Congress’ balancing act: Oppressed classes given lion’s share in Karnataka Cabinet

KV Prasad Jun 13, 2022, 06:35 AM IST (Published)

Listen to the Article (6 Minutes)

Summary

Prominent leader from the Dalit community, Dr G. Parameshwara, who vehemently staked a claim for the deputy chief minister post and warned the party to recognise the demand before the community responds, has been allotted a Cabinet berth. His name figures first in the list.

After denying them a Dalit deputy chief minister, the Congress has given the oppressed community a lion’s share in the Karnataka state Cabinet in the first list. Among the eight ministers to be sworn in, three belong to Scheduled Castes while one hails from Scheduled Tribe.

No Vokkaliga leader has been named in the first list as D.K. Shivakumar was given the post of deputy chief minister He will also continue as the state party President. Lingayats, who dominated the BJP Cabinet, will have one representative.

K.H. Muniyappa, former union minister who batted for a Dalit Chief Minister and ‘then for a deputy chief minister post, has also been accommodated. There were rumours before the election that Muniyappa is all set to switch over to the BJP.

The grand old party managed to rein in the situation. Muniyappa won from Devanahalli seat and his daughter Roopa Shashidhar won from KGF seat. He lobbied for the Cabinet post for his daughter, but the party has decided to include him in the Cabinet.

AICC President Mallikarjun Kharge’s son and Chittarpur MLA Priyank Kharge, who worked as a Minister for IT during Siddaramaiah’s first stint as Chief Minister, has also been given Cabinet post.

Party sources explained that it is the gesture of the party towards senior Kharge’s prominent role in the election strategy and campaigning. Kharge’s “I am Bhoomiputra” claim against PM Modi’s publicity blitzkrieg struck a chord with the people of the state.

Satish Jarkiholi, the power house of Congress in north Karnataka and mass leader of oppressed classes and OBC communities has been given a Cabinet berth. Satish Jarkiholi is known for his movement against Hindu-blind beliefs and superstitions.

Jarkiholi’s claim that the origin of the word ‘Hindu’ was Persian and meant “slave” had created a stir making it a topic of national debate.

Notably, Satish Jarkiholi celebrates his birthdays in burial grounds and makes it a point to carry out important works at inauspicious times. He is the brother of Ramesh Jarkiholi, one of the important leaders in Karnataka BJP and an accused in the alleged sex CD scandal.

The family is alleged to be running a republic in Belagavi district. He won from Yamakanamardi reserve seat with a margin of 57,211 votes. He polled 60 per cent of votes.

M.B. Patil, one of the prominent Lingayat leaders from north Karnataka, has also been allotted the cabinet post. Resourceful Patil is a blue-eyed boy of Siddaramaiah and launched the movement for a separate religion for Lingayats.

Most senior Congressman Ramalinga Reddy from Bengaluru has been awarded the coveted berth. The Reddy community urged the high command and wrote a letter seeking the DyCM post to him. As per his supporters, he is more senior and has won more elections than Siddaramaiah and Shivakumar.

BJP had taken it as a challenge to defeat him and worked on all strategies. They managed to defeat his daughter Sowmya Reddy in the Jayanagar seat by a slim margin of 16 votes.

Siddaramaiah has managed to secure a cabinet post for his staunch supporter B.Z. Zameer Ahmad Khan who carried out “Siddaramaiah CM candidate” campaign throughout the last five years much to the chagrin of Shivakumar.

Sources claimed that Shivakumar tried his level best to keep Zameer out of the cabinet, but failed. Zameer is a mass leader and represents Chamarajpet seat in Bengaluru.

Senior Congress leader K.J. George, who held the portfolio of Home during the tenure of Siddaramaiah last time, has also been included in the first list on the high command’s directions.

The Congress has tried to accommodate all communities and religions in the first phase, giving prominence to Dalits and oppressed classes.

