Nijjar, whom India has long designated a terrorist.

“We want to see accountability and it’s important that the investigation run its course and lead to that result. We have been engaged directly with the Indian govt as well,” Blinken told reporters, further adding that the US is deeply concerned about the allegations raised by Canadian Prime Minister Justin Trudeau.

The investigation moving forward would be the most productive thing that can happen now, according to Blinken’s statement.

“We would hope that our Indian friends would cooperate with that investigation as well. We are extremely vigilant about any instances of alleged transnational repression, something we take very seriously and it’s important for the international system that any country that might consider engaging in such acts not do so. It’s something that we’re also focused on in a much broader way,” the US Secretary of State said.

India-Canada relations have hit a new low after Canada expelled an Indian diplomat over allegations of India’s involvement in the killing of Khalistan Tiger Force chief Hardeep Singh Nijjar, and India undertaking a similar move to expel a Canadian diplomat. India has also suspended visa services in Canada till further notice. 

Bilateral trade between India and the US stood at $191 billion in 2022, nearly doubling from 2014.

In his recent visit to the US, Prime Minister Narendra Modi expressed India’s interest towards being recognized as a Trade Agreements Act-designated country by the United States to further enhance the integration of both economies and to further promote trade and investment between two countries.

Indian commerce minister Piyush Goyal also confirmed that trade talks between both nations have been paused because of the increasing pro-Khalistani activities and Canada’s sympathies with Khalistani activists.

For the June quarter, the new loans booked by Bajaj Finance were the highest ever. Asset quality improved with Gross NPA at 0.87 percent from 0.94 percent in March, while Net NPA improved to 0.31 percent from 0.34 percent sequentially.

In a note released a month ago, analysts at BoFA Securities had projected a potential upside of up to 24 percent in shares of Bajaj Finance in the next 12 months. It had a buy recommendation with a price target of Rs 8,750, the 12th highest for the stock on the street.

The brokerage said that their bullish strance is driven by the company’s focus on diversification, proactive action on unsecured growth and keeping targets of financial year 2024 intact.

Shares of Bajaj Finance ended little changed on Friday at Rs 7,474.85. The stock is up 14 percent so far this year.

The Madras High Court order cuts both ways for the publicity or review seeker in case of a Google review. If the publicity seeker only wants adulation and is not sufficiently thick-skinned to take criticism on his/her chin, they better stay away from the game, observes Chartered Accountant S Murlidharan.

Case 1: Comments in Google Review doesn’t amount to defamation 

The Madras High Court has recently (2023 LiveLaw (Mad) 263) absolved users of products and services posting their reviews or comments online from the charges of defamation. Google review is such a rage these days. Indeed, many wannabes go through such reviews before buying a product or service. 

A client who was dissatisfied with the services of her advocate minced no words in her review. Then the advocate sued her for defamation. The Court drew the line between defamation and fair comment which is already an exception to the charge of defamation and absolved her of the charge of defamation. 

The Court order cuts both ways for the publicity or review seeker.  If he only wants adulation and is not sufficiently thick-skinned to take criticism on his chin, he better stay away from the game. Parenthetically, there is a view that bulk of the comments are stage-managed ones but that is for a different time and occasion.

Case 2: Parent can revoke gift of property if the child neglects him/her later on 

The Madras High Court on September 12, ruled that the words ‘subject to condition’ used in section 23(1) of the Maintenance and Welfare of Parents and Senior Citizens Act 2007 should be interpreted broadly to indicate an implied condition to look after the senior citizen. 

This is bound to be lapped up by parents who are neglected by their wards after accepting their parents’ properties with two eager hands earlier. Typically, it is said that a gift should be unconditional and without strings attached. But the impugned law must be hailed for rescuing parental gifts from such straight-jacketing. 

Parents generally are selfless when it comes to securing the lives of their children but then they have the right to have expectations from their children—to be taken care of during the autumn of their lives.  

Case 3: Need to balance the right of the media to inform and the need to eschew media trial  

The Supreme Court on September 13, in a PUCL vs State of Maharashtra matter, asked the Ministry of Home Affairs (MHA) to make guidelines within three months to balance the need for the media to inform and eschew media trial in consultation with Directors General of police of states and Union Territories. 

The main worry is media cherry-pick their sources, euphemism for government functionaries seized of the matter, and mould, twist and turn the facts often to the detriment of the accused, painting him/her in a black hue. 

The MHA hopefully would take a leaf from the guidelines prevalent in a few states in the USA to strike such a fine and fair balance. 

Case 4: Waiver of right to appeal not cast in stone in tax amnesty matters 

In P. M. Paul vs State Tax Officer & Others matter, the Supreme Court of India in a  September 1 order,  upheld the right of the assessee to revert back to the appellate mechanism under tax laws if his amnesty petition is rejected under a tax amnesty scheme. 

It is de rigueur for tax amnesty schemes to call upon the participants i.e., those availing of the scheme to renounce their statutory right to appeal as a precondition for availing of such an amnesty scheme. This is as should be because one cannot be allowed to pursue multiple remedies in a manner of doing forum shopping. 

By the same token, the appellant should not be condemned to suffer a double whammy which would be the case if he were to be left high and dry on being denied participation in the amnesty scheme, and at the same time stew in his own juice for renouncing his right to statutory appeal. Having denied him admittance into the amnesty scheme, it is only fair that his statutory right to appeal is revived.

China market sell-off spurs fund managers to look for hidden gems

The MSCI China Index has tumbled 55 percent from a high set in February 2021, while a gauge of mainland firms traded in Hong Kong has slumped 50 percent and is the worst performer of 92 global indexes compiled by Bloomberg over the past three years.

The relentless selloff in Chinese stocks has made the market the worst performer in the world over the past three years. And that is exactly the reason some funds are looking to unearth pockets of value.

They see a contrarian signal in the extreme pessimism toward Chinese assets in recent months amid an economic slowdown, unpredictable government crackdowns and rolling property woes. Global funds as a whole have slashed their China stock positioning to the lowest since October, which to some means more room for potential buying.

“China has a growth problem today, but not a systemic crisis,” said John Lin, Singapore-based chief investment officer for China equities at AllianceBernstein, which oversees $694 billion globally. “The way you make money is you have to go company by company. There’s a lot of nice cashflow companies, nice dividend-yield companies that are still under-appreciated.”

One of the major drivers of the downtrend has been selling by global funds. After making net purchases earlier this year, offshore money managers offloaded a record $12 billion of mainland shares in August via trading links with Hong Kong, and have sold another $3.2 billion this month.

That bearish positioning opens up the prospect of a rebound, while signs of stabilization in parts of the economy mean it makes sense to look for value now, bulls say.

But Where Are The Pockets Of Value?

AllianceBernstein’s Lin says he favors firms in China’s local share market, which is primarily traded by domestic investors.

“We like A shares because they are more domestic oriented, and therefore are less susceptible to capital flows based on geopolitical tensions,” he said. “You can find a lot of interesting stocks that have their own idiosyncratic dynamics.”

For Amundi SA, China’s health-care stocks are where it sees value.

Medical shares have been beaten down amid an anti-corruption clampdown but the sector has probably already reached a bottom with all the bad news in the price, said Nicholas McConway, head of Asia ex-Japan equities at Europe’s largest money manager in London.

Guinness Global Investors favors pharmaceutical names that are transitioning from generic drugs to developing new products themselves or acquiring them through mergers and acquisitions.

Mondrian Investment has been adding to positions in e-commerce giant Alibaba Group Holding Ltd. as its stock price failed to capture the potential payouts that will be distributed to shareholders during its six-way split, said Ginny Chong, head of Chinese equities in London with over 20 years of experience in emerging markets.

She has also been also adding shares of Tencent Holdings Ltd., and sees Baidu Inc. as undervalued.

Regarding our game, it’s true that it’s almost been more than a month since the first game of the Durand Cup when we faced Mohun Bagan. For sure, a lot of things have changed for both the teams. India displaced Pakistan to get to the top spot of the ICC ODI Team standings after their five-wicket win against Australia at the Punjab Cricket Association (PCA) Stadium in Mohali on Friday.

The Men in Blue have created a unique feat by becoming the first-ever side to be the ICC World No. 1 ranked team simultaneously in all three formats of international cricket. India displaced Pakistan to get to the top spot of the ICC ODI Team standings after their five-wicket win against Australia at the Punjab Cricket Association (PCA) Stadium in Mohali on Friday.

Seamer Mohammed Shami claimed career-best figures of 5-51 and India’s frontline batters gave a good account themselves to secure their five-wicket victory against Australia in the opening one-day international on Friday.

Put into bat, Australia were all out for 276 in exactly 50 overs even though 300 looked within their reach before Shami polished off their tail. In reply, four of India’s top six batters smashed half-centuries as the home side led, who have rested several frontline players, romped home with eight balls to spare.

Suryakumar Yadav, who made a cheeky 50, and Rahul batted sensibly to frustrate Australia. The teams move to Indore for the second match on Sunday and the three-match series concludes in Rajkot on Wednesday.