It is to be seen how Vokkaliga and Lingayat communities who used to get the lion’s share and preferential treatment over others in Karnataka whenever BJP, and JD(S) governments were formed, react to the development.

After Microsoft’s Bing, Google is set to release its AI-powered Search next month

KV Prasad Jun 13, 2022, 06:35 AM IST (Published)

Listen to the Article (6 Minutes)

Summary

The new features will be available exclusively in the US, and will be released initially to a maximum of one million users, according to The New York Times.

As Microsoft takes the lead with AI-powered Bing Search and ChatGPT, Google is set to release new AI-powered Search next month, with more features coming this fall.

The new features will be available exclusively in the US and will be released initially to a maximum of one million users, according to The New York Times.

The company plans are part of efforts to meet the threat posed by Microsoft’s Bing chatbot and OpenAI’s ChatGPT.

“AI competitors like the new Bing are quickly becoming the most serious threat to Google’s search business in 25 years, and in response, Google is racing to build an all-new search engine powered by the technology,” according to the report.

It is also upgrading the existing Search engine with AI features, said the report, citing internal documents.

The new features, under the project name “Magi”, are being created by designers, engineers, and executives at the company.

A Google spokeswoman said in a statement that “not every brainstorm deck or product idea leads to a launch, but as we’ve said before, we’re excited about bringing new AI-powered features to search, and will share more details soon”.

Google’s chatbot called Bard was released in March to a limited number of users in the US and the UK.

Bard, like OpenAI’s ChatGPT and Microsoft’s Bing chatbot, is based on a large language model (LLM), specifically a lightweight and optimised version of LaMDA, which the tech giant said will be updated with newer, more capable models in the future.

Users can interact with Bard by asking questions and refining their responses with follow-up questions.

However, Bard has a long way to go to catch up with ChatGPT and GPT-4.

5G speed could reduce to half if less spectrum allotted in 6GHz band, says COAI

KV Prasad Jun 13, 2022, 06:35 AM IST (Published)

Listen to the Article (6 Minutes)

Summary

India’s significantly higher population density (464 persons/sq km), compared to 36 in the US and 25 in Brazil, necessitates spectrum loading happens to the tune of 96 percent (compared to 40-50 percent in the US or Brazil).

India must allocate more spectrum in the mid-band like 6GHz for a seamless 5G mobile service in the country, else the 5G download speed would be reduced to 50 percent, when fully deployed, if less spectrum is allocated in the 6GHz band, the Cellular Operators’ Association of India (COAI) said on Monday.

In a letter to the Department of Telecommunications (DoT), the apex operators’ body said that mid-band spectrum like 6GHz provides a balance of wide coverage and capacity which is critical to the rapid and cost-efficient deployment of 5G mobile networks in India and also meets the exponentially increasing data demands, that too at affordable terms.

“Shortage of 6GHz spectrum would compel telecom service providers (TSPs) to densify networks to meet IMT-2020 5G performance requirements, leading to 60 per cent higher annual costs. Without densification, 5G download speed would be reduced to 50 percent if less spectrum is allocated in the 6GHz band,” said Lt Gen SP Kochhar, Director General, COAI.

Currently, only 720MHz is available in the mid-band in India.

Further, the government is considering vacating the spectrum from broadcasters or satellite users in the C band (3670-4000 Mhz) for 5G/6G use.

However, even this spectrum from the C band will not be enough to reach the required 2GHz spectrum for international mobile telecommunications (IMT) in the mid-band.

“It is essential that 1200 MHz available in 6GHz is allocated for mobile communications in India to get this critical 2GHz spectrum in mid-band,” the COAI said.

India’s significantly higher population density (464 persons/sq km), compared to 36 in the US and 25 in Brazil, necessitates spectrum loading happens to the tune of 96 percent (compared to 40-50 percent in the US or Brazil).

Also Read: ASUS says it will continue to raise the bar with its ROG lineup of gaming laptops

The average population served by each antenna in India is roughly eight times that of these countries, putting a requirement of almost 4-5 MHz of spectrum/person.

“Wi-Fi services in India already have sufficient spectrum in the 2.4 GHz and 5 GHz bands (totalling 688 MHz) to meet the demand for Wi-Fi access in the 2025-2030 period. Wi-Fi Services have negligible data offload from IMT mobile to Wi-Fi because India is a mobile-first nation with more than 95 percent of internet users accessing mobile broadband data,” read the COAI letter.

It recommended that the most optimal allocation for the country in the 6GHz band is to identify the entire 5925-7125 MHz (1200MHz spectrum for IMT applications), as this would maximise the economic and societal benefits for achieving the national target of a $1 trillion digital economy.

Summary

According to Minister of State for Electronics and IT, Rajeev Chandrasekhar, the year 2023 will be a milestone as the country will cross Rs 1 lakh crore in mobile phone exports this year.

The government’s push towards local manufacturing of consumer electronics items has helped India cross-record more than Rs 85,000 crore in mobile exports in the fiscal year ending March 31, industry data showed on Saturday.

Buoyed by attractive government incentives towards local manufacturing, India surpassed a remarkable $10 billion worth of smartphone exports in the fiscal year 2022-2023, according to the data provided by the India Cellular and Electronics Association (ICEA) to IANS.

Smartphone exports from India have doubled from the corresponding period from the last fiscal year, driven by production-linked incentive (PLI) schemes.

The top five global destinations India currently exports mobile phones to are the UAE, the US, the Netherlands, the UK and Italy, according to the ICEA data.

“The mobile phone industry will cross $40 billion manufacturing output and 25 per cent exports at $10 billion is a stellar performance,” Pankaj Mohindroo, Chairman of ICEA, had earlier told IANS.

More than 97 percent of the smartphones sold in India are now being produced locally.

India is now the second-largest mobile phone manufacturer in the world.

India is likely to produce 45-50 percent of Apple’s iPhones by 2027, on par with China, where 80-85 percent of iPhones were produced in 2022.

According to estimates, India and Vietnam are to become the biggest beneficiaries of smartphone supply chain migration out of China.

India accounted for 10-15 percent of iPhones’ overall production capacity at the end of 2022.

Apple became the first smartphone player in India to have exported $1 billion worth of iPhones in the month of December. It currently manufactures iPhones 12, 13, 14 and 14 Plus in the country.

Twitter prohibits users from retweeting, liking, or commenting to Substack links

Listen to the Article (6 Minutes)

Summary

According to Substack founders, “writers’ livelihoods should not be tied to platforms where they don’t own their relationship with their audience, and where the rules can change on a whim”.

The ability to embed tweets in posts on the online publishing platform Substack has been blocked by Twitter, leaving thousands of users in the dark.

Many do not like Twitter’s decision to limit promotion and exposure for tweets including links to Substack postings.

“We’re disappointed that Twitter has chosen to restrict writers’ ability to share their work. Writers deserve the freedom to share links to Substack or anywhere else,” said Chris Best, Hamish McKenzie and Jairaj Seth, the founders of Substack.

“This abrupt change is a reminder of why writers deserve a model that puts them in charge, that rewards great work with money, and that protects the free press and free speech,” they added.

The Twitter change has become a huge problem for Substack writers, who use the Elon Musk-run platform to promote their newsletters.

“It appears that Musk is making decisions based on his own financial interests and petty grievances — even if it makes Twitter objectively worse for users,” Judd Legum, author of Popular Information, a politics-focused newsletter, told The Verge.

“If this continues, it’s hard to justify continuing to invest my time creating content on Twitter.”

According to Substack founders, “writers’ livelihoods should not be tied to platforms where they don’t own their relationship with their audience, and where the rules can change on a whim”.

Musk is a known critic of mainstream media, and recently put a misleading “state-affiliated media” label on NPR’s account.

Summary

Bing Image Creator integrated into Bing chat has started to roll out to Bing preview users, also it is available in Microsoft Edge from the Image Creator icon in the sidebar for both desktop and mobile users around the world in English.

Microsoft has introduced a new feature ‘Bing Image Creator’ to the new Bing and Edge preview, which allows users to create an image simply by using their own words to describe the picture they want to see — powered by an advanced version of the Open AI’s DALL-E model.

Bing Image Creator integrated into Bing chat has started to roll out to Bing preview users, also it is available in Microsoft Edge from the Image Creator icon in the sidebar for both desktop and mobile users around the world in English.

Moreover, the company said that it will soon integrate Image Creator into Edge from the new Bing button in chat mode in the preview version of Edge.

“By typing in a description of an image, providing additional contexts like location or activity, and choosing an art style, Image Creator will generate an image from your own imagination. It’s like your creative copilot. Just type something like ‘draw an image’ or ‘create an image’ as a prompt in chat to get creating a visual for a newsletter to friends or as inspiration for redecorating your living room,” Microsoft said in a blog post.

Along with the new image generator, Bing is getting two new search features — Visual Stories and Knowledge Cards 2.0.

“To support the growing demand for more visual search experiences, we are also making Stories and Knowledge Cards 2.0 available to all Bing users,” the company said.

Knowledge Cards 2.0 is an AI-powered infographic-inspired experience that provides fun facts and key information at a glance.

The company said that it has been updated to include interactive, dynamic content like charts, graphs, timelines, visual stories and more.

Microsoft plans build its own mobile games store to compete Apple, Google

KV Prasad Jun 13, 2022, 06:35 AM IST (Published)

Listen to the Article (6 Minutes)

Summary

Microsoft is planning to build its own mobile games store for iPhones and Android smartphones as soon as next year if regulators approve its $75 billion acquisition of Activision Blizzard, the media reported.

Microsoft is planning to build its own mobile games store for iPhones and Android smartphones as soon as next year if regulators approve its $75 billion acquisition of Activision Blizzard, the media reported.

According to Microsoft’s gaming head Phil Spencer, the EU’s Digital Market Act (DMA), which takes effect in March 2024, will assist the company in meeting its mobile app store ambition, allowing companies to load their app stores on iPhones and Android phones by asking Apple and Google to open up their systems, reports the Financial Times.

“We want to be in a position to offer Xbox and content from both us and our third-party partners across any screen where somebody would want to play,” Spencer was quoted as saying.

“Today, we can’t do that on mobile devices but we want to build towards a world that we think will be coming where those devices are opened up,” he added.

Microsoft is battling regulators in the US, Europe, and the UK, who have all expressed concern about the potential impact on competition of the Xbox console’s owner purchasing the developer of Call of Duty, one of the world’s most popular game franchises.

Last month, Microsoft formally received an antitrust warning from the European Union over its bid to acquire Activision Blizzard.

According to a report in Politico citing sources, the notice said that EU officials “laid out the reasons why the deal could threaten fair competition on the video game market.”

The US Federal Trade Commission (FTC) has also sued tech giant Microsoft for acquiring leading video game developer Activision Blizzard.

Moreover, the report said that Spencer believes the deal will increase competition in what he calls the “largest platform people play on” — smartphones — where Apple and Google currently have what some antitrust authorities call a “duopoly” over the distribution of games and other apps.

“The Digital Markets Act that’s coming — those are the kinds of things that we are planning for. I think it’s a huge opportunity,” he said.

The EU is expected to designate Apple and Google as “gatekeepers” under the DMA, requiring them to change the rules governing app distribution on iPhones and Android devices.

However, the Big Tech companies may file an appeal, delaying enforcement beyond the March deadline, the report said.

Last month, the tech giant signed a 10-year contract with Japanese gaming giant Nintendo to bring Xbox games, including Call of Duty (CoD) to Nintendo’s gamers, which came ahead of a hearing in the European Union.
